Constitution and By-Laws

Article I. Description Catechism simply means the education of people to Catholic teachings and doctrines in a systematic and organized way. The content of the catechism is to be found in the Word of God in scriptures and tradition. #45, Section 6, General Catechetical Directory, Vatican Council II. Flannery, Austin 1982). Catechetical Ministry (CM) aims to educate young and adult to the Catholic teachings, tradition and doctrines.

Article II. Objectives, Goals and Functions The Objectives, Goals and Functions of the CM shall be: 1. The first objective of CM is to help the Center for Christian Formation (CCF) in its extension services to the Public Schools through the teaching of catechesis; 2. The CM may assist the CCF in administering catechesis to people who wish to be baptized in the Catholic Faith. 3. The CM was organized to help the students enhance and deepen their spiritual life, knowledge about God and knowledge about the Scriptures.

Article III. Membership Section 1. Every opening of the New Academic Year, the Religious Organization Central Board of Officers (ROCBOF) together with the old members of the CM will hold a room-to-room campaign to recruit members regardless of course and level of education. Section 2. All AUF students, who, in the course of time would like to be a member of CM could be admitted to the Ministry, provided s/he is a catholic and willing to undergo all trainings, seminars and lectures given to its members and is willing to teach in a public school

Section 3. Members of the other Religious Organizations in the CCF who wishes to be a member of the CM may become one provided s/he satisfies the requirements stated in section 2 of this article Section 4. All CM members, before they will start teaching catechesis to the different Public schools, must attend the commissioning rites for their formal sending-off to their respective apostolate areas. Section 5. S/He must have paid the 100. 00php annual membership fee

Article IV. Officers and Job Description Section 1. No member of the CM shall be qualified for any elective or appointed position without having undergone the formation and education programs required by the CM

Section 2. No member shall be qualified for any elective or appointed position under a semester

Section 3. Duties and Functions President 1. The President is directly accountable to the adviser on all matters pertaining to the organization 2. The President consults and coordinates to the ROCBOF regarding activities/programs initiated by the Youth Ministry 3. Calls for, presides and prepares agenda over regular and emergency meetings,

4. Official representative of CM to the ROCBOF and attends its meeting and functions 5. Oversees the planning, monitoring, implementation and evaluation of all CM- initiated activities; 6. Performs other duties assigned to him/her by the Adviser, the Program Coordinator for Youth Ministry 7. Delegates task to other officers or members of CM as need arises Vice President 1. The Vice President shall assist the President in the smooth operation and functioning of CM, 2. Takes over the responsibilities of the President in the case of the latters absence or, when temporarily or permanently incapacitated toe exercise his/her duties, 3. Attends any meeting assembly or gathering when delegated to; 4. Performs other duties assigned to him/her by the President, Adviser, Program Coordinator for Youth Ministry Secretary 1. Records minutes of CM meetings, gatherings and/ or assemblies; 2. Takes charge of documenting all CM activities; 3. In coordination with the President, communicates all activities formation programs and like to the members 4. Performs other duties assigned to him/her by the President, Adviser, Program Coordinator for Youth Ministry

Treasurer

1. Receive all funds and process Request for Payment; Deposit Slip and Officer Signature Forms, 2. Keep an itemized account of all receipts and expenditures and make reports as directed Press Relation Officer 1. Communicate minutes of all meetings to the members 2. Promote all approved activities through posters and other means of communication 3. Promote the organization through write-ups and orientations to the students

Section 4. Term of Office A. Each officer shall serve only for two (2) consecutive semesters or of one Academic Year. B. The Adviser, and/or the Program Coordinator for Youth Ministry shall have the prerogative in terminating any officer who have exercised or showed misdemeanor during his/her term in office. C. Officers in any of the positions can tender his/her resignation in case s/he realizes, in his/her own prerogative, his/her incapacities to fulfill his/her position.

Section 5. Vacancy of Position 1. If any of the position of the officers became vacant because an officer us unable to finish his/her term of office due to incapacities, it is in the prerogative of the Adviser and the Program Coordinator for Youth Ministry in consultation with the officers and members to appoint a replacement/ substitute in the vacated position. 2. The appointed officer shall serve only the unfinished length of term of the position that was vacated. Extension of office and re-election is

permitted under the prerogative of the Advisers, the Program Coordinator for Youth Ministry

Section 6. Election/ Appointments


A.

Election of the CM officers shall be held on less thirty (30) days before the election of the ROCBOF;

B. Upon discretion of the members under the supervision of the Adviser and the Program Coordinator for Youth Ministry, they shall elect among themselves the CM officers, namely: President, Vice President, Secretary, Treasurer and PRO; C. Officers in any of the positions may be re-elected through consistorial process of election and shall serve in the office not beyond two (2) consecutive terms; Section 7. Induction of Elected Officers The induction of officers shall always coincide with the annual General induction of the ROCBOF after the latters General Election.

Article V. Meetings Section 1. The CM regular meeting shall be held every Monday or on a common time of the majority of members unless re-scheduled to some other day as need arises. All operating decisions, programs, and activities shall be made and decided during this day meetings Section 2. The CM shall decide in major issues only when the meeting has a quorum (half + 1 of the entire active-members list present) Section 3. The CM Adviser and the President shall have the authority and the power to call regular and/r emergency meetings. However, a member can suggest t call a meeting when need arises. Section 4. The Adviser and the President shall have the prerogative to call members of CM for lectures, seminars and formation programs

Section 5. In case where all the officers are not available to represent the CM to other religious Organizations meetings or other meetings pertaining to the teaching of Catechesis, the Adviser or the President has the prerogative in appointing and/or choosing any of his/her members with good moral standing to represent him/her in the said function.

Article VI. Programs, Formations and Activities Section 1. The officers of CM, together with their Adviser, are to create and implement programs and other functions for the upliftment and nourishment of the spiritual life of all its members. All programs and other functions are subject for the approval of the Program Coordinator for Youth Ministry Section 2. Formation programs and seminars pertaining to the education or training of all members and officers are to be held at least once every semester.

Article VII. CM Adviser 1. The Adviser of CM should be knowledgeable of the Catholic doctrines and teachings; 2. The task of the Adviser is to guide, advice supervise, plan and give formation trainings/seminars, and lectures for CM members and officers on a regular basis; 3. The Adviser shall enjoin the CM in other activities and programs given by the Religious Organization Central Board of Officers (ROCBOF)

Article VIII. Amendments Section 1. Any amendment, repeal or addition in whole or in part in this constitution & By-Laws can take effect through any of the following means:

1. Endorsement from any of the officers or members of CM by means of a meeting; 2. The person who endorsed an amendment, repeal or addition must defend and convince the concerned persons to the proposed resolution inside a meeting; 3. An affirmation of a quorum is necessary for the passing of the resolution; 4. An approval of the Adviser, to be endorsed to the Program Coordinator for Youth Ministry after a thorough deliberation and of casting of cotes (as may be deemed necessary) for any appeal to amen, chance or delete any provision of this constitution, is needed for a proposed resolution to take effect.

Article IX. Effectivity This constitution and By-Laws shall take effect after ratification by a majority vote of all the CM officers and members on January 19,2009.
