SUPPLY, INTEGRATION, TESTING AND COMMISSIONING OF NEW UPLINK SYSTEM AND SNG SYSTEM 1.

1 OBJECTIVE:

PTV plans to have a 2.4m Fly Away Antenna with a complete SNG SYSTEM (C Band) and New Uplink Equipment to carry out the transmission of audio video signals from QUEZON CITY to Satellite (ABS1) transmission. The work involves Design, Fabrication, Supply, Integration, Testing, Commissioning & Training of the proposed C-BAND UPLINKING SYSTEM along with Servo & Control System with RF Equipment, Monitoring & Control System to be integrated. The system is envisaged to be completed on a turnkey basis. 1.2 SCOPE OF WORK

The Supplier is to procure, fabricate, supply, install, Test, Commission the 2.4m Fly Away antenna with complete SNG SYSTEM (C-Band), and for the new Uplink equipment as a total turnkey basis, comprising of all equipments & items related to all system requirements. The system also operates at C-Band Frequency. The RF equipments comprise of 1:1 Redundant 150W SSPA with Linearizer, along with Monitoring. 1.3 Technical Support On the part of PTV the following Support / Facilities may be made available to the Vendor / Supplier: As all the equipments on C Band up-linking system has to be operated on power supplied Utility (Provided as a part of the contract), hence the supplier is to carry out performance tests for all the equipments with the Utility being supplied. However the performance evaluation for all equipments should also to be demonstrated using 90 - 250V 10%, 60 Hz+2% single phase supply provided by PTV. Satellite Transponder will be made available for Test & Evaluation purposes and on-site communications (Phone / Fax) for Installation & Test co-ordination will be provided by PTV.

The Supplier is to procure, fabricate, supply, install, Test, Commission the 2.4m Fly Away antenna with complete SNG SYSTEM (C-Band) and New Uplink equipment as turnkey basis, comprising of all equipments & items related to all system requirements. It is recommended to go for standard and Reliable manufacturers for critical items like

Supplier should indicate details regarding requirement of export license for export to Philippines & the feasibility of obtaining such export clearance.

Any deviation from the given specification shall accompany necessary explanation / analysis / test results.

Technical Conditions

The supplier should conduct a preliminary Pre-Design Review (PDR) at manufacturer / Customer site to understand the configuration in detail and take suggestions if any. The Supplier should provide factory Test Data / acceptance Test Data of the Sub-System level to be supplied to the customer for verification. The Supplier / Vendor should update the customer on the status of the items/project as the project time is very short. The Supplier should conduct the Final Critical Design Review (CDR) of the whole system before dispatch of the items including integration, layout, calibration & testing. The Supplier should provide Warranty Support for a minimum period of 3 year from the date of delivery / acceptance & the manufacturer shall support the supplied system for minimum of 10 years. The Supplier shall provide integrated test results of the system like Antenna Gain, EIRP, G/T, M&C System, Antenna Pointing / Tracking accuracy etc. The Supplier shall provide System Integration Drawing with Line Diagram, Operation & Maintenance manuals. The Supplier shall provide Training to PTV Uplink END USERS for the Operation & Maintenance of the system along with Comprehensive Training Document. The Supplier needs to provide each sub system with have full operational capability in the local / remote operations. Remote shall mean control through the antenna MCS and local means the control via the front panel. The Supplier should provide all accessible RF connectors will be N-Female for ease of operation. Detailed specifications of all the subsystems offered by the supplier shall be furnished at the time of handing over the terminal to the customer (PTV) with operation and service manuals. Transmit and Receive Gain, Antenna Radiation Pattern and Directional Coupler Calibration, G/T, Antenna Pointing / Tracking function and pointing accuracy design analysis shall be provided. All the tests shall be demonstrated at PTV up to system level.

All standard safety, monitoring, status display and operational indication for equipment and operator safety shall be incorporated at a sub system level. All equipment shall be ruggedized to withstand the following conditions: 2.0 2.1 Temperature: 0 to 50 deg C operational, -10 to +60 deg C storage Humidity: 95%, non condensing at 40 deg C

REQUIREMENT System Requirements

The C Band Uplink system must have the following important features: A 2.4m manual or motorized deployable solid dish antenna with 2 port feed operating in C-Band to be mounted in a rooftop of suitable vehicle. The antenna system consists of Az, El and polarization drive operable at 230V, AC Single Phase, 60 Hz Power supply taken from electricity grid or DC supply. 2.2 RF Equipments

For saturating the transponders of satellite the 150 W SSPA Linearize are configured with 1+1 redundant configuration with Auto change-over transfer switch and suitable termination for standby switching of SSPA to connect to the TX port of the antenna with a flexible low loss waveguide along with a calibrated coupler to be fitted. 2.3 Monitoring & Control System

Monitoring and control system with the use of standard Laptop/PC and software, can be incorporated in the system which is to be integrated to the RF equipments and ODU/IDU. 2.4 Quality Reliability and Safety Requirements

It is vital that all systems and equipments shall conform to the highest quality standards, incorporating state of the art features, ensuring the safety and security of the equipment and the operating personnel apart from the reliable operations. 3.0 TECHINICAL SPECIFICATIONS

TERMS AND CONDITIONS Documentation

The system documentation shall be furnished in two sets. The following documents in English language shall accompany all; Equipments-System description Signal flow / power level diagrams Operational manual Maintenance and Servicing manual All mechanical system assembly drawings The test procedures of each equipment to be provided along with acceptance test plans for all the sub systems Acceptance test procedures for total integrated systems should be provided in advance and same tests will be conducted at the site In plant test procedures and training documents shall be provided The supplier shall make periodic progress reports available 5.2 Schedules

Supplier shall strictly follow the schedules with respect to the design, fabrication, test, dispatch, installation, testing, commissioning, training and any other relevant matter related to this turnkey project in view of the overall schedule indicated in this document. 5.3 Project Reviews 14

Supplier shall organize the following three (3) major reviews during the project, to achieve better interaction and understanding with the participation of PTV. The Subsystems & system level performance specifications and acceptance test plans to be furnished during: Design Review Factory Test Review Final Acceptance Review If any other reviews become necessary and essential, such reviews shall be organized through mutual discussions and agreements. 5.4 Inspection of work

Supplier shall have standard inspection practices and procedures, starting from raw materials to furnished products, joint inspection with PTV Engineering involvement, wherever necessary, shall be offered clearly specified PTV Engineering shall have full freedom to inspect the various works at any stage of fabrication / progress. The Engineering Department or any person authorized by it, shall have access and right to inspect the work, or any part thereof, at all times (with prior intimation to contractor) and places during the progress of the work. The inspection and supervision is for the purpose of assuring the Engineering Department that the plans and specifications are being properly executed and while the Uplink and its representatives will extend to the contractor all desired assistance in interpreting the plans and specifications, such assistance shall not relieve the contractor of any responsibility of the work. The authorized representative of the contractor shall associate with the Engineering Department in the inspection at various stages of work identified. Any work which is found faulty shall be corrected by the contractor without delay. The fact that any item of faulty work which is not in accordance with the approved plans and specifications is not pointed out by the Department shall not relieve the contractors responsibility for correcting such work at the contractors own expense. The representatives of the Engineering Department shall be reasonable all the time, have free access to the works either of the contractor or of any subcontractor and/ or to their workshops, factories and other places where materials are being prepared or fabricated for the contract and also to any place where they are being obtained, and the contractor shall give every facility to the representatives for inspection and examination and test of the materials and workmanship event to the extent of discounting portions of the work temporarily or of uncovering or taking down portions of finished work.

A clause providing for the access to representatives of the Engineering Department to sub-contractors work or premises shall be included in such sub-contracts to be concluded by the contractor with them. Inspection, Installation and acceptance procedure prepared by mutual consent should be followed strictly by the contractor. 5.5 Quality Assurance

The supplier shall propose and elicit in detail the quality assurance & control procedures and procedures for the project. The bidder shall also provide the availability and Mean Time between Failure (MTBF) figures. 5.6 Spares

Standard manufacturer recommended spares and components shall be quoted separately. Supplier shall be responsible for ensuring manufacturer support with respect to the spare parts availability for efficient system operation for at least 10 years. 5.7 Installation and Commissioning

Installation, Testing & Commissioning and operations training to PTV personnel shall be the responsibility of the supplier. Detailed test plan and procedures shall be submitted to PTV before the start of testing the system. Special tools / fixtures etc. for the installation and commissioning of the station shall be the vendors responsibility. 5.8 TRAINING

Supplier shall impart training for at least 4 PTV Uplink END USERS in all aspects of operation, configuration, management, maintenance and contingency management of the SNG AND UPLINK C Band system at PTV. 5.9 RISK PURCHASE

The date of supply, installation, testing and commissioning of the System stipulated at clause above, shall be deemed to be the essence of contract, and delivery must be completed on or before the specified dates. In the event of failure to supply within the period prescribed for such delivery, Engineering Department shall be entitled at its option to purchase elsewhere without notice to the supplier, the items not delivered or others of a similar description (where other exactly complying and readily procurable, such option being find) without canceling the contract in respect of the consignment(s) not yet due for delivery.

After the termination of the contract, the balance items of work shall be executed through other agencies at the risk and cost of the Contractor. 5.10 PROGRESS REVIEW The Engineering Department shall be entitled to carry out review of the progress of work at various stages as indicated in the specification for which the contractor shall submit the necessary data documents in time. 5.11 COMPLIANCE TO STANDARDS All the items, materials supplied or used shall be new and of first quality and grade shall be manufactured fabricated and tested in accordance with the latest editions of the relevant standards published in the country of manufacture after allowing for specific aspects under Indian conditions such as tropicalization etc.. Any components or systems where no specific standards are applicable, shall be fabricated as per the instructions and directions of the Engineering Department or its authorized nominee. The items supplied against the contract shall be brand new, free from all defects and faults in material workmanship and shall be the highest grade of quality and consistent with the established and generally accepted standards for material of the type ordered, shall be in full conformity with the specification, drawings or samples of any and shall operate properly. 5.12 SYSTEM PERFORMANCE The contractor shall provide guarantee for performance of the system under this contract as per the specification; successfully demonstrate the performance during the trials / acceptance / commissioning. If the contractor is unable to demonstrate the performance as per the specifications within the stipulated period and if the performance test results deviate from the specifications, the contractor shall correct them at free of cost and repeat the performance test within a reasonable period of time as agreed to by the Engineering Department. The contractor shall make every effort practicable to correct the deficiencies. The Engineering Department reserves option to reject or retain any equipment system. In case the option to reject is excised by the Engineering Department, the contractor shall replace the rejected equipment system by new ones at the contractors own cost to the Engineering Department within a reasonable period of time as indicated by the Company.

On the other hand, if the Engineering Department accepts the system though it fails to meet the specifications fully, the Department will make necessary recoveries in value for such shortfalls in performance. During development, in case the contractor has any problem in meeting the specification or finds deviation from given specification, contractor shall approach Engineering Department for modification of specification / reconsideration of specification. 5.13 EXECUTION OF WORK The specifications of the contract are intended to describe and provide for a finished piece of work. It is understood and agreed by the contractor that the work described shall be completed in every detail even though every item necessarily involved is not particularly mentioned. The contractor shall provide all labour, material and equipment necessary for the entire completion of the work described and shall not avail him of any manifest un-intentional error, omission or inconsistency that may exist. The contractor shall carry out and complete the work in every respect in accordance with the contract and to the satisfaction of the Department. 5.14 RIGHTS OF ENGINEERING DEPARTMENT

1. RIGHT TO ILLUSTRATE AND EXPLAIN PLANS. 1.1. The various parts of the contract are intended to be complementary to each other but should any discrepancy appear or any misunderstanding arise as to the import or anything contained therein, the explanation of the Department shall be final and binding. 1.2. The correction of any errors or omissions of specifications may be made by the Department, when such correction is necessary to bring out clearly, the intention which is indicated by a reasonable interpretation of the specifications as a whole. 1.3. Wherever in the specifications which are part of the contract or which may be furnished to the contractor for directing the work, the terms and descriptions of various qualities of workmanship, materials, structures, processes, plant or other features of the Contract are described in general terms. The meaning or fulfillment of which must depend upon individual judgements then in all such cases, the question of fulfillment of the interpretation of the contract manager of the Department and such said material shall be furnished/fabricated/constructed or carried out in full and complete in accordance with his interpretation of the same and to his full satisfaction and approval, provided such interpretation is not in direct conflict with the specifications or generally accepted good practices.

2. RIGHT TO DIRECT WORK 2.1. Night work at site will be permitted only with prior approval of the Department. Department may also direct the contractor to operate extra shifts over and above normal day shift to ensure completion of contract on schedule if, in the opinion of the Department, such work is required. The department shall have right to direct the manner in which all works under this contract shall be conducted, in so far as it may be necessary to secure the safe and proper progress and the specified quality of the work and all work shall be done and all material shall be furnished to the entire satisfaction and approval of the Department. However, the contractor shall carry out the obligations under this clause at no extra cost to the Department. 2.2. Whenever in the opinion of the Department, contractor has made, marked departures from the schedule of completion laid down in the contract or when untoward circumstances, force a departure from the said schedule, the Department, in order to assure the compliance with the schedule and the provisions of the contract, shall direct the order, pace and method of conducting the work, which shall be adhered to by the contractor. 2.3. If in the judgment of the Department, it becomes necessary at any time to accelerate the overall execution of the work, the contractor when ordered and directed by the Department, shall cease work at any particular point and transfer men to such other point or points and execute such portion of work, as may be required to enable others to hasten and properly engage and carry on their work, as directed by the Department. 5.15 CONTRACTORS FUNCTION 1. The vendor shall provide everything necessary for the proper execution of the work according to the intent and meaning of the specifications whether the same may or may not be particularly shown or described therein provided that the same can be reasonably be inferred from and if the contractor finds any discrepancy therein, he shall immediately and in writing refer the same to the Department whose decision shall be final and abiding on both the parties. 2. If any part vendor provide proper execution, and also the vendor shall inspect and promptly report in writing to the Engineering manager any defects in such work of other contractors that render it unsuitable for proper execution of the work under this contract. His failure to so inspect and report shall constitute an acceptance of the other contractors work, except as to defects, which may develop in the work. To ensure proper execution of his subsequent work, the contractor shall measure the work already in place and shall at once report to the contract manager of the Department, any discrepancy between the executed work and the drawings. 3. The vendor shall not sell, assign, mortgage, hypothecate or remove equipment or materials which have been installed or which may be necessary for

the completion of the contract without the prior written consent of the contract manager of the Department. 4. In the execution of the work, no person other than the contractor, or his duly appointed representatives, his sub contractors and their workmen, shall be allowed at the site except by the special permission, in writing of the contract manager of the Department. 5. The vendor shall proceed with the work to be performed under this contract and each and every part and detail thereof, in the best manner by engaging qualified well experienced and efficient workers and have each of the several parts of the work done at such time and in such order as the contract manager of the Department directs and have such work completed in strict conformity with the plans, drawing and /or specification, and any changes, modifications or amplifications there of made by the contract manager of the Department. 6. In other matter of observance of local rules, administrative orders, working hours and the like, the contractor and his personnel shall cooperate with the Department. 5.16 PROTECTION OF WORK 1. The Department shall not be responsible or held liable for any damage to person or property consequent upon the use, misuse or failure of any construction/fabrication tools and equipment used by the contractor or any of his sub-contractor as irrespective of whether or not such construction tools and equipments have been furnished, rented or loaned to contractor or any his subcontractors by the Department. The acceptance and/or use of any such construction/erection tool and equipment by the contractor or his sub-contractor shall be constructed/erected to mean that contractor accepts all responsibilities for and agree to indemnify and hold harmless the Department from any and all claims from such damages resulting from said use, misuse or failure of such construction erection tools and equipments. 2. The vendor and his sub-contractors shall be responsible during the work for protection of work which has been completed by other contractors. Necessary care shall be taken to see that no damage to the same is caused by their own men during the course of execution of the work. 3. All other work completed or in progress as well as machinery and equipment that run the risk of any likely damage on account of the contractors work shall be protected by the contractor and such protection shall remain and be maintained until its removal is directed by the contract manager of the Department. 4. The vendor shall effectively protect all the works/equipment, systems against action of weather and from damages of defacements and shall cover finished parts with tarpaulins (ISI quality) in order to ensure their thorough protection.

5. The vendor shall cover the entire work by an all risk insurance policy during the currency of the contract.
