India is one of the flourishing global aviation markets.

As per Airport Authority of India (AAI) statistics, there are 127 airports in India which incorporates 13 international, 80 domestic, 28 civil and 7 custom airports. Moreover India has around 1091 registered aircrafts. Over the years there has been steady growth in the number of private players establishing their business in India due to increasing liberalization and deregulation. Hence, at present aviation industry consist of three types of players namely, Full cost carriers, Low cost carriers (LCC) and other start-up airlines. An overview of Aviation sector in India The aviation sector in India has registered an estimated increase in domestic passenger sector by 50% per annum in the recent years, while the growth in international passenger section is estimated as 25%. Experts foresee future growth in international cargo by 12%. As per the prediction of the Ministry of Civil Aviation, India in the coming decade will require 1,500 to 2,000 passenger aircrafts out of which 135 planes have already been added. It is also predicted that India's aircraft capacity will stand at 500-550. In the year 2010, as estimated by the ministry, the domestic market will exceed 60 million and the international traffic will achieve 20 million. And in 2020, Indian airports will be effective enough to support 100 million passengers, which would include 60 million domestic passengers. Future of Airlines industry in India The challenges of the Indian aviation industry are cited below:

Passenger traffic is estimated to grow at a CAGR of over 15% in the coming few years. The Ministry of Civil Aviation would handle around 280 million passengers by 2020. US$ 110 billion investment is envisaged till 2020 with US$ 80 billion solely for new aircraft and US$ 30 billion for developing the airport infrastructure.

Growth of Indian Aviation industry The Indian Civil Aviation market grew at a CAGR of 18%, being valued round US$ 5.6 billion in 2008. Group of Ministers (GoM), headed by Finance Minister Pranab Mukherjee, cleared a proposal to allow Indian carriers to import fuel directly. The final clearance will come from the Cabinet, Civil Aviation Minister Ajit Singh said after the GoM meeting. Allowing any airline to import oil directly will also require the government to change the Foreign Trade Policy (FTP). 1Cost savings: The ability to import fuel directly could save airlines
at least INR25 billion (USD508 million) p/a, equating to around 25% of airlines' total ATF expenses. ATF constitutes around 40-50% of operating costs at the nation's airlines;2.Current process: Currently, ATF is purchased by airlines from oil companies, with the purchase involving a states sales tax, which averages around 24% in India. This makes it the world's second highest jet fuel tax in the world, second only to Bangladesh at 27%;3.Process at the airports: At present, only a few airports, notably Delhi, Hyderabad and Bangalore, allow refuelling infrastructure to be shared on an open-access basis. Oil companies

such as Indian Oil Corp, Hindustan Petroleum Corp and Bharat Petroleum Corp have a monopoly on refuelling infrastructure. The refuelling infrastructure at airports such as Mumbai, Kolkata and Chennai is owned by oil companies and airlines would need to enter into agreements with these companies to enable them to import jet fuel directly. Reacting to the decision, Bharat Petroleum Corporation chairman S Radhakrishnan said: Infrastructure and transporting is not going to be easy good luck to them. Inventory, carrying cost, infrastructure, its not going to be an easy option as it is looking to be. This issue of infrastructure, storage and transportation issue is key given the financial expenditure which would be involved and given the financial volatility in the aviation sector at present;4.Kingfisher Airlines: Kingfisher Airlines had previously applied to the Director General of Foreign Trade for permission to directly import ATF even before the GoM took up the issu5.Taxes: Reports indicated that state governments may levy an entry tax as they stand to lose revenue as ATF imported directly by the airlines will attract no sales tax;6.Impact on shares: Shares of Jet Airways, Kingfisher Airlines and SpiceJet rallied in the stock market following the approval. Shares of Kingfisher Airlines surged to its maximum daily limit of 20% while SpiceJet and Jet Airways rose 19% and 16.8% respectively. "The EGoM has allowed the airlines to import jet fuel directly," Civil Aviation Minister Ajit Singh told reporters here.The Indian aviation sector has been reeling under rising jet fuel prices caused by high sales taxes and other levies. The move will enable airlines to directly import jet fuel as end users, thereby saving sales tax, which ranges between 20 and 35 per cent and is levied by state governments.As a result there could be significant savings in operating costs. Jet fuel now accounts for about 50 per cent of the operating cost of India's airlines.
