David Horvath
EXPERTISE: CONSUMER DIRECTION PROGRAMS
As an Associate Manager, David Horvath is responsible for administering PPLs operations in New Jersey, Ohio, West Virginia, and part of Virginia. In New Jersey, PPL provides third-party billing, payroll services, and co-pay collection for the Global Options consolidated Medicaid Waiver program and the Jersey Assistance for Community Care Giving program, under contract with the New Jersey Department of Health and Senior Services. In Ohio, PPL provides third-party administration for the Ryan White Part B HIV/AIDS program for the Ohio Department of Health. In West Virginia, PPL provides fiscal/ employer agent services and resource consulting services for Personal Options, the self-directed service model within West Virginias Aged and Disabled Waiver program, under contract with the West Virginia Bureau for Medical Services. In Virginia, PPL provides fiscal/employer agent services for the Community Living Program and the Veterans Directed Home and Community-Based Services program. Mr. Horvath also serves as PPLs liaison to the Cash & Counseling National Program Office and HCBS.org, operated by the Boston College Graduate School of Social Work.

EDUCATION
Mr. Horvath has a Master of Science degree in Rehabilitation Counseling and Vocational Evaluation from West Virginia University. He is a currently a doctoral candidate in Educational Leadership & Policy Studies at West Virginia University. His research interests include disability studies, self-direction, direct workforce issues, leadership, and statewide systems change.
