02 INTRODUCTION
Welcome to the first ICMM publications guide. This guide has been published to give our stakeholders and the wider community a convenient overview of our work programs and the resources we produce.
We work in partnership with other organizations on many of our projects to enhance the performance of our members and the industry as a whole. The majority of our publications and other resources have been produced in conjunction with other organizations. We hope you find this guide useful in identifying materials that are of interest as well as providing a convenient at-a-glance overview of ICMMs work. This guide will be updated as our work programs evolve and more materials are produced.
All our resources are free and many are available in different languages. Publications can be viewed and downloaded from our website and we have provided a url reference for each publication. We have also provided an order number where printed copies are available.

This website has been jointly developed by ICMM, the United Nations Conference of Trade and Development (UNCTAD), the United Nations Environment Programme (UNEP), and the UK Department for International Development (DfID) to provide access to a library of good practice guidelines, standards, case studies, legislation and other relevant materials that are leading examples of their kind globally.
Phase 2: Testing, synthesis & emerging lessons (January 2005 December 2006) The Resource Endowment Toolkit was applied to two main and two comparator countries, Peru (with Chile as comparator) and Ghana (with Tanzania as a comparator). The purpose was to test out the Toolkit in the field, to assess whether it could be applied to a broader set of mining countries, and to propose refinements.
The Resource Endowment initiative began in May 2004 in partnership with UNCTAD and the World Bank Group. It aims to help governments, companies and local communities, development assistance agencies and the voluntary sector work together so that mining benefits all citizens.
Following government approval of the four case studies undertaken in phase 2, a pilot study is currently being undertaken in Peru, which aims to develop local partnerships in order to encourage the uptake of recommendations emerging from the project to date. Two further pilot studies are planned and dissemination workshops will be held in Chile and Ghana to provide feedback to those who participated in the phase 2 country work. Running in parallel with dissemination activities and pilot projects is the production of a mineral taxation report which will be incorporated into the relevant section of the Resource Endowment Toolkit.
The Resource Endowment Toolkit provides a systematic approach to documenting the impacts (both good and bad) of individual mining projects on a local, regional and national level.

At ICMM, we are continuing to develop an extensive health and safety work program to help our members meet their sustainable development commitments. Poor mine safety and health performance has a direct impact on workers, their families and communities, on the mining industry and on government. We assist our members to improve performance by facilitating their working together on common problems and providing a forum for exchange of experiences.

Towards a Harmonized Approach to Setting Occupational Exposure Limits: Report of an ICMM-sponsored workshop. (2006)
ICMM recognizes the need for dialogue and understanding amongst a wide range of stakeholders, companies and territories to create a more consistent approach to setting and implementing OELs. The process began in 2005 with an international workshop attended by a limited number of regulatory scientists, academics and industry representatives. The report of the workshop is presented in this document. The Minerals Industry Risk Management Gateway (MIRMgate) presents health and safety risk management information relevant to the mining industry. It allows users to find carefully-chosen good practice risk management information, identify hazards through the entire life cycle of operations and get decision-making help for both long- and short-term problems.
08 SOCIO-ECONOMIC DEVELOPMENT
SOCIO-ECONOMIC DEVELOPMENT ICMM's socio-economic development work program is aimed at maximizing the social, economic and institutional development contribution of the mining industry to the countries and communities where our members operate. We believe that socio-economic development at the national and local levels depends on strong relationships between mining companies, communities, government and multi-lateral agencies. In developing our projects, we build and maintain working relationships with organizations such as the World Bank, UNCTAD, UNEP and the World Conservation Union (IUCN).

The Toolkit contains 17 practical tools which can be used by companies, communities, and government agencies as well as non-governmental and community-based organizations at all stages of the mining project cycle.
This review provides a brief overview of Indigenous Peoples issues faced by the mining industry as it seeks to gain access to land, carry out exploration and, if successful, develop and manage a mining operation. It identifies a high level of convergence in the issues identified by industry, Indigenous Peoples and other stakeholders and outlines a number of possible follow-up activities.

10 MATERIALS STEWARDSHIP
The ICMM materials stewardship work program is built around three core themes which all focus on good practice, the continued development and promotion of sound science and the co-ordination and facilitation of cross commodity activities. MATERIALS STEWARDSHIP Materials stewardship is built on the premise that all participants have a shared responsibility for the performance of the whole materials cycle, well beyond direct operations. ICMM members believe it is important for the mining and metals industry to promote responsible design, use, re-use, recycling and disposal of the materials they produce.

The Metals Environmental Risk Assessment Guidance (MERAG) publication presents a set of the most advanced and appropriate scientific concepts for assessing the risk posed by the presence of metals and inorganic metal compounds in the environment. The critical concepts are presented in a series of eight independently reviewed MERAG fact sheets contained on a CD and available via the ICMM website. The Health Environmental Risk Assessment Guide (HERAG) presents a set of the most advanced and appropriate methods available for human-health based risk assessment for metals. It summarizes existing knowledge on metal-specific human health risk assessment approaches and provides guidance for the scientific and regulatory community on conducting future assessments. The critical concepts are presented in a series of fact sheets which have been reviewed by a panel of independent scientists and included on a CD-ROM inside the back cover of the publication. The Globally Harmonised System (GHS) is an international standardized system for classifying chemicals (including minerals and metals) and communicating their health and environmental hazards to consumers, workers, transport workers and emergency responders. Published with EUROFER, EuroMetaux
The leaflet outlines the main components of GHS, their significance for the mining and metals industry and suggests actions that will help companies to implement the system successfully.

The REACH Metals Gateway supports the mining and metals industry worldwide in its implementation of the new EU Chemicals Legislation. The Gateway, funded by Eurometaux and ICMM, will assist producers and downstream users of minerals and metals by providing vital information and guidance required for REACH compliance. It also provides the user with links to other important resources both within and outside the sector.

ENVIRONMENTAL STEWARDSHIP Our environmental stewardship work program is aimed at continually enhancing the industry's environmental performance. Because of the nature of the mining and minerals industry, much of its work is carried out in parts of the world which boast rich natural resources and are often environmentally sensitive. ICMM members contribute to the conservation of biodiversity and integrated approaches to land use planning as well as respect legally designated protected areas. We recognize the need to work effectively with governments, organizations and local communities in order to make sure that environmental behaviour does not restrict future access to minerals and metals.

The provision of financial assurance is an important issue for ICMM members who are committed to designing and planning all operations so that adequate resources are available to close them down properly. The report is intended to aid governments and companies in their discussions on the application of efficient policies in this area.
Guidance Paper: Financial Assurance for Mine Closure and Reclamation (2006)
This paper provides guidance on environmental financial assurance for mine closure. It is based on research carried out in 2005 on current practices, policies and issues in this area and provides general recommendations for actions by both mine operators and governments that are aimed at improving standards of practice.
