First Lessons learnt after Fukushima Daiichi NPP Accident

March-April 2011 Rostechnadzor carried out unscheduled inspections at all Russian NPPs; June 2011 Rosenergoatom received results of preliminary analysis of a degree of protection of Russian NPPs with regard to extreme external impacts; June 2011 Rostechnadzor imposed requirements to analysis of a degree of protection of Russian NPPs with regard to extreme external impacts according to stress tests format; August 2011 Rosenergoatom completed additional analysis of a degree of protection of Russian NPPs ; November 2011 Rostechnadzor completed review of additional analysis of a degree of protection of Russian NPPs ; December 2011 Rostechnadzor held meeting to discuss additional NPP safety analysis.

Results of Stress Tests


All operating Russian NPPs comply with national nuclear and radiation safety requirements; Feasibility and adequacy of short-, medium- and long-term actions on safety enhancement developed by Rosenergoatom; It is reasonable to perform additional analysis of a degree of protection of NPPs under construction and operating research nuclear installations from extreme impacts; It is practicable to improve Russian regulatory framework in atomic energy use.

National Report on compliance with requirements of Convention on Nuclear Safety (CNS) was developed and delivered to IAEA; Russian Federation actively participated in 2-nd IAEA CNS Extraordinary meeting. Russian proposal to create working group was adopted. Rostechnadzor and Rosenergoatom held joint workshop on stress tests results with ASN and EdF;

Main Results
Additional analysis of a degree of protection of Russian NPPs from extreme external impacts was performed. Actions on safety enhancement were suggested and are being implemented. Russian Federations National Report was presented at IAEA Extraordinary Meeting of Contracting Parties to Convention on Nuclear Safety. Action Programe on Participation of the Russian Federation in Implementation of IAEA Action Plan on Nuclear Safety was developed and is being realized. Openness in issues of atomic energy safety and extension of 6 international cooperation.
