Pak high commissioner summoned; India to take up killings 'very firmly'


NEW DELHI: External Affairs Minister Salman Khurshid on Wednesday said that New Delhi was awaiting a response from Pakistan's civilian government on the gruesome killing of two Indian soldiers along the Line of Control. Speaking at a press conference along with visiting Vietnamese Deputy Prime Minister Vu Van Ninh, Khurshid said that the Pakistani envoy was summoned and spoken to in very strong terms. "We have conveyed the protest," he added. While the Pakistani Army has dismissed the allegations, the country's civilian government has yet to respond to the allegations. Khurshid said non-violation of ceasefire was an integral part of the conventional confidence building measures (CBMs), and added "such actions would adversely impact whatever we have achieved so far in bilateral ties". "The manner in which bodies (of Indian soldiers) were treated is a matter of deep concern... this is completely unacceptable," the minister said. While stating that the Indian government was awaiting "an appropriate response" from the Pakistan government, Khurshid said "we must ensure the situation is not allowed to escalate further". Also today, Indian government summoned Pakistan's High Commissioner Salman Bashir following the brutal killing of two Indian soldiers along the Line of Control in Poonch district of Jammu and Kashmir. Bashir is currently meeting Foreign Secretary Ranjan Mathai at South Block where the issue of India soldiers' killing will be brought up. India has summoned the Pakistani High Commissioner to protest the "highly provocative" attack in its territory by Pakistani troops. India has described as "extremely distressing" and "inhuman" the mutilation of bodies of its two soldiers. One of the bodies was found decapitated. The severed head is missing, top army sources said. The second body was also mutilated. Foreign Affairs Minister Salman Khurshid described the attack as "ghastly, inhuman and unacceptable." He said the attack "was extremely short-sighted on their (Pakistan's) part". NEW DELHI, JAN 9: Pakistani troops killed two Indian soldiers in Jammu and Kashmir in an "inhuman" manner, Defence Minister A.K. Antony said Wednesday. The killings Tuesday were "highly provocative. NEW DELHI, JAN 9 : India Wednesday lodged a "strong protest" with Pakistan after Pakistani troops shot dead and beheaded two of its soldiers in Jammu and Kashmir in a gory replay of the 1999 Kargil killings. The Indian Army said the head of one of the soldiers, Lance Naik Sudhakar Singh, was taken away by the intruders dressed in black who officials said could be from the 29 Baloch Regiment. 'Global warming has stalled since 1998'


LONDON: Global warming has stalled since 1998, and in the next few years Earth's temperature will not rise as rapidly as feared, UK Met officials have claimed. Over the next five years temperatures will be 0.43 degrees above the 1971-2000 average, instead of the previously forecast 0.54 degrees, a 20 per cent reduction, the Met office in UK has confirmed. This rise would be only slightly higher than the 0.4degree rise recorded in 1998, an increase which is itself attributed by forecasters to an exceptional weather phenomenon, the 'Daily Mail' reported. With all but 0.03 degrees of the increase having occurred by 1998, it means that no further significant increases to the planet's temperature are expected over the next few years. The figures have been seized on by sceptics of manmade climate change, who claim that global warming has flatlined despite a large rise in greenhouse emissions in recent decades. "That the global temperature standstill could continue to at least 2017 would mean a 20-year period of no statistically significant change in global temperatures," Dr David Whitehouse, science adviser to the Global Warming Policy Foundation, said. India test-fires manoeuvrable version of BRAHMOS


VISAKHAPATNAM: Today at 0930 hrs BRAHMOS supersonic cruise missile was successfully flight tested from Indian Naval Warship in vertical launch configuration off Vizag coast in the Bay of Bengal to a full range of 290 kms. The missile blasted off in a predesignated war scenario taking a "double-manoeuvre in S-form" hitting the designated target ship just one meter above water line. The sheer velocity and power of hit made the missile rip through the ship's hull. This is the 34th launch of BRAHMOS which just followed the successful October launch from INS Teg in the Arabian Sea. The BRAHMOS missile system was inducted into the Indian Navy in 2005 when it began arming the Rajput-class guided missile destroyers and inducted subsequently in many warships. For Indian Navy, BRAHMOS is the main attack weapon with high-precision, devastating power and supersonic speed without any competitor. BRAHMOS is already inducted into the Indian Army in two regiments and is the mainstay of the artillery. The Indian Army is the only armed force in the world to have land-attack supersonic cruise missile capability. The missile is known for its fastest reaction time from cold stage to launch readiness within few minutes and once the target data is acquired and transmitted to the onboard computer, including expected countermeasures in its path, the most optimal trajectory is given to the commander by the Fire Control system of the weapon complex. Once selected, the missile takes off in the designated path with high accuracy which is constantly updated by the Satellite Navigation System. BRAHMOS is capable of acquiring data not only from the American GPS but also from Russian GLONASS system which ensures double redundancy. In the last stage the seeker takes over and the target is located with accuracy of few meters which guarantees no chances of survival for the target. This has been proved once again today with bull's eye accuracy. Defence Minister Shri A. K. Other sources said the heads of both the Indian soldiers -- Lance Naiks, Hemraj and Sudhakar Singh -- have been chopped off and one was taken away by Pakistani intruders. The attack took place along the LoC in Poonch district when Pakistanis came about 100 metres into Indian Territory and assaulted the patrol party. Additional District Magistrate (ADM) of Mathura Anil Mishra said that there was overwhelming grief and palpable anger in the village after the army headquarters in New Delhi informed the family of Lance Naik Hemraj's death. Lance Naik Hemraj and Lance Naik Sudhakar Singh were killed Tuesday by Pakistan Army soldiers who had intruded across the LoC. Their mutilated bodies were later found by their fellow-soldiers on patrol. Village head Dharm Singh said the slain soldier had visited his family around three months back to celebrate Diwali with his family. Remembering him as a brave man, Dharm Singh said that besides financially supporting the family of the soldier the government should also bestow on him Ashok Chakra, the highest peace time award for valour.

Pakistan has accused Indian troops of killing one of its soldiers while Indian officials charged Pakistani troops with sneaking into Jammu and Kashmir's Mendhar sector, and killing two Indian soldiers, and mutilating their bodies. "Pakistani military denied Indian allegations of unprovoked firing," a Pakistani military official was quoted as saying by Xinhua. "It looks like Indian propaganda to divert attention from Sunday's raid on a Pakistani post by Indian troops, in which a Pakistani soldier was killed," the military official said. Pakistan and India declared a ceasefire along the LoC in 2003. "Pakistan remains committed to the ceasefire agreement of 2003 which is an important confidence building measure and should be respected in letter and spirit," the foreign ministry statement said. Pakistan also called for the need for abiding by and strengthening existing military mechanisms to ensure that there is no recurrence of such violations in future. The statement said Pakistan is committed to a constructive, sustained and result-oriented process of engagement with India. "We have made significant progress in the dialogue process. Pakistan has taken a number of steps to normalize and improve bilateral relations. It is important that both sides make serious efforts in maintaining this improvement and avoid negative propaganda," it said.

Indian Defence Secretary visits Oman


NEW DELHI: Seeking closer military ties with Oman, Indian Defence Secretary Shashikant Sharma is on a two-day visit to the Gulf country. During the visit, Sharma has met the top military and political leadership of Oman and discussed ways of further strengthening the military relations between the two sides, Defence Ministry officials said. The visit assumes significance in view of efforts on part of both the countries to strengthen their defence ties as Defence Minister A K Antony had travelled to Muscat couple of years ago and his counterpart visited New Delhi in 2011. The two sides had also decided to expand cooperation in fields ranging from maritime security and anti-piracy measures to joint training and combat exercises. The air forces of India and Oman have also held two rounds of Exercise Eastern Bridge of which the second edition was held at Jamnagar air base in Gujarat in 2011 involving their Jaguar deep penetration strike fighter aircraft. The two air forces are among the main users of the twin- engine Anglo-French warplanes. Both also operate British-made Hawk advanced jet trainers and follow similar training procedures. The Royal Air Force of Oman (RAFO) fighter pilots have also been training at the Jaguars stimulator training centre at Gorakhpur, India. Oman is geographically India's closest ally among the Arab countries in the strategically vital Persian Gulf region.

JAMMU, JAN 09: Minister for Medical Education, R.S.Chib, has grieved over the tragic road accident that took place near Katra injuring more than one dozen passengers seriously and killing one person. The Minister has expressed sympathies with the bereaved family and wished for early recovery to the injured. He directed the hospital administration to provide free treatment to the injured. Sagar asks ADDC's to ensure full implementation of empowerment of PRIs


JAMMU, JAN 09: Minister for Rural Development, Panchayat Raj, Law, Justice and Parliament Affairs, Mr. Ali Mohammad Sagar has asked the Additional District Development Commissioners to ensure that the orders of empowering the Panchayati Raj Institutions are implemented fully in letter and spirit. The Minister was addressing a review meeting convened to discuss the status of implementation of the orders of empowerment of Panchayati Raj Institutions with the powers of 14 vital departments for which the Additional District Development Commissioners (ADDC's) have been designated as Nodal officers. Commissioner Secretary Rural Development Mr. Farooq Ahmed Peer, Additional District development Commissioners of different districts of the State and other senior officers of were present in the meeting. Mr. Sagar directed the ADDC's to play a more proactive role in ensuring that the orders by virtue of which the empowerment of PRIs has been ensured are implemented fully and the bottlenecks if any should be removed. He said that they should conduct regular meetings of different departments to see to it that a complete synergy is maintained between the officers of those departments and Panchayati raj representatives. The Minister said that the government is fully committed for ensuring the democratic decentralization of powers to the grass root level so that the effective participation of people in day to day governance is ensured. He said that for the same measures have already been put in place and any laxity in the manner on the part of any official/officer would not be tolerated. Mr. Sagar asked the ADDC's to conduct regular tours of their respective areas so as to get the first hand information about the status of implementation of the orders of empowering the PRIs besides, the status of various developmental works being undertaken by the government.

DCC/DLRC meeting held at Kargil


KARGIL, JAN 09: A District Consultative Committee/District Level Review Committee meeting of Kargil District under the Chairmanship of Deputy Commissioner Kargil, Fida Hussain was held in Conference Hall Kargil. The meeting was attended by Assistant General Manager Reserve bank of India Mr. Ravinder Kumar, district Officers of various government departments sponsoring agencies and representative from banks. Presenting the progress under annual Credit plan Nawang Tsering Lead district Manager, informed that the total deposits of all banks operating in the district made is at Rs, 550.83 crores and total advances is Rs. 116.62 crores as on 30th September 2012 indicating a growth of 11% in deposit and 30 % in advance over the year September 2011. The priority sector advances stood at Rs. 61.40 crores and Agriculture advance at Rs. 3.14 crore. Under the credit plan 2012-13 against a target of Rs. 75.55 crores the banks have disbursed loans amounting to Rs. 28.83 crores which is an achievement of 38% of the Annual Credit Plan and out of which Rs. 1.27 Crores under Agriculture Sector, Rs. 4.30 crores under MSME, Rs. 4.41 crores under priority sector and Rs. 18.85 crores under non priority sector. Total amount of loans sanctioned under KCC Scheme in the district were Rs. 769 crores as on 30.11.2012. Addressing the meeting Mr. Fida Hussain expressed satisfaction on the overall achievements of the banks in the district however asked to improve the performance in the area of Agriculture and issue of Kissan Credit Cards which is a priority of the Government. He stressed upon the issuance of KCC Cards to all eligible farmers in the district for which camps should be organised at village level for on-spot. He further directed all the government agencies and bankers to work in close coordination for overall development of the district.

169 stranded passengers airlifted in Kargil Courier


SRINAGAR, JAN 9: 169 stranded passengers of Kargil were airlifted today between Kargil, Srinagar and Jammu in AN-32 Kargil Courier. 21 passengers were airlifted from Jammu to Kargil, 38 from Kargil to Srinagar, 33 from Srinagar to Kargil and 39 from Kargil to Jammu. Earlier, on Tuesday, 38 passengers were airlifted from Kargil to Jammu also. In his condolence message, the Minister said late Maulana Dil Mohammad enlightened the hearts and souls of lakhs of people with his teachings and sermons. He said in his demise the people of Jammu in particular have lost a spiritual torch bearer. EC reviews physical, financial achievements of PDD


JAMMU, JAN 09: The Committee on Estimates (EC) of Jammu and Kashmir Legislative Assembly Wednesday directed the Power Development Department (PDD) authorities to expedite the pace of work on all micro and macro power projects under execution in the State to ensure completion in a time bound manner. The Committee, which met under the Chairmanship of MLA Choudhry Mohammad Ramzan here today, discussed and reviewed the physical and financial achievements of PDD, besides pace of progress on various ongoing power projects including Grid Stations. The Committee Members Dr. Mustafa Kamal, Hakeem Mohammad Yasin, Mr. Mohammad Sharief Niaz, Mr. G. M. Saroori, Mr. A. R. Veeri, Mr. Mohammad Yasin Shah and Mr. Naresh Kumar Gupta stressed upon the PDD officers to gear up their field functionaries and conduct on-the-spot surprise visits to check the power theft and ensure 100 per cent electrification registration of the consumers. The Committee asked them to ensure un-interrupted power supply and realization of electric tariff targets in full. Threadbare discussion was also held on the implementation of RGGVY and supply of transformers and measures taken for the maintenance of the power infrastructure. Reviewing the progress on projects under Prime Ministers Reconstruction Plan (PMRP), it was informed that the construction work on 11 grid stations have been taken in hand in Kashmir division, out of which 2 projects have already been commissioned and one station would be commissioned soon , while the work on other grid stations is in full swing. The panel directed the concerned to complete the work on remaining stations within a stipulated time frame. Earlier, the Principal Secretary, PDD Mr. A. K. Mehta briefed the Committee about the achievements of the PDD. District e- governance society constituted for Kishtwar


KISHTWAR, JAN 09:To keep pace with the new era of Information Technology and to bring e-governance at the door step of people, the District Development Commissioner (DDC) Kishtwar, Saleem Mohammad today constituted "District e Governance Society Kishtwar.", a nonprofit society. The DDC will function as Chairman of the society while Additional Deputy Commissioner Kishtwar, R K Shavan has been designated as Convener. State Vigilance Organization review meeting


JAMMU, JAN 9: Chief Secretary Madhav Lal has directed the State Vigilance Organization to increase the pace of investigation and bring out department wise patterns of misconducts/corruption for effective supervision. Chief Secretary Wednesday took a review of the functioning and performance of the State Vigilance Organization in a meeting which was attended by the Vigilance Commissioner SVO, Principal Secretary to Chief Minister, Secretary, General Administrative Department (GAD) and other officers. Department wise status of corruption cases was discussed and the performance of SVO, on such parameters as number of Preliminary enquiries pending, number of FIRs registered, number of cases pending in courts; and conviction rate in the courts, was reviewed. It was informed by SVO that a total of 507 cases were pending trial in the various courts of Anti-Corruption in the State, whereas 131 cases were pending investigation till date. In about 60 cases, the accused officials were held guilty in last seven years. There was no pendency on part of the State Government regarding the cases referred by SVO for grant of Prosecution Sanction. The Chief Secretary laid emphasis on streamlining the process of Vigilance clearances and the pace and manner of the departmental inquiries being conducted by various departments. Various proposals for effective conduct of departmental inquiries were also discussed and GAD was asked to issue the instructions separately.

Anti-Women Crimes Demand Holistic Approach: Strict Laws, Urgent Steps


he government of India formed a committee under the chairmanship of Justice Verma to suggest possible amendments in the "criminal laws and other relevant laws for quicker trials and enhanced punishment of criminals accused of sexual assault of an extreme nature on women." Subsequently, the young woman succumbed to the injuries inflicted on her. This particular case of gang rape and murder would certainly fall in the category of "rarest of the rare" cases. Within the existing legal framework itself, the sentence could be the death penalty for the criminals for which there are already legal precedents. However, in a situation where crime against women and in particular the crime of rape is the fastest growing crime, it is essential for the government to review the present laws and the proposed amendments so as to cover all the major aspects. In this context it is pertinent to draw attention to the bill introduced in the Lok Sabha on October 19, 2012, which seeks to "amend the IPC, the CrPC 1973 and the Indian Evidence Act" insofar as it concerns rape and sexual harassment of women (henceforth referred to as the bill). Some of these proposals are flawed. It will amount to the application of double standards to the crime of sexual harassment and assault on women if only clauses pertaining to a particular type of sexual crime are considered for improvement while the law remains weak and ineffective on a range of other issues connected with sexual crimes. In a society based on

class and caste inequalities, women of the economically exploited and caste oppressed sections, particularly dalits and tribals are even more vulnerable to sexual assault. 1) Clauses in the IPC and other relevant laws concerning sexual assault have to be gender specific not gender neutral as proposed in the Bill referred to above. It is a total trivialisation of the issue of sexual assault on women to suggest that it is a gender neutral crime. Thus the amendments moved to sections in the IPC namely 375, 376,376A 376B, 376C and 376D to make them gender neutral must be withdrawn. 2) The Bill widens the definition regarding sexual assault which is welcome. However, it falls short in enhancement of punishment. The bill proposes amendments in Section 375.2 (a to l) in the redefined clauses. The perpetrators of the crime in these sections are men who are public servants such as police personnel, management of staff of jails, other institutions etc. This list should be expanded to include army men, paramilitary forces. Sexual assault committed by them should be considered as Aggravated Sexual assault. Aggravated sexual assault should include gang rape, custodial rape, child rape, rape during communal or caste driven violence, rape of a woman suffering mental or physical disability, sexual assault which causes grievous bodily harm or disfigurement. 3) In such cases of aggravated sexual assault/rape the punishment should be rigorous life imprisonment till death. (Where the sexual assault is accompanied by other forms of violence leading to the death of the victim, the rarest of rare categories, which could include the death penalty, may be applied by

the courts.) 4) In other cases of rape the maximum sentence should be life imprisonment. It is found that courts rarely give the maximum sentence. It is therefore essential to increase minimum sentences in all cases of sexual assault from the existing level which are only seven years for rape and ten years for aggravated sexual assault/rape. The present legal framework also permits courts to further reduce the sentence to even less than the minimum in the name of extenuating circumstances. This must be prohibited. 5) The critical issue is the requirement for time-bound processes of justice in all cases of rape. The law must specifically mention the formation of special fast track courts for all cases of rape. 6) In all cases of sexual assault the case must be completed within three months. 7) Since our proposal is for speedy justice, the accused must by law continue to remain in jail till the verdict is pronounced. No bail can be granted to a rape accused while the hearings are on as the entire process will be timebound. 8) Public servants not implementing the law including timely filing of FIR should be punished with a minimum punishment of one year and fine which may extend to three years. In the proposed amendment on this issue in the Bill there is no minimum prescribed. 9) There must be rehabilitation measures including financial help mandated by law for victims of sexual assault which should be decided according to the requirements. It is humiliating and insulting to women when so-called rape compensation packages are declared such as 20,000 rupees etc by some state governments. The rehabili-

tation should include medical expenses and also may also include a job. Counselling and other help must be mandatoryly provided. 10) Acid attacks on women are a fast growing crime. A new clause is sought to be introduced in the bill under Sec 325 B. Depending on the extent of injury the law must provide for life imprisonment while the minimum sentence must also be enhanced. The law must provide for medical rehabilitation. 11) Sec 354 and 509, which contains such archaic terms as "outraging the modesty of a woman" must be redrafted to specifically use the term sexual harassment and the punishment enhanced. Sexual harassment has nothing to do with the modesty of a woman and everything to do with impermissible sexual behaviour and assertion of power by the criminals. The sentence should be enhanced to a minimum of one to five years depending on the degree of harassment, whether verbal, physical etc, and also a fine imposed. Serial offenders should be punished with the maximum. 12) In this connection steps are required to prevent the broadcast or publication of demeaning and highly sexist advertisements that tend to commodify women's bodies. With the wide reach of satellite channels these advertisements promote aggressive misogynist cultures. The relevant rules and laws must be amended to prevent such advertisements, since on this count, self-regulation has failed. 13) The law must mandate the setting up of a monitoring mechanism to audit the steps being taken by various government agencies to prevent, control and punish those involved in sexual crimes against women including

minors. An annual report of the monitoring mechanism must be made public. 14) The legal framework against sexual crimes must make it mandatory to include in all educational syllabuses in schools and colleges, gender sensitization courses for boys and girls, men and women. This is essential to change the thinking of a predominantly malechild preference based society along with culturally sanctioned retrograde male privileges. 15) In spite of the surge in so-called honour crimes the government has failed to bring any stand alone law for the purpose. The illegal fatwas of khap panchayats are a case in point. These diktats range from fatwas on dress codes for young women and school girls, to bans on friendships, self choice partnerships, the punishment also ranging from boycotts to public lynching and killings. Narrow vote bank politics has influenced governments leading to inaction and even encouragement to these selfproclaimed panchayats in spite of repeated instruction for action from various courts including the Supreme Court. the commission should recommend a stand-alone law to cover all honour related crimes and to take strict action against the diktats and their enforcement by the so-called khap panchayats including their disenfranchisement. There are other flaws in the bill and the legal framework which need to be addressed and which have been raised by women's organisations. ADMINISTRATIVE STEPS Along with the legal framework, it will also be necessary for the government to urgently take administrative steps. One of the critical issues is to

make public spaces safe and secure for women at all times. This must include all forms of public transport. With the privatisation of transport systems, the accountability of the government has been diluted and no action is taken against private bus owners. For example, even now many buses in Delhi have black tinted windows. Strong regulations for security must be ensured and accountability fixed including punishment for officers guilty of nonimplementation. Mapping of vulnerable areas in the city and towns must also be a regular procedure to be followed. Specifically, provision for public toilets for women must be made and the area be properly lit. For fast track courts to be set up, it is essential for the government to recruit a large number of judges at various levels. Recruitment must go hand in hand with strict standards of the quality of the recruitment. Judges often reflect retrograde social outlooks towards women. Thus gender sensitive standards must be set for such recruitments. It will also be necessary to recruit many more women police personnel to be able to speed up the investigations and be involved in help-lines etc, and training courses are required for this. It is essential for the central government and the state governments to work out standard operating procedures which should immediately come into place once a complaint of sexual harassment and/or rape is reported. The urgent requirement is to reform the laws and take urgent administrative steps to do justice to the brave young woman whose life was brutally cut short and also the countless others who have been victims of sexual assault and are yet to get justice.

CCTVs would also be installed in central and state government offices, where more than 100 people are employed or having a floor shall make necessary provision in the building plan itself for the installation of CCTVs units" while applying for permission. The order said in all existing public buildings CCTV units shall be installed by the owner or occupier of the building within six months from the date of coming into force of license would be 'cancelled' or 'suspended'. The official order comes close on the heels of Tamil Nadu Chief Minister J Jayalalithaa's last week announcement of a 13-point action plan which included putting in place CCTVs in all public buildings as part of measures to enhance women safety. PANAJI: Goa Chief Minister Manohar Parrikar has criticised the media for giving undue publicity to Congress leaders in the state who filed "bogus" complaints against his ministers. "The bogus people have filed bogus complaint (against the ministers). But the biggest tragedy is that anyone makes any allegations and they are printed by the press...," Parrikar said. Congress spokesman Sudip Tamankar had filed a complaint with the CBI alleging involvement of two BJP ministers, Laxmikant Parsekar and Dayanand Mandrekar, in the drug peddlers-politician was banking on those complaints (now cited b y Tamankar) to score the points over the BJP. "Ravi Naik was showing those documents in the assembly. But he realised that they were bogus. Would he have kept mum, if there was any substance in it?," the chief minister asked. The Congress party's CBI complaint mentions that both the ministers need to be investigated for the role in drug peddling cases on state's coastline.

MIM shutdown hits Adilabad and Nizamabad


HYDERABAD: A shutdown is being observed in parts of Adialabad and Nizamabad districts in Andhra Pradesh on Wednesday on a call given by the MIM against the arrest of its leader Akbaruddin Owaisi. Shops and businesses in some towns including Adilabad and Nirmal were shut, witnesses and officials said. The MIM legislator was taken to Nirmal town on Tuesday night after he was arrested here for a hate speech. He was then shifted to the district jail in Adilabad town. Police have tightened security in both districts in the north Telangana region bordering Maharashtra. Prohibitory orders banning the assembly of five or more people were imposed in all the towns in the two districts. A police officer said additional police forces were deployed to maintain law and order. As a precaution, police arrested some leaders of MIM. Akbar was booked in both Nirmal and Nizamabad for allegedly delivering venomous speeches during public meetings in the two towns. MIM has not called for a shutdown in Hyderabad, its stronghold, but authorities are not taking any chances. Security was beefed up in all the sensitive areas, especially in the Old City. The communally sensitive Old City has been tense since Tuesday evening. Police and paramilitary forces were deployed around the historic Charminar and interior areas which witnessed communal clashes in November. MIM chief and MP Asaduddin Owaisi has urged people to remain peaceful. He described the arrest of his younger brother as a conspiracy by the Congress and the Bharatiya Janata Party (BJP).

BIHAR NHRC looks into child-labour deaths in Bihar brick kiln


BHUBANESWAR: The National Human Rights Commission (NHRC) has issued a notice to the Odisha government on the death of two children in a fire at a brick kiln in the state last year, an activist said Wednesday. The NHRC issued notice to the state's Chief Secretary B.K. Patnaik and directed him to submit a report on the incident within four weeks. The human rights organisation acted on a complaint of India Media Centre (IMC), Akhanda, who filed the complaint, said. Akhanda said two child workers were killed and two others were injured in a major fire mishap in Durga Brick Industries at K. Nuagaon of Ganjam district of Odisha Jan 20 last year. Their parents were also working as bonded labourers in the same brick kiln. No action has so far been taken by police and local administration against the brick kiln owner, who was running the unit illegally, Akhanda said. In his petition of Dec 11, 2012, Akhanda alleged that despite the ban on bonded labour and child labour, thousands of people and children are employed in brick kilns across the state. These bonded labourers get to work with their families, including children. The children are thus deprived of education and basic health facilities, the petitioner pointed out. The children are employed in kilns from an early age, and each family is expected to make 1.5 lakh or more bricks during a specific period, to repay amounts of money they have borrowed from the labour contractor, who is often a middleman between the labourers and the brick kiln owners, the petitioner explained. "We had requested release of all such people and children working in brick kilns, adequate compensation to families thus vicitimised, and legal action against the accused," said Nishikant Mishra, counsel for the petitioner.

Amitabh Bachchan agrees to pay tax dues worth Rs 1.66 cr


MUMBAI: A day after the Supreme Court asked actor Amitabh Bachchan to respond to a petition from the Income Tax department, the actor said on Wednesday that he is ready to pay the taxes due. The Income Tax Department had claimed that the superstar owed to it Rs 1.66 crore as taxes on the income he earned through his show 'Kaun Banega Crorepati' during 2001-02. "Death and I-T are the two things that are permanent in anyone's life. Whatever the court says, I will obey it," tweeted Bachchan. The Bombay High Court had dismissed an IT Department's plea on February 29, 2012 after which the department moved the Supreme Court. The IT Department in its petition had alleged that the actor in his returns filed for the assessment year 2001-02 showed his taxable income to be about Rs 3.23 crore while the Assessing Officer (AO) assessed the money earned by Bachchan to be around Rs 26 crore including the amount he had earned from the TV show. Earlier in 2008, the high court had allowed I-T exemption on 30 per cent of Bachchan's total income of Rs 50.92 crore from the show. The High Court had accepted the actor's plea that being an artiste he should be given tax relief under Section 80 RR of the Income-Tax Act. The I-T department in its appeal had challenged the order on the ground that the relief is for those artistes who either earn by performing outside the country or receive payment from foreign agencies. It was submitted by the I-T department that Bachchan was acting as an anchor in the television programme show for Star India Ltd and cannot be termed artiste for his role in the show.

Born In: 1897 Born In: Shahjahanpur, Uttar Pradesh, India Died On: Dec 18, 1927 Career:Poet, Revolutionary Ram Prasad Bismil, also known as Pandit Ram Prasad Bismil became one of the most popular revolutionaries of India after participating in the Kakori train robbery in Lucknow. He was one of the most important members of the Arya Samaj and the Hindustan Republican Association in British India. Ram Prasad Bismil was always known for his courage and fearlessness in carrying out dangerous activities against the colonial rulers in India. Ram Prasad Bismil's name is also associated with a couple of patriotic poems written before India's independence, poems which inspired the Indians to come out and participate in the struggles for freedom. 'Sarfaroshi Ki Tamanna', one of the most heard poems in the Hindi language is said to have been immortalized by Ram Prasad Bismil. Childhood Ram Prasad Bismil was born in the year 1897 at Shahjahanpur in UP. His forefathers were residents of the British dominated state of Gwalior. Ram Prasad Bismil's father was an employee of the municipality board of Shahjahanpur. His earnings were, however, not sufficient to run the expenses of the basic requirements of his two sons, Ram Prasad Bismil and his elder brother. As such, due to scarcity of adequate funds, Ram Prasad Bismil had to leave his studies after the eighth standard. Life as a Revolutionary Like several youth of his generation, Ram Prasad Bismil was also moved by the hardships and torture that the common Indians had to face in the hands of the British. Therefore he decided to dedicate his life to the freedom struggle of the country at a very young age. With his education complete by the eighth standard, Ram Prasad Bismil became a member of the Hindustan Republican Association when he was a very young boy. It was through this revolutionary organization that Ram Prasad Bismil came across other freedom fighters like Chandrashekhar Azad, Bhagat Singh, Sukhdev, Ashfaqulla Khan, Rajguru, Govind Prasad, Premkishan Khanna, Bhagawati Charan, Thakur Roshan Singh and Rai Ram Narain. Soon after, Ram Prasad Bismil joined hands with nine revolutionists also working for the Hindustan Republican Association and carried out the looting of govt. treasury through the Kakori train robbery. The Kakori Conspiracy of Aug 9, 1925, as the incident popularly came to be known as, was the mastermind of Ram Prasad Bismil and his colleague Ashfaqullah Khan. The nine revolutionaries looted the train transporting govt. money close to Lucknow, to use the same for purchasing weapons for India's armed struggle. This incident created a furor among different sections of authorities in the British govt. and therefore, the revolutionaries were punished. The names of Ram Prasad Bismil, Ashfaqullah Khan, Rajendra Lahiri and Roshan Singh were identified in the Kakori train robbery and all of them were sentenced to death. As a Litterateur Ram Prasad Bismil wrote a number of Hindi poems, most of them patriotic. His love for his country India and his revolutionary spirit that always wanted the freedom of India from the colonial rulers even at the cost of his own life were his chief inspirations while penning patriotic poems. The poem 'Sarfaroshi Ki Tamanna' is the most well known poem attributed to Ram Prasad Bismil, though many are of the opinion that the poem was originally written by Bismil Azimabadi. Death After being named guilty in the Kakori Conspiracy, the British government ruled that Ram Prasad Bismil will be hanged until death. He was kept behind bars at Gorakhpur and then hanged to death on December 19, 1927 at a very young age of 30. His death robbed the country of one of the chief revolutionaries of the Indian freedom struggle.

Delhi HC issues notice to Centre on PIL for changes in juvenile law 'Judiciary never treated
NEW DELHI: The Delhi High Court on Wednesday issued a notice to Centre seeking its response on the issue of amending the Juvenile Justice Act to pave way for the judiciary to award death sentences to minors involved in rarest of rare case. The High Court issued notice to the central government on a PIL seeking to exclude from the purview of the Juvenile Justice Act those above 16 years committing crimes like rape and murder. A division bench of Chief Justice D. Murugesan and Justice V.K. Jain issued the notice through the ministries of parliamentary affairs and law and justice, and asked them to file their response by Feb 14. The PIL comes in the wake of growing demands from several quarters to give death sentence to all six accusedincluding a minor- involved in the shocking December 16 Delhi gang-rape case, which triggered a national outrage. The PIL sought to declare as ultra vires some provisions of the Juvenile Justice Act, alleging that recent incidents showed that those aged 16 years were involved in "serious crimes" and are "quite well developed". "They do not need the care and protection of the society, rather the society needs care and protection against them," read the PIL. Advocate R.K. Kapoor said if juveniles above 16 years were involved in "heinous crime" like rape and murder, they should not be treated as juveniles and be given harsher punishment. He added that those above 16 should not be allowed to escape "life term" and "death penalty". The authorities are due to conduct a bone-marrow test to determine the real age of the 17year-old youth, who was allegedly the most violent and active during the shocking gang-rape of the medical student that took place in a moving bus in south Delhi late last year. The sixth accused in the case has claimed that he is a minor even as the male friend of the late victim of the December 16 gang-rape case and people from several quarters demand death sentence to all six accused. Patna and Bhagalpur recorded the season's lowest temperature at 1.1 degrees Celsius, the Met Office said here. An intense cold weather continued for the sixth straight day in Uttar Pradesh today, with temperatures falling below zero in Agra, Lucknow and Kanpur, setting a new record of lows. According to the weatherman, while the skies would open up, icy winds would continue to make things difficult. The officials have warned that such conditions will continue for the next 48 hours. Patna and Bhagalpur recorded the minimum temperatures of 1.1 degrees Celsius late Tuesday night while in Purnea it was 2.5 degrees Celsius. "Bihar continued to shiver in icy winds and biting cold and normal life was badly affected," an official of the state disaster management department said. On Tuesday, the temperature in Lucknow dipped to 0.2 degree Celsius, the lowest in 49 years. The night temperature in Kanpur touched a never before -1.1 degrees while the minimum in the Sangam city of Allahabad was 0.3 degrees. The regional met office has said there will be no respite from the "unusual chill" over the next few days. Meanwhile, owing to fog in many parts of the state, 17 trains were said to be running late. The Farakka Express has been cancelled, railway officials said. 5.9 magnitude earthquake hits Northeast India


NEW DELHI: An earthquake of moderate intensity rocked the entire north eastern region on Wednesday. However, there was no report of any injury to people or damage to property. The quake, measuring 5.9 on the Richter scale, hit the region at around 7.12 am with its epicentre being 89 km underneath the earth's crust along the IndoMyanmar border, officials at the Regional Seismological Centre here said. The quake lasted a few seconds and rocked all major towns in the region, they said. Dr H Lallenmawia, Joint Director of Mizoram Geology and Mineral Resources department, said the epicentre was in Phek district of Nagaland. Dr Lallenmawia said the technical information about the quake was received from the seismological centre of the North East Institute of Science and Technology, Jorhat in Assam. The tremor was felt in Itanagar, Guwahati, Agartala, Kohima and Imphal.An Imphal report said the quake lasted in Manipur for almost a minute. NEW DELHI: Lok Sabha polls are due to be held in 2014 but major political parties have begun preparations in advance, triggering speculations that General Elections may be held this year. It was also not too long back when Samajwadi Party chief Mulyam Singh Yadav asked his party workers to prepare themselves for early polls. Taking cue from the SP chief's statement, Bahujan Samaj Party (BSP) supremo Mayawati too asked her party cadres to hitch up preparations for early general election. And now, Nationalist Congress Party (NCP) chief Sharad Pawar has joined the bandwagon suggesting the possibility of general elections in 2013 -a year ahead of its original schedule. While Pawar's NCP is a major ally in the Congressled UPA government at the centre, Mayawati's party provides external support to the ruling coalition. VADODARA: Former President APJ Abdul Kalam said there was a need to address technological and physical input needs of marginal and small farmers to lift them out of poverty. "There is a need for addressing the technological and physical input requirements by the bottom of the pyramid segment so that we can remove poverty from the farming community as a whole," he said here. Kalam said this while speaking on the topic 'Research missions towards 350 million tonnes of food by 2020'. He later interacted with agri-scientists. The cultivable land across the country may decline to 100 million hectares from 170 million hectares at present, while requirement of food production may touch 350 million from 250 million by the end of this decade, Kalam observed. "There are over 607 Krishi Vigyan Kendras (agri science centres) in the country. Hence, scientists and field engineers deployed in these Kendras should work closely to achieve the objectives of Agriculture Mission." Such scientific interventions are needed in Bihar and Uttar Pradesh which have the potential to get transformed as grain granaries like Punjab and Haryana, he said. Speaking about farm innovation, the former President said Indian Council of Agriculture Research (ICAR) can launch a project to document works of excellence in seeds, use of fertilisers, organic farming, environmental upgradation and productivity enhancement techniques across the country. "My study indicates 50 per cent of the agricultural workforce is deployed in small and marginal holding and many of them produce paddy or wheat less than 1 to 1.5 tonne per hectare. MELBOURNE: As much of India shivers under unprecedented cold wave, Australia is experiencing extreme heat, forcing the weather bureaus to upgrade temperature measuring scales. Forecasting officers across the nation are coming up with new colors on the weather chart to reflect new high forecast as the weathermen predicted that the scales will soar above 50 degree Celsius. Intense heat has already triggered raging bush fires, which have assumed "catastrophic conditions" that are threatening homes and have sparked widespread evacuations. David Jones, head of the bureau of Meteorology -climate monitoring and prediction unit, was quoted by 'The Age' as warning that temperatures would soar "to record high of more than 50 degrees in the next few days." Weathermen have instituted a new pink colour code to feature temperatures from 52 to 54 degrees. Australia's all time record temperature is 50.7 degrees, set in January 1960 at Oodnadatta in South Australia. The raging heat has triggered more than 100 bush fires in New South Wales, Australia's most populous state. Prime Minister Julia Gillard warned this week that Australia would see more extreme events due to global warming. "Whilst you would not put any one event down to climate change, weather doesn't work like that, we do know over time that as a result of climate change we are going to see more extreme weather events and conditions," Gillard said. WASHINGTON: The framework for US involvement in Afghanistan after international forces withdraw in 2014 will be the key issues to be discussed on Friday's meeting between the US President Barack Obama and Afghan President Hamid Karzai, the White House said. "This is not a visit during which President Obama will be making decisions about US troop levels in the immediate future or beyond 2014. London: Global warming has stalled since 1998, and in the next few years Earth's temperature will not rise as rapidly as feared, UK Met officials have claimed. Over the next five years temperatures will be 0.43 degrees above the 19712000 average, instead of the previously forecast 0.54 degrees - a 20 per cent reduction, the Met office in UK has confirmed. This rise would be only slightly higher than the 0.4degree rise recorded in 1998, an increase which is itself attributed by forecasters to an exceptional weather phenomenon, sources reported. With all but 0.03 degrees of the increase having occurred by 1998, it means that no further significant increases to the planet's temperature are expected over the next few years. The figures have been seized on by skeptics of man-made climate change, who claim that global warming has flat lined despite a large rise in greenhouse emissions in recent decades. "That the global temperature standstill could continue to at least 2017 would mean a 20-year period of no statistically significant change in global temperatures," Dr David Whitehouse, science adviser to the Global Warming Policy Foundation, said. "Such a period of no increase will pose fundamental problems for climate models. If the latest Met Office prediction is correct, then it will prove to be a lesson in humility," Whitehouse said. "Global warming is not 'at a standstill' but does seem to have slowed down since 2000, in comparison to the rapid warming of the world since the 1970s," Dr Richard Allan of the University of Reading said. "In fact, consistent with rising greenhouse gases, heat is continuing to build up beneath the ocean surface," Allan added. He was backed by Bob Ward of the London School of Economics, who said it would be wrong to interpret that warming had stopped. The Met Office said the updated five-year predictions were a result of a new modelling system, which takes into account changes in ocean surface temperatures, and was released as soon as practically possible. It claims the slow-down in temperature rises after a steep increase in the 1990s could be explained by natural variability, changes in solar activity, and the movements of the oceans. "A lot of people were claiming, in the run-up to the Copenhagen 2009 conference, that warming was accelerating and it is all worse than we thought," Professor Myles Allen of the University of Oxford said. "What has happened since then has demonstrated that it is foolish to extrapolate short-term climate trends," Allen said.

Senkaku islands dispute: Japan summons Chinese envoy


LONDON: Japan has summoned the Chinese ambassador to protest against the presence of government ships in waters around disputed Senkaku islands. This is the first such protest under new Japanese Prime Minister Shinzo Abe, who was elected last month. Japan's Deputy Minister for Foreign Affairs Akitaka Saiki met Chinese Ambassador Cheng Yonghua in Tokyo to lodge a protest after four Chinese government ships were spotted in the area on Monday. Saiki 'strongly demanded that such incidents do not happen again', a ministry statement said. The move comes amid reports that Japan could increase military spending this year for the first time in more than a decade, news sources reports. Chinese ships have sailed near the islands many times since Japan bought them from a private owner last year. Both claim the islands, called Senkaku in Japanese and Diaoyu in Chinese.

Shipping Ministry to award 25 projects worth Rs 11,000 cr by March-end


MUMBAI,JAN 9: The shipping ministry will award 25 projects worth Rs 11,000 crore by the end of the current fiscal, a move that is expected to increase cargohandling capacity at ports by 250 million tonne. The decision follows Prime Minister Manmohan Singh's instruction to the ministry a month ago that capacity expansion should be fast-tracked. Ports in the country have been plagued by capacity shortage largely due to security clearance issues, which discourage private sector participation. "The ministry has set a target of awarding 42 projects in 2013. We have already awarded 17 and will now complete 25 projects by March, increasing the total capacity across ports by 250 million tonne," Pradeep Sinha, secretary in the shipping ministry, said. Construction of a mega container terminal in Chennai and a second dock at the Haldia port are among the projects that will be awarded. The ministry has also decided not to pursue the Port Regulatory Authority Bill largely due to opposition from various state governments and minor Ports. The Bill aimed to regulate all ports in the country, including the mushrooming private ports that are currently free to fix tariffs. The ministry, which has not awarded any major projects in the last two years, has also written to the ministry of finance to revive a subsidy given to the shipbuilding industry. "We have made a recommendation to the ministry of finance to revive the subsidy given to the shipbuilding sector. We have asked the ministry to give 15% subsidy and, in addition, we are also seeking infrastructure status for the sector," Sinha said. The ministry has also given in-principle approval to the deregulation of the tariff mechanism. Currently, port tariffs are fixed by the Tariff Authority for Major Ports (TAMP), a government-controlled body that often finds itself at loggerheads with port operators over rates. "For future projects, the ministry has decided that the tariff be market regulated and not decided by TAMP," Sinha said. "As far as existing projects where TAMP is involved, the ministry will look at it on an individual basis." In February last year, TAMP had reduced the tariff at two terminals at the Jawaharlal Nehru Port Trust, quashing a demand for an increase in rates. Meanwhile, the finance ministry has approved a plan by JNPT, Dredging CorporationBSE 1.52 % of India and Ennore Port to tap the bond market by February to fund their capital expenditure plans. Last month, streamlining the security clearance mechanism for companies participating in port projects, the ministry had said that a clearance once received would be valid for three years. "The ministry has also taken measures to reduce the time taken for the projects and has streamlined security clearance procedures and is constantly monitoring various projects," Union Shipping Minister GK Vasan said. In a follow up, the ministry has forwarded to the home affairs department a request by Adani Ports and Special Economic Zone to revalidate the security clearance it has received earlier for a port project in Chennai. In a separate development, JNPT has agreed to give a noobjection certificate to the Mumbai Trans-harbour Link. Earlier, it had opposed its construction saying it would come in the way of the proposed fifth container terminal at the port.

FDI flows likely to rise in India, Asean: HSBC


NEW DELHI,JAN 9: Foreign direct investment is likely to rise in India thanks to large labour force and strong domestic market, but weak infrastructure and restrictive policy pose a challenge, says a report by HSBC. "In the past decade, FDI flows have started to shift toASEAN and India to capitalise on their favourable demographics and fast growth rates," HSBCEconomist Trinh D Nguyen said. The countries which are likely to benefit from this structural shift in FDI from China to elsewhere include, India, Indonesia, the Philippines, Vietnam and Malaysia but obstacles remain for each of the above mentioned countries to attract investments. India and the Philippines have huge potential but weak infrastructure and restrictive FDI policy are major hurdles. Indonesia and Vietnam looks likely to benefit the most from a cost perspective. Thailand, with a sound business environment and a linked supply chain, is an attractive destination but risks include politics and wage costs. "Multinationals also consider other factors when deciding where to invest, including the policy environment and the ease of doing business," Nguyen said adding that "Its (India's) cumbersome business environment, restrictive FDI policy and poor infrastructure can put off foreign investors." Meanwhile, Asean countries such as Thailand, Malaysia, Indonesia, the Philippines and Vietnam, while not comparable in size, continue to offer opportunities to investors as they also have a good demographic story to tell. While India has all the right ingredients to thrive (strong demographics, large domestic market) many obstacles remain. Inadequate infrastructure hampers productivity, the manufacturing sector needs to be developed and the employment growth rate is still too low, HSBC said. HSBC said "although flows to India have increased significantly in recent years, the level of FDI is still considered low in comparison to its GDP," adding that "lifting restrictions on foreign equity ownership in many sectors, in particular the service industries can boost investor sentiment." In addition to further liberalising regulations to attract manufacturing FDI, India in particular needs to create a legal and physical infrastructure that is industry friendly. The government liberalised FDI policy in sectors like multi-brand retail, singlebrand retail, commodity exchanges, power exchanges, broadcasting, non-banking financial institutions and asset reconstruction companies. "These developments are positive and may pave the way for further reforms, such as raising the FDI ceiling in the insurance sector from 26 per cent to 49 per cent," HSBC said. India's FDI inflows grew by over 65 per cent year-onyear to USD 1.94 billion in October, according to the Department of Industrial Policy and Promotion (DIPP).

Govt to bring Insurance Bill in budget session


NEW DELHI,JAN 9: The government has decided to introduce the Insurance Laws (Amendment) Bill 2008 in the upcoming budget session of Parliament in its present form which allows 49% foreign investment in the insurance sector, without a carve out for portfolio investors. "There will be no compromise now. We will introduce the Insurance Bill in its present format. The UPA is hopeful that key allies will come together as in the case of FDI in retail," said a senior cabinet rank minister. The move will also pave way for 49% foreign investment in the pension sector. Earlier, the government was in discussion with the BJP to work out a compromise formula for smooth facilitation of the Insurance Bill. The BJP was opposed to increasing the foreign investment limit in the sector to 49%, but according to sources agreed to a compromise solution wherein foreign direct investment (FDI) limit is retained at 26% but additional 23% is allowed for foreign institutional investors. However, after it was able to get two bills-Banking Laws (Amendment) Bill and the Enforcement of Security Interest and Recovery of Debts Laws (Amendment) Bill, 2011 - passed in the winter session of the Parliament, the government is hopeful that it will now manage to steer through the Insurance Bill, as cleared by cabinet in October last year. "We will allow 49% foreign investment in insurance sector. It will be for the companies to decide whether they want it through direct investment or the FII route," said the minister quoted earlier. The government has veered towards the view that a 23% FII quota would restrict the flexibility of the insurance companies to structure their shareholding. A finance ministry official confirmed that they have not been asked to go make any changes in the Insurance Laws (Amendment) Bill to dilute the proposal to increase foreign investment limit to 49%. The Insurance Laws (amendment) Bill, 2008 had provided for an increase in foreign investment limit to 49% from 26%. However, the standing committee on finance headed by Yashwant Sinha did not favour the hike in FDI ceiling, indicating wide opposition to this increase in the limit. After considering the recommendations, the union cabinet in October decided to go with 49% foreign investment limit and sought to build political consensus around that. However, the passage may not be as easy as government seems to suggest. In December 2012, the government had to drop the Forward Contract Clause in the Banking Laws (Amendment) Bill, which would have allowed banks to enter commodity trading.

FM not in favour of taxing 'super-rich'


NEW DELHI, JAN 9: Despite radical pitches for a higher tax rate for the 'superrich' from many economists includingPMEAC chairman C Rangarajan, the Finance MinisterP Chidambaram is unlikely to tinker with tax slabs in this year's budget. According to ET Now sources, the proposal for taxing the super-rich does not find much favour with Chidambaram, who is known to prefer moderate taxes. However, given the low tax base in India, Chidambaram may look to expand the tax down the tax slab from 40 per cent to 30 per cent in 1997. Pitching for higher rates of taxes for super r i c h , Rangarajan had said that the forthcoming budget could look at imposing surcharge on income above a threshold. "... one need not disturb the structure of income tax system as it is now. But add a surcharge for income above particular level. I believe as we go along, we need to raise more revenues and the people with larger incomes must be willing to contribute more," he had said. Last week, Chidambaram met representatives from the agriculture sector, kicking off consultations his ministry holds with stakeholders before the annual budget that is usually presented on the last day of February. Around 20 experts from different farm groups and institutes participated in the pre-budget meeting.

India need 5-0 whitewash to regain No. 1 ODI ranking


DUBAI: The five-match one-day series between India and England will throw open the race to the number one team and Mahendra Singh Dhoni's men will have to inflict a whitewash on the visiting side to regain its number one status on the Reliance ICC ODI Championship table. India is playing England in a five-match ODI series starting on Friday in Rajkot and the only way the hosts, currently ranked third, can regain their number one ranking is by winning all the five matches of the series. A 5-0 win will see India jump two places to claim the top spot. England too will be aiming to carry its Test form into the ODI format and win its first series in India in 28 years, and cement its status as the number-one ranked side. South Africa too can move to the top of table as they are playing New Zealand in a three-match series starting on 19 January in Paarl. However, the Proteas can only go top if it wins all three matches against New Zealand and India wins its series, but fails to complete a clean sweep. England currently leads second-ranked South Africa by a fraction of a point, but will take an outright lead on the championship table if it wins the series, irrespective of the results of the South Africa-New Zealand and Australia-Sri Lanka series starting on Friday in Melbourne. In ICC ODI Player Rankings, no fewer than seven batsmen featuring in the top 10 are likely to figure in the India-England, Australia-Sri Lanka and South Africa-New Zealand series. HAWAII: American Dustin Johnson has won the weather-affected Tournament of Champions in Hawaii making a winning start to the 2013 season. Johnson finished with five-under 68 for a total of 16 under sealing the title in his favour. Defending champions Steve Stricker carded fourunder 69 to finish second followed by Brandt Snedeker at third. "It gives me a lot of confidence going into this year," Johnson said. The tournament was reduced to 54 holes after severe winds caused three days of play to be suspended.

Will not beg for govt funds for revolting players: AITA
NEW DELHI: As none of the eight revolting players has made himself available for Davis Cup selection, the AITA on Tuesday said anyone who refuses to play for India will not be entitled for the financial support from the government. The national tennis body has proposed to get Rs 15 lakh each for players featuring in top-200 in singles and Rs 12 lakh for those who get into the bracket of 201-300 through the Long term Development Plan (LTDP) from the government. The figure is Rs eight lakh for players, who are ranked between 301-500 and aged below 28. In the doubles, the figure is Rs seven lakh for players in top-50 and Rs four lakh for those featuring in 51-100. "We are not going to beg for the funds for players who are not interested in doing national duty. They have brought the game to disrepute by their act despite that we addressed their concerns honestly," AITA CEO Hironmoy Chatterjee said. "The government is also watching what's happening. They are aware of it. We have been transparent in this issue. The players who want to play for India will get all the support," he added. The AITA also felt that the young players would be the biggest losers in the ongoing controversy and advised them not to risk their India cap at this stage of their respective careers.

Global warming has stalled since 1998: UK Met office


LONDON: Global warming has stalled since 1998, and in the next few years Earth's temperature will not rise as rapidly as feared, UK Met officials have claimed. Over the next five years temperatures will be 0.43 degrees above the 1971-2000 average, instead of the previously forecast 0.54 degrees - a 20 per cent reduction, the Met office in UK has confirmed. This rise would be only slightly higher than the 0.4-degree rise recorded in 1998, an increase which is itself attributed by forecasters to an exceptional weather phenomenon. With all but 0.03 degrees of the increase having occurred by 1998, it means that no further significant increases to the planet's temperature are expected over the next few years. The figures have been seized on by sceptics of man-made climate change, who claim that global warming has flatlined despite a large rise in greenhouse emissions in recent decades. "That the global temperature standstill could continue to at least 2017 would mean a 20-year period of no statistically significant change in global temperatures," Dr David Whitehouse, science adviser to the Global Warming Policy Foundation, said. "Such a period of no increase will pose fundamental problems for climate models. If the latest Met Office prediction is correct, then it will prove to be a lesson in humility," Whitehouse said. "Global warming is not 'at a standstill' but does seem to have slowed down since 2000, in comparison to the rapid warming of the world since the 1970s," Dr Richard Allan of the University of Reading said. "In fact, consistent with rising greenhouse gases, heat is continuing to build up beneath the ocean surface," Allan added. He was backed by Bob Ward of the London School of Economics, who said it would be wrong to interpret that warming had stopped. The Met Office said the updated five-year predictions were a result of a new modelling system, which takes into account changes in ocean surface temperatures, and was released as soon as practically possible. It claims the slow-down in temperature rises after a steep increase in the 1990s could be explained by natural variability, changes in solar activity, and the movements of the oceans. "A lot of people were claiming, in the run-up to the Copenhagen 2009 conference, that warming was accelerating and it is all worse than we thought," Professor Myles Allen of the University of Oxford said. "What has happened since then has demonstrated that it is foolish to extrapolate shortterm climate trends," Allen said.

Warne apologies for foul-mouthed Twenty20 confrontation


SYDNEY: Australian bowling great Shane Warne apologised on Tuesday for the foul-mouthed Twenty20 confrontation that earned him a ban and a fine, and said he hoped he had not tarnished his legacy in the sport. Warne admitted he had gone too far in his on-field row with West Indian batsman Marlon Samuels in Australia's Big Bash League but defended his right to show "emotion and passion". Elaborate security for first IndiaEngland ODI in Rajkot


RAJKOT: Elaborate security arrangements have been made for the first ODI between India and England to be played at SCA stadium on January 11. "As many as 1,300 policemen including four SPs and 25 Deputy SPs have been deployed in and outside the SCA stadium where the first ODI between India and England will be played," Rajkot Rural Superintendent of Police Premveer Singh said. "The security arrangements have been divided in four sectors. Each sector would be supervised by SP cadre official. "Nearly 500 mediapersons are coming to cover the match and therefore separate security arrangements have been made for them," he added. The hotel, where both the teams are staying, has also been turned into a fortress with deployment of around 125 policemen, the official said. However, the SCA has not installed fencing on the boundary line so that viewers can watch the match uninterrupted but has put up as many as 40 CCTVs to keep a close eye on the crowd, said Niranjan Shah, the honorary secretary of the SCA.

Dinosaurs were swimming not running during stampede


MELBOURNE: Paleontologists in Queensland have found that the world's only recorded dinosaur stampede is largely made up of the tracks of swimming, not running, animals. The University of Queensland's PhD candidate Anthony Romilio led the study of thousands of small dinosaur tracks at Lark Quarry Conservation Park in Queensland's central west. The tracks, which are 95 to 98 million years old, are preserved in beds of siltstone and sandstone deposited in a shallow river when the area was part of a vast, forested floodplain, News.com.au reported. He said that many of the tracks are nothing more than elongated grooves, and probably formed when the claws of swimming dinosaurs scratched the river bottom. Some of the more unusual tracks include "tippy-toe" traces - this is where fully buoyed dinosaurs made deep, near vertical scratch marks with their toes as they propelled themselves through the water, he said. He added that it's difficult to see how tracks such as these could have been made by running or walking animals. Romilio said the swimming dinosaur tracks at Lark Quarry belonged to small, two-legged herbivorous dinosaurs known as ornithopods. "These were not large dinosaurs. Some of the smaller ones were no larger than chickens, while some of the wading animals were as big as emus," he said. The findings are published in the Journal of Vertebrate Paleontology.
