USE OF UNAPPROVED PARTS, ENGINES, MAJOR MODULES OR PIECE PARTS THAT MAY HAVE BEEN IN LONG TERM STORAGE IN ROLLS-ROYCE COMMERCIAL ENGINES
Rolls-Royce and Rolls-Royce Authorized Maintenance Centers (AMCs) are aware that engines and parts can be procured from sources that have not been approved by Rolls-Royce and/or the FAA. Operators who are considering the purchase and use of these engines, major modules and parts are warned that even though some parts may bear the same part number as the original Rolls-Royce part, this is no guarantee that these parts are direct replacements for genuine Rolls-Royce parts. These unapproved parts come in two categories: A. Parts that are manufactured to the intent of Rolls-Royce drawings and may display Rolls-Royce identification, but are obtained outside of approved Rolls-Royce or FAA sources. This could include parts manufactured for the military under the military break-out program. Parts sold as genuine Rolls-Royce parts, but are produced by a facility that is not an FAA or Rolls-Royce authorized manufacturer, or they are refurbished from scrap by a repair facility without the concurrence and approval of either Rolls-Royce or the FAA.

Operators should already be informed about the consequences of unapproved parts usage, if not, they should contact their FAA or local regulatory agency for this information. It should be noted that the use of unapproved parts: 0 0 0 0 Affects engine warranty Violates FAA regulations Could negate insurance coverage Could lead to reduced reliability and possible premature failure
A joint effort between Rolls-Royce and the AMC organization has been instituted to curtail and identify the use of unapproved parts. The AMC network will be enlisted to identify instances where unapproved parts are used. Upon discovery of unapproved parts, the AMC will notify Rolls-Royce, who will notify the engineering, product safety and parts departments within Rolls-Royce and contact the FAA regional office.

To reduce the possibility of having unapproved parts installed in your engine, Rolls-Royce advises customers to use only authorized Rolls-Royce service facilities. Rolls-Royce 250 AMCs are regularly audited to be sure that all parts in stock are only approved parts. It is well known that some Rolls-Royce parts are subject to life limitations. These limits were proven by extensive detailed testing. This testing was performed on parts manufactured in strict conformity to Rolls-Royce specifications. If there should be any deviation from specifications in respect to materials or manufacturing process methods and if the parts have been operated out of limits such as over-speed, over-temperature, hard-landing, inlet blockage, etc., then the safe life can no longer be assured. A number of very old Rolls-Royce Model 250 engines have become available for sales as engines, major modules or piece parts through non-authorized facilities. A concern to Rolls-Royce is engine/module mod status and whether proper preservation and surveillance has been followed during the long term storage. Any module or part that fits within this category whether TSN is near or at 0 should be questioned to be sure of the quality, reliability and safety of flight condition of the hardware has not been adversely affected.
