QAADs Training on Division Monitoring and Evaluation System

The Quality Assurance and Accountability Division (QAAD) of DepEd-Regional Office VII successfully conducted the Five-Day Regional Training Program on Division Monitoring and Evaluation (M & E) System for Division Quality Management Teams (DQMT). It was held on July 16-20, 2012 at the DepEd Ecotech Center, Cebu City. It was participated in by the Schools Division Superintendents, Assistant Schools Division Superintendents, SBM Coordinators, M & E Coordinators, and Planning Officers from the 19 Schools Divisions in Region VII. The Training Program on Division Monitoring and Evaluation (M & E) System aims to provide the Division Quality Management Teams (DQMT) with the knowledge and skills on the following: delivery of education services as basis for technical assistance; information on the implementation and achievement of the Division programs and projects as basis for plan adjustments; adopting, replicating and institutionalizing programs and projects based on the merit of results and information; determining and adjusting approaches and strategies that will ensure appropriate allocation, just and equitable distribution, efficient and effective downloading; and optimal use of education resources for Districts and Schools. Different M & E system sessions were handled by the QAAD staff. Session 0 on Program Orientation, Levelling of Expectations and Pre-Rapid Competency Assessment was handled by Dr. Marcial P. Degamo. Session 1 on Understanding M & E Framework and Session 3 on Scope of M & E were facilitated by Dr. Estela B. Susvilla; Session 2 on Setting Up the Division M & E System by Dr. Eduardo C. Bacaltos; Session 4 on M & E Procedures by Mrs. Merden L. Bryant; Session 5 on M & E Reporting by Mrs. Rosa H. Cabotaje; Session 6 on the Development and Presentation of Field Implementation Plan on Quality Management System (QMS) by Mr. Sinfronio R. Thelmo, and Session 7 on Training Program Evaluation and Post-Rapid Competency Assessment was handled by Dr. Joy Kenneth S. Biasong. Dr. Marcial P. Degamo, Chief of the Quality Assurance and Accountability Division (QAAD) was the Training Manager of the Capability Building Program 3 for Quality Management System. Training and Development Division Chief Dr. Emiliano B. Elnar, Jr. and Education Program Supervisors Ms. Milagros Villanueva and Mrs. Leah Apao were present during the entire training as facilitators and process observers. Dr. Fannie de Guzman, Project SPHERE Consultant, was also present to give her guidance and support to the trainers. The final output of this training was the Field Implementation Plans for Quality Management System. The Schools Division Superintendents (SDSs) crafted, presented, and submitted their adjusted Division Implementation Plans.

As a whole, M & E system can help in identifying problems encountered in the


Division; suggesting possible solutions to problems and gaps; raising questions about assumptions and strategies; reflecting on where the organization is going and how get there; providing stakeholders with information and insights; encouraging members to act on the information and insights; collecting, recording and analyzing data; and using these information for day-to-day management as bases for decision-making and planning, with an objective for continuous improvement of educational services to clients and organizational health and performance.
