Issues 1. Define feminism and state whether you are a feminist. I am a life-long feminist. Feminism to me is the fighting for full equality for all women and girls including social, economic, political, and legal equality and fighting sexism in all its forms. 2. Are you "pro-choice? Explain your views on the following issues: (a) legally imposed waiting periods for the termination of pregnancies (b) legally required spousal and/or parental notifications as a requisite for a minor to get an abortion (c) bans on specific termination procedures, such as so-called partial birth abortion (d) residency requirements for women to lawfully seek abortions (e) restrictions on government funding (f) codification of Roe vs. Wade I am 100% pro-choice. I oppose any legal restrictions on safe, affordable access to abortion, be they funding, notifications, residency requirements, waiting periods, or specific procedures. The government should not regulate reproductive rights. 3. How many beds are available in the jurisdiction you are running in for battered women and children? What will/can you do to increase available facilities? There are domestic violence shelters in my district and other shelters that share beds with DV shelters. It unclear of the precise number of beds. Unfortunately there arent nearly enough emergency shelters, transitional housing and affordable housing for survivors of domestic violence. During my 11 years on the Los Angeles City Council, I have made domestic violence prevention, awareness, and funding a priority. I fought to restore and won full funding for the citys Domestic Abuse Response Teams (DART) so when LAPD responds to domestic violence and sexual assault calls, a specially trained advocate can also respond to connect victims with resources including counseling, shelter, and medical attention. I served as the Councils liaison to the citys Domestic Violence Task Force and I am also proud to have created the LGBT subcommittee of the Domestic Violence Task Force. I was also the lead sponsor for the annual Domestic Violence Awareness Month. I have worked closely with Peace Over Violence and received their Public Service Award in 2009. I have also worked tirelessly for the funding and placement of shelters, transitional housing and affordable housing. I led in the creation of the nations largest affordable housing trust fund ad in increased hotel vouchers and section 8 vouchers. I have worked diligently to assist various DV service organizations in securing funding. As Mayor, I plan to elevate the need and profile of this issue and to work to prevent violence before it starts. 4. Do you support the Equal Rights Amendment and how will you work for its passage? (For further information on the ERA see www.now.org) I have always been a firm supporter of the ERA. I have built strong relationships in

Washington, both with the current Administration, and several members of Congress, through my work as a Councilmember and as an early supporter of President Obama's and as a member of the DNC Executive Board and as Chair of the Democratic Municipal Officials. I will be Los Angeles advocate for the ERA in Washington as I have been in the past. Just this summer, I recognized the 30th anniversary of Congress' deadline to pass the ERA in the City Council. I was proud to also that day honor Hollywood NOW President Lindsay Horvath, who was born on the deadline day of June 30, 1982, and Zoe Nicholson, who founded ERA Once and For All and who was one of seven women who fasted for 37 days in 1982 to call attention to the state legislatures that were voting on ratification. 5. What have you done to elect (and appoint) more women and more feminists to public office? I have been a tireless advocate for women in elected and appointed office. Nearly all senior positions in my team are held by women, including my Chief of Staff and my Campaign Manager. I am proud that over 60% of commission appointments I have made were women. In May of this year, in partnership with Hispanas Organized for Political Equality (HOPE), I was proud to present "Activating Women for Elected and Appointed Office." More than 50 women attended this workshop in my district office to learn more about running a successful campaign and applying for local and state appointments. As chair of the Democratic Municipal Officials, I have worked with, campaigned for, and supported women elected to local office nationwide. 6. Do you support the Model Ordinance for Citizen Oversight of Police Misconduct (download copy from www.sfvnow.org/blank.html)? If not, explain your views on the issues it raises. (Note: the Model Ordinance has been adopted by California League of United Latin American Citizens LULAC- as official legislative policy). I believe strongly that no one is above the law particularly those who are sworn to uphold it and support strong oversight of all governmental agencies to prevent misconduct of all kinds. 7. Do you support SFV/NELA NOW sponsored AB 1617 (download materials from www.sfvnow.org/blank.html)? Will you sponsor adoption of it as a policy of the governmental body you are seeking to be a part of? If you do, may we list you as an endorser? If not, explain your views on the issues it raises. (Note: the precepts of AB 1617 have been adopted by California and National LULAC as official legislative policy). As Mayor, I would take strong action against workplace harassment and to ensure the quality, fairness and impartiality of investigations and investigators. 8. Do you support a legislatively enacted Fast Track mandate for the determination of family/child support issues? If not, explain your views. Absolutely. There are many Fast Track systems that can streamline determinations and allow sufficient checks for accuracy. The wait time on the determination of family support issues can drive a household into homelessness and extreme poverty. I believe

that we could look at Fast Track models for a variety of applications to support women and children and not just as it relates to support. 9. Do you support SFV/NELA NOWs proposed criminalization of aiding and abetting child support non-payment along with its provision creating a private cause of action against the aiders and abetters (download copy from www.sfvnow.org/blank.html)? If you dont support it, explain your views. There should be zero-tolerance for illegally shirking one's child support obligations and for those who assist. 10. Do you support bringing back intentional cruelty as a California cause of action for divorce, with automatic bifurcation of marital status, as a ground for a greater allocation of income and assets to a spouse and/or children who have been the victims of on-going domestic abuse? I believe that victims of domestic violence should be protected and supported by our laws. I would need further research on the impact this amendment could have on our no fault divorce system which has helped many women escape dangerous situations without the need for proof of abuse. 11. Do you support amending the California Evidence Code to preclude the introduction of evidence that a spouse failed to have formal police reports of abuse made unless the spouse who wishes to introduce such evidence to disprove allegations of abuse first demonstrates that the police department(s) with jurisdiction had realistic procedures and actual practices in effect that would actually protect women from further abuse following an arrest or report of the alleged abuse? Women must never be placed at risk by law enforcement. The justice system must have strong policies and practices in place to protect women making abuse reports or after an arrest. Women should never be disadvantaged in court or put at risk of further harm because of the way the justice system approaches domestic violence. 12. As of 2003 only 6.2% of the private investigators admitted to the panel created by the Los Angeles Superior Court judiciary were female and less than 20% were minorities. Since then, the number of women have declined while only a handful are even fluent in foreign languages, including Spanish. Do you agree that the State of California should standardize court panel rules, permit panel members to bargain collectively over wages and working conditions, and forbid arbitrary criteria for admission to judicially created panels of attorneys, investigators, and experts? If not, explain your views. I believe that Court panels of expert witnesses should be more reflective of the communities our courts serve and should be composed of people with true expertise. 13. The Los Angeles Community College Board of Trustees elects members at-large. This has resulted in a situation in which if a person drives from the Westside home of the farthest northern trustee in 90068, to the next south in Beverly Hills, to the 90035 home next south, and finally to the 90045 home of the farthest south Westside trustee, the entire trip will take approximately one-half hour. Two other trustees live only minutes apart in zip codes 90041 and 90042 in the Northeast Los Angeles area. This leaves South Central, East and Southeast Los

Angeles virtually unrepresented and for years, the San Fernando Valley went unrepresented until a recent appointment. Do you support electing college board trustees by district? Why or why not? I support district elections, especially for bodies representing large and diverse populations. District elections provide more direct and locally-oriented representation. 14. A. The human resources specialists of the Los Angeles Unified School District who conduct investigations into employee disciplinary matters by their own admission in testimony before a hearing officer, have no formal training in how to detect deception and automatically give more credence to statements made by managerial witnesses, such as principals, than to other witnesses. Additionally, an attorney employed by the General Counsels office was overheard by the Presidents of SFV LULAC and SFV MAPA (who are both board members of SFV NOW) laughing and joking about the accent of an immigrant student whod testified before the LAUSD Personnel Board. In spite of notification of this outrage, then-Superintendent Brewer and the General Counsels office never even bothered to interview the witnesses. In another incident, LAUSD refused to conduct an investigation into why Steve Rooney arrested for child molestation covered up a criminal assault and battery on a substitute teacher by failing to report it to the police while telling the victim that he had. Will you support establishment of an independent commission of representatives of civil rights organizations and professional investigative organizations to examine the policies and procedures by which the LAUSD human resources department, the General Counsels office, and other LAUSD institutions conduct investigations and remediation into employee disciplinary matters and complaints of harassment, retaliation, and discrimination, including examination of whether the principles of AB 1617 should be implemented in the district? I would support the creation of an independent commission to examine LAUSD policies and procedures related to its investigations and remediation related to employee discipline. B. Similarly to the LAUSD, the Los Angeles City personnel investigators who are assigned to investigate discrimination, harassment, and retaliation have admitted that they have no training in how to detect deception in investigative interviews and have never been tested on their ability to do so. Do you support incorporating the provisions of AB 1617 as a municipal ordinance binding on city employment related investigations? As Mayor, I would take strong action against workplace harassment and to ensure the e quality, fairness and impartiality of investigations and investigators. This would include ensuring the highest standards of training and testing. I would immediately require a full investigation into these policies to determine whether AB1617 should apply. 15. Do you support the California Supreme Courts finding that marriage is a fundamental right that it enunciated in Perez v Sharp (declaring laws against inter-racial marriage unconstitutional) and more recently when striking down laws against same-sex marriage? Do you support the right of people to enter into same-sex marriages as a matter of California law? If not, why not? Yes. I have been a long-time supporter of same-sex marriage. I authored the state's first municipal resolution opposing Proposition 8 and actively campaigned against Prop. 8 and

for full marriage equality. During the brief time same-sex marriage was legal in California, I performed many marriages including the first in the City of Los Angeles for two women who met while working in my office. I have authored numerous motions and resolutions supporting same-sex marriage. 16. Legislating the goal of the Same Page/Misma Pagina/Ddok Got Eun Page/Haman Safhe Coalition of adopting a Recommended Amendment to Remedy Chilling Effect of Ruling in Hoffman Plastics vs. NLRB (by amending Section 1105 of the California Labor Code) (copy available at www.sfvnow.org/blank.html) Amendments to the California Labor Code may be trumped by Supreme Court case law, but I disagree strongly with the Court's view that employers do not have to follow the National Labor Relations Act in dealing with undocumented workers. All workers deserve protection and fair treatment. 17. Amending Section 834c of the California Penal Code: A. To require mandatory Vienna Convention notifications for Mexican nationals and the citizens of any other Western Hemisphere nation that desires inclusion Currently, Section 834c requires peace officers, upon arrest and booking or detention for more than two hours of a known or suspected foreign nationals to advise them that advise that they have a right to communicate with an official from the consulate of his or her country. If the foreign national chooses to exercise that right, the peace officer shall notify the pertinent official in his or her agency or department of the arrest or detention and that the foreign national wants his or her consulate notified. It is my understanding that this applies to foreign nationals of any country. If Mexico or another nation were desirous of notification regardless of the detained party's consent, I would consider supporting such a request, but I believe that is something that would be addressed between the State Department and the foreign nation. B. To place Vienna Convention notifications to detained individuals on a par with Miranda warnings for purposes of suppression of evidence remedies available under the California and United States Constitutions. I believe Convention notifications to detainees are currently mandatory under California state law. According to the U.S. State Department Office of the Legal Advisor and Bureau of Consular Affairs states the Vienna Convention is binding on federal, state, and local government officials as a matter of international law and the U.S. Constitution. See U.S. Const., art. VI, cl. 2 ('all Treaties made . . . shall be the supreme law of the land'). This would seem to indicate that the notifications are mandatory at the highest levels. As Mayor, I would further explore these issues with the City Attorney and L.A.P.D. to make sure the rights of all detainees are not being violated. 18. Enacting legislation to make the provisions of the International Covenant on Civil and Political Rights self-executing I would support the U.S. Senate's revisiting its ratification of the Covenant, which

currently renders it non-self executing. 19. Enacting legislation to make the provisions of Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) self-executing I believe the United States has signed the Convention but has not ratified it. I support Senate ratification of CEDAW. I also support and worked to achieve City of Los Angeles adoption of CEDAW. Implementation of CEDAW and CERD principles throughout city government is critical to creating a Los Angeles that works for everyone. 20. Enacting legislation to make the provisions of the International Convention on the Elimination of All Forms of Racial Discrimination self executing I would support Congress re-visiting its earlier legislation related to the Convention. 21. Enacting legislation to make the provisions of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment self-executing I believe the United States ratified the Convention in 1994. I would support Congress revisiting its legislation related to the Convention. 22. Do you support federal passage of Employment Non-Discrimination Act (ENDA) to ban discrimination on the basis of sexual orientation and/or gender identity? Absolutely. I was a sponsor of a resolution making it the official position of the City of Los Angeles to support ENDA. 23. Passing a resolution supporting an end to United States (E.E.U.U.) unilateralism in legislating immigration law and calling upon President Barack Obama and Secretary of State Hilary Clinton to invoke Article 21 of the Treaty of Guadalupe Hidalgo (Treaty) for resolution of all issues between the United States of America and the United States of Mexico, including but not limited to: A. Immigration policy B. Remedies for violations of and non-implementation of the Treaty and the Protocols of Quaretaro (Protocols) by the United States of America C. Remedies and recompense for the ethnic cleansing (the Repatriation program of the Hoover Administration) of 2,000,000 residents of the United States of America in the 1930s, 1.2 million of whom were American citizens. I would have to research this issue further. 24. A resolution urging a retroactive pardon for the purported crimes of Joaquin Murrieta and an official apology to his descendants for the failure of the State of California to prosecute gabachos who lynched his brother and gang raped his wife. I would have to research this case further. 25. Legislatively mandating that the affirmative defense of unclean hands is a foresclosure action and/or an unlawful detainer action related to foreclosure is an absolute defense and may be used

to abate a legal action if the foreclosing party violated public policy in making, selling, trading, and/or servicing the loan or assumed the liability for such a violation when taking possession and/or control of the loan. I am proud of my record to help Angelenos fight back against banks who participated in the foreclosure crisis. I authored legislation forcing banks to register foreclosed homes, which has led to multi-million dollar legal action from the city. I authored legislation to fine banks $1,000 a day when they neglect foreclosed homes and cause blight in our neighborhoods and I helped create a mortgage assistance hotline that's helped 100,000 homeowners in L.A. and nationwide. I also authored the nation's first tenant foreclosure moratorium, so good renters are not kicked out of their homes when their landlords are foreclosed upon. I would support legislation that protects homeowners from predatory financial institutions. 26. Strengthening the traditional American abolition of imprisonment for debt by prohibiting municipal governments from criminalizing non-payment of taxes as a stand alone violation. The City of Los Angeles does not assess a personal income tax or similar tax that would result in an individual being criminally prosecuted for failure to pay. The City of Los Angeles does assess taxes on business entities, and I believe tough enforcement is necessary to ensure honest taxpayers are not unfairly burdened by scofflaws. 27. Do you support abolition of the death penalty? Yes. Incidentally, my father, a former elected Los Angeles District Attorney and career prosecutor before that, is one of the leaders of the Prop. 34 campaign to abolish it in California. 28. Do you support limiting the application of the Three Strikes law to serious and violent felonies only? I support Three Strikes reform.
