JMM-Congress meet Rail Minister announces big to stitch new alliance hike in railway fares in Jharkhand 'Will be effective from January 21 midnight'
NEW DELHI: Governor Syed Ahmad is yet to decide on the dissolution of the Jharkhand assembly even as the JMM met Congress leaders to explore the possibility of forming a new government. Outgoing deputy chief minister Hemant Soren and other leaders of the Jharkhand Mukti Morcha (JMM) reached New Delhi Tuesday night to hold talks with Congress leaders, party sources said here Wednesday. "We will discuss the current political situation," said Soren, son of the party chief Shibu Soren. Chief Minister Arjun Munda resigned Tuesday after the JMM formally pulled out of the coalition government, reducing the Bharatiya Janata Party (BJP)led ministry into a minority in the 82-member house. The crucial meeting between the JMM and the Congress comes a day after the regional political party pulled out of the 28-month-old BJP-led coalition contd on page 2 NEW DELHI: Railway Minister Pawan Kumar Bansal on Wednesday announced a hike in railway fares, the first in the last 10 years. The new fares will be effective from midnight of January 21, 2012. Meanwhile, the Railway Minister also clarified that the fares will not be hiked in Railway Budget. Bansal said that he expects to get Rs 6,600 crore from the hike, keeping into account the incremental traffic volume as well. Railway is making all

owes an explanation. Congress spokesperson PC Chacko said that the step of Pakistan troops was highly condemnable. "It is highly condemnable. Pakistan owes an explanation to India," Chacko said. He said that this was not the first action of ceasefire violation by Pakistan and "will definitely spoil the relationship". Chacko said the incident had come at a time when effort was being made to improve bilateral ties. BJP spokesperson Tarun Vijay said government should "stop all talks with Pakistan". He said the incident has exposed the "nefarious designs" of Pakistan". "It is a slap on foolishly over-enthusiastic South Block's 'mohabbat talks'. Pakistan has proved that it is taking India for granted and this is the reply we received after giving visa to Javed Miandad," Vijay said. "We must stop all talks with Pakistan till it comes to terms with India and UPA (United Progressive Alliance) be better reminded that unless they revive spirit of surrender of Pakistan forces in East Pakistan in 1971, this terror state is not going to listen to saner voices," he added. Pakistani troops intruded into Jammu and Kashmir Tuesday and killed two Indian soldiers by slitting their throats. ment. Reacting to the Chief Minister's comments that Hurriyat is not sincere in addressing Kashmir issue, the separatist amalgam said it was never against meaningful dialogue nor afraid of taking a seat on the table because "our case is very powerful and our stand is very clear that the issue of Kashmir will be resolved only by implementing the UN Resolutions or holding tripartite talks involving all the three parties to the issue. "Hurriyat believes in a meaningful dialogue to address Kashmir issue and the visit of Pakistan on the invitation of Islamabad was part of it," it said, adding Hurriyat held several rounds of talks with New Delhi but the "rigidity of India rendered the dialogue futile"."Hurriyat has suggested several measures to make the atmosphere conducive but unfortunately so far no positive reaction came from New Delhi," the statement said. The amalgam said the problems of the people of Kashmir will be addressed only once the issue is resolved in accordance to their wishes and aspirations."The Chief Minister has miserably failed to address the day-to-day problems of the people," the Hurriyat said, adding "It is better if he pays attention to the problems of the people from whom he is seeking votes. "As far as the issue of Kashmir is concerned, it is better to persuade New Delhi to initiate a meaningful dialogue rather than making any comment on the Hurriyat," the statement said.

as freight charges. In view of the Commission, this can help Indian Railways generate greater resources for its capital expenditure in coming years. Besides discussing the ways to enhance the resources, the Commission has also asked the Railways to reduce its capital expenditure by infusing more and more private investment into its projects. The top brass also discussed the ways to bring private investment for its projects like freight corridor, high speed trains and other expansions. The Dedicated Freight Corridors on the Western and the Eastern routes is a strategic capacity augmentation initiative taken by Railways and involves construction of 3,338 kms of dedicated freight lines which are estimated to cost Rs 95,860 crore. With implementation of these projects, the average speed of freight trains will go up from 25 kmph to 70 kmph. Besides this Indian Railways has planned to have bullet train corridors having top speed of over 300 km per hour.

Divas convention, currently underway in Kochi in Kerala, draws to a close this evening. President Pranab Mukherjee will deliver the valedictory address and distribute the Pravasi Bharatiya Samman. The reports said that the Indian diaspora, the second largest in the world after China's, is spread across more than 200 countries with relatively higher concentration in the Middle East, United States, Malaysia, South Africa, Australia and Western Europe. The country receives considerable investments from its diaspora, which indicates the growing economic clout of the overseas Indian community in their adopted homes. According to estimates by the Reserve Bank of India, the country topped the global list of total remittances of 70 billion US dollars last year, outpacing China, which received 66 billion US Dollars.

whom India describes as terror masterminds, told the Kashmiri separatists that armed militancy would revive in the Valley in 2014. "Both Saeed and Salahuddin told us that militancy in Kashmir would escalate after the US-led international troops depart from Afghanistan in 2014," one of the delegates told Tehelka. The meeting between Kashmiri separatists and the terror duo was kept secret. Both the meetings happened separately - one in Lahore, and the other in Islamabad. It may be noted that Hizbul Mujahideen was among the first militant outfits to have started jihad in Kashmir. "Saeed and Salahuddin think that with the US off their back, the militants would be in a position of command in Kashmir after 2014," a Hurriyat delegate said, as quoted by the magazine. "They say India won't bargain sincerely unless armed militancy forces its hands." Salahuddin had last week too said that an armed struggle was the only way to resolve the Kashmir issue. "The Kashmiri people, leadership and the state of Pakistan should prepare themselves for it. Otherwise freedom will remain a distant dream," he told a press conference.

is correct, then it will prove to be a lesson in humility," Whitehouse said. "Global warming is not 'at a standstill' but does seem to have slowed down since 2000, in comparison to the rapid warming of the world since the 1970s," Dr Richard Allan of the University of Reading said. "In fact, consistent with rising greenhouse gases, heat is continuing to build up beneath the ocean surface," Allan added. He was backed by Bob Ward of the London School of Economics, who said it would be wrong to interpret that warming had stopped. The Met Office said the updated five-year predictions were a result of a new modelling system, which takes into account changes in ocean surface temperatures, and was released as soon as practically possible. It claims the slow-down in temperature rises after a steep increase in the 1990s could be explained by natural variability, changes in solar activity, and the movements of the oceans. "A lot of people were claiming, in the run-up to the Copenhagen 2009 conference, that warming was accelerating and it is all worse than we thought," Professor Myles Allen of the University of Oxford said. "What has happened since then has demonstrated that it is foolish to extrapolate shortterm climate trends," Allen said.

the worst violation of the ceasefire that has mostly held since 2003 on the Line of Control (LoC) that divides Jammu and Kashmir between India and Pakistan. Indian leaders made no efforts to hide their disgust. Defence Minister A.K. Antony called the Tuesday killings in the border district of Poonch "highly provocative. The way they have treated the body of the Indian soldiers, it is inhuman". External Affairs Minister Salman Khurshid said the mutilation of the soldiers was "an extremely sensitive matter". Khurshid spoke after Foreign Secretary Ranjan Mathai summoned Pakistani High Commissioner Salman Bashir and lodged a strong protest. Bashir was "spoken to in very strong terms", Khurshid said. The matter was also taken up by the Director General of Military Operations, Lt Gen Vinod Bhatia, with his Pakistani counterpart, Maj Gen Ashfaq Nadeem. They spoke on their hotline. The Tuesday killings appeared to be a repeat of the killings and torture of Indian soldiers by the Pakistani military during the Kargil conflict in Kashmir almost 14 years ago. Pakistan denied its involvement in the latest killings but India refused to buy the argument. "Our troops did not carry out attack. Indians are making counter claims to cover their attack on a Pakistani post (Jan 6)," a Pakistani official said in Islamabad.

Work on the revamp will start in September and is likely to finish by March 2015. The theme of the zoo will be "Living Together". "As the animals co-exist in their natural habitat, they will do so here. Interdependence among different species of the mammals, birds and reptiles will be highlighted," the official said. The zoo authorities will also work on the suggestions of the Mumbai Heritage Committee and shall preserve and restore the existing heritage structures within the zoo premises. According to the new plan, 24 new enclosures for animals and birds will be constructed. The cost of the revamp project is estimated at Rs.150 crore. This includes the cost of ongoing projects like building an interpretation centre, zoo hospital, entrance plaza, heritage restoration and boundary wall.

troops near the Line of Control (LoC) in Jammu and Kashmir's Poonch district Tuesday, braced itself to receive his mortal remains. The body of the slain martyr was likely to reach his native village Shernagar, some 60 km from the district headquarters town of Mathura, by late evening. Lance Naik Hemraj was with the 13th battalion of the Rajputana Rifles. He is survived by his aged mother, wife and three children, an official said. Additional District Magistrate (ADM) of Mathura Anil Mishra said that there was overwhelming grief and palpable anger in the village after the army headquarters in New Delhi informed the family of Lance Naik Hemraj's death. Lance Naik Hemraj and Lance Naik Sudhakar Singh were killed Tuesday by Pakistan Army soldiers who had intruded across the LoC. Their mutilated bodies were later found by their fellow-soldiers on patrol. Village head Dharm Singh said the slain soldier had visited his family around three months back to celebrate Diwali with his family. Remembering him as a brave man, Dharm Singh said that besides financially supporting the family of the soldier the government should also bestow on him Ashok Chakra, the highest peace time award for valour.

ceasefire violations on the LoC. Geo News said the Director General Military Operations of the Pakistani Army Wednesday spoke to his Indian counterpart by telephone and rejected New Delhi's claim. "Our troops did not carry out attack. Indians are making counter claim to cover their attack on a Pakistani post," another senior Pakistani military official was quoted as saying. Pakistan has accused Indian troops of killing one of its soldiers while Indian officials charged Pakistani troops with sneaking into Jammu and Kashmir's Mendhar sector, and killing two Indian soldiers, and mutilating their bodies. "Pakistani military denied Indian allegations of unprovoked firing," a Pakistani military official was quoted as saying by Xinhua. "It looks like Indian propaganda to divert attention from Sunday's raid on a Pakistani post by Indian troops, in which a Pakistani soldier was killed," the military official said. Pakistan and India declared a ceasefire along the LoC in 2003. "Pakistan remains committed to the ceasefire agreement of 2003 which is an important confidence building measure and should be respected in letter and spirit," the foreign ministry statement said. Pakistan also called for the need for abiding by and strengthening existing military mechanisms to ensure that there is no recurrence of such violations in future. The statement said Pakistan is committed to a constructive, sustained and result-oriented process of engagement with India. "We have made significant progress in the dialogue process. Pakistan has taken a number of steps to normalize and improve bilateral relations. It is important that both sides make serious efforts in maintaining this improvement and avoid negative propaganda," it said.

government. According to reports, top JMM leaders including Hemant Soren. Simon Marandi, Mathura Mahto and Hazi Hussain Ansari will hold discussions with Congress chief Sonia Gandhi, PM manmohan Singh and other s, PM manmohan Singh and other s, PM manmohan Singh and other senior leaders. The JMM leaders are expected to stay in Delhi till a new political alliance is stitched up. After JMM withdrew support to the Munda government, Jharkhand appears headed for a brief spell of President's Rule. Chief Minister Arjun Munda, who resigned yesterday, recommended the dissolution of the state assembly and Congress showed no hurry to support formation of an alternative government. The decision of the BJP-led government to seek dissolution of the assembly and the Chief Minister's resignation left the situation wide open for Governor Syed Ahmed to decide the future course of action. He is said to be consulting constitutional experts. BJP's ruling coalition partner JMM, in a letter to the Governor, formally withdrew its support to the 28-month-old government pushing it into a minority. Munda later met the Governor and resigned. The decision on recommending dissolution of the House was taken at a cabinet meeting held Tuesday morning to prevent any 'horse tradinglike situation', Munda told a news agency before going to the Raj Bhavan. Jharkhand has witnessed fast-paced political developments after BJP rejected all demands of JMM including handing over of power as per an 'accord' on rotational leadership of the coalition. The BJP and JMM have 18 members

He said that it was an attempt to derail the dialogue process between the two countries. "Clearly someone up the chain of command wants to do everything to derail any dialogue between the two countries," he said. Omar expressed concern over the incident and said this escalation must cease as it may increase the infiltration from across the border. "That having been said, ceasefire must hold else infiltration will shoot up manifold under cover provided by firing," he said. Pakistani troops have today crossed into Indian territory and ambushed an Army patrol party killing two soldiers whose heads were reportedly chopped off.

class and caste inequalities, women of the economically exploited and caste oppressed sections, particularly dalits and tribals are even more vulnerable to sexual assault. 1) Clauses in the IPC and other relevant laws concerning sexual assault have to be gender specific not gender neutral as proposed in the Bill referred to above. It is a total trivialisation of the issue of sexual assault on women to suggest that it is a gender neutral crime. Thus the amendments moved to sections in the IPC namely 375, 376,376A 376B, 376C and 376D to make them gender neutral must be withdrawn. 2) The Bill widens the definition regarding sexual assault which is welcome. However, it falls short in enhancement of punishment. The bill proposes amendments in Section 375.2 (a to l) in the redefined clauses. The perpetrators of the crime in these sections are men who are public servants such as police personnel, management of staff of jails, other institutions etc. This list should be expanded to include army men, paramilitary forces. Sexual assault committed by them should be considered as Aggravated Sexual assault. Aggravated sexual assault should include gang rape, custodial rape, child rape, rape during communal or caste driven violence, rape of a woman suffering mental or physical disability, sexual assault which causes grievous bodily harm or disfigurement. 3) In such cases of aggravated sexual assault/rape the punishment should be rigorous life imprisonment till death. (Where the sexual assault is accompanied by other forms of violence leading to the death of the victim, the rarest of rare categories, which could include the death penalty, may be applied by
the courts.) 4) In other cases of rape the maximum sentence should be life imprisonment. It is found that courts rarely give the maximum sentence. It is therefore essential to increase minimum sentences in all cases of sexual assault from the existing level which are only seven years for rape and ten years for aggravated sexual assault/rape. The present legal framework also permits courts to further reduce the sentence to even less than the minimum in the name of extenuating circumstances. This must be prohibited. 5) The critical issue is the requirement for time-bound processes of justice in all cases of rape. The law must specifically mention the formation of special fast track courts for all cases of rape. 6) In all cases of sexual assault the case must be completed within three months. 7) Since our proposal is for speedy justice, the accused must by law continue to remain in jail till the verdict is pronounced. No bail can be granted to a rape accused while the hearings are on as the entire process will be timebound. 8) Public servants not implementing the law including timely filing of FIR should be punished with a minimum punishment of one year and fine which may extend to three years. In the proposed amendment on this issue in the Bill there is no minimum prescribed. 9) There must be rehabilitation measures including financial help mandated by law for victims of sexual assault which should be decided according to the requirements. It is humiliating and insulting to women when so-called rape compensation packages are declared such as 20,000 rupees etc by some state governments. The rehabili-
tation should include medical expenses and also may also include a job. Counselling and other help must be mandatoryly provided. 10) Acid attacks on women are a fast growing crime. A new clause is sought to be introduced in the bill under Sec 325 B. Depending on the extent of injury the law must provide for life imprisonment while the minimum sentence must also be enhanced. The law must provide for medical rehabilitation. 11) Sec 354 and 509, which contains such archaic terms as "outraging the modesty of a woman" must be redrafted to specifically use the term sexual harassment and the punishment enhanced. Sexual harassment has nothing to do with the modesty of a woman and everything to do with impermissible sexual behaviour and assertion of power by the criminals. The sentence should be enhanced to a minimum of one to five years depending on the degree of harassment, whether verbal, physical etc, and also a fine imposed. Serial offenders should be punished with the maximum. 12) In this connection steps are required to prevent the broadcast or publication of demeaning and highly sexist advertisements that tend to commodify women's bodies. With the wide reach of satellite channels these advertisements promote aggressive misogynist cultures. The relevant rules and laws must be amended to prevent such advertisements, since on this count, self-regulation has failed. 13) The law must mandate the setting up of a monitoring mechanism to audit the steps being taken by various government agencies to prevent, control and punish those involved in sexual crimes against women including
minors. An annual report of the monitoring mechanism must be made public. 14) The legal framework against sexual crimes must make it mandatory to include in all educational syllabuses in schools and colleges, gender sensitization courses for boys and girls, men and women. This is essential to change the thinking of a predominantly malechild preference based society along with culturally sanctioned retrograde male privileges. 15) In spite of the surge in so-called honour crimes the government has failed to bring any stand alone law for the purpose. The illegal fatwas of khap panchayats are a case in point. These diktats range from fatwas on dress codes for young women and school girls, to bans on friendships, self choice partnerships, the punishment also ranging from boycotts to public lynching and killings. Narrow vote bank politics has influenced governments leading to inaction and even encouragement to these selfproclaimed panchayats in spite of repeated instruction for action from various courts including the Supreme Court. the commission should recommend a stand-alone law to cover all honour related crimes and to take strict action against the diktats and their enforcement by the so-called khap panchayats including their disenfranchisement. There are other flaws in the bill and the legal framework which need to be addressed and which have been raised by women's organisations. ADMINISTRATIVE STEPS Along with the legal framework, it will also be necessary for the government to urgently take administrative steps. One of the critical issues is to
make public spaces safe and secure for women at all times. This must include all forms of public transport. With the privatisation of transport systems, the accountability of the government has been diluted and no action is taken against private bus owners. For example, even now many buses in Delhi have black tinted windows. Strong regulations for security must be ensured and accountability fixed including punishment for officers guilty of nonimplementation. Mapping of vulnerable areas in the city and towns must also be a regular procedure to be followed. Specifically, provision for public toilets for women must be made and the area be properly lit. For fast track courts to be set up, it is essential for the government to recruit a large number of judges at various levels. Recruitment must go hand in hand with strict standards of the quality of the recruitment. Judges often reflect retrograde social outlooks towards women. Thus gender sensitive standards must be set for such recruitments. It will also be necessary to recruit many more women police personnel to be able to speed up the investigations and be involved in help-lines etc, and training courses are required for this. It is essential for the central government and the state governments to work out standard operating procedures which should immediately come into place once a complaint of sexual harassment and/or rape is reported. The urgent requirement is to reform the laws and take urgent administrative steps to do justice to the brave young woman whose life was brutally cut short and also the countless others who have been victims of sexual assault and are yet to get justice.

PANAJI: Goa Chief Minister Manohar Parrikar has criticised the media for giving undue publicity to Congress leaders in the state who filed "bogus" complaints against his ministers. "The bogus people have filed bogus complaint (against the ministers). But the biggest tragedy is that anyone makes any allegations and they are printed by the press...," Parrikar said. Congress spokesman Sudip Tamankar had filed a complaint with the CBI alleging involvement of two BJP ministers, Laxmikant Parsekar and Dayanand Mandrekar, in the drug peddlers-politician was banking on those complaints (now cited b y Tamankar) to score the points over the BJP. "Ravi Naik was showing those documents in the assembly. But he realised that they were bogus. Would he have kept mum, if there was any substance in it?," the chief minister asked. I'm Floyd, the coin collector. It's coins that I collect. I'm really not too finicky with which ones I select. I like collecting pennies; they're all I get sometimes. But often I get nickels, too, and frequently it's dimes. I'll gladly keep a dollar coin, a quarter, or a pound. I'd even save a rupee or a ruble that I found. A euro here, a guilder there, a peso or a franc; I'll happily collect them all and put them in the bank. My hobby is a simple one; it's not the least bit strange. And all you have to do to help is give me all your change.

Delhi HC issues notice to Centre on PIL for changes in juvenile law 'Judiciary never treated
NEW DELHI: The Delhi High Court on Wednesday issued a notice to Centre seeking its response on the issue of amending the Juvenile Justice Act to pave way for the judiciary to award death sentences to minors involved in rarest of rare case. The High Court issued notice to the central government on a PIL seeking to exclude from the purview of the Juvenile Justice Act those above 16 years committing crimes like rape and murder. A division bench of Chief Justice D. Murugesan and Justice V.K. Jain issued the notice through the ministries of parliamentary affairs and law and justice, and asked them to file their response by Feb 14. The PIL comes in the wake of growing demands from several quarters to give death sentence to all six accusedincluding a minor- involved in the shocking December 16 Delhi gang-rape case, which triggered a national outrage. The PIL sought to declare as ultra vires some provisions of the Juvenile Justice Act, alleging that recent incidents showed that those aged 16 years were involved in "serious crimes" and are "quite well developed". "They do not need the care and protection of the society, rather the society needs care and protection against them," read the PIL. Advocate R.K. Kapoor said if juveniles above 16 years were involved in "heinous crime" like rape and murder, they should not be treated as juveniles and be given harsher punishment. He added that those above 16 should not be allowed to escape "life term" and "death penalty". The authorities are due to conduct a bone-marrow test to determine the real age of the 17year-old youth, who was allegedly the most violent and active during the shocking gang-rape of the medical student that took place in a moving bus in south Delhi late last year. The sixth accused in the case has claimed that he is a minor even as the male friend of the late victim of the December 16 gang-rape case and people from several quarters demand death sentence to all six accused. Meanwhile, a latest survey conducted by a leading media organization has indicated that even common people want the minor to be hanged for his alleged involvement in the heinous crime.
NEW DELHI: In one of the most candid admissions by a senior judge, former Supreme Court judge Justice Asok Kumar Ganguly said the judiciary in the country has never treated with dignity. Justice Ganguly, who served as SC judge till February 2012, opined that when it came to safeguarding women, the judiciary is not following the Constitution and stressed the need to sen-

CBI raids 24 places over bribery charges against Customs, DRI officials
NEW DELHI: The Central Bureau of Investigation on Wednesday raided top Customs and Directorate of Revenue Intelligence officials over bribery charges. CBI raids are on at 24 places in four states following the charges. CBI sources say some high ranking officials were under scrutiny. Raids are on in Kolkata, Delhi, Punjab and Maharashtra. State Congress chief Pradip Bhattacharya said his party was "extremely worried" over the deteriorating law and order and it would ask the Union Home Ministry to send a special team to assess the situation. State Parliamentary Affairs Minister Partha Chatterjee alleged that CPI(M) activists, who were on their way in a
convoy of cars to attend a demonstration, attacked Trinamool Congress workers with firearms. He said that Trinamool Congress workers would take to the streets every day after 6 pm from January 10-18 to protest the "conspiracy" by the CPI(M), the Congress and two news channels to incite the public and create "lawlessness". well as reconciliation and regional stability," he said. Rhodes said the Karzai visit comes at a critical moment for the two Presidents to take stock on where they are in the transition and then to provide guidance going forward on a host of issues. "In 2013, we will be continuing our transition to Afghan security lead, and we, of course, have set in Chicago the objective of having a milestone in 2013 where the Afghans are fully in the lead for security responsibility in the country on the way to the Afghans having full responsibility by the end of 2014, so they'll be discussing the 2013 transition," he said. "Of course, as it relates to US troops, we completed the full drawdown of our surge in September, bringing us back down to 68,000, the pre-West Point troop levels for the United States. As we look to 2013, reductions in US troops will continue, but they will be guided by the transition that the two leaders agree upon," he noted.
Hina Rabbani Khar, Makhdoom Amin Fahim argue over MFN to India
Regulations and Services said the interests of domestic industry had not been addressed by the Commerce Ministry. However, Khar argued that the cabinet's decision of February 28, 2012 to phase out the negative list by December 31 was in the larger interest of Pakistan and a major policy decision of the current government. The negative list allows commerce in all but 1,209 items, including 78 textile and apparel items. Pakistani farmers' lobbies have opposed the move to give India MFN-status, saying not a single agricultural item, except tobacco, is on the negative list or the sensitive list of Pakistani imports from India. The Business Recorder quoted sources as saying that the Commerce Ministry has assured the farmers that their concerns will be
ISLAMABAD: Pakistan Foreign Minister Hina Rabbani Khar clashed with Commerce Minister Makhdoom Amin Fahim over the issue of Islamabad missing the deadline for normalising trade relations with India during a cabinet meeting last week, according to a media report on Wednesday. Khar, who was reportedly not aware of all developments on the issue of normalising trade, argued that the December 31 deadline for doing away with a negative list regime should have been adhered to as it has implications for bilateral relations, the Business Recorder daily quoted its sources as saying. The Foreign Minister clashed with Fahim in the cabinet meeting on January 3 when the issue "move from positive to negative list of items for India" was discussed
though it was not on the agenda. Khar subsequently convened an inter-ministerial meeting to discuss issues hindering full normalisation of trade relations with India, the sources said. Pakistan had committed itself to phasing out the negative list regime by December 31, paving the way for giving India Most Favoured Nationstatus by the beginning of the year.
Officials recently said the process for giving MFN-status had been delayed. During the cabinet meeting, Textiles Minister Makhdoom Shahabuddin said a level playing field must be created for Pakistan's textile products by implementing a uniform tax regime before MFNstatus is granted to India. taken care of. It said insiders had claimed that phasing out the negative list or giving MFN-status to India would not have any negative impact on Pakistani agriculture as only tobacco is expected to suffer. The sources further said the main issue holding up normalisation of trade relations is inadequate infrastructure on Pakistan's side at the Wagha land border. They said that if MFN-status is granted to India without completing infrastructure at Wagha, the prices of goods coming from India will double due to choking of trucks. Commerce Secretary Munir Qureshi is negotiating with farmers and explained to the cabinet that his Ministry is following a roadmap and three agreements have been signed with India to facilitate trade.

Will not beg for govt funds for revolting players: AITA
NEW DELHI: As none of the eight revolting players has made himself available for Davis Cup selection, the AITA on Tuesday said anyone who refuses to play for India will not be entitled for the financial support from the government. The national tennis body has proposed to get Rs 15 lakh each for players featuring in top-200 in singles and Rs 12 lakh for those who get into the bracket of 201-300 through the Long term Development Plan (LTDP) from the government. The figure is Rs eight lakh for players, who are ranked between 301-500 and aged below 28. In the doubles, the figure is Rs seven lakh for players in top-50 and Rs four lakh for those featuring in 51-100. "We are not going to beg for the funds for players who are not interested in doing national duty. They have brought the game to disrepute by their act despite that we addressed their concerns honestly," AITA CEO Hironmoy Chatterjee said. "The government is also watching what's happening. They are aware of it. We have been transparent in this issue. The players who want to play for India will get all the support," he added. The AITA also felt that the young players would be the biggest losers in the ongoing controversy and advised them not to risk their India cap at this stage of their respective careers.
SEOUL: It was a good day in office for Indian shuttlers as Saina Nehwal, Parupalli Kashyap and P.V. Sindhu advanced to the second round of the $1 million Korea Open Super Series Premier in Seoul, Wednesday. Saina, seeded third, came out on top in a tough 58minute clash with Thailand`s Sapsiree Taerattanachai 1721, 21-9, 21-19 to advance to the women`s singles prequarter-finals of the first and most expensive tournament of the season. This was Saina`s, World No.3, fourth consecutive win over the World No.22 in as many meetings. The London Olympics bronze medallist will next face World No.41 Mingtian Fu of Singapore for a place in the quarter-finals at the S.K. Handball Stadium. The Hyderabadi has a 3-0 record against Mingtian.
Saina, Kashyap, Sindhu advance in Korea Open IPL 6: Pune, Mumbai in race to buy Michael Clarke
MUMBAI: Australian captain Michael Clarke could soon reap the benefits of his Test cricket exploits with a rich booty for himself in the world's most expensive T20 league. The 31-year-old, who retired from T20 Internationals in January 2011 to focus on Tests and ODIs, is likely to be in top demand in the IPL-6 players' auction on Feb 3. It has been learnt that at least two teams, Mumbai Indians and Pune Warriors India , are keen to buy the Aussie Test skipper. He will also get to lead the team that buys him. MI are currently led by discarded India off-spinner Harbhajan Singh, while PWI were captained by Sourav Ganguly last season. MI are believed to be looking to change their captain , while Pune, who finished last in 2012, have already released Ganguly. They couldn't retain Clarke (the Aussie scored just 98 runs in MI, in comparison, would be going into the auction with only $1,808,261 left in their kitty. "Any team which is eyeing a captain should be gunning for him. He was exceptional for Australia last season," said a source in the PWI camp. Star batsman Yuvraj Singh, who captained Pune in their first season but missed out last year due to his ill health, is "98 percent not a captaincy candidate because he wants to now just feature as a player so that he can focus on his batting," added the source. The only glitch here for PWI could be a last-minute change of heart from Clarke, as he did in 2009 by pulling out of the auction at the last minute. At that point, IPL commissioner Lalit Modi had said Clarke had skipped the auction because he wasn't sure if any franchisee would buy him at his base price ($1 million).
NEW DELHI: Shikhar Dhawan served a timely reminder to the national selectors with a brilliant century as Delhi defeated England by six wickets to hand the visitors their second successive defeat in warm-up games on Tuesday. Chasing a difficult 294 for five set by England, Delhi rode on skipper Dhawan's 110 and Milind Kumar's unbeaten 78 to overhaul the target with nine balls to spare. Left-hander Dhawan, who last played for India in the West Indies, cracked his 110 off only 109 balls to set up a chase which initially looked difficult. He hit 13 boundaries and three huge sixes --one each off Jade Dernbach, James Tredwell and Stuart
