TACLOBAN CITY To protect both the riding public and the commuters in the northern barangays of this city, the city council is set to pass an ordinance that would regulate the business operation of motorcycle for hire (MCH) also known as habal-habal on said areas. Councilor Jerry Yaokasin said that people in the northern part of the city are using haba-habal as their mode of transportation as most areas are not accessible by any public utility vehicle (PUV). We feel that the operation of this vehicle would be legalized, for us to protect both the driver and the passenger, Yaokasin said. Bonifacio Uy, the regional director of the National Economic and Development Authority (NEDA). But prior to their nomination, Daza and Petilla both manifested that Atty. Uy should continue his work as RDC chairman and the election of new officials should be shelved as it is impossible for them to do their work. This was however, contested by Uy and said the position of the new RDC chair is crucial since a permanent chairman should preside and participate in the deliberation of the 2014 budget for the region. Under RDC ruling, the chairmanship would be filled-in by voting an RDC member who is a local chief executive, while its co-chair must be from the private sector. Petilla, who is the current president of the League of Municipalities in Leyte once chaired the RDC when she was the governor of the

Zabala added that the run is composed of 3k, 5k, 10k, and 18k in which they expect three thousand runners coming from different area of the region who will participate. Actually, as of today, we have already 2,400 registered runners in the region, Zabala told Leyte Samar Daily Express by phone. gram. Zabala said that the UHC is attained at least 85 percent of the total population in the country. Since its creation in 1995 and despite of various schemes from various administration, PhilHealth has not attained that 85 percent beneficiary coverage. But last year, PhilHealth reported that they have finally achieved the UHC coverage.

In Eastern Visayas, PhilHealth has 4.4 million members and beneficiaries out of the 4.2 million projected population of the National Statistics Office. Cave tourism: The next adventure attraction in Northern Samar

In 1987, the property was sequestered by the government under former President Corazon Aquinos term.

The miracle is a result of the usual rivalry or business competition. If Mactan Rocks did not come to Tacloban and disprove the allegations that there is no water in the City, Taclobanons would still be in the dark. Now, many are surprised the detriment of peoples health living in these areas. This could be the reason why even if they want to open all the regulators to the city now, they simply could not for fear that these old pipes would burst. As the elections are coming, with children and kin running for certain posts, it would be folly not to give in to the general demand for water service. Continuing to turn deaf ears on the people could hurt political dreams. Voters will surely remember how they were deprived of such basic resource out of greed and selfish motives. The apostles gathered together with Jesus and reported all they had done and taught. He said to them, Come away by yourselves to a deserted place and rest a while. People were coming and going in great numbers, and they had no opportunity even to eat. So they went off in the boat by themselves to a deserted place. People saw them leaving and many came to know about it. They hastened there on foot from all the towns and arrived at the place before them. When he disembarked and saw the vast crowd, his heart was moved with pity for them, for they were like sheep without a shepherd; and he began to teach them many things.

Finally the apostles came back from their missions. They had enjoyed the work of preaching to the people and of curing their sick. It had been a continuous work and, added to this was the problem of hiking wherever they needed to go. They were tired but they were happy and eager to report to Christ all that they had done. Our Lord saw that they needed rest and so he urged them to do that. He was attentive to their encouragement and to the moral support that they needed. He was concerned about their comfort and for the needs of their health. People who are busy giving of their own physical and spiritual strength are liable to forget that we humans need time and opportunity to recover. Sometimes we need rest for our body; we also need rest and renewal for our spirit. Do we give proper attention to our needs for refreshing our body and especially our soul? No one thinks that the water facility will spend millions on the rehabilitation of old water pipes and connections in the city downtown area especially with the election campaign coming. The money is better used somewhere. So everything is farcical and a seeming circus.

The Chong-Espina row over Bilirans lone congressional district is a glaring example of how inefficient our justice system is. It is unfair for both parties; either way, both defeated or winner get affected and cannot move on immediately. The paralysis gets worst as one harbor the psychological pain that could last for many generations. Friendships and alliances are forever ruined.

MANILA (Updated) -- Prosecutors have sought the release of 18 suspected Abu Sayyaf bandits after an investigation showed they were erroneously arrested for involvement in the 2002 kidnappings of six people in Sulu, officials said Thursday. The Department of Justice (DOJ) did a reinvestigation on the murder and kidnapping for ransom cases, where some of the accused said they were randomly arrested by military officers based on erroneous intelligence data. The case is still under trial at the Pasig City Regional Trial Court branch 266 as state prosecutors will soon ask Judge Toribio Ilao Jr. to come up with a release order for these individuals who had been wrongly accused. In a 12-page resolution, the DOJ said 13 of them should be released from Camp Bagong Diwa in Taguig City since they were not positively identified by prosecution witnesses Amily Mantec and Roland Ulla. Rama to Caib: Find sex video sellers, stop its spread


CEBU CITY -- Support from various sectors poured for the female student involved in a sex video, including the city mayor who gave orders to prevent the reproduction and sale of copies of the video. Cebu City Mayor Michael Rama ordered the City AntiIndecency Board (Caib) to go after downtown stall owners who sell copies of the sex video involving two students of two local universities. Rama said the reproduction and sale of the videos have to stop, adding that it doesnt even have the consent of the people involved. The Provincial Womens Commission (PWC) will even go as far as tapping international agencies like the US Department of Homeland Security to track down the person responsible for uploading the video. I wish they (DVD vendors) would not be adding insult to injury because these students have not decided to become bomba stars, Rama said on Thursday. When asked if Caib will also have to confiscate other lewd videos and pornographic materials sold in the downtown area, Rama said he would prefer that the group focuses on stopping the spread of the sex video first. We should focus on this first because this is whats being talked about now, because it affects innocent people, he said. No more business In his regular news conference on Thursday, Rama warned those who will be caught selling copies of the sex video that they will no longer be allowed to do business in the city. We will not allow them to sell anywhere in the city. We are talking about the morality and the future of our children, he said. They will also be penalized, Rama added, since they have violated Republic Act (RA) 9995 or the Anti-Photo and Video Voyeurism Act of 2009. RA 9995 prohibits any person from taking a photo or video coverage of a person or group of persons performing sexual acts or any similar activity, or to capture an image of the private area of a person, such as the genitals, pubic area, buttocks or female breast without the consent of the person involved and under circumstances in which the person has a reasonable expectation of privacy. Selling, distributing, publishing and broadcasting of such photo or video or recording of sexual act are also prohibited. A penalty of imprisonment of not less than three years but not more than seven years and a fine of not less than P100,000 but not more than P500,000, or both at the discretion of the court, shall be imposed on any person who violates the law. Not selling Vendors of pirated DVDs in downtown Cebu City said they are not selling copies of the sex video. They said personnel from Cebu City Hall and the police have inspected their stalls and asked them if they sell copies of the video. A male vendor said he only saw the video on his cell phone and he did not dare make copies of it when the controversy spread last week. They will be arrested if they did that, said the vendor, who owns a stall on Osmea Blvd. Vendors at the Vision Theatre on Colon St. also said they dont have a copy of the video but have other x-rated DVDs. At the Capitol, Acting Governor Agnes Magpale, chairman of the PWC, said they are willing to help the 24-year-old student through stress debriefing and psychosocial intervention if she seeks their help. The Abu Sayyaf, which is on a US list of terrorist organizations, has been blamed for bomb attacks, kidnapping sprees and beheadings. The Abu Sayyaf was founded in 1991 in Basilan island with funds and training believed to come from Asian and Middle Eastern radical groups, including al-Qaeda.
