If any of PIO8,9,10,11 are driven as output, they are all set to output and remain outputs until a power
cycle. There is no powerup command for the upper four bits.
The bits below can be ANDed to manipulate multiple bits simultaneously.
The lower four bits must be configured as outputs or they will not drive the line, they will only activate
weak pullups.
