Earthquake sways EV
TACLOBAN CITYThe 5.5 magnitude tremor that hit the different parts of the region Saturday night did not result to any damage to properties. This was confirmed separately by Rey Gozon, regional chair of the Regional Risk Reduction Disaster Management Council (RRRDMC) and Perry Balase,the provincial chair of same council in Eastern Samar, where several towns to include its provincial capital of Borongan City felt the tremor. Gozon said that he immediately monitored the earthquake incident by calling the disaster officials in areas affected by the tremor. (There) was no report of damage (due to the tremor), Gozon said in a text message. Balase said that on Sunday, his team went around the areas where the 5.5 magnitude tremor was felt in Eastern Samar to monitor if there was any damage cause. We are just happy to report that based on our monitoring to the areas where the earthquake was felt, no damage was reported, he said. According to him, while the tremor was quite strong, it did not created any panic among the people as it only lasted less than 30 seconds. The earthquake did not strike fear among the people because it did not last long; just around 30 seconds, Balase said. Borongan City Mayor Fe Abunda said that while the tremor was quite strong, the people did not went into panic. It was quite strong but I guess not strong enough to cause damage here in Borongan, she said in a phone interview. Myra Dolina, of the local Philippine Institute of Volcanology and Seismology (Philvocs) office located in Palo town, Leyte, said that the tremor of tectonic origin occurred around 9:48 pm with a magnitude of 5.5. It was located 11.38 degrees north, 125.50 degrees east, 027 km south 15 degrees east of Borongan City with a depth of 049. The tremor was felt in

TACLOBAN CITY - Twenty-eight cases of fever rashes and joint pains were reported by the Digital Terrestrial Television Broadcasting (DTTB). This was confirmed by the Regional Epidemiology and Surveillance Unit 8. Ages of the cases range from 2 to 68 years old (Median; 37 years old). Ten (36%) were confirmed to have chikungunya through IgM ELISA testing by the Research Institute for Tropical Medicine. Chikungunya is a mosquito-borne viral disease first described during an outbreak in southern Tanzania in 1952. It is an alphavirus of the family Togaviridae. The name

chikungunya is Kimakonde language, which is to become contorted and describe the stooped appearance of suffering joint pain. The joint pain is often very debilitating but usually ends within a few days or weeks, most patients recover fully but in some cases joint pain may persist for several months or even years, according to the Regional Epidemiology and Surveillance Unit 8.

TACLOBAN CITY Seven persons were injured in a vehicular accident on January 18 along Barangay 66, Paseo de Legaspi, this city. Initial investigation showed that prior to the incident, the Isuzu truck driven by Henry Tan had encountered an accident at Rizal Extension. The Isuzu truck was then towed by the towing truck of the Tomeco driven by Exequil The confirmation of chikungunya cases in two barangays of Villareal,Samar indicates the presence of the disease in the region. 7 injured in vehicular accident


Reposar Jr., using a metal pipe and a rope made of nylon.The Izusu truck incurred a mechanical defect because its brake system encountered a mechanical damage. The Isuzu truck and towing truck travelled from Rizal Avenue and when it reached the area of Brgy. 66, Paseo De Legaspi while on their way to new bus terminal, particularly at the uphill portion of the road, the metal pipe and rope attached to the Isuzu Truck were suddenly detached. The Isuzu truck moved backward, hitting a passenger multicab, which was travelling towards Anibong, damaging its left side body portion of the multicab. The Isuzu truck con-

tinued to move backward after hitting the multicab, until it rested at the roadside after hitting the front portion of the house thereat. The metal fence made of square bar and pipe situated near the Sabang Bridge was also damaged. As a result of the incident, the six passengers and the driver of the multicab were injured. All the victims were rushed to the St. Pauls Hospital by the Emergency Medical Service (EMS) personnel for immediate medical treatment. Reposar and Tan are now in the custody of the Police Station 2 for proper disposition. The vehicles involved were also impounded by the police.

TACLOBAN CITY The Department of Agriculture (DA) here in the region will strengthen goat and sheep production in Samar Island, expecting a population growth rate of 5% in the next four years. Wilson Cerbito, DA regional technical director, said that they will launch a consultation this month with local government units, state universities and colleges, and farmers group in the three Samar provinces to map out strategies for small ruminants enterprise development. We will identify where goats and sheep are being raised in Samar provinces. After determining the basic resources, we will consider where the project will be concentrated and apply existing technologies that worked in Leyte, Cerbito told Leyte Samar Daily Express. Under the program, the national government will require 20% counterpart from local government units to ensure support and sustainability. Value chain approach from pre production to marketing will be employed. For research and development of small ruminants industry, partnership will be forged with the University of Eastern Philippines in Catarman, Northern Samar; Northwestern Samar State University in San Jorge, Samar; and Eastern Samar State University in Borongan City. Its time to strengthen the Samar agenda for agricultural development. Small ruminants commercialization will be our priority by developing it through available technologies. bito said. In the entire Samar Island, goat commercialization only exists in Calbayog City. Sheep can be rarely seen in three Samar provinces. As of last year, the region has 56,147 heads of goats both in backyard and commercial farms, according to the Bureau of Agriculture Statistics report. For sheep, the region has a total population 3,500, comprising rams, ewe, growers, and lambs. Majority of sheep raisers utilize open grassland as their pasture area, while 54% are under a combination of production systems. For goat production, the farm department will employ Rural Enterprise Development (RED), an approach that contributed the increase of ruminants population from 811 in 2008 to more than 1,700 last year in eight towns of western Leyte. In Samar provinces, we will use superior breeder bucks-cum-other technology options on housing, stall feeding with multi-purpose tree species and other important management practices to significantly improve the quality of offspring, Cerbito explained. That DA has regional breeding stations in Malitbog, Southern Leyte for goat with only 75 breeder stocks. In San Miguel, Leyte, the government maintains 200 breeder stocks for sheep. The main goal of the RED project is poverty alleviation and to transform the old system or traditional way of goat raising into an enterprise. The three Samar provinces have been identified as top poor provinces in Region 8 with poverty incidence of 54% in Eastern Samar, 53.8% in Northern Samar, and 45% in Samar. (SARWELL Q. MENIANO)

EDC to hold youth congress


TACLOBAN CITY Dave Jesus Devilles, communication officer of Energy Development Corporation (EDC), said that they will hold once again a youth congress in November this year, which aims to inspire and encourage the youth to become an environment warrior to protect Mother Earth. The youth congress is to be held in the city of Antipolo, Binhi Youth Congress aim to increase the awareness level of students on environmental problem and what they can do to solve it,Devilles said. The holding of the youth congress is under EDCs Binhi Program, a reforestation project of the energy company which aims to plant endangered tree seedling to about 10,000 hectares forest land in the country for ten years. Prior to the congress proper, Devilles said that they would conduct a series of roadshow in schools in the country with geothermal operation. Devilles added that they had already sent invitation to schools offering environmental science courses, forestry and biological science. Among the schools in the region that were invited are University of the Philippines Eastern Visayas Tacloban Campus, Eastern Visayas State University, Visayas State University and universities in Samar provinces. Those who want to join the congress should meet the criteria which we are to impose, said Devilles. The students must be among the top students of their respective classes or a youth leader. A committee from the EDC will also conduct interviews to students who will be selected by their schools as representative to the youth congress before they are sent to Metro Manila. Each school should have at least three representatives for the youth congress. Around 55 to 60 participants are expected by the EDC to join the youth congress this year. Devilles added that in the congress proper, students are to be asked to send project proposal inspired by environmentalism, which they will implement in their school The winning proposals will funded by EDC for the students to implement it in their school, said Devilles.

GSIS: No more ARAS


TACLOBAN CITY For survivorship pensioners, no more ARAS (Annual Renewal of Active Status) because we dont want to impose unnecessary hardship on our pensioners especially the sick, said GSIS president and general manager Robert Vegara. He added that instead of requiring pensioners to go to the GSIS, the state pension fund signed an agreement with the National Statistics Office (NSO) to determine the status of GSIS pensioners. If you are survivorship pensioner (or husband/ wife of dead GSIS member or pensioner) you can accept monthly pension even though you have work. The NSO will then match the data with its own records and submit to the pension fund report on who are already deceased or who have-remarried in the case of survivorship pensioners. The following pensioners, however, need to do their ARAS for the last time or their pensions would be discontinued: those who are suspended as of April 30 and that monthly pension are about to be suspended due to their failure to renew their ARAS during the birth months of February, March, or April. Pensioners living abroad also, would still be required to renew their active status via video call or through the use of Skype. This initiative is part of the continuing effort of the new Board to provide more responsive service to its members and pensioners said Vergara. (JANNENE

ur Constitution respects the rights of individuals to run for public ofce so long as they meet the basic qualications set by the Comelec. But common sense could determine ones tness to launch a campaign machinery, and to assume the aspired position in case he wins. Some aspirants are obviously not capable of both, and so they end up being nuisance candidates. If a position aspired for is not that high enough, being nuisance could be ignored. But if the position is lofty like a senate post, then an aspirant must be far from being such. The gravity of the responsibility attached to a senator, the knowledge that the position requires, and the necessary logistics for the campaign period, are some of the determining factors that should gauge the aspirants. It appears, quite sadly, that majority of the aspirants do not qualify based on the above qualications. One may be too rich to launch an extravagant nationwide campaign, or too popular to win

the peoples knowledge of him, but he does not possess the required knowledge for the job. On the other hand, one may have all the technical know-how for that job, but he is hard up and unpopular to win the peoples vote. Some of those who are disqualied for being nuisance, and those who qualify for having had a name and the needed campaign funds, turn out to be all nuisance for lacking the more important qualications, which are sincerity, knowledge, commitment, etc. Those who possess all this seldom run and cannot win for being handicapped by funds scarcity and unpopularity. Why, at the end of the day, it is still mostly a contest for the moneyed driven by personal interests, not for the sincere public servants driven by commitment to the peoples collective welfare, hence the rampant vote-buying come every election day.

Here in our region, buying pirated video and music discs is quite easy, but in Metro Manila, its not an easy thing to do, especially when there are scheduled raids by the authorities. You may go to places where you think you can find these items but, to your surprise and frustration, you will not find them there, which is unbelievable knowing that this city is the source, if not the oodgate of piracy into the country. People are bewildered at the raging debate inside what supposed to be the hallowed halls of the senate. One short-tempered lady senator had taken to task the senate president for what appeared as biased distribution of funds to the members of the senate who were handpicked by the senate president for lofty bounty while four were left out and given mere tokens. The bias was so gross that the four members who got the crumbs wailed in protest, not much because the funds were disposed by the senate president purportedly breaching propriety notwithstanding the assurance that the same was done within the bounds of law. What is appalling is that the chosen majority were grinning receiving their bounty as if all is well with their tinkering taxpayers money.

dr. nila l. filamor The Regional Research Agenda for 2013-2016 contains the initial list of 59 priority proposed researches and 220 other related proposed researches. These pre-identified researchable topics shall be marketed to SUCs and other research consortia. In other words, the choice of researches is marketdriven and may not be the development priority of the Region. It appears that most of the priority research topics are merely descriptive and not evidence-based. For the public sector to benefit from social science, policy makers must be intellectually inspired via scientifically rigorous evaluations of the effectiveness of government programs. This is the gold standard for evaluation designs. I was motivated to comment about this when Best Friend L confided that her proud advisee disclosed that her present study is pioneering. I told her that a researcher must exercise prudence in declaring such. It would be sham and shame if literature review is deliberately skipped from the process for ease in declaring a maiden research. This is research transgression. I would rather have a

meta-analysis of literature than claim sole authorship. Now that it is research season, I appeal to student researchers to painstakingly read and browse on the topic selected. Likewise, research institutions, state universities and colleges should encourage an evaluation culture in all its undertakings. Stakeholders and practitioners should be involved so that they become automatic beneficiaries of the fruits of the study. I implore SUCS and Colleges to discourage intellectual incest and the Cinderella slipper syndrome so that researches are genuine, responsive and relevant. With staggering expenses on research, I suggest experimental researches, large-scale and multi-site studies, specific outcome measures to assess effectiveness, and thorough evaluation from relevant Committees be made in a timely manner.

As Jesus was passing through a field of grain on the Sabbath, his disciples began to make a path while picking the heads of grain. At this the Pharisees said to him, Look, why are they doing what is unlawful on the Sabbath? He said to them, Have you never read what David did when he was in need and he and his companions were hungry? How he went into the house of God when Abiathar was high priest and ate the bread of offering that only the priests could lawfully eat, and shared it with his companions? then he said to them, The Sabbath was made for man, not man for the Sabbath. That is why the Son of Man is Lord even of the Sabbath.

eration and the services of the pharmacy operating 24 hours a day and 7 days a week with prices of medicines according to the prevailing market prices or even lower. Daza said that the partnership scheme between the pharmacy and his LGU has solved the shortage, pilferage, unnecessary expiration and the procurement problems of medicines at the NSPH.

Parents are supposed to lead their children to God and not the other way around, not just in going to the church and receiving Christ in the Holy Eucharist, but also setting before them good example, deeds that are worth emulating. Those who complained for having been left out did not see the use of the funds wrong. What appeared to them as wrong was the unequal distribution which gave them a pitiful share as against those who received bountifully merely because of being an ally.

CEBU CITY -- Although the crowd made him wish for wider sidewalks, Cebu City Mayor Michael Rama commended the organizers and volunteers for making the Sinulog parade awesome, majestic and superb. The police estimated the crowds in both the church activities and parade at four million. The weather, sunny all throughout, defied forecasts of cloudy skies. This is the first time in the past 10 years, I think, that the Sinulog grand parade did not get rained on at all, said Sinulog Foundation Inc. (SFI) executive director Ricky Ballesterors, in an interview after the activity. He agreed with the mayors assessment and said their only problem was the strong wind, which made it difficult for many dancing contingents to manage their props. It was generally peaceful. No major incidents were reported, Police Regional Office Central Visayas Director Marcelo Garbo Jr. told reporters, but confirmed there were some problems with crowd control and petty crimes. Accidents that injured two participants also marred the day, especially for their contingents. The girl who served as Zamboanga Sibugays contestant in the Festival Queen competition fell face down while walking on the parade route. She held on to the Sto. Nio in her hands, instead of trying to break her fall. A 16-year-old girl from the Cotabato City contingent was sideswiped by a motorcycle on Imus Road at 10:30 a.m. and reportedly wasnt well enough to keep dancing. As for the peace and order situation, Rama said he is thankful that the people who joined the revelry behaved themselves. STILL on her way to recovery from mild stroke, feisty Senator Miriam Defensor Santiago is facing another ordeal due to low blood cell count that affects the delivery of oxygen to different parts of her body. The senator had a series of blood tests last Friday at the Philippine Heart Center laboratory, where results showed that she has abnormally low red blood cells and low hemoglobin. Low hemoglobin is manifested through fatigue, shortness of breath, heart palpitations and other symptoms. To combat Santiagos recurring ailment, her cardiologist Dr. Esperanza Cabral prescribed injections of a drug called Epoetin (commonly known as Eprex). The hormone erythrotoietin stimulates the stem cells within the bone marrow to form blood cells. In extreme cases, bone marrow transplantation from the patients family might be necessary. Years ago, Santiagos bone marrow disorder caused her to fell down from the stage on her to way to podium in a conference in Turkey. Erring jeepney driver escapes from police


TACLOBAN CITY -- A jeepney driver grabbed his license from the TOMECO officer and ran away, leaving behind the jeep that he was driving. The driver was identified as Dioscoro Olaya, a resident of Brgy. Naga-naga, Palo, Leyte and the Tomeco officer was Evelyn Militante, 42, a resident of Brgy. 21-A Burgos Street, this city. While manning the traffic flow in front of Robinsons Mall, Militante noticed a driver soliciting passengers at the center part of the highway. The jeepney was heading towards Palo. The Tomeco officer confronted the driver and asked for his license.
