INTRODUCTION Background In the continuing effort to increase the use of NEWater for non-potable use, the Singapore Public Utilities Board (PUB) is planning to expand and extend the existing NEWater supply network to meet the demands from the proposed Sports Hub (when completed) and the growing demands for NEWater from existing/new commercial/industrial

establishments/developments along Beach Road, Kallang and Bendemeer areas, PUB has called for consultancy services in the engineering studies, detailed planning, design, supervision and management of the construction and commissioning for the Proposed 500mm/300mm Diameter NEWater Pipelines from Bras Basah Road to Sports Hub and Bendemeer and the contract was awarded to Fong Consult Pte Ltd (FCPL). In laying out the process for finalising the pipeline route, FCPL started by looking at the originally proposed pipeline alignment (Figures FIG.1a & FIG.1b). However, preliminary consultation with the Land Transport Authority (LTA) revealed that segment of the proposed pipelines routed along Kallang Avenue was found to be within the protection reserve of the Singapore Underground Road System (SURS) and LTA commented that the proposed pipelines shall be realigned to avoid encroachment into the SURS protection reserve. In light of the abovementioned key restriction and other possible constrictions (such as conflicts with underground utilities/structures, constructability issues etc), potential pipeline corridors, primarily to avoid the SURS protection reserve within this area, have been explored and alternative alignment options were developed, considered and evaluated.

Purpose The purpose of this report is to describe the pipeline route selection methodology employed to select the final alignment for the construction of the proposed NEWater pipeline project. The study was conducted by FCPL to identify and recommend the feasible final pipeline alignment.

Project Description The proposed NEWater pipelines consist of 500mm/300mm diameter distribution pipelines to extend the current supply network to serve the proposed Sports Hub and existing / potential users in Beach Road, Kallang and Bendemeer areas. The project includes supply, delivery, laying, testing and commissioning of the NEWater pipelines, appurtenances and associated ancillary works. The whole project is to be completed in two phases. Phase 1 works involve connection and commissioning of NEWater supply to the proposed Sports Hub is scheduled to be completed within 18 months to meet the opening of the Sports Hub in April 2014 whilst the whole project is scheduled to be completed within 24 months from the commencement date of the project construction contract. The proposed pipelines start from Beach Road, near to the junction with Bras Basah Road, where the point of connection to the supply source located. The proposed pipelines corridor of interest are; the commercial establishments/developments along Beach Road, which runs through three areas, i.e. the Downtown Core, the Rochor and Kallang Areas of the Central Region; the Kallang Riverside development, the proposed Sports Hub and the existing industrial estates / new industrial park developments at Lavender, Kallang and Bendemeer areas. Location of the project area is shown in Figure 2. Due to the unique geographical location of this region which is bounded by waterways, it is inevitable that segments of the proposed pipelines will need to be routed across the Rochor and Kallang River in order to reach it intended destinations.

2.0 2.1

ROUTE SELECTION Methodology The alternative pipeline alignments were evaluated using the criteria established in Section 2.4 to determine the preferred route. In general, the considerations taken to select the final route include avoiding sensitive utilities/ buildings/structures and conversation areas; reducing disturbance to the traffic/stakeholders, compliance with engineering /construction/relevant competent authorities/agencies requirements and meeting the budget, completion date and economic benefits of this project.

General Alignment Considerations In most cases, the proposed pipeline shall be laid in Public Streets and aligned within the Road Reserve. For laying of pipelines in public streets, the installation is normally by open trench method. At major river/canal crossing and crossing of major road with high traffic volume where installation by open trench method is infeasible, trenchless construction such as pipe jacking method is employed to install the pipeline across.

Exclusion The following segments of the proposed alignments are not included for alternative alignment consideration; i) Proposed alignment along Beach Road - As the points of connection along Beach Road contribute substantially to the overall demands, the segment of the proposed pipelines routed along Beach Road is therefore not included for alternative alignment consideration. ii) Proposed 300mm diameter pipelines connect to the constructed pipeline along Stadium Link which were laid in advance in conjunction with the Kallang Riverside Development infrastructure works. The pipeline alignment along this segment is therefore final. Hence, the areas focus for potential alternative alignments considerations are Crawford Street, Kallang, Lavender, Boon Keng and Bendemeer areas.

Evaluation Criteria 2.4.1 Customer Connection i) Proximity to Existing Users This criterion is used to evaluate the proximity of the proposed route to the existing users. An existing user is a current customer who can be converted to NEWater from potable water. ii) Proximity to Future Users This criterion is used to evaluate the proximity of the proposed route to planned development which could utilize NEWater to minimize its new demands on the potable water system. 2.4.2 Constructability i) Utility Conflicts Existing utility mapping and field verifications by means of site reconnaissance and conducting of trial holes are used to identify areas that might have major utility conflicts that could impact constructability. Over ground utilities/ structures and existing or planned major underground services are identified along each potential pipeline alignment. ii) Clearance from Existing Bridge Structure In accordance with LTA requirement, the proposed pipeline shall maintain a minimum horizontal clearance of 10m from the edge of existing vehicular bridge structure. Existing vehicular bridge structural are identified along each potential pipeline alignment. iii) Proximity to Existing/Planned Underground Road/Rail Infrastructure The proposed pipelines shall avoid laying in close proximity to existing and planned underground road/rail infrastructures such as the existing Crawford underpass, KPE and the proposed N-S Expressway, SURS, DTL3 etc.

iv) Proximity to Existing Building/ Structure The construction of the proposed pipelines shall avoid laying in close proximity to existing building and structures. v) Proximity to Protected/Conservation Areas The construction of the proposed pipelines shall avoid laying in close proximity to conservation areas such as Crawford Bridge and protected areas such as the substation etc. vi) Proximity to Tree Trees along the potential pipeline alignments are mapped and categorized. Alignment in proximity to trees is not preferable and shall be avoided because construction activities associated with pipeline installation around trees require clearances and is slower. Additional cost incurred if felling and transplant of tree is required. vii) Road Condition The road condition along the alignments is to be noted. Alignments that require opening of newly constructed/resurfaced road shall be avoided. viii) Viable Traffic Diversion Implementation As the project is located in densely built up urban areas, potential conflicts between traffic and construction is anticipated. The construction is more accomplishable if traffic can be diverted. ix) Adequate Space for Construction Work Area The proposed pipelines shall lay in location with adequate space for the required construction work areas and operations so that works can be carried out safely with minimal inconvenience to the stakeholders, road-users and general public affected by the works. The nominal work space width required for open trench pipelaying is 3.3 m on the assumption of using a 2.5m wide excavator and dump truck. The

nominal trench width is conservatively assume at 1.5m/1.3m for 500mm/300mm diameter pipe respectively. The dimension for shaft related to pipe jacking is assume at a maximum of 4m x 8m. x) Overlap with Other Public Works Projects Alignments that overlap with other public works projects such as road widening, infrastructure development project etc. provide an opportunity to reduce the cost and disturbance associated with both projects so long as good coordination is establish. In this respect, alignments that overlap with other public works projects are deemed preferable to those that do not. 2.4.3 Clearance/Permit from Relevant Competent Authorities / Agencies Obtaining the required clearances/permits for construction from the relevant competent authorities/agencies for the alignments is crucial otherwise the alignment would be considered not practicable. Alignments that within road serve that minimize the need for long-lead time permits are preferable to those that require additional permitting effort. 2.4.4 Schedule Compliance This criterion is used to assess whether Phase 1 of the Project can complete within Eighteen (18) calendar months from the commencement date of the project construction contract otherwise the alignment would not be practical. 2.4.5 Construction Cost This criterion is used to assess projected construction costs, which comprise the cost to construct conveyance facilities necessary to deliver NEWater to the customers. These facilities include pipelines and appurtenances. Pipeline costs vary by the overall length of pipeline required by the given alignment. Shorter routes are preferable to longer routes. Major under crossings are identified for each alignment, because these add considerable construction costs for that alignment.

ALTERNATIVE ALIGNMENTS A total of four alternative alignment options (A1, A2, A3 and A4) at Crawford Street, Kallang, Lavender, Boon Keng and Bendemeer areas were developed (FIG.3 to FIG. 6).

3.1

DESCRIPTION OF ALIGNMENTS In general, the alternative alignments, as compared to the original proposed alignment, were developed primarily to avoid the SURS Protection Reserve which conflicts with the segments of pipeline that run along Kallang Avenue, Kallang Junction, Boon Keng Road and Bendemeer Road in the original proposed alignment.

i)

Alternative A1 The proposed alternative alignment is to route the pipelines from Kallang Road to Lavender Street and run along Lavender Street, detour to Bendemeer Road and terminate at Boon Keng Road and Bendemeer Road near the Micron Building. Please refer to figure Fig. 3 for details.

ii)

Alternative A2 The proposed alternative alignment is to route the pipelines along Crawford Street after turning from Beach Road, run across the Crawford Bridge and across the junction with Kallang Road/Lavender Street and align the pipelines along Lavender Street, detour to Bendemeer Road and terminate at Boon Keng Road and Bendemeer Road near the Micron Building. Please refer to figure Fig. 4 for details.

Alternative A3 The proposed alternative alignment is to route the pipelines along the river bank of Kallang Riverside Park after crossing the Rochor River. The pipelines branch-off northbound and southbound near Sir Arthurs Bridge. The southbound pipelines to Sports Hub follow the original proposed alignment. The Northbound pipelines cut across Kallang Road, run along the river bank of Kallang River, route along Boon Keng Road and detour to Bendemeer Road and terminate near the Micron Building. Please refer to figure Fig. 5 for details.

Alternative A4 The proposed alternative alignment is to branch-off the pipelines after crossing Kallang River. The southbound pipelines to Sports Hub follow the original proposed alignment. The Northbound pipelines run along Geylang Road, detour to Geylang Lorong 1, run along Boon Keng Road to Bendemeer Road and terminate near the Micron Building. Please refer to figure Fig. 6 for details.

CONCLUSIONS AND RECOMMENDATIONS The routing analysis consisted of evaluating pipeline alignments based on the criteria defined in Section 2.4 in the areas as highlighted in this report. The evaluation included site reconnaissance, conducting of trial holes to identified utilities/services conflicts and desktop analysis. Potential pipeline corridors were identified and four alternative alignment options were developed for consideration and evaluation. Based on the evaluation and the final scoring, the final preferred alignment, Alternative A1, is recommended to deliver NEWater to the proposed Sports Hub, Beach Road, Kallang and Bendemeer areas. Although there are still pending authorities clearances for the selected final preferred alignment, it is however anticipated that major changes to the final preferred route are not likely as it has been assessed to be more feasible amongst the alternative alignment options explored. Nevertheless, minor amendments to the alignment to improve localised outcomes are expected. As these changes are assessed, investigated and approved, subsequent revisions to the final preferred alignment will be made. A separate report, document no. FC/PUB/PSK/1125/HS/001, on hydraulic modeling was performed on the final preferred alignment to optimize pipe diameters for the distribution pipes.
