PREFACE This brochure attempts to present in a concise form information about the activities of Parliamentary Committees, other than Financial and Departmentally Related Standing Committees, for the period from 1st June, 2009 to 31st May, 2010. 2. The material has been arranged in two parts. Part-I contains two sections. Sections I & II present resume of the work done by the Standing Parliamentary Committees and the ad-hoc Committees respectively. Part-II of the brochure contains Appendices which give details of composition of the Committees/Sub-Committees, their sittings, subjects discussed and the composition of the various groups which undertook tours, places and dates of visits and the reports presented. PART I RESUME OF WORK DONE SECTION I STANDING COMMITTEES

CHAPTER I BUSINESS ADVISORY COMMITTEE I. Composition of Committee 1.1 The Business Advisory Committee for the year 2009-10 was constituted on 29 June, 2009 and continued in office during the period under review. 1.2 The Committee consists of not more than fifteen members including the Speaker who is the ex officio Chairman of the Committee. The Composition of the Committee is given in Appendix-I. II. Review of work done Sittings of the Committee 1.3 During the period under reference, the Committee held 16 sittings spread 7 hrs. 5 minutes. Statement showing the date of sittings of the Committee, the duration of the sittings and the number of members present is given in Appendix-XXII. 1.4 The Statement showing the number of sittings of the Committee attended by each member is given in Appendix-XLI. 1.5 Verbatim record of proceedings of the sittings of the Committee were maintained. III. IV. Secretariat 1.8 Business Advisory Committee (Table Office) constitutes the Secretariat of the Committee. Staff strength of the Branch sanctioned was 23 whereas the actual strength is 19. CHAPTER II COMMITTEE OF PRIVILEGES I. Constitution of Committee 2.1 The Committee of Privileges, which was constituted on 23.09.2009 continued in Office during the period under review. 2.2 The Committee consisted of 15 members of Lok Sabha. The Speaker appointed Shri P.C. Chacko, member of the Committee, as Chairman of the Committee. The Composition of the Committee is given in Appendix-II. II. Subjects selected for examination 2.3 The Committee does not take up matters for examination on their own. Matters are referred to the Committee either by the House under Rule 226 or by the Speaker under Rule 227 of the Rules of Procedure and Conduct of Business in Lok Sabha. The Committee examined/is examining the following matters during the period: Sl. No. 1 Subject Consideration of background note on amending the procedure for dealing with complaints against members of the other House and calling them for depositions before this House or its Committees. Memorandum No. 1Question of privilege given notice of by Shri R.P.N. Singh, MP and Minister of State for Road Transport and Highways regarding his detention at district Raebareli, U.P. Consideration of. III. Constitution of Sub-Committees/Study Groups No Sub-Committees/Study Groups were constituted by the Committee. IV. Review of work done (a) Sittings of the Committee 2.4 During the period under report, the Committee held 05 sittings lasting for 5 hrs. and 30 minutes. Statement showing the dates of sittings of the Committee held, the duration of the sittings, the number of Members present and the subjects discussed is given in Appendix-XXIII. 2.5 (b) The statement showing the number of sittings of the Committee attended by each member is given in Appendix-XLII (c) Proceedings 2.6 Verbatim record of Proceedings of the sittings of the Committee at which evidence was taken, was maintained. These comprised 116 pages. 3

4 V. Reports presented (a) Original Reports 2.7 During the period under review, the Committee of Privileges have not presented any Report to the House. (b) Action Taken Reports 2.8 Not Required. (c) Laying of Minutes 2.9 Minutes of sittings of the Committee relating to various matters will be presented to the House along with the concerned Reports as and when the Reports are finalised and presented/laid in the House. VI. Secretariat 2.10 The Privileges Branch constitutes the Secretariat of the Committee, staff strength of the Branch sanctioned Nos. 7 whereas the actual strength is 8. One Additional Secretary, one Additional Director, one Deputy Secretary, one Under Secretary and one Legislative Officer remained in-charge of the Branch.

CHAPTER III COMMITTEE ON ABSENCE OF MEMBERS FROM THE SITTINGS OF THE HOUSE I. Composition of Committee 3.1 The Committee on Absence of Members from the sittings of the House for the year 2009-10 was constituted on 21st April, 2010 and continued in office during the period under review. 3.2 The Committee consisted of fifteen members of Lok Sabha. The Speaker appointed Dr. Baliram, member of the Committee, as the Chairman of the Committee. The composition of the Committee is given in Appendix-III. 3.3 The Committee considered 10 applications of members for leave of absence from the sittings of the House. II. Review of work done (a) Sittings of the Committee 3.4 During the period under report, the Committee held one sitting. Statement showing the date of sitting of the Committee, the duration of the sitting, the number of members present and the subject discussed is given in Appendix-XXIV. 3.5 The statement showing the number of sittings of the Committee attended by each member is given in Appendix XLIII. (b) Proceedings 3.6 As the Committee did not take evidence, proceedings were not recorded. The decisions of the Committee have been kept as record. III. Report presented (a) Original Report 3.7 During the period under review, the Committee on Absence of Members from the sittings of the House presented the following Original Report to the House: Sl.No. 1. (b) Action Taken Report 3.8 The pleasure of the House as required under rule 327 of the Rules of Procedure and Conduct of Business in the Lok Sabha was taken in respect of First Report of the Committee. 5

6 (c) Laying of Minutes 3.9 Minutes of the First sitting of the Committee were prepared and laid on the Table of the House. IV. Secretariat 3.10 The Secretariat of the Committee on Absence of Members from the sittings of the House consists of an Additional Secretary, Addl. Director, Deputy Secretary, Executive Officer and supporting staff of Lok Sabha Secretariat. Staff strength of the Branch sanctioned was 23 whereas the actual strength is 19.

CHAPTER IV COMMITTEE ON GOVERNMENT ASSURANCES I. Constitution of Committee 4.1 The Committee on Government Assurances for the year 2009-10 was constituted on 23 September, 2009 and continued in Office during the period under review. 4.2 The Committee consisted of 15 Members of Lok Sabha. The Speaker appointed Smt. Maneka Gandhi, Member of the Committee, as the Chairperson of the Committee. The composition of the Committee is given in Appendix-IV. II. Working of the Committee 4.3 Under Rule 323 of the Rules of Procedure and Conduct of Business in Lok Sabha, the Committee scrutine the assurances, promises, undertakings etc. given by Ministers from time to time on the floor of the House and report on: (a) The extent to which such assurances, promises, undertakings etc. have been implemented. (b) Where implemented, whether such implementation has taken place within the minimum time necessary for the purpose. III. Constitution of Sub-Committees/Study Groups 4.4 No Sub-Committees/Study Groups have been formed. IV. Review of work done (a) Sittings of the Committee 4.5 During the period under report, the Committee held 17 sittings lasting for 25 hrs. and 10 minutes. Statement showing the dates of sitting of the Committee held, the duration of the sittings, the number of Members present and the subjects discussed is given in Appendix-XXV. 4.6 The statement showing the number of sittings of the Committee attended by each member is given in Appendix-XLIV. (b) Proceedings 4.7 Verbatim record of Proceedings of the sittings of the Committee at which evidence was taken, was maintained. These comprised 250 pages (approx.). (c) Visits for on-the-spot studies 4.8 No visits for on-the-spot studies has been undertaken by the Committee so far.

(b) Action Taken Reports 4.10 Conventionally no Action Taken Reports are drafted, since on us to fulfil a given assurance squarely lies with the concerned Deptt./Ministry. (c) Laying of Minutes 4.11 Minutes of sittings of the Committee relating to various Reports presented to the House were prepared and presented to the House alongwith the relevant Report. VI. Secretariat 4.12 The Committee on Government Assurances Branch constitutes the Secretariat of the Committee. Staff strength of the Branch sanctioned was 06 whereas the actual strength is 05. A Joint Secretary, a Director/Additional Director and Deputy Secretary remained in charge of the Branch.

CHAPTER V COMMITTEE ON PAPERS LAID ON THE TABLE I. Constitution of Committee 5.1 The Committee on Papers Laid on the Table for the year 2009-10 was constituted on 23.09.2009 and continued in Office during the period under review. 5.2 The Committee consists of 15 members of Lok Sabha. The Speaker appointed Shri Harin Pathak, M.P. as the Chairman of the Committee. The composition of the Committee is given in Appendix-V. II. Cases taken up for examination 5.3 During the period under review, the Committee examined 813 papers pertaining to laying of the Annual Reports and Audited Accounts of various Organisations/ Institutions. Out of these the Committee took 7 cases for collecting further details from the Ministries concerned. III. Review of work done (a) Sitting of the Committee 5.4 During the period under report, the Committee held 8 sittings lasting for 7 hrs. and 25 minutes. Statement showing the dates of sittings of the Committee held, the duration of the sittings, the number of Members present and the subjects discussed is given in Appendix-XXVI. 5.5 The Statement showing the number of sittings of the Committee attended by each member is given in Annexure-XLV. (b) Proceedings 5.6 Verbatim record of Proceedings of the sittings of the Committee, when evidences were taken have been kept on record. These comprised 39 pages. IV. Reports Presented (a) Original Reports 5.7 During the period under review, the Committee on Papers Laid on the Table presented the following Original Reports to the House: Sl. No. 1. 5.9 Minutes of sittings of the Committee relating to First Report presented to the House were prepared and presented to the House alongwith the said Report. V. Secretariat 5.10 Committee on Papers Laid on the Table (CB-II) Constitutes, the Secretariat of the Committee. One Deputy Secretary, an Additional Director and a Joint Secretary remained in charge of the Branch in addition to their other responsibilities. Staff Strength of the Branch sanctioned was 13 whereas the actual strength is 6.

CHAPTER VI COMMITTEE ON PETITIONS I. Constitution of Committee 6.1 The Committee on Petitions for the year 2009-10 was constituted on 23rd September, 2009 and it continued in office during the period under review. 6.2 The Committee consist of 15 members of Lok Sabha. The Speaker appointed Shri Anant Gangaram Geete, member of the Committee, as the Chairman of the Committee. The composition of the Committee is given in Appendix-VI II. Subjects selected for examination 6.3 The Committee consider the petitions presented to the House. During the aforesaid period, no petition was presented to the House. The Committee also consider the representations received by the Speaker/the Chairman of the Committee. During the period, under review the Committee received about 299 representations from individuals/groups/associations etc. out of which 71 representations were forwarded to the concerned Ministries/Departments for furnishing their comments. III. Review of Work done (a) Sittings of the Committee 6.4 During the period under report, the Committee held 14 sittings lasting for 13 hrs. and 30 minutes. A statement showing the dates of sittings of the Committee held, the duration of the sittings, the number of members present and the subjects discussed therein is given in Appendix-XXVII. 6.5 The Statement Showing the number of the sittings of the Committee attended by each member is given in Appendix-XLVI. (b) Proceedings 6.6 Verbatim record of Proceedings of the sittings of the Committee, at which evidence was taken, was maintained. These comprised 186 pages. (c) Visits for on-the-spot studies 6.7 The Committee undertook an on-the-spot study tour from 7th to 10th June, 2010. Action taken by the Government on the recommendations of the Committee on Petitions (14th Lok Sabha) in their Forty Fifth Report on the representation from Dr. K.R. Chaudhary of Tehsil Etawa, Uttar Pradesh alleging about irregularities in award of dealership of IOCL at Etawa. Action taken by the Government on the recommendations of the Committee on Petitions (14th Lok Sabha) in their Forty Fifth Report on the representation from Smt. Premlata Arora of Bareilly and forwarded by Kunwar Sarvraj Singh, MP regarding delay in allotment of Petrol Pump under Defence quota by IOCL at Bareilly. Action taken by the Government on the recommendations of the Committee on Petitions (14th Lok Sabha) in their Forty Sixth Report on the petition requesting to given benefits to casual workmen employed by the HAL, Nasik Division, Ozar, Nasik at par with workmen employed in Hyderabad Division. Summary of Recommendations 7.7 (i) The Committee examined sixteen Constitution (Amendment) Bills and recommended that the members sponsoring fourteen Bills be permitted to move for leave to introduce their Bills. In the case of two Bills, namely, the Constitution (Amendment) Bill, 2009 (Amendment of article 371-I) and the Constitution (Amendment) Bill, 2009 (Insertion of new article 75A), given notices of by Sarvashri Shripad Yesso Naik and L. Rajagopal, M.P.s, respectively, the Committee recommended that the members might not be permitted to move for leave to introduce their Bills. (ii) The Committee recommended classification and allocation of time to eighty-six Bills. Out of these, the Committee classified forty four Bills in category 'A' and the remaining forty two Bills in category 'B'. (iii) The Committee also re-considered the classification of the Constitution (Amendment) Bill, 2009 (Amendment of the Eighth Schedule) on the request of Shri Arjun Meghwal, the member-in-charge of the Bill. (iv) The Committee recommended allocation of time to nine resolutions. V. Secretariat 7.8 Legislative Branch-II constitutes the Secretariat of the Committee. Constitution of Committee 14.1 The Joint Committee on Salaries and Allowances of Members of Parliament is constituted under the provisions of section 9 of the Salary, Allowances and Pension of Members of Parliament Act, 1954. The Committee consist of five members of Rajya Sabha nominated by the Chairman, Rajya Sabha and ten members of Lok Sabha appointed by the Speaker, Lok Sabha. The members of the Joint Committee hold office for a period of one year from the date of their nomination. 14.2 The Joint Committee on Salaries and Allowances of Members of Parliament was constituted on 23rd September, 2009 and continued in Office during the period under report. As per Section 9(2) of the Salaries, Allowances and Pension of Members of Parliament Act, 1954, the Joint Committee elect their Chairman. Accordingly, the Joint Committee at their sitting held on 5th November, 2009 elected Dr. Charan Das Mahant, Member of the Joint Committee, as the Chairman. Constitution of Committee 19.1 The Committee on Ethics, which was constituted on 7.10.2009 continued in Office during the period under review. 19.2 The Committee consisted of 15 members of Lok Sabha. Subjects selected for examination 19.3 The functions and procedure to be followed by the Committee has been laid out in the Bulletin-II No. 611 dated 8.10.2009. The Committee may take up any matter referred to them either by the Speaker or by the House in regard to unethical conduct of member or complaint connected with parliamentary conduct of a member. The Committee may also suo motu take up for consideration and investigation matters relating to unethical conduct by members wherever felt necessary and make such recommendations as it may deem fit.
