Bi-Weekly Update
Good afternoon FLOs, This issue of the FLO Newsletter will cover the period April 10-24, 2012.
In the Intake Highlights and Analysis section, seven incidents are highlighted, including one Tip and Lead (T/L) from a FLO in Region 9. The incidents reflect potential indicators of activity that could be part of a plan with a nexus to terrorism. The Synopsis - CIKR section includes an article from the Homeland Security News Wire on the Transportation sector and the condition of our nations bridges, as well as an article from My Everett News on the Commercial Facilities sector. In Training Opportunities, the next FLO Basic course will be July 10-12. As identified in the previous newsletter, we seek your assistance in recruiting new FLOs, particularly with our tribal partners, as only 3 of 29 tribes are currently represented. In this section, you will also see a training opportunity sponsored by the Washington State Patrol. Finally, as you are reminded in Administrative Notes, please send us your feedback on this publication and on the FLO Program. Intake Highlights and Analysis


(U//FOUO) [Region 6] On 21 April 2012 at 0940 hrs, the Washington Department of Ecology in Seattle received the following email message: "THERE ARE INDIVIDUALS NORMALLY OF VIETNAMESE DESCENT SAYING THAT THEY ARE GOING TO CAUSE A GAS LEAK OR SMUGGLE SOME ILLEGAL SUBSTANCES IN THRU CARGO CONTAINERS IN THE PORT OF SEATTLE. THEY SAID THAT THEY SMUGGLE IN CIGGARETES ALL THE TIME AND SAID THAT HOLIDAYS WOULD BE THE BEST TIME TO USE THE CHEMICALS ON THE "AMERICAN FOOD SUPPLY" SO THAT NO ONE CAN TELL THAT THE FOOD IS BEING POISONED. THESE INDIVIDUALS ARE THE SAME PEOPLE THAT TAKE IN THE FOOD STAMPS IN CHINA TOWN IN SEATTLE WASHINGTON AND THEY ARE SOMETIMES SPEAKING IN ENGLISH, SOMETIMES IN VIETNAMESE STATING THAT THEY ARE SMUGGLING IN SOMETHING WITH THEIR CIGGERETTES SUCH AS ILLEGAL CHEMICALS TO MAKE DRUGS WITH AND GOING TO CAUSE A CHEMICAL SPILL AND THAT THERE WILL BE NO WAY TO TELL WHEN IT WILL BE AND THAT THE POLICE DEPARTMENT DOESN'T HAVE THE PROPER TECHNOLOGY TO DETECT A "GAS LEAK" AND THAT THE PORT OF SEATTLE IS A EASY TARGET FOR THE FOOD STAMP RAID THAT HAPPENED IN SEATTLE A FEW YEARS AGO AS WELL AS THE SCHOOL DISTRICTS AND THE CHILDREN WALKING AROUND DOWN TOWN SEATTLE. WSFC Tracking No. TL_2012-04-23T12:13:48 Status Open (U//FOUO) [Region 6] On 17 April 2012 at 1157 hours, a Washington State Patrol trooper pulled over a gray 2006 Hummer near SR-512 and Steele St in Pierce County. As the trooper exited his vehicle, the driver of the Hummer exited his vehicle swinging his arms in the air and screaming as he walked towards the trooper. At that point it became apparent the driver had an open carry pistol in a holster on his right hip. The trooper drew his service weapon and told the driver to stop multiple times and each time the driver refused to comply. The driver eventually entered the passenger side front door of his Hummer and began frantically throwing things around, as if he was attempting to get something out of the vehicle in a hurry. After two minutes, the driver stepped out of the Hummer and complied with the Trooper's command to put his hands on the vehicle. The driver was arrested and a consent was given to search his Hummer. The search of the vehicle rendered a loaded pistol in the backseat and a shotgun that was not loaded. Also found were two large knives beside the driver's seat and center console. At least 200 rounds of ammunition, all types, 9mm, 40 cal, shotgun shells, 7.62mm, etc. were recovered from the back of the Hummer. Additional items found included scopes, targets, binoculars, etc. WSFC Sent out an Officer Safety Bulletin concerning this subject. WSFC Tracking No. TL_2012-04-22T12:47:35 Status Open

(U//FOUO) [Region 6] On 21 April 2012 at 1520 hrs, a crew member on a dormant tug vessel discovered what appeared to be a pipe bomb (2 pipes taped together) in the Captain's stateroom. The bomb squad responded and rendered the device safe exposing its contents as sand and not incendiary. WSFC Tracking No. TL_2012-04-22T11:13:45 Status Closed (U//FOUO) [Region 4] On 17 April 2012, a High School teacher in Vancouver, WA, reported that a student became enraged and stated "I'm going to drop all of you. I hate America and the revolution is coming. I hope you are all ready to get shot in the head. I will laugh when you are all dead. The student was subsequently contacted and arrested by police without incident for felony harassment. WSFC Tracking No. TL_2012-04-18T12:16:37 Status Closed (U//FOUO) [Region 9] On 14 April 2012 between the hours of 0200 and 0900, unknown suspects(s) stole a Grant County Corrections Officers' personal vehicle. The vehicle had a Sig Sauer .40 cal duty weapon and bullet proof vest in the trunk at the time it was stolen. The vehicle was later found with the passenger window smashed out. The duty weapon and vest were missing from the trunk and the corrections officers' ID was missing from the visor. WSFC Tracking No. TL_2012-04-16T16:23:53 Status Closed (U//FOUO) [Region 4] On 12 April 2012, a Clark County Custody Officer parked his personal vehicle in the downtown area of Portland, OR. Upon returning to the vehicle he noticed one of the windows in his car was broken and the vehicle had been prowled. The Clark County custody officer's uniform shirt and badge, a duty belt with pepper spray, an ASP baton, taser, and work boots were stolen from the vehicle. WSFC Tracking No. TL_2012-04-15T17:58:19 Status Open (U//FOUO) [Region 4] On 12 April 2012, at one of Pierce Transit's major transit centers, an individual was seen by transit security officers taking pictures and asking police and security related questions (patrol times, locations of police and security personnel, etc). He was observed taking photographs of a police officer while the officer was not aware. The subject was also walking up to transit security and asking to take photographs of them. Tacoma Police was notified and questioned the subject. The subject stated that his interest in public safety was for an online class project. The subject was asked to leave since he was on transit property and he complied. WSFC Tracking No. TL_2012-04-13T12:38:42 Status Closed

April 23, Homeland Security News Wire (National) U.S. aging bridges in critical condition. There are an estimated 18,000 bridges in the United States which are classed as fracture-critical bridges, requiring continual inspections, Homeland Security News Wire reported April 23. The need for increased inspection and maintenance runs against shrinking state and federal budgets for infrastructure improvements. The American Society of Civil Engineers' (ASCE) most recent report card gave the condition of bridges in the U.S. a grade of C. The ASCE notes 26 percent of U.S. bridges are either structurally deficient or functionally obsolete. They note that as of 2008, the year of the most recent pre-report card survey, one in four bridges in rural areas was deficient, while one in three urban-area bridges are in the same class. Under ASCE definition, structurally deficient bridges, though not unsafe, must post speed and weight restrictions because of limited structural capacity. A functionally obsolete bridge, though not unsafe either, has older design features and geometrics, and cannot accommodate current traffic volumes, vehicle sizes, and weights.

Commercial Facilities
April 22, My Everett News (Washington) Hundreds evacuated after pepper spray incident at Everett Regal Cinemas. Hundreds of movie-goers were evacuated from the Regal Cinemas Everett in Everett, Washington, after pepper spray was released inside a theater April 22. Fire crews were called to the movie theater upon reports of something causing irritation to people inside the theater. While the initial call had as many as 30 people reportedly bothered by the substance, when Everett fire crews arrived, only a few people requested to be checked by medics. A theater employee said that the release was caused by a malfunctioning can of pepper spray in the purse of one of the moviegoers.

Training Opportunities
The next FLO Basic class will be held 10-12 July 2012. The training will be held in Spokane, Burlington, and Burien. To date, we have had a very good response for applicants for the Burien class, but we need your assistance in recruiting applicants for the Burlington and Spokane classes. We currently have four personnel registered for Burlington and three for Spokane and we are aiming for 50 participants at each of those locations. May 29 & 30, the Washington State Patrol Homeland Security Division will be sponsoring Anti-Terrorism Training for First Responders. See attached flyer for further information The FLO training FLO concept is something we are still finalizing and hope to have in practice within the next couple months. For the concept to become a reality, we will need your participation and encourage you to coordinate with the WSFC to set up a training session in your area of expertise, and share with your fellow FLOs. For those of you we have heard from already, we will be contacting you to coordinate the training. Additionally, if you are aware of training that would benefit FLOs, please post that information on HSIN, or send the information to flo@wsfc.wa.gov.

FUSION LIAISON OFFICER (FLO) BASIC COURSE

TRAINING Announcement

COURSE DATE (s): This one day course will be held at various locations around the state from July 10-12, 2012. (See dates/locations below). TIME: 0800-1700 COURSE DESCRIPTION: This 8 hour basic Fusion Liaison Officer course will: Provide a basic understanding of the FLO program. Provide instruction on the Statewide Integrated Intelligence System. Provide instruction on Privacy Policy, Civil Rights and Civil Liberties and 28 CFR Part 23. Educate the students in key concepts of intelligence, networking, terrorist infrastructures, red team methodology and emerging threats corresponding to better conducting the FLO mission. Provide students with a basic understanding of the National Suspicious Activity Reporting (SAR) Initiative. COURSE LENGTH: 8 hours TARGET AUDIENCE/DESCIPLINE: The instruction is designed for personnel (LE/Fire/CIKR) who will be functioning as a FLO within Washington State.

COST: All training and course materials are FREE!
