Mayor Kelli Linville has been discussing ways to improve the effectiveness of communications between neighborhood associations and her office through the Mayors Neighborhood Advisory Commission. At our October Individual Highlights: 17th meeting she offered a suggested revision to the Bellingham Municipal MNAC Report Code changing MNAC role in the project and neighborhood plan review process in an attempt to avoid duplication by MNAC of work done in the AHA Membership Form Planning Department. Parks Director James King provided information on plans for work on Arne Hanna Aquatic Center and replacing the field turf for Civic Stadium. He also described plans to trim the trees in the view from the view platform near the top of the Arboretum to allow views of the city. *** continued on page 2

Best Brownies Ever

During the upcoming holidays there are going to be many opportunities to provide a great dessert item to an event. Heres a terrific brownie recipe you might like to bring along.
INGREDIENTS: 1 cube Butter (1/4 lb) 4 oz unsweetened chocolate or 6 Tablespoons Cocoa and 3 Tablespoons butter Teaspoon Salt 3-4 eggs (3 large/extra large or 4 small/medium) room temperature
(the more egg the fluffier and more cake like the brownie)
1 Teaspoon Vanilla extract (use real vanilla) 1 Cup flour sifted 1 Cup chopped pecans
PREPARATION: 1. Melt butter and cocoa (or chocolate) together. Let cool. Cream in sugar. Beat in the egg, salt and vanilla, fold in flour, add nuts. 2. Pour mixture into greased and floured 8-inch baking pan. Bake 35 minutes in preheated oven at 350 F. 3. Chill thoroughly before cutting
Another project will be to replace the failing retaining wall in Bloedel Donovan with a gravel beach. Another project will be to clean up old concrete rip rap along the shoreline towards town from Boulevard Park and rebuild the shoreline to reduce erosion. Another presentation was made by staff from Bellingham Airport about expansion there. Several MNAC members voiced concerns about increased noise from the higher number of flights and some specific older aircraft. Commercial traffic has been increasing at something near 25% per year and has only recently slowed growth to the 12-15% per year range. Some expansion of the private aviation area is planned and passenger facilities are being expanded to handle the rising numbers of passenger flights. One proposal for a transportation change involves the portion of Alabama Street between James Street and Cornwall. One option is to reduce the present 4 lanes to 2 and lower speed limit to 25 mph. Bicycle and pedestrian safety improvements are also included. I cannot see how the restriction down to only 2 lanes would offer any improvement in our transport options. Consider busses stopping in the one available lane to pick up or drop off passengers. Other vehicle traffic would be stopped behind the bus. Personally, I cannot yet see the wisdom in such a plan and am waiting to see whether such proposals are formally proposed. Watch for announcements of specific transportation plan proposals and let the city know of your reaction. It could be useful to invite Chris Comeau, Transportation Planner, to the next Alabama Hill Association Quarterly meeting for a report on transportation issues and Alabama Street specifically. If you have not recently been on Cordata north of Whatcom Community College it was suggested as a grand display of fall colors and how planning can beautify an area. Get to it before the fall winds strip those leaves away.
