ACCOUNTING MANAGER School Business Administrator Accounting Personnel

NATURE AND SCOPE OF JOB: Under direction of the School Business Manager, serves as a working accounting manager providing technical direction, assistance and oversight and manages, directs and controls the fiscal and human resources of the districts overall accounting, payroll and accounts payable operations. The Accounting Managers prime responsibility is to ensure that all financial operations are conducted in compliance with state, governmental and tax code rules and requirements, with a no recommendations audit as the main objective. Toward this end, the Accounting Manager will direct, train, evaluate, reorganize and replace staff as necessary to structure internal controls, provide cross training and succession planning. In addition, the Accounting Manager will serve the district in an advisory capacity on an ongoing basis, preparing financial analyses of selected activities for the guidance of management; preparing reports which outline the school districts financial position with regard to income, disbursement, and expenses based on past, present, and future activities; preparing budgets and/or financial reports; developing plans and forecasts as to future economic and financial needs, growth, and development; advising management on desirable operational adjustments due to changes or anticipated changes in financial status; arranging for the auditing of accounts; debt management including the preparation of sales and closings for bonds and bond anticipation notes. The Accounting Manager will also oversee and ensure compliance with reporting and records retention requirements, will promote technical expertise and technological advancement in the districts fiscal operations, is responsible for assisting in developing and executing a comprehensive program of financial policies, procedures and controls that constitute an integral component of the organizations total management concept and practice. QUALIFICATIONS: The Accounting Manager shall: 1. Hold a Bachelors Degree in Accounting and advanced training. 2. Certification as a Certified Public Accountant preferred (or in process).

3. Eligibility for School Business Administrator certification preferred. 4. Demonstrated competence and have at least five years of managerial accounting experience, in work involving the installation, operation, and keeping of a large-scale system of accounts and in managing a diverse staff. 5. Have hands-on experience and a thorough working knowledge of payroll, accounts payable, general and fixed assets accounting, financial planning and administration and related business functions. 6. Have a demonstrated record of audit improvements and staff training. 7. Have experience in public school accounting and/or auditing (preferred). 8. Hold a valid drivers license with no serious violations. 9. Have excellent integrity and demonstrate good moral character. 10. Demonstrate the ability to read, write, speak, understand and/or communicate in English sufficiently to perform the duties of this position. 11. Demonstrate the ability to use electronic equipment for work processing, data management, information retrieval, visual presentations, and telecommunications. 12. Provide proof of U.S. citizenship or legal resident alien status by completing Federal Form I-9 in compliance with the Immigration Reform and Control Act of 1986. 13. Provide evidence that a criminal record history check has been conducted and clearance has been given by the Department of Education. During the initial six month period provide a sworn statement that the individual has not been convicted of a crime or a disorderly persons offense in accordance with 18A:6-7.1. 14. Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C. 6:34A.4. 15. Pass the state required Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:34A.4. 16. Meet such alternates to the above qualifications as the Superintendent may deem appropriate, acceptable and legal.

3. A minimum of three letters of reference from former employers, teachers, professors or other professional sources. 4. Official College Transcripts. 5. Copies of recent evaluations and observations of administrative performance. 6. Employment interview. EMPLOYMENT TERMS: The Accounting Manager shall be employed under the following terms: 1. Work year of twelve months. 2. Salary benefits and leave time as specified in an individual contract negotiated with the Board of Education. 3. Conditions established by laws and codes of the State, and policies, rules, and regulations established by the Board of Education (N.J.S.A. 18A:27-4 et. seq.). JOB FUNCTIONS AND RESPONSIBILITIES: The Accounting Manager shall: 1. Manage, coordinate and integrate the work of the Accounting, Accounts Payable and Payroll to a successful audit conclusion. 2. Ensure that payroll is conducted accurately, timely and meets all local, state and federal requirements regarding pension, taxes, and related employee deductions. 3. Ensure that accounts payable and purchasing documents are processed efficiently, accurately and in a timely manner. 4. Supervise the accounting staff and ensure that the accounting and financial reporting systems of the district are accurate and consistent with generally accepted accounting principles. 5. Works with city personnel to ensure that all revenues are accepted and accounted for appropriately. 6. Prepare monthly forecasts and cashflow statement/analysis. 7. Liaison with the external auditor to ensure thorough accurate and timely annual audit. 8. Apply the principles, methods and procedures used in modern accounting and auditing to improve district financial processes and procedures. 9. Apply the laws, rules, and regulations governing the installation, operation, keeping of accounts and their application to specific situations.

10. Organize, develop, and direct financial affairs. 11. Control the receipt and/or disbursement of monies. 12. Supervise and perform professional functions involved in analyses and auditing of accounts, vouchers, and other records. 13. Prepare statements of financial condition. 14. Give suitable assignments, instructions and training to staff. 15. Use of computerized accounting systems. 16. Analyze complex accounting problems. 17. Operate a large-scale accounting program. 18. Maintain investment portfolios. 19. Prepare suitable reports and to direct the establishment and maintenance of extensive accounting and related records and files. 20. Utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. 21. Ensure that disbursements of funds are within budgetary authorization limits. 22. Such other responsibilities as assigned by the School Business Administrator. EVALUATION: The School Business Administrator shall evaluate the Accounting Manager in accordance with Policy No. 3223 and Regulation No. 3223.1 and 3223.2; this Job Description and any such other criteria as shall be established by the Board of Education.
