JV: Kasambahay act shields Espina family expresses househelpers from abuse
SAN Juan Rep. JV Ejercito Estrada said the newly-enacted Domestic Workers Act or Batas Kasambahay was welcomed by many sectors because it protects the rights of 2 million household helpers and shields them from abuse. Ejercito Estrada made the statement amid ongoing debates that center solely on the provision of monetary incentives to household helpers. The San Juan solon is vice chairman of the House labor and employment committee and is one of the principal authors of the Kasambahay Act. The primary goal of the law is to ensure that our household helpers will no longer be taken advantage of by abusive employers, the young lawmaker said. The San Juan solon cited the case of 21-year old Bonita Baran whose one eye is now blind because of the repeated beatings of her cruel employers. Baran was also forced to sleep in the bathroom and eat cockroaches and scraps. Barans harrowing ordeal was revealed when she testified before the

Senate Committee on Labor in September 2012. The law wants to prevent incidents such as the one involving Baran from happening again. Just like any other ordinary employee or worker, household helpers also have rights which should be protected, said Ejercito Estrada. He noted that Article II, Section 5 of Republic Act 10361 or An Act Instituting Policies for the Protection and Welfare of Domestic Workers stipulates that the employer or any member of the household shall not subject a domestic worker or kasambahay to any kind of abuse nor inflict any form of physical violence or harassment or any act tending to degrade the dignity of a domestic worker. The law also calls upon the Department of Labor and Employment (DOLE) to ensure the protection of domestic workers hired through private employment agencies. (PR)

TACLOBAN CITY The Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) is urging the public to recycle electronic gadgets and appliances or dispose them properly instead of throwing them away. This, as electronic waste, also known as e-waste, could have potentially toxic chemicals that can trickle down into the soil or water supply and escape into the air, posing risks to humans and the environment. EMB-8 Regional Solid Waste Management Coordinator Maribel Munsayac said that the electronic products or devices have certain toxic chemicals, such as lead, chromium, nickel, zinc and mercury, that when mixed with other harmful

While we consider these items like old cell phones and computers as garbage out, Munsayac said that the public may seriously find ways to appropriately dispose them without harming the environment and a likely threat to humans. Calbayog raid yields grenades


PALO, LeyteA former barangay chairman in Calbayog City and his namesake son who is also the villages councilman are in hot water after the Regional Special Operation Task Group (RSOTG-Samar) found hand grenades in raids conducted on their respective homes early Wednesday morning. Police Chief Supt. Elmer Soria, PNP-8 regional director said that simultaneous police raid in the houses of Antonio Casurao Bantad Sr. a.k.a. Donyong and his son Antonio Ladag Bantad, Jr. a.k.a. Nonoy, both situated at Brgy. Danao, Tinambacan District in Calbayog City at around 5:30 o clock early Wednesday morning yielded two hand grenades and the subsequent arrests of the two suspects. The elder Bantad is a former barangay chairman of said village, a position now being held by his wife Marina. The younger Bantad, meanwhile, is a barangay kagawad of same barangay. These police operations are part of our effort in ensuring secure and fair elections in Samar province which was earlier listed as an election priority area, Soria said. Soria added this is the first time that explosives were seized by the police in law enforcement operations since the start of the election period last January 13 which so far have resulted in the arrest of 14 gun ban violators and confiscation of 20 firearms of assorted calibers. Labor dept holds career coaching campaign


MAASIN CITY-The Department of Labor and Employment (DoLE) in Southern Leyte is busy conducting a series of career coaching activities for graduating high school student within the province. DoLE-Southern Leyte Labor employment officer Neil Moraleta said that their office have already started to conduct a series of career coaching activities in order to address the issues and problems on unemployment and underemployment. DoLE has devised a career coaching program for high school students to them decide and choose earlier what course they should be taking to ensure their employability in the future, Moraleta said. Moraleta added that labor education seminar is also being conducted for college students especially those graduating from academic courses to help them understand the options or what career path to take.

Its still 93 days to E-Day

t was a disturbing news that after the mock polls conducted by the Commission on Elections in some selected areas of the archipelago there were discovered glitches that may yet result, if not corrected, in a credibility downgrade of the May 13 mid-term elections. The COMELEC however assured the nation that these were merely minor glitches, but Lipa Archbishop Arguelles says that these minor glitches should not be taken lightly by the COMELEC. Indeed these glitches should be corrected before Election Day to dispel doubts over some COMELEC declared victorious candidates in spite of glaring errors like unabated cheat-

ing that characterized some of these victories. COMELEC should as much as possible conduct elections, cheat free or error free. It is unfortunate that the electoral tribunal hardly solve electoral protests early and effectively. A case in point is the electoral protest in Bilirans lone Congressional district filed by former Congressman Glenn C. Chong against the sitting Congressman Roger Espina. Ninety three days to go for the 2013 elections this case has not been resolved. Why there is no decision yet after over two years of hearings, boggles our minds with

Having an afliation with accredited political party may have advantage. On the other hand, it may be a liability instead being an asset for a candidate.
Some May 13 election candidates may choose to be independent because they are not in agreement with the programs of major political parties. They may either have different viewpoints on issues the government has to resolve. There are independent candidates like Senator Panfilo Lacson, who won in May 2001 election. Another is Senator Antonio Trillanes IV on May 2007 election voted by more than 11 million people while in prison cell. Independent candidates MTRCB Chairperson Grace Poe-Llamanzares and Senator Francis Chiz Escudero are guess candidates both of UNA Party and Team P-Noy. There is no law that prohibits candidate to run for a sharing. The bulk of the financial assistance from the party goes into the pocket of the mayoralty candidate. So, win or lose the candidate for mayor earns. There are several socalled politicians who are perennial candidates who is born loser but persist to in the contest because of financial assistance from the party. Not only financial assistance from the party but also from donations from those who believe the candidate may be able to win the second or third try. Once upon a time a mother of a candidate for mayor donated one million pesos to the party chairman, yet the son-candidate

Electors decide to vote a candidate not based on whether or not included in the list of political parties. They vote because they know the candidate is capable to perform the position contested. THE DEATH OF JOHN THE BAPTIST


King Herod heard about (Jesus whose) fame had become widespread, and people were saying, John the Baptist has been raised from the dead that is why mighty powers are at work in him. Herod was the one who had John arrested and bound in prison on account of Herodias, the wife of his brother Philip, whom he had married. John had said to Herod, It is not lawfull for you to have your brithers wife. Herodias harbored a grudge against him and wanted to kill him but was unable to do so. Herod feared John, knowing him to be a righteous and holy man and kept him in custody. When he heard him speak he was very much perplexed, yet he liked to listen to him. She had an opportunity one day when Herod, on his birthday, gave a banquet for his courtiers, his military officers, and the leading man of Galilee. Herodias own daughter came in and performed a dancethat delighted Herod and his guests. The king said to the girl, Ask of me whatever you wish and I will grant it to you. He even swore many things to her, I will grant you whatever you ask of me, even half of my kingdom. She went out and said to her mother, What shall I ask for? She replied, The head of John the Baptist, The girl hurried back to the kings presence and made her request, I want you to give me at once at the platter the head of John the Baptist. The king was deeply distressed, but because of his oaths and the guest he did not wish to break his word to her. So he promptly dispatched an executioner with orders to bring back his head. He went off and beheaded him in prison. He brought in the head on a platter and gave it to the girl. The girl in turn gave it to the mother. When his disciples heard about it, they came and took his body and laid it in a tomb.

Genuine caregivers
of emancipation and that of marriage are the same and way above the age of reproduction, the same does not afford emancipation in the real sense. In most cases, the person who enters into marriage by mere age qualification is still dependent from parental support. But there are those who, even if married, still opt to stay with parents. The decision to stay is not much because of dependence on parents but to live with and give care to aging parents. While to some extent children still share in the graces for living with parents, such is just natural as both parties share in the obligation to support each other. Emancipated, grown up and financially independent children who choose to live with parents do so not much to benefit from parental graces but to provide support and intimate care only kin could offer. Under our social setup, it is not uncommon for children and even down to grandchildren live with parents, often due to dependence caused by the late real emancipation discussed at the outset. But there are those who stay with parents for good, not out of dependence from parents but to give genuine love, support and care

Breaking from parental support is a matter of many factors more than age and civil status. Our laws recognize the age of majority as the beginning of emancipation. But such age is quite off from reality as it still is within the schooling age level. The empirical legislative determination of such age is very evident from such law. It does not coincide with related laws regarding school-going age and the minimum age for professionals. Children are required to be seven years of age to start schooling at grade one. If the child will pursue schooling continuously until college, that would make the child a college graduate by about twenty-one on a four-year course or at twenty-two if one takes a five-year course. The graduate has still to spend another year in review for licensure examinations and countless

years more to find a gainful employment. In some cases where the person pursues education in accelerated mode and graduates from college years earlier, he would be halted to stagnation until the age of twentyone when he can qualify to become a licensed professional. This brings us to the age of twenty-one as the mean age for a leap into professional life. But such age is not in any way equivalent to the real and actual age when the person finally practices his profession by employment for such is too remote and unrelated from any age level. Quite surprisingly, the same law allows people to enter into marriage at the age of emancipation. As discussed above, that still is within the school-going age level when the person is too far from becoming a professional and still much farther having gainful employment. Although the age

doubts over the capability of this Electoral Tribunal to really hear efficiently and effectively electoral protests. Did Chong really lose? Is Espina really the credible winner? COMELEC Chair Sixto Brillantes however expressed confidence and hope, albeit a lame jubilation by saying that the early discovery of these glitches is a good discovery claiming that in 93 days these can be corrected. Hope springs eternal in the human breast certainly fills our hearts and minds with that assurance. Successful electoral cheating mocks the democratic electoral processes. If not corrected this could incite unrest in the future, God forbid. The Commission on Elections can surely do it. Will they, at last succeed in the May 2013 mid-term elections in the conduct of fair and honest elections at all levels? WE HOPE!

As the saying goes, Welcome is your best cheer. So John the Baptist spent the whole of his life in the work of welcoming Christ into this world. He preached to the world how it should welcome the Saviour. But as reward for this welcoming work, he received martyrdom. King Herods servant went and beheaded him in the prison (Mk 6:17). Those of us who have fallen in love with Jesus Christ our Saviour, wish to welcome him into our lives, whatever the cost may be. But, is Jesus anywhere about us? He is indeed, in the guise of refugees, and strangers. Whenever we show hospitality to strangers we receive Jesus himself. If you give a cup of cols water to the least of my brothers, you give it to me, Jesus once said. So, Do not neglect to show hospitality to strangers, for thereby some have entertained angels unawares. (Heb 13:2). Shall we therefore be extra hospitable to migrants and refufees? The language they speak sounds different, but the feelings it expresses are the same. They need a family because they have left theirs to work for other families. The colour of his people is different, but the colour of their blood is the same. They cry for justice and peace in different ways, but our God is the same.

It said that in Feb. 2002, the court issued a permanent injunction prohibiting the city government to impose the warrant of levy issued to the province of Leyte and prohibiting from levying the property in order to answer for the unpaid assessed real property tax of the Leyte Park Hotel. Citing a Supreme Court ruling, the petitioner added the real properties owned [by the Republic of the Philippines] or its instrumentalities cannot be sold at public auction to satisfy delinquencies. The provincial government also cited several other pending cases involving the levying of taxes on the hotel. The hotel, comprising an area of about 61,322 square meters is jointly owned by the Privatization and Management Office (345), province of Leyte (26%), and the Tourism Infrastructure and Economic Zone Authority (40%). The hotel is under lease agreement between the co-owners and Unimasters Conglomeration Inc. within 12 years starting in 1994. According to the Privatization Management Office, the hotel is due for privatization early this year. As of this writing, the city government however could not immediately issue a statement regarding the issue. City Treasurer Zosima Cordao said she could not make any comments since she has not received a copy of the TRO. Earlier, Cordao said the non-payment of taxes for the hotel lot started in 1989 while non-payment of taxes for the building started in 1996. Cordao stressed the city government,
