Commission says board twice refused to allow gay couple to buy apartment
By LOU CHIBBARO JR. lchibbaro@washblade.com In a little noticed action, the D.C. Commission on Human Rights ruled last April that the president and board of directors of a cooperative apartment building on Connecticut Avenue violated the citys Human Rights Act by twice refusing to allow a gay couple to buy an apartment. The case is unusual because the commissions decision came more than 15 years after Thad S. Kemp and his then partner William L. Houston led a discrimination complaint with the citys Ofce of Human Rights against 2101 Connecticut Avenue Cooperative Apartments, Inc. The complaint charged the upscale building, located across the street from the Chinese Embassy, with using a series of pretexts to deny the couples application to buy an apartment in the building on two separate occasions in 1997 because of their sexual orientation and their status as a mixed race couple. Kemp is white and Houston is black. The building has appealed the commissions decision before the D.C. Court of Appeals, arguing, among other things, that the commissions recommended decision was made by an administrative law judge who did not preside over a three-day hearing in which key witnesses testied. Attorney Stephen Horvath, who is representing 2101 Connecticut Avenue Co- op, notes in an appeal brief that the original chief hearing examiner who presided over the case, Cornelius Alexander, died in 2007 before reaching a decision. Horvath argues the administrative law judge for the commission who handed down the decision, Dianne Harris, wasnt present at the hearing to see the witnesses testify and assess their credibility. Harris states in her recommended decision that she carefully read the transcript of all testimony viewed and studied the exhibits and documents entered into evidence and obtained a full and impartial picture of the case. She disputes claims by Horvath that past court rulings require that a hearing examiner or judge be present during testimony by witnesses in order to issue a ruling on a civil case. Horvath noted that while she was not present during testimony in the 2003 evidentiary hearing to determine whether the co-op board and its president, John Rodler, were liable for the alleged discrimination, she did preside over a separate hearing to assess what the damages and penalty for the co-op should be. The commissions nal decision and order, handed down on April 23, 2012, shows that then commissioners Christopher Dyer and Nkechi Jaifa voted to approve Harriss recommended decision that the co-op and Rodler engaged in discrimination based on sexual orientation and racial discrimination against Kempt and Houston. The third commissioner assigned to the case, gay attorney Michael Ward, dissented from the majority, saying he agreed with the co-ops attorney that Harris should not have ruled on the case without having personally attended the hearing in question. Although I believe that there is adequate testimony from which the commission might infer liability, I believe that those inferences require assessment of credibility and that respondents cannot therefore be held liable absent a de novo [new] hearing at which the administrative law judge can make credibility determinations and propose a decision to the commission that reects those determinations, Ward wrote in his dissenting statement. Dyer, the D.C. gay activist and former director of the Mayors ofce of GLBT Affairs, and Jaifa did not submit a statement explaining why they voted to approve Harriss proposed decision. Richard Salzman, the attorney representing Kemp and Houston, called the commissions decision fair and measuring, noting that it did not agree to all of the Kemp and Houstons specic requests for damages. He noted that the commission denied Kemps request that the co-op pay him the amount of equity he would have accrued as the value of the two apartments he attempted to buy rose signicantly in the 15 years since the co-op denied his application to buy the apartments. The evidence was overwhelming that the discrimination took place, Salzman said. It is clear to anyone who looks at the evidence presented. Under D.C. law, the D.C. Solicitor General, who is part of the Ofce of the D.C. Attorney General, is responsible for defending the Commission on Human Rights decision in the appeals court phase of the case. A spokesperson for the Solicitor General said the ofce is scheduled to le its response to 2101 Connecticut Ave. Co- ops appeal brief on Feb. 11. CONTINUES AT WASHINGTONBLADE.COM NLGJAs Michael Triplett dies at 48 The president of the National Lesbian & Gay Journalists Association died last Thursday at 48 after a two-year battle with oral cancer. Missouri native and Washington-based journalist Michael Triplett was elected president in August, and led the organization through its rst inclusion in the Unity: Journalists for Diversity conference, a quadrennial gathering of journalists along with the National Association of Hispanic Journalists, the Asian American Journalists Association and the Native American Journalists Association. According to NLGJA, Triplett was the groups rst representative to the Unity board, working to incorporate sexual orientation and gender identity into the Unity groups mission. Once a lawyer, in 2000, Triplett began reporting on tax and labor policy for legal news publisher Bureau of National Affairs, now known as Bloomberg-BNA, where Triplett served as assistant managing editor. Triplett lived in Arlington, Va., where the organization is headquartered, with his partner, Jack Squier. According to Tripletts Facebook page, until 2011, hed also served as an adjunct instructor at the American University Washington College of Law, where Triplett received his Juris Doctorate in 1998. According to friends of Triplett, he died at his familys home in Alabama. Tripletts colleagues at NLGJA expect to announce plans soon to honor the long- time member in D.C. PHIL REESE Tim Day endorses Anita Bonds
Gay Republican Tim Day, who was endorsed by the Washington Post last year in his unsuccessful run for the Ward 5 City Council seat, has surprised fellow Republicans by endorsing Democrat Anita Bonds in this years special election for an at-large Council seat. Days decision to back Bonds over Republican contender Patrick Mara is expected to strain his ties with the D.C. Republican Party. He resigned as a member of the D.C. Republican Committee after informing party leaders he would be backing Bonds instead of Mara. Bonds and Mara are strong supporters of LGBT rights. Both supported the citys same-sex marriage law before the City Council passed it in 2009. The D.C. Democratic State Committee, which Bonds chaired, appointed her in December to the at-large Council seat on an interim basis until the special election is held on April 23. The seat became vacant after Council member Phil Mendelson (D-At-Large) won election last year as Council chair. Bonds and Mara are among 20 candidates competing for the seat in what many political observers say will be a low turnout election in which Mara has a shot at winning. Some political pundits say the Democratic candidates including former Council member Michael Brown, former City Paper columnist Elissa Silverman and D.C. voting rights activist John Capozzi will likely split the Democratic vote, enabling Mara to win if large numbers of Republicans and independents turn out to vote for him. Day told the Blade he and Bonds, a Ward 5 resident, are longtime friends. He said Bonds, 67, has a wealth of experience in local government and politics and would continue to be an excellent Council member. Members of the House Judiciary and Health and Government Operations Committees on Feb. 14, 2012, voted 27-17 to table the measure. Arora subsequently voted against the marriage bill that Gov. Martin OMalley signed into law a few weeks later. Ive talked to a lot of voters about it... I wanted full legal equality, Arora said in response to Moons question. I originally thought that this bill was the right way to go. I then said I think theres a different way to go and I proposed an amendment and that wasnt the way the state ended up going, which is ne. The voters have approved this and now we move forward. Del. Mary Washington (D-Baltimore City) told the Blade she and other members of the legislatures gay and lesbian caucus were advocating for nuptials for gays and lesbians ahead of last Februarys vote. We were pushing for full marriage equality and that civil unions has been found to be inadequate, she said. In fact states that have civil unions are actually now looking to full marriage equality. Fortunately now were able to move forward and I agree that we can all move forward. Arora, who campaigned in support of nuptials for gays and lesbians in Maryland during his 2010 campaign, co-sponsored a same-sex marriage bill at the start of the 2011 legislative session. His subsequent opposition to the measure sparked outrage among LGBT advocates and his supporters. Joshua Lapidus, who resigned as Aroras legislative director in protest of the no vote, suggested in his resignation letter the Blade obtained that the delegates faith contributed to his position. I respect you and your beliefs, however I cannot respect your decision to place personal religious belief over the roles and responsibilities of the stewardship the people of District 19 entrusted unto you, Lapidus wrote. It saddens me that you are standing against the tide of history and ending your career over an issue that will no doubt be decided in the afrmative, with or without your vote, over the next couple years. So, I write this letter to inform you that if you dont vote for [House Bill 438] I can no longer work under your employ. Moon questioned Aroras response to his question. I nd his comments to be pretty unresponsive, he told the Blade. I dont think people are wondering whether he supported civil unions. The debate in Maryland was obviously about the marriage equality legislation, not with civil unions as an alternative. That wasnt even a realistic option on the table for most public advocates when the bill nally went through. The question that fundamentally remains is why did Sam Arora campaign on the issue and change his vote. Moon expressed further skepticism about the delegates explanation of why he changed his position on marriage rights for same-sex couples. I do continue to nd it bafing that he just simply wont give a straight answer on this, he said. I havent heard anyone that found this to be a satisfactory explanation. Arora did not immediately respond to the Blades follow-up request for comment. LAVERS mlavers@washblade.com A Virginia Senate subcommittee on Tuesday narrowly approved a bill that would ban discrimination against LGBT employees. The 8-7 vote in the Senate General Laws and Technology Committee came hours after President Obama specically mentioned gay men and lesbians and marriage rights for same-sex couples in his second inaugural speech. Senate Bill 701 supporters noted the references in their reaction to the vote. Our president spoke eloquently today in his inauguration speech by saying Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law, Equality Virginia Executive Director James Parrish said. This bill is an opportunity for our lawmakers at home to give all LGBT Virginians an opportunity for fairness and job security. Gay state Sen. Adam Ebbin (D-Alexandria,) who introduced SB 701 alongside Sen. A. Donald McEachin (D-Henrico,) also applauded the vote. Im excited that the bill passed committee and we will be working very hard to get it out of the full Senate, Ebbin told the Washington Blade. Its exciting to see the General Laws Committee realize that there is a need for non-discrimination protections in Virginia for our workers. The state Senate in 2010 and 2011 passed bills similar to SB 701, but they both stalled in the House of Delegates. Sen. Jill Vogel (R-Fauquier County) was the only Republican on the committee to back the proposal that currently has more than 40 co-sponsors in both legislative chambers. Parrish conceded late last year, however, its chances of passing in the GOP-controlled House of Delegates this year remain very slim. SB 701 supporters remain steadfast. With 701, we have an opportunity to ensure that no current or future politician gives prejudiced individuals in state agencies license to discriminate against LGBT individuals, people with disabilities, pregnant women, veterans and others, Ladelle McWhorter, vice chair of Virginia Organizing, a group that advocates for immigration reform and other issues, said during a Richmond press conference on Jan. 17. We have an opportunity to create a policy that embraces our differences and reminds all Virginia citizens that we are valued for our perspective, skills and experience and that on one will be automatically dismissed because of those very strengths. Del. Rob Krupicka (D-Alexandria) referenced the House of Delegates 66-28 vote last week that approved gay interim Richmond Circuit Court Judge Tracy Thorne-Beglands judgeship before the committee approved SB 701. The nomination of Tracy Thorne- Begland as judge shows we understand that workplace discrimination has no place in Virginia, Krupicka told the Blade. We have demonstrated that skills, hard work and talent should be all that matter. I hope we can continue that momentum by passing an end to workplace discrimination. A vote on SB 701 in the full Senate is expected to take place in the coming days or weeks. House committee backs marriage The Rhode Island House Judiciary Committee on Tuesday unanimously approved a bill that would allow same-sex couples to marry in the state. The 11-0 vote cleared the way for a vote on the measure in the full House of Representatives on Thursday, after Blade deadline. Visit washingtonblade.com for updates. LAVERS White House: marriage not a federal issue White House Press Secretary Jay Carney maintained this week that President Obamas LGBT remarks in his inaugural speech werent an attempt to nationalize the issue of marriage. The president believes that its an issue that should be addressed by the states, Carney said in response to a question from Politico. Mainstream media outlets asked Carney several questions to clarify Obamas views on marriage because of the LGBT references he made in his inaugural address, which included an assertion that our gay brothers and sisters should be treated equally under the law for if we are truly created equal, then surely the love we commit to one another must be equal as well. NBC News was rst to ask whether the remarks represent a shift in Obamas way of thinking from his previous position that marriage should be left to the states and not handled at the federal level. The presidents position on this has been clear in terms of his personal views, Carney replied. He believes that individuals who love each other should not be barred from marriage. He talks about this not about religious sacraments, but civil marriage. And that continues to inform his beliefs. We have taken positions on various efforts to restrict the rights of Americans, which he generally thinks is a bad idea. Carney indicated that Obama believes Section 3 of DOMA, which prohibits federal recognition of same-sex marriage, is unconstitutional based on the belief that the federal government shouldnt be involved in marriage. One of the reasons why we believe that Section 3 of DOMA is not constitutional is because we should not be addressing it in that way, Carney said. Pressed by NBC News on whether the remarks mean the Obama administration will participate in litigation before the Supreme Court challenging Californias Proposition 8, Carney provided no updates beyond his earlier stated non-answers. The Justice Department has until Feb. 28 to le a friend-of-the-court brief in the lawsuit. CHRIS JOHNSON Boeing to allow same-sex pension benets SEATTLE Aerospace giant Boeing, currently engaged in contentious labor negotiations, has reversed itself on a prior statement that it would not provide pension survivor benets to same-sex spouses of retirees in states where same- sex marriage is legal. The issue came to the fore when Washington voters approved a ballot measure extending marriage rights to same-sex couples. According to Seattle newspaper, The Stranger, the company which employs more than 75,000 workers in the state justied the policy by saying the company was not compelled to extend the benets by federal law. We are satised that this [new] language protects same-sex spouses, said Ray Goforth, executive director of the Society of Professional Engineering Employees in Aerospace, which represents 23,000 Boeing engineers in Washington. The policy, which reads Recognizing Boeings commitment to equality without regard to sexual orientation, Boeing will extend pension survivor benets to all spouses, as dened under either State or Federal law whichever denes the same sex person as a spouse, would only protect Boeings union workers in Washington state. In 2001, Boeing moved its headquarters from Seattle where it had been located since 1916 to Chicago. While unlike Washington, Illinois does not currently extend marriage rights to same-sex couples, the Washington Blade has reported that a bill to do so has strong support in both houses of the state legislature, and Gov. Pat Quinn has pledged to sign the bill into law if passed. Boeing also employs 59,304 people in Alabama, Arizona, California, Missouri, Pennsylvania and Texas. None of those states extend marriage rights to same-sex couples. Uncle Poodles HIV allegations questioned LANSING, Mich. Questions have been raised about the veracity of a claim made by the gay uncle of reality darling Honey Boo Boo that he had an ex- boyfriend prosecuted for infecting him with HIV. Alabama native Lee Thompson told the gay Georgia-based Fenuxe magazine that hed tested positive in May and that following the positive test, hed pressed charges against a boyfriend that had not disclosed his HIV status. He alleged his ex was serving a ve-year sentence for the incident. However, writing for Viral Apartheid, journalist Todd Heywood questions the timeline of the prosecution and sentencing. Does that mean Thompson lied? Not necessarily, Heywood writes, going into detail about the laws surrounding criminalization of HIV transmission in both Alabama and Georgia. But it does raise serious questions. He may well have been infected by a partner who did not disclose his status and that the partner was charged and convicted of that crime, Heywood concluded. Stk #P8527 .......................$27,977 White House sounds amenable, but divided Congress an obstacle By CHRIS JOHNSON cjohnson@washblade.com There are signs that President Obama will include relief for bi-national same- sex couples as part of his proposals for comprehensive immigration reform, but whether the Senate will agree to such language as part of bipartisan compromise legislation remains an open question. Shin Inouye, a White House spokesperson, declined to preview whether Obama will include a provision for bi-national same-sex couples as part of his highly anticipated proposal for immigration reform, but maintained the president is committed to bi-national same-sex couples. The president has made it clear on a number of occasions that comprehensive immigration reform is a key priority, including in major speeches over the last four years, Inouye said. While Im not going to preview the presidents proposal, he has long believed that Americans with same-sex partners from other countries should not be faced with the painful choice between staying with the person they love or staying in the country they love, and he welcomes changes that would help keep families together. Although not a commitment, that response is the strongest on-the-record statement yet from a White House ofcial on Obamas support for bi-national couples and whether hell seek language to include them as part of his immigration reform plan. Unlike straight Americans in opposite- sex marriages, gay Americans are unable to sponsor their foreign partners for residency in the United States because they cant marry in most states and in states where they can, the Obama administration continues to deny marriage-based green card applications because of the Defense of Marriage Act. Current law could lead to separation for many bi-national same-sex couples and in some extreme cases deportation of the foreign national in the relationship if they lose their immigration status. Standalone legislation that would address this issue is known as the Uniting American Families Act. According to a November 2011 report from the Williams Institute, there are an estimated 28,500 bi-national same- sex couples and nearly 11,500 same-sex couples in which neither partner is a U.S. citizen making for a total of 40,000 couples that are ineligible to take advantage of immigration preferences available to different-sex spouses. LGBT advocates have been calling on the Obama administration and Congress to address the issue as part of comprehensive immigration reform. While such legislation didnt move during the rst four years of the administration, Obama has pledged to take the lead on reform at the start of his second term. Obama emphasized that he would pursue comprehensive immigration reform last month during an interview on NBCs Meet the Press, saying, Ive said that xing our broken immigration system is a top priority. I will introduce legislation in the rst year to get that done. According to a report in the New York Times earlier this month, Obama plans to push Congress to enact a massive overhaul of the immigration system a large proposal as opposed to a series of separate bills that would include a path to citizenship for most of the 11 million undocumented immigrants in the country. Additionally, it would set up a nationwide verication system of legal status for all newly hired workers; add visas to relieve backlogs and allow skilled immigrants to stay in the country; and create a guest- worker program to attract low-wage immigrants in the future. That proposal could be made public in the coming weeks. The Times reported that Obama may elect to lay out his plan in the upcoming State of the Union address. U.S. House Speaker John Boehner (R-Ohio) invited Obama to deliver the address before a joint session of Congress on Feb. 12. LGBT advocates, including some who spoke to the Washington Blade on condition of anonymity, said they fully expect Obama to include language for bi-national same-sex couples as part of his plan for immigration overhaul. One anonymous advocate said the Obama administration has given them positive feedback on an LGBT-inclusive proposal. Steve Ralls, a spokesperson for Immigration Equality, was among those expressing condence that Obama would choose to include UAFA in any immigration package that he would propose to Congress. Immigration Equality has been very encouraged by our ongoing conversations with the administration, Ralls said. We believe the president and his team will help craft and pass a bill that keeps families, gay and straight, together. We are looking forward to the president outlining his vision for reform in the coming weeks, and we take him at his word that keeping LGBT families together is a goal we all share. Calls on Obama to address this issue in his immigration plan are concurrent with calls on him to take administrative action. LGBT rights supporters most recently Sen. Kirsten Gillibrand, who a led a group of 13 senators in a letter to the administration are asking the Department of Homeland Security to hold in abeyance marriage-based green card applications for bi-national couples as a temporary solution to ensure they wont be separated. The Obama administration has responded by saying it must continue to enforce DOMA and continues to deny these applications. Still, the Obama administration has taken steps to address this issue, but nothing has been codied into law. In October, the Department of Homeland Security issued guidance stipulating immigration ofcers should consider long-term, same-sex partners as families when considering whether to exercise prosecutorial discretion in the potential deportation of an undocumented immigrant. But while signs indicate that Obama will ask Congress to pass a UAFA-inclusive immigration reform bill, questions linger over whether the Senate will come to an agreement to pass an immigration package that would protect LGBT families. Concurrent with the plan the White House is developing, a bipartisan group of senators has engaged in talks to craft a comprehensive bill that, according to the Times, could be introduced as early as March with the plan to hold a oor vote before August. Legislation is expected to start in the Democratic-controlled Senate before moving over the Republican- controlled House for nal passage. Sen. Chuck Schumer (D-N.Y.), who has championed the legislation in the past, is the lead Democrat involved with the talks, while Sen. Lindsey Graham (R-S.C.) is the lead Republican. Others reportedly involved in the talks are Sens. Michael Bennet (D-Colo.), Bob Menendez (D-N.J.) and Richard Durbin (D-Ill.) on the Democratic side and Sens. John McCain (R-Ariz.), Marco Rubio (R-Fla.) and Mike Lee (R-Utah) on the Republican side. Many Capitol Hill sources said its simply too early in the process to determine whether the agreement in the Senate would include UAFA. But one anonymous LGBT advocate said he doesnt expect the Senate to come up with a proposal that includes UAFA because whatever agreement is concocted must meet the approval of the Republicans involved in the talks, and they wont be keen on agreeing to explicit LGBT provisions. In the Human Rights Campaigns most recent scorecard for the 112th Congress, Republicans involved in the discussions didnt have strong scores. Lee scored 40, Rubio scored 47 while both McCain and Graham earned low scores of 15. None of the ofces of the senators involved in the talks Democratic or Republican responded to the Washington Blades request for comment on including UAFA in their agreement. That doesnt even take into account the chances of passing an LGBT-inclusive bill in the House. Last year, the Senate was able to pass an LGBT-inclusive reauthorization of the Violence Against Women Act, but the version the House passed lacked such language. Gay Rep. Jared Polis (D-Colo.), whos also been a leading advocate of immigration reform, remains skeptical about the prospects for passing immigration reform this Congress with or without inclusion of UAFA. Immigration reform is going to be very difcult to pass, Polis said. The consideration of LGBT families is one of the less controversial aspects. The most controversial aspect is the treatment of the 10 to 15 million people who are already here illegally. So, its going to be difcult to get it through. If there is a vehicle to pass immigration reform, Im going to work hard and I know that Sen. Schumer is also committed to immigration equality for gay and lesbian families. Immigration Equalitys Ralls said hes increasingly optimistic that senators would agree to a proposal that would include a provision for bi-national couples particularly if Obama exercises leadership by including such language in his proposal to Congress. Weve come so far this past four years; I can see all those young people in military uniforms on the platform and all around, and know that not only are some of them gay, but the others know it, and support them. Mentions of the LGBT community were part of a larger message in which Obama chose to set the tone for his second term by recalling past challenges the nation has overcome and issuing a call to come together to face the challenges of the present day. But we have always understood that when times change, so must we; that delity to our founding principles requires new responses to new challenges; that preserving our individual freedoms ultimately requires collective action, Obama said. Now, more than ever, we must do these things together, as one nation, and one people. No other president has mentioned LGBT people during an inaugural address. In 2009, Obama didnt mention the LGBT community despite promising a commitment to LGBT rights over the course of his rst presidential campaign. In addition to mentioning marriage equality, an African-American president put Stonewall alongside Selma in one of the most important speeches of his presidency, Aravosis said. I think thats hugely signicant culturally and politically, and possibly legally as well the Supreme Court was sitting right there, and they look to the culture and politics when considering decisions on major social issues, like the upcoming marriage cases. This didnt hurt. But LGBT inclusion at the celebration wasnt limited to mentions in the widely anticipated speech. Those who attended on the inaugural platform as Obama was sworn into ofce included high-prole members of the LGBT community such as Human Rights Campaign President Chad Grifn and Rev. Gene Robinson, the rst openly gay bishop consecrated in the Episcopal Church. Today, the POTUS moved beyond merely mentioning the existence of our community, to express his commitment to our full citizenship and respect for our love, Robinson said. There is no way to overstate the importance of his words and witness to our lives and our love. No, we havent arrived, but we sure have come a long way down this road! Amazing! Other speakers at the event made were gay afrming in one way or another. The pastor who delivered the closing benediction for the service, Rev. Luis Leon, an Episcopal priest with the D.C.-based St. Johns Church, called for a blessing on all people including whether they be gay or straight in his closing remarks. With the blessing of your blessing we will see that we are created in your image, whether brown, black or white, male or female, rst generation or immigrant American, or daughter of the American Revolution, gay or straight, rich or poor, said Len. Leon, who also delivered the benediction at former President George W. Bushs inaugural in 2005, was a replacement for Pastor Louie Giglio of the Georgia-based Passion City Church, who withdrew from the role after the blog ThinkProgress revealed that he delivered a virulently anti-gay sermon in the 1990s. In contrast, Leon was one of the religious gures who helped in the 2009 push to legalize same-sex marriage in D.C. Gay inclusion during the festivities also came in the form of the openly gay inaugural poet the nationally acclaimed Richard Blanco who recited a poem titled, One Today, which highlights unity despite differences among individuals in America. HRC didnt immediately respond to a follow-up request for comment on whether the organization helped Obama with the LGBT portions of the speech. By lifting up the lives of LGBT families for the very rst time in an inaugural address, President Obama sent a clear message to LGBT young people from the Gulf Coast to the Rocky Mountains that this countrys leaders will ght for them until equality is the law of the land, Grifn said. A jubilant crowd of about 1,500 donned tuxedos and designer duds after Obama was sworn into ofce by Chief Justice of the Supreme Court John Roberts and the inaugural parade. They braved the cold night to gather at D.C.s Mayower Hotel, which sported a rainbow ag above its front entrance. Entertainment included Audra McDonald, a ve-time Tony Award winner, and Will Sweson, a Tony nominated actor known for his roles in Priscilla Queen of the Desert and Hair. Ending the celebration was gay icon Cyndi Lauper, a longtime HRC supporter, who closed the night with a rendition of Girls Just Want to Have Fun. Chris Matthews, host of MSNBCs Hardball, also made an appearance. A number of high-prole pro-LGBT gures made appearances. At one point the stage featured Sen. Al Franken (D-Minn.,) the leader on anti-bullying legislation in the Senate; New Hampshire Gov. Maggie Hassan, whos recent election assured the preservation of marriage equality in her state; and Newark Mayor Cory Booker, a rising Democratic star considering a bid to represent New Jersey in the U.S. Senate. But the political star who received the most attention during the ball was lesbian Sen. Tammy Baldwin (D-Wis.), who called for a toast to Obama in response to LGBT references in his inaugural address after Human Rights Campaign President Chad Grifn introduced her on stage. I was so struck in the passage about going from Seneca Falls to Selma to Stonewall all of us working so hard to advance true equality, but all woven into the small fabric of our American story, Baldwin said. Baldwin declined to take questions from the Washington Blade after her remarks. As he shook hands with supporters, Booker took a question from the Blade about the prospects of legalizing same-sex marriage in New Jersey. The Democratic legislature last year passed marriage legislation, but Gov. Chris Christie vetoed it. Its still not a matter of not if, but when, Booker said. But that doesnt mean that we shouldnt be pushing and working for it every single day. So, hopefully we can still override the governors veto, or frankly, in the next election in November, bring in a governor who shares the values of the majority of the state of New Jersey that will stand up for marriage equality. But the buzz during the party was the inaugural speech Obama delivered a few hours earlier in which he twice included the LGBT community by including the 1969 Stonewall riots in his speech. Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law for if we are truly created equal, then surely the love we commit to one another must be equal as well, he also said. It was the rst time a U.S. president had ever addressed the LGBT community in an inaugural address. Rep. Sean Patrick Maloney (D-N.Y.), the newly seated gay U.S. House member, was among those who praised Obamas speech and said he became emotional listening to the president deliver his remarks on LGBT rights. Ive never been more proud of an American president, Maloney said. I thought about my kids and I brought my kids who are African American to watch the president because I wanted them to understand that anyone can do anything in this country, but I never imagined that they would also get a lesson on how were all equal regardless not just of race, but sexual orientation and to receive that lesson from the president was beautiful and remarkable. Gay Democratic lobbyist Steve Elmendorf also had high praise for Obamas decision to include LGBT references in his inaugural address, calling it historic. It was surprising, I guess, Elmendorf said. We know where he is, but at an inaugural event, nobody has ever said gay at an inaugural. Nobody has ever done such a good job of making the case about how the gay rights movement, sort of follows from the womens rights movement and civil rights movement and put it all together. There were not a lot of dry eyes among the gays watching that speech. Corey Johnson, a gay New York City Council candidate, echoed that sentiment. I was pleased when Stonewall was put in the same sentence as Seneca Falls and Selma and I thought that could have been enough, but then to go on and explicitly talk about equal rights for LGBT Americans for the rst time ever in an inaugural address I thought was unexpected, yet incredibly welcomed, so I was very moved actually, Johnson said. LAVERS CONTRIBUTED TO THIS ARTICLE Obama, Biden wave to Lesbian & Gay Band President Obama and Vice President Biden stood and waved to the 240-member Lesbian and Gay Band about 5:45 p.m. Monday as it marched past the White House in the Inaugural Parade. Commentators from CNN and Fox News noted in their coverage of the parade that the band, organized by the international Lesbian and Gay Band Association, was a tting capstone to Obamas historic embrace of LGBT rights in his inaugural address ve hours earlier. Although the sun went down about 45 minutes before the gay band reached the White House, streetlights on Pennsylvania Avenue were sufcient to illuminate the band and the bright uniforms of the marching musicians along with the rainbow ag carried by its members. The band was also scheduled to display at least 20 additional ags representing the states where each individual Lesbian and Gay Bands were from. Community members have been donning Ravens gear throughout the playoffs that saw the team triumph on the road against favored powerhouses Denver Broncos and New England Patriots after beating the Indianapolis Colts at home. Local bars are already planning Super Bowl parties and special events to coincide with the unexpected fortune of the Ravens. Even political organizations joined in on Ravens fever. In a nod to Ravens linebacker Brendon Ayanbadejo, Equality Maryland tweeted, Way to go #Ravens - thanks to @brendon310 for standing up for our families this year! Ayanbadejo was a high-prole, outspoken advocate for marriage equality during the referendum battle that ended with the voters deciding by a 52-48 margin to legalize same-sex marriage in Maryland. Ravens center Matt Birk, on the other hand, openly opposed the measure. I have been to many inaugural balls over the years but Monday night at the May- ower Hotel was different. It was a celebration not only of the inaugu- ration of Barack Obama but of the successes of so many who attended. As I walked through the rooms I felt the need to thank so many people for all the work they have done to get us to where we are today. When the president of the United States spoke about our gay brothers and sisters during his inaugural address I realized how much all those efforts have accomplished. Having met Martin Luther King, Jr. and worked for Bella S. Abzug, I had tears in my eyes when the president in his clear and vibrant voice told the nation that we must continue to move forward as we had from Seneca Falls to Selma to Stonewall. I came to party and that I did. Eating and drinking and listening to great entertainment from Audra McDonald to the indomitable Cyndi Lauper. But as I walked into the ho- tel and spotted Chad Grifn chatting with Elizabeth Birch and Tammy Baldwin and her chief of staff Bill Murat surrounded by admir- ers, I was reminded that this was my own his- tory. Walking the rooms I realized how many people I owed for all their efforts and activ- ism. I have been fortunate to work with many of them on issues over the years. This was a party of heroes in our community some of whom have been out front and others whove worked behind the scenes. It was a great show and someone sug- gested it was a shame that everyone couldnt afford to be there. While I have criticized HRC for one thing or another over the years, this denitely wasnt one of them. There were people from every LGBT organization whom I have respected for years. I will get into trou- ble when I start listing names but to those not mentioned please excuse me and know that it isnt meant as a slight. It was great to see Brian Johnson and Darlene Nipper from the Task Force and Dana Beyer, a force in her own right for transgender people and some- one who ghts for all of us. David Hagedorn, one of my favorite chefs, and someone who has used his talent to advocate and raise funds for good causes all his life. Justin Nel- son and Chance Mitchell who have spent the last 10 years building the successful Gay and Lesbian Chamber of Commerce. It was good to see Mayor Cory Booker recognize the im- portance of our community as he builds his political career with a possible Senate run in New Jersey. Our newly elected and openly gay congressmen and those like Jared Polis and his chief of staff Brian Branton who con- tinue to work for us. Staffers from Rep. Diana DeGettes ofce and her former staffer who now has his own PR rm, Kris Eisenla. Bob Wi- teck who is a hero to so many for his work on LGBT issues over the years and Jeff Trammell who always supports any person or cause that can ensure that we will move forward the good of our community. Eminent Attor- ney Paul Smith and his partner Michael who I had the good fortune of listening to the in- augural address with and so many others like Billy Kreisberg who I rst met when he was an intern with Bella and he then went on to be a successful attorney and president of the board of the DCJCC. The collective work of the people in those rooms at the Mayower brought us to where we are today and will take us even further. It is my hope that we empower the next genera- tions to continue the work that still needs to be done to achieve our full human and civil rights. It is because of all the heroes at the party that we will see future generations of LGBT people succeed at anything they want to do only lim- ited by how hard they are willing to work. In the next four years we will make great prog- ress. We will ban discrimination in hiring by federal contractors and have an openly gay member of the presidents Cabinet. We will elect an open lesbian as mayor of New York; and God only knows with the work of all the people at the party what other great things are in store for our community that we will be able to celebrate together at the next HRC inaugu- ral party in 2017. Lesbians, bi women must overcome barriers to health care With the start of a new year, its time to make some new years resolutions. While everyone should resolve to be healthier in 2013, women and transgender men who have not had reafrming surgery should pay particular attention to cervical health with pap smears and vaccinations for Hu- man Papillomavirus (HPV). And, since Janu- ary is Cervical Health Awareness Month, its a perfect time to take action! Lets start with the facts. Cervical can- cer is not common but persons who are previously unscreened or who have ad- ditional risk factors such as immune de- ciency have increased precancerous and cancerous cell changes. Most cervical cancers are caused by infection with HPV. According to the National Cancer Institute, (v)irtually all cervical cancers are caused by HPV infec- tions, with just two HPV types, 16 and 18, responsible for about 70 percent of all cases. HPV also causes anal cancer, with about 85 percent of all cases caused by HPV-16. HPV types 16 and 18 have also been found to cause close to half of vagi- nal, vulvar, and penile cancers. While there is little to no data on cervi- cal cancer rates among lesbians, bisexual women or the transgender community, we do know that these populations have serious barriers to accessing health care. According to the Mautner Project: LBT women are less likely to seek rou- tine health care because of the difculties of coming out to doctors or health care providers and limited access to health insurance. With fewer doctor visits, LGBT individuals are less likely to have Pap Smears. Women who partner with wom- en are less likely to be diagnosed at ear- lier, more treatable stages. Higher rates of smoking and misinformation about sexual health (including how STDs are transferred) for women who partner with women all contribute to an increased risk of cervical cancer. So, while lesbians, bisexual women and the transgender community may be at higher risk for cervical cancer, they are not getting the proper screenings, vaccinations and treatment that could prevent it Well, that needs to change. And heres what you should do: 1. Schedule regular Pap tests. As with any cancer, early detection is vital to pre- vention and, if necessary, successful treat- ment. Pap tests will detect any abnormal cells, the footprints of HPV infection, which could lead to cancer. One exam every two-three years depending on your age could literally save your life. 2. Get the HPV vaccination. HPV vac- cines are given as three shots. Accord- ing to the Centers for Disease Control, (t)wo vaccines (Cervarix and Gardasil) have been shown to protect against most cervical cancers in women. One vaccine (Gardasil) also protects against genital warts and has been shown to protect against cancers of the anus, va- gina and vulva. While HPV vaccines work best when given before someone begins sexual activity (recommended between the ages of 9-26), it can still provide protection against cancers caused by the virus. 3. Stop smoking. Smoking combined with high levels of HPV infection can in- crease your risk of cervical cancer 27 times, according to the American Association for Cancer Research. Limited annual days for extended bar hours precludes year-round benets A full-throated embrace of marriage equality and gay civil equity was among the more memorable and newsworthy portions of Mondays presidential oath-taking mo- ment. Brightest Young Gays, a component of local web magazine and special event production agency Brightest Young Things, would later tweet the inevitable irreverent suggested drag persona of Selma Anne Stonewall in celebration of the historical ref- erences in the presidents speech. Grousing by D.C. Council members, however, at the lack of a similar mention of either District voting rights or statehood was reported. Their disappointment became the buzz while ensconced in a well-appointed $350,000 temporary enclosed pavilion con- structed in front of their Wilson Building of- ces on the inaugural parade route. D.C. Council members, distracted by a urry of civic excitement and discontent at voting rights advocacy limited to motorcade limousine license plates and their own ob- tuse parade pavilion signage, may again overlook an important lesson of the inaugu- ral festivities. Last spring, D.C. Mayor Vincent Gray proposed revising the maximum allowable alcohol service hours at the Districts bars, res- taurants, nightclubs and hotels by a modest one-hour extension throughout the year. City administrators estimated that the plan would raise several millions of dollars in additional annual tax revenues and boost the citys im- age as a world-class locale, offering budget balancing benets absent additional service cuts or even-higher taxes. Hospitality and tourism organizations, along with the D.C. Chamber of Commerce, urged Council approval of the service exten- sion option. D.C. Metropolitan Police De- partment Chief Cathy Lanier testied that extended hours throughout the 2009 inaugu- ration resulted in no troublesome incidents. Lanier expressed condence that current police disbursement was fully adequate to handle the proposed regulatory update. Council member David Catania smartly suggested approving the everyday one-hour extension on a temporary basis to see what the ramications are. If the concerns of opponents come to fruition, we could re- visit the policy, he said. The Council instead voted, with only Council member Jim Graham in opposition, a more limited experiment to test-drive the modernized plan. The modied compromise bill limited the extension to 19 dates during the scal year beginning last October. This made possible venue service until 4 a.m. the night before all 11 federal and D.C. holidays as well as Friday through Saturday preceding Memorial Day and Labor Day and when New Years Eve and July 4th fall on a Monday. In addition, a weeklong special ser- vice extension every four years during the in- auguration period was continued. Although visitor attendance at this years inauguration was greatly reduced, local resi- dents and area patrons enjoyed an eight-day period of extended service at more than 150 establishments again without incident. Washington Post nightlife reporter Fritz Hahn described the local scene as more New Years, less new era than last time, with or- derly operation around town. Some venues, in fact, shut down early on several nights. It is, after all, Washington. With several regular holiday service exten- sions now under the citys belt and a grow- ing record of trouble-free results, city ofcials should initiate approval of a year-round ex- tension of operating hours as the next scal year approaches. An additional rationale for expanding the policy is the now-proven real-world benet in mitigating the pressures resulting from venues simultaneously dumping large numbers of patrons onto city streets caus- ing congestion, noise, and unnecessary burdens. As hospitality operators and advo- cates have long maintained, and as demon- strated by similar policies in other states and urban areas, allowing customers to depart in a manner similar to their sequential arrival is a savvy solution. It is the regulatory measure most desired by D.C.s premier nightlife businesses, par- ticularly in the citys numerous and expanding entertainment districts. They know rst-hand that extended hours offer relief to surround- ing residents and allow improved egress management. Numerous local operators, including the citys hottest nightspots, report that they of- ten close prior to the later allowed time as guests have already gradually departed in a naturally occurring and decorous fashion. Many venues will not utilize the option, par- ticularly on weeknights, further reducing con- current outow. Hospital expands policies for trans staff DALLAS Management of Parkland Memorial Hospital in Dallas this week expanded its policies to include equal employment opportunities for transgender employees, the Dallas Morning News reported. The hospitals board of managers also approved a policy that prohibited harassment or retaliation against workers who may be affected by gender identity and gender expression. Other governmental entities offering the same employee protections include the cities of Dallas and Fort Worth, Dallas County, Dallas Area Rapid Transit and the North Texas Tollway Authority, the newspaper reported. In 2008, Parkland extended employment protections to gay and lesbian workers. Three years later, it expanded benets, including health insurance, to the domestic partners of employees. Calif. report inspires mental health meeting SAN BERNADINO, Calif. Gays and lesbians in San Bernadino, Calif., gathered at a church there last week for a town hall meeting where statewide mental health concerns and care access issues were discussed, according to the San Bernadino Sun. The meetings were linked to a recent report by Equality California and Mental Health America of Northern California titled First Do No Harm: Reducing Disparities for Lesbian, Gay, Bisexual, Transgender, Queer and Questioning Populations in California. One purpose of the meetings is to further advocate at the local level and using the report as a tool to do just that, said Pasha Mikalson, the director of the Sacramento- based LGBTQ Reducing Disparities Project, the Sun reported. In the report, researchers found a signicant lack of cultural competence, knowledge and sensitivity among mental health service providers working with the LGBT community. The two-year study released in December was conducted in conjunction with 19 statewide members of the California LGBT Health and Human Services Network, the Sun reported. According to the report, more than 75 percent of the survey respondents said they had experienced emotional difculties such as stress, anxiety or depression, which were directly related to their sexual orientation or gender identity and expression, the Sun reported. App users engage in unsafe gay sex: survey NEW YORK A new survey on gay and bisexual men who use hookup apps such as Grindr, Scruff and Manhunt to nd sex partners found that nearly half had engaged in unprotected sex, according to a Hufngton Post report. Conducted by New Yorks Community Healthcare Network, Zero Feet Away: Perspective on HIV/AIDS and Unprotected Sex in Men Who Have Sex With Men Utilizing Location-based Mobile Apps found that although 80 percent of respondents said they were knowledgeable in how HIV is transmitted, 46.4 percent admitted to having bareback sex always, often or sometimes. Rethinking strategies after decades of drift Last April I attended a White House LGBT Conference on HIV and AIDS, held at Morehouse School of Medicine in Atlanta. Following the meeting I posed a question to two leaders responsible for AIDS and LGBT issues in the White House: When did the gay community separate from the AIDS community? At rst, I think they were surprised. After all, the gay community created the AIDS community. But now they are going in different directions. I asked a second question: Do you think if the gay and AIDS communities worked as one, as they did in the 80s and early 90s during the height of the U.S. epidemic, we would improve the chances of winning the war against this dreaded disease? Absolutely, they replied. What happened and when did the separation occur? And how can we bring them together again? First, a little history. On Jan. 4, 1982, following the Centers for Disease Controls conrmation that the new disease is an epidemic, six gay men met in the Manhattan apartment of Larry Kramer, the author and playwright, to discuss gay cancer, now known as Kaposis Sarcoma. That day they created the Gay Mens Health Crisis (GMHC), the worlds rst AIDS organization. In a few years, GMHC was also supporting straight men and women, children, hemophiliacs, drug users and blood transfusion recipients. Kramer also helped establish another entity, ACT UP, to generate and build support for the rights of AIDS patients through political protest. As GMHC continued its work, I remember talking with people who actually wanted GMHC to remove the word gay from its name. Prior to AIDS, there was GRID (Gay- Related Immune Deciency). It was the Centers for Disease Control that changed the name to AIDS (Acquired Immunodeciency Syndrome), a more accurate description of the disease. Of course, we all knew retaining the word gay could hold down funding, research and support. In the early days of the disease, hospital rules and state laws commonly denied gay men visits with their partners; in many cases, the families prevented contact, as well. Thus, thousands of AIDS-infected gay men died alone and many never received a proper burial. Its time to link gay and AIDS again. It was the gay community that created the AIDS community and, in many cases, it was the AIDS community that helped support and raise awareness of the gay community. One example is GLAAD (the Gay & Lesbian Alliance Against Defamation), established in 1985 specically to ght the stigma of AIDS and sensationalized reporting in the media. But will you nd the word AIDS on the GLAAD website today? Rarely, as is the case for a number of our largest gay organizations. The words gay and AIDS have been synonymous. Being a gay man and living with HIV in the United States denitely has its challenges, but theyre nothing compared with being gay and HIV positive in other parts of the world. In some countries, its common to be banished from your village or town, ostracized, or beaten and, in many cases, killed. Throughout the world, gay men with HIV are dying, not killed by AIDS, but murdered. Before the 19th International AIDS Conference I discussed this separation of communities with staffers connected to one of the largest LGBT organizations. In addition to other issues, their responsibility includes HIV. When I asked how and when the separation occurred, they denied there was a problem. The gays have their issues and organizations, they pointed out, and those living with HIV and AIDS have theirs its all covered. Covered? Really? According to the CDC, young gay men and MSM account for 69 percent of all new HIV infections among persons aged 1329. Also, the number of new infections in this country has never decreased. Never. Every AIDS organization should have a division and point person whose sole focus is gay-related issues, and every gay organization should have an AIDS division and expert. My dad was like, Ugh, thats that Madonna, and of course because they hated it so much, that made me love it all the more. He also feels kinship with Madonna because they share the same birthday Aug. 16. Gauthreaux pronounced GO-troh has gradually made a name for himself in the gay club scene over the last decade or so. Named hottest DJ of the year by Out Magazine in 2005, hes remixed tracks for Kristine W., Jeanie Tracy and Tony Moran. Working with Joey Arbagey, an A&R rep at Universal, hes broken into the major label world doing remixes for NeYo, The Wanted and Melanie Amaro. Three of his remixes are on the ofcial maxi for teen idol Justin Biebers No. 2 (Hot 100) hit Boyfriend. Now living again in New York after ve years in Los Angeles, Gauthreaux is closer to D.C. Hes DJed at Cobalt about four times in the last couple years and has now accepted a residency there that commences tonight from 10 p.m.-3 a.m.. It wont always be the last Friday of the month the next two installments are slated for Feb. 15 and March 15 but Gauthreaux (djjoeg.com) will be there monthly. Cover is $10 and includes free vodka drinks from 11 to midnight. Keenan Orr spins downstairs (cobaltdc.com). After I moved back to New York, I talked to (Cobalt manager) Mark (Rutstein) about the idea of starting my own party. I really like the idea of playing somewhere regularly. On one hand, you dont want to get too exposed, but the ip side is you can really build on it and go somewhere with the crowd over time. Rutstein says Gauthreauxs move back to the East Coast makes it easier to get him down here. Its a lot easier, we dont have to y him in from L.A. each time, Rutstein says. Its really super exciting to have Joe here all the time. He has a strong following in D.C. and always packs the house. Rutstein also says Gauthreaux is one of the most accommodating DJs hes worked with. Everyone is really different, he says. Joe and I just text each other and say, Hey, you wanna spin? Drew G is the same thing. Others, like, say Junior Vasquez, take several several several e-mails and calls. Then there are others, like Peter Rauhofer, who has never once even returned my calls, so it just depends. Gauthreaux is established enough, he says, that crowds are willing to go where he takes them musically within reason. Ive been around awhile, so theres a sense of trust there I think, he says. Ive done my fair share of events so people know, Oh, were gonna go hear Joe, they almost expect me, I think they almost expect something a little different. Of course, Ill play Rihanna, Madonna, but itll usually be a different mix they havent heard. You dont want to do a whole hour of stuff they dont know, even a really adventuresome crowd has a limit, but theres denitely a happy medium you nd. Id feel guilty if I didnt throw in at least a few things everybody knows. You tend to think, Oh, the crowd just wants to hear the hits, but theres always 10 people there who want to hear something new, so you have to nd that balance. Erik Lars Evans, a local DJ whos followed the gay club scene for years and considers himself a Gauthreaux fan, says Gauthreauxs willingness to adapt has worked to his advantage. Hes very good at what he does and can really energize a dance oor, Evans says. Ive been going to hear him spin as far back as 2002 and he does exactly what a good DJ is supposed to do hes adapted. Id say his current style is more a mix of progressive beats, house classics and circuit energy and Id say thats what makes him stand out in his own way and keeps fans coming to hear him. Evans says one of the most noticeable differences in dance music over, say, the last decade is a gradual increase of pop inltration in gay clubs and not as much the niche artists one traditionally heard on gay danceoors but nowhere else. In modern times, weve seen the breakdown of that barrier and youve seen mainstream music take over, Evans says. You still hear niche artists, but its not like it used to be. In some ways and though they share the same Billboard chart the explosion of dance music in straight culture with Deadmau5 showing up on the Grammys and on the cover of Rolling Stone with a strong rise in popularity for DJs like Skrillex, Swedish House Maa, Avicii and Tiesto, is its own phenomenon, happening apart of gay DJs. I think the separation is just more apparent now because their scene has gotten so big, Gauthreaux, whos gay, says. Dance for straight people was pretty much non-existent 10 years ago. I dont want to pigeonhole them, but a lot of them were just so into hip-hop, which nowadays has gone more underground, but dance music is on the radio. I mean if you listen to Rihannas new album, half the songs are already club ready. Before that would never have been the case and you had to remix everything. Its just a natural thing with the way music changes. In ve years from now, it could be totally different, Im not sure. Gauthreaux says the genres are distinct because gays and straights party differently. At the end of the day, theres a certain comfort at walking into a club and knowing 99 percent of the people there are people you could go up and buy a drink for, he says. Nobody wants to be guessing, Is this guy straight?, Is this guy gay? Its just a different clubbing culture altogether. Gay people go out and party. Theyre not into VIP booths and champagne bottles and buttoned up shirts and girls in high heels. Its also more violent, typically, at the straight clubs. In the gay clubs, you dont have to worry about ghts breaking out. We dont care about champagne service. We want a DJ box and we want to get down. Jeff Prior and Adam Koussari-Amin started it, eventually teamed up with Pocket Gays Devon Trotter and Brett Andriesen and soon found theyd outgrown their spot at Dahlak at 18th and U where theyve been the last nine months. It was just kind of an idea between three or four drunken friends at a bar, Prior says. We had so much fun doing it, we said we should do this regularly and took that inspiration and made it into something we could brand a little more and identify it as something different than just the regular Saturday night thing at Town or Cobalt. CTRL will launch at its new home Saturday night at Cobalt where the four DJs will take over both oors in rotating sets. Its set to rotate with Rumba, Just Circuit and Bare and will be the last Saturday of the month. Its organizers say to expect surprises, photo booths, big live performances and the best in new indie dance, electropop and mash-ups. It runs from 10 p.m. to 3 a.m. at Cobalt (17th and R, N.W.). I like what I do and feel lucky I work for an organization I can believe in and do work that actually makes me feel good, but its a totally stark night-and-day difference from what I do when Im DJing, he says. My mother knows me as the picky child who refused to try anything new and wiped peas off noodles in her pasta carbonara before eating it. So, I thought having a meal with her son who tries all sorts of new foods and writes about them could be fun. That is when I remembered that Jaleo (480 7th Street NW) had been renovated semi-recently and was celebrating its 20th year in D.C. I texted my mother with the suggestion, letting here know it was a Spanish tapas-style restaurant, and when she responded with, Oh, sounds good, I made the reservation. Jaleo is a Spanish word that means revelry and fun and you feel this festive spirit the moment you step into this redesigned space, from the foosball dining tables to the murals on the wall. The restaurant is full of bold colors and sleek furnishings and the artwork clearly embodies the meaning of the work jaleo. This playful space was truly pleasurable to dine in. For drinks we decided on the sangria de cava, which is a whole bowl of sangria mixed tableside. The sangria was sweet, fresh and an excellent pairing for the food that followed. Our rst course would be a selection of cheeses and an assortment of cured iberico meats. The manchego, one of my favorites, was tangy and served with compressed apples in muscatel and the cana de cabra was a luscious goat cheese served with a delectable g jam. The iberico meats were fresh delicate slices of meat from the legendary acorn-fed black-footed iberico pigs of Spain. It was a great way to start the meal. As we nished our rst course we decided on a few other items to order, including the setas al ajillo con la serena, which are sauted seasonal mushrooms in a cheese potato puree and a plate of seared piquillo peppers stuffed with goat cheese. Both dishes were brilliant but the perfectly prepared mushrooms in the rich, uffy potato puree were a favorite. Then the dates wrapped in bacon arrived; this was a superb rich and sweet combination. Another item in this course, which did not want to be overshadowed by the bacon wrapped date, was the chorizo wrapped in crispy potato, which was scrumptious. The seafood portion of the menu was up next. I made sure we ordered the Gambas al Ajillo, described as the very, very famous tapa of shrimp sauted in garlic. We also ordered the seared scallop and the jumbo lump crabmeat salad. While the shrimp may have been the famous tapa, and it was enjoyed, it was not the winning item in our opinion. That was a tie between the other two tapas: the scallop with pine nuts and Pedro Ximenez, each amazing. They were cooked perfectly, smooth and tender with a hint of sweetness and they melted in your mouth. The cold lump crabmeat salad with cucumbers, peppers and tomatoes in a brandy sauce was crisp and refreshing. We tried a few other dishes on the menu including the brussels sprout special. My mother discovered she liked them, though I still think they look and taste like alien eyeballs. Each dish that arrived at the table was very good, some were extraordinary and many more piqued our interest, so another visit may soon be in order. With the savory portion of the night behind us, we tried a couple items off the dessert menu. With our waiters assistance we decided on two desserts: the Manzanas Carlota al PX and the Gin and Tonic sorbet, Jose Andres favorite cocktail made into a dessert. The apples Charlotte was a delicious option, however at least in the opinion of the four of us at the table, gin and tonic should remain a drink not a dessert. When all was said and done, Jose Andres and his head chef at Jaleo D.C. Paul Yeck deliver an excellent dining experience in an energetic atmosphere. All our courses were luscious, the company was entertaining and my mother appreciated her meal. So, whether you are dining with mom or friends, Jaleo is a worthwhile avor adventure and the food is just part of the fun. You love having a big group around your table any time; in fact, the more, the merrier. Family and friends never hesitate to stop by because youll make room for them no matter what. Theyre always welcome. They know that. The doors always open, but its also closed. Youre an LGBT family, and that creates some sticky issues. Whom do you tell and whats safe to say? How do you protect your children? You may get a little guidance on that by reading Family Pride by Michael Shelton. Your family is just like everybody elses. Almost. You like the same foods and TV programs, wear the same clothes, drive the same streets and laugh at the same stupid things. The only difference between you and the other families in your neighborhood is that youre gay. Youre also in good company: a third of lesbians and one of ve gay men are parents. Still, almost half of your neighbors think they have nothing in common with you. Pop culture, dont-tell behavior and mythology are partly to blame for that: its widely (and erroneously) believed, for example, that most LGBT households are afuent, white, highly educated and only found in urban areas. Lesbian single mothers often keep their lives hidden to protect their children. Rural and small-town LGBT families are thought not to exist. The general truth is that what researchers know about same-sex parents is not necessarily accurate. This is exacerbated by what Shelton says is passing, or telling a white lie or a lie of omission in order to maintain discretion within the community. Passing, therefore, avoids full disclosure, which may be undesirable for reasons of discrimination, bullying or downright danger. There are, of course, impacts on the children for passing, just like there are for coming out (which, says Shelton, should be a process). Children in an LGBT family cant be raised like every other kid because theyre not like other kids. Still, they should know the truth about their parents, they can be taught the ne art of discretion without lying and they should be taught that straight people are not the enemy. I struggled a lot with whats inside Family Pride. I liked that LGBT parents will nd a lot of information in this book: information on diversity, studies, challenges and services that can help to meet those challenges. Author Michael Shelton includes case studies and rst-person accounts to support his facts and theyre quite interesting to read. I fear, however, that what youll nd may be old news. Anyone living as a gay man or a lesbian is likely already aware of laws, services and harassment. They know how and where to seek help. They dont need a book to tell them the statistics. Therefore, overall, I think that the audience for this book lies in newly created LGBT families or allies wishing to understand or lend a hand. BLAKE Early last year I began to see the inves- tors tiptoe back into the real estate mar- ket. Like tap dancers, they started slowly and then nished the year with a grand nale. Now, they are clogging, Bristol stomping and performing Riverdance all over the city. Dont believe me? Just try to buy a xer-upper in Petworth or in the north- ern and eastern sections of Columbia Heights. Now that potential prot margins are nearing obscene levels again, lots of people are anxious to invest in the D.C. market. Not all are seasoned investors. Some may want to buy a property to rent out, some may want a distressed proper- ty to x and resell and others may simply want a home to live in that they can put their personal imprint on over time. The challenge in helping the small- scale investors is that they may be unpre- pared for the competition they face and the money required to add real estate to their portfolios. As with any other trans- action, having a real estate agent by and on your side is extremely important, but even we have no crystal ball to say for sure whether a particular investment will be protable. To illustrate the market competition, here is some information taken from the Metropolitan Regional Information Sys- tem (MRIS), our areas multiple listing da- tabase, for properties sold in 2012. A three-bedroom, 1.5-bath row house on New Hampshire Avenue near the Georgia/Petworth Metro generated a lot of interest. The home had been fore- closed upon and was in reasonably good shape, with a large footprint and a base- ment ready to be nished. The bank list- ed it for $345,000 in June. The nal sales price 37 days later? $515,000! Want to start a bit lower to allow for multiple offers and still stay within your budget? Of the eight homes listed for $250,000 or less in eastern Columbia Heights, 25 percent sold at the list price and 75 percent sold above the list price. Two stood out from among the rest, one in the 600 block of Harvard Street, which sold for 20 percent over list and the clear winner, one on the same block of Newton Place that sold for more than 36 percent above its list price. Perhaps a one-bedroom, one-bath condo to rent to others is your desire: less maintenance, fewer headaches, easy to obtain a tenant if its located near a Metro, right? In Dupont Circle, expect to pay the list price, an average of $345,000 for 750 square feet or less. In Capitol Hill, not as condo-oriented as other parts of the city, you may get a bargain at 99.5 percent of list prices averaging about $327,000 for a similar size unit. Whatever your preference, buying prop- erty as an investor can be a bit tricky nowa- days given the tightening of the mortgage market. This is one area where cash truly is king, not to get a bargain as much as to beat the competition, leaving our hopeful homeowner with his pre-approved FHA 203K renovation loan in the dust. Without a surplus of cash, nancing your purchase can be tricky too. A down payment of 10-25 percent will get you most any condo, but what about those of you who are looking to purchase and renovate a row house? Depending on its condition, it may not be eligible for tradi- tional nancing, so you may need to look to alternative, hard money lenders, friends and family, or personal loans, not only for the purchase, but for the renova- tion and holding costs as well. Still game? Then consult with your agent about current rents and sales in the area you are interested in before you buy. Allow for cost overruns, vacancy rates and more time than you think you will need for each task on your to-do list.
