Ukrainian education system

Higher education in Ukraine comprises three training cycles:


First cycle lasts 4 years, students get educational qualifying level of bachelor. Second cycle includes two levels where students may choose one of these: One lasts 1 1,5 years, students get the degree of specialist. The other lasts 1 2 years, students get the degree of master.

Ukrainian education system


Along with the system of educational qualifying levels, there is a system of professional qualifications of Ukraine which is based on the national Classifier of Professions ( 003:2010) and the Reference Book of Employees Qualification Characteristics. The latter system is based on taxonomic levels, further divided into orders, categories, ranks, and classes. However, description of most professional qualifications is not clear and precise enough as they are not based on competence approach. They also fail to take into account the present and future demands of the labor market.

Ukrainian steps to the qualification framework


To solve the problem stated above, Ministry of Education, Science, Youth and Sport of Ukraine decreed to form a national system of qualifications which will be relevant to European principles of ensuring quality in tuition, professional training and continuous education politics. This initiative calls for instruments of ensuring quality of qualifications namely, procedures of validation, assessment and conferring of qualifications, as well as regulation of higher schools accreditation.

The foremost task is to create professional standards on the basis of competence approach and educational standards in the sphere of higher and technical vocational education in view of learning outcomes.

Ukrainian steps to the qualification framework


The national Classifier of Professions ( 003:2010) and the Reference Book of Employees Qualification Characteristics are currently the main normative documents which determine requirements to professional qualifications of employees.
Qualification characteristics of a profession consist of chapters Tasks and obligations, Must-know, Qualification requirements which define requirements to educational and qualification level, to post-diploma education and minimum requirements to the work experience of an employee in accordance with a concrete position. If necessary , qualification characteristic can be supplemented by chapters Specialization, and Examples of employment.

At software engineering department students are trained in two specialties: 6.050101 Computer science (8.05010101 Information management system and technologies. Total number of students 284.) 6.050103 Software engineering (8.05010301 Software systems . Total number of students 292.)

Participation in creating the government standards of higher education Head of the department acts also as: a member of the expert council in computer science and technologies of State Certification Commission of Ukraine. a member of the methodological commission in informatics and computer engineering of the Ministry of Science, Education, Youth and Sport of Ukraine.

Contribution to formation of the government standards of higher education Variation part of Educational Qualification Characteristics and Educational Professional Program: 35 % of courses comprising the whole educational process for bachelors, specialists and masters in Computer science and Software engineering education specialties may be selected by the department.

Necessity of quick response to new technologies


"Programmers by disposition are enamored with technology. This is a strength when it comes to abandoning old, inefficient ways and adopting new, more efficient ways. But it's a weakness when new software tools arrive faster than we can learn to use them effectively and we spend too much time at the wrong end of their learning curves. The benefits of a truly effective new technology are foregone when, in the rush to try out the next shiny whiz-bang tool, we abandon the current one.
