Section 1. Executive Summary

Synopsis of Investigation
What began as a drug trafficking investigation on 21 July 2007 with a confidential informants statement at the US Embassy in San Ramon, followed by a hot-line report on 22 July 2007, quickly turned into a potential terrorist plot investigation. Mary Caldwell was identified as a transporter of cocaine from the Green Parrot Club to Michael Smith, her boyfriend. She cooperated with the police and on 25 July 2007 gave her account of drug trafficking activities, providing additional names, addresses, history of transactions, etc. Mary Caldwell was able to John Luna and J. Carlos Reynoso as the point of sale transporters, and identified the false ids as new friends of Smith. The new friends turned out to be Kwasuan. Juan Kodjo, John Luna and J. Carlos Reynoso were all identified as having connections to each other. With open-source methods such as newsprint about Kodjo linking him with the Kwasuan Cultural Center and details about his familial history information was gathered, determining his San Ramon and Kwasu connections. 28 July 2007 Michael Smith was identified as the purchaser of the airline tickets for the Kwasuan tenants under their false names. Surveillance began on Michael Smith on 30 July 2007. He was in the company of the three Kwasuans. The police retrieved a trash bag thrown away by Boadu, which provided information revealing the likelihood of a terrorist plot with information specifically linking Stephan Boadu, one of the Kwasuan tenants to Michael Smith, the Pacific Blue Club, and J. Carlos Reynoso. On 4 August 2007, Michael Smith was interviewed, admitted to the drug trafficking accusations, but denied knowledge of Boadu and other tenants, and requested an attorney. Michael Smith was taken into custody.

Tasking
We are part of a team investigating the narcotic trafficking activities of the North Shore Drug Cartel. This cartel is believed to be trafficking kilo amounts of cocaine throughout the Edgewater, Florida area. We are to: analyze the information and include your analytical findings; produce a report that describes the organizations methods of operations using the Business of Crime/Drugs Model as a reporting format; identify significant relationships between people, businesses and organizations; analyze the information and identify the entities and the relations between the entities; and create a link chart utilizing i2 Analyst Notebook of significant relationships.

Key Findings
It is likely that the shipment of 50 kilos of cocaine was aboard an American boat Most drugs-for-money exchanges occur via high-end vehicles trunks. The majority of profits from drug trafficking is in asset purchases and reinvestment for more product. Reynoso and Luna are making approximately $135,000 per month from sales to Smith. There is a highly likely monetary link between Jose Carlos Reynoso of San Ramon and Juan Kodjo of Edgewater. They both own casinos and nightclubs in San Ramon and Kodjo is married to Reynosos daughter.

Page 1

Michael Smith is likely making between $100,000 and $134,810 per month selling cocaine and is linked to three immigrants from Kwasu for whom he likely purchased fake identifications. The types of products purchased by Boadu indicate he may be building a bomb or other explosive device. The inclusion of electrical switches may indicate it will be able to be remotely detonated. The potential terrorist action may be associated with the Kwasu Cultural Center or the Free Asante Okofo movement. Evidence suggests that some monetary support may come from the Kwasu Cultural Center for the Tetsu Ansahi, a radical political party. Kodjos family may have been part of the Tetsu Ansahi; as such he may be interested in the release of Okofo from prison. Juan Kodjo has both a connection to San Ramon having grown up there and to Kwasu where his family had been exiled. Juan Kodjo is married to Maria Reynoso-Kodjo who has the same birthdate as J. Carlos Reynoso (President/CEO of Green Parrot Club). Key nodes of activity are the Green Parrot Club and Pacific Blue Club

Recommendations
With little time remaining between the arrest of Michael Smith and the date of the airline tickets, our recommendation would be to focus on surveillance and apprehension of the Kwasuan residents of the apartment complex. It is likely there is an imminent threat of a bombing based on the items purchased by Stephan Boadu. Although the drug trafficking is a secondary investigatory necessity, the immediacy of the terrorist plot being planned in the very near future makes that a top priority. Alerting the airports and placing Stephan Boadu (alias Manual Alberto), Emmanuel Abiku (alias Damon Gilberto) and Daniel Giasi (alias Steven Brazos) on a no-fly list would be essential. Increasing police presence and an alert to any Kwasu-related businesses and organizations would provide additional preparedness to prevent the bombing of potential targets. Upon disruption of the terrorist plot, we recommend re-focusing on the drug trafficking aspect of the case. Specifically, we recommend further investigation into both Juan Kodjo and J. Carlos Reynoso. It is likely Kodjo is the key figure coordinating the North Shore Drug Cartel. In addition, it is probable he is financing the terrorist activity against the Kwasuan government. His centrality and betweeness of all of the activities indicates he is a high-level person in the organization. J. Carlos Reynoso is likely a key person in the drug side of the business. His father, with his experience as Finance Minister in San Ramon, may be helping launder money. Investigating his familys involvement is likely to uncover some of the financial methods used by the cartel.

Findings Edgewater, Florida is a small community that provides a relatively safe haven as a distribution center. It has low crime rate and access to major highways for movement of illegal drugs for domestic distribution, most specifically along the Atlantic coastal regions. Its Atlantic coastline, with boating and fishing as its major industries, provides a good cover for international illegal trafficking.

Total Smith Income Monthly Net Revenue (Loss)

Findings Michael Smith is making a profit from selling six to eight kilos of cocaine per month. Even if he doesnt sell the cocaine that remains in his possession, he still is able to make a monthly profit between of approximately $20,000 from just selling to his four distributors. North Shore Drug Cartel Income from Known Shipment 1 kilo of cocaine Number of kilos brought in to Edgewater

17,000 50 $ 850,000

Findings It is unclear whether all 50 kilos shipped from San Ramon are delivered to Reynoso and Luna. Considering the boat on which the cocaine is transported belongs to Juan Kodjo, it is likely he is responsible for how the cocaine is distributed once inside the United States. Intelligence Gap There is no information on what is being sold at the street-level. There is also no information as to the form the cocaine is in when sold past the mid-level distributors. There is no information about how the product is packaged for retail distribution.

1.4 Finance
Money Movement Facts Points of sale o Cash in USD transactions made for drugs at point of sale in Green Parrot Club $17,000 per kilo of cocaine 6-8 kilos purchased per month by Michael Smith

Reynoso and Luna are making approximately $135,000 per month from sales to Smith. There is a potential monetary link between Jose Carlos Reynoso of San Ramon and Juan Kodjo of Edgewater. They both own casinos and nightclubs in San Ramon and Kodjo is married to Reynosos daughter. If Michael Smith is purchasing 6-8 kilos per month, it is likely his is selling 12-16 pounds of cocaine per month to his distributors. If broken into .5 gram rocks, this would equal between 1,100 and 1,485 rocks on the street per month. Michael Smith is likely making between $100,000 and $134,810 per month selling cocaine.

Findings No evidence in the report as to the origin of the money made to Boadus account. According to the apartment manager, Boadu, and his two roommates, claim to be college students but dont appear to attend school. The apartment manager believes they are unemployed. The types of products purchased by Boadu indicate he may be building a bomb or other explosive device. The inclusion of electrical switches may indicate it will be able to be remotely detonated. The potential terrorist action may be associated with the Kwasu Cultural Center or the Free Asante Okofo movement. Findings No confirmed, but suspect link between the purchase of these firearms, the dealers in Edgewater practicing at a rifle range, the Free Asante Okofo flyer, phone calls to Kwasu consulate, etc. evidence a terrorist connection. However, no direct financing evidence has been presented. Evidence suggests that some monetary support may come from the Kwasu Cultural Center for the Tetsu Ansahi, a radical political party. Juan Kodjos family was exiled from Kwasu. Kodjos family may have been part of the Tetsu Ansahi; as such he may be interested in the release of Okofo from prison. Intelligence Gap There is no specific information about how the money is processed from cocaine sales. No individual has been identified as being the key financial center for the organization. There is no information about where the Kwasu immigrants are receiving their funding. There is limited information about the terrorist action being planned.

Section 3. Summary and Conclusions

Detailed Synopsis of Investigation
What began as a drug trafficking investigation on 21 July 2007 with a confidential informants statement at the US Embassy in San Ramon, followed by a hot-line report on 22 July 2007, quickly turned into a potential terrorist plot investigation. Based on information provided by the confidential informant, most notably the origin of the drug transport to the United States being San Ramon, the name of the American skipper captaining the ship, Moseley, and the location of the two points of sale in Edgewater, Florida helped set the background for the beginning of the investigation. The hotline call provided more information that included the name J. Carlos Reynoso and specific information on the dealing of cocaine at the Green Parrot Club. Through open source information the Florida Joint Narcotic and Terrorist Task Force were able to find reports on ownership of both the Green Parrot Club and the Pacific Blue Club, including J. Carlos Reynosos employment record. A stake out/surveillance based on the aforementioned information began on the Green Parrot Club 24 July 2007. The surveillance team was able to observe a point of sale transaction taking place and take license plates numbers. When the unknown female (UF) observed left the bar intoxicated it provided the task for an opportunity to arrest with just cause the UF identified at the time of the arrest as Mary Caldwell. Mary Caldwell gave the officers permission to conduct an inventory of her vehicle. The seized property provided additional addresses and names, and provided the first evidence of more illegal activity other than drug trafficking. Caldwell cooperated with the police and on 25 July 2007 gave her account of drug trafficking activities, providing additional names, addresses, history of transactions, etc. Mary Caldwell was able to identify her boyfriend, Michael Smith as the dealer along with his address, John Luna and J. Carlos Reynoso as the point of sale transporters, and identified the false ids as new friends of Smith. On 27 July 2007, using the seized identification cards from Caldwells trunk, officers went to the address noted on all three identification cards and interviewed the manager of the apartment complex, adding to existing data collected with real names of the false ids and pertinent information. During this interview, it is likely that another flag was raised as to the potential of criminal activity involving more than drug trafficking. The questionable method of rental payment, employment, and the need for falsification on the identification cards signaled further need for investigation. The fact the tenants were Kwasuan and that Luna was involved, plus Kodjo, a wealthy businessman being identified provided more leads. With open-source methods such as newsprint about Kodjo linking him with the Kwasuan Cultural Center and details about his familial history information was gathered, determining his San Ramon and Kwasu connections.

Page 20

28 July 2007 Michael Smith was identified as the purchaser of the airline tickets for the Kwasuan tenants under their false names. Surveillance began on Michael Smith on 30 July 2007. He was in the company of the three Kwasuans. Trash was disposed of and retrieved by police. The police followed them to a shooting range where video and photograph surveillance was done. Various weapons were observed and noted. The trash was retrieved by the police and provided information revealing the likelihood of a terrorist plot with information specifically linking Stephan Boadu, one of the Kwasuan tenants to Michael Smith. On 4 August 2007, Michael Smith was interviewed, admitted to the drug trafficking accusations, but denied knowledge of Boadu and other tenants, and requested an attorney. Michael Smith was taken into custody.

Conclusions
The high-level actors in the distribution of the cocaine for the North Shore Drug Cartel in Edgewater are likely J. Carlos Reynoso and John Luna. Both are associated with the Green Parrot and Blue Pacific clubs. Cocaine is distributed through the Green Parrot Club via transporters. Some of the cocaine is being bought by Michael Smith, who also likely sells weapons and fake identifications. The three fake identifications found in Mary Caldwells car, along with observation of the four practice shooting, link Michael Smith to three Kwasuan immigrants. The immigrants are likely led by Stephan Boadu since he is responsible for paying the rent and he is known to be receiving $2,000 payments to his bank account. Since it has been documented that Boadu purchased items to make an incendiary device, it is likely the three immigrants are planning a terrorist attack on the Kwasu Consulate, or another Kwasuan-related business. The links of Juan Kodjo to NSDC and his exile from Kwasu likely links him to both projects. The most immediate recommended course of action is to investigate the Kwasuan immigrants in order to disrupt any terrorist act they are planning. Because they are scheduled to depart Edgewater 10 August, it is likely the action they are planning will occur on, or shortly before, that date.

Page 22

Production and Transportation

Facts The North Shore Drug Cartel uses airplanes and ships to transport cocaine from San Ramon to the United States. According to an informant, one known shipment was placed on a pleasure vessel captained by Robert Mosley. Robert Mosley was identified in a photograph as the captain of the Pacific Blue. The Pacific Blue boat is owned by Juan Kodjo. Juan Kodjo is the owner of the Pacific Blue Club. The informant said he heard that the Pacific Blue Club and Green Parrot Club were the destination of the drugs Findings It is likely the Green Parrot Club and the Pacific Blue Club are fronts for the distribution of cocaine. It is likely that Juan Kodjo is involved in the distribution of cocaine from San Ramon to the United States.

Distribution and Market Place

Facts Drugs are sold in kilo quantities from the Green Parrot Club. John Luna is the owner of the Green Parrot Club. J. Carlos Reynoso is the President/CEO of the Green Parrot Club. Luna is seen leaving the club with a black duffle bag. A female, later identified as Mary Caldwell, receives a phone call and exists the Green Parrot Club. Caldwell drives a red Lexus. Luna placed the duffle bag in the trunk of the Lexus and took out something. Caldwell is pulled over for DWI. Caldwell is found in possession of 2 kilos of cocaine, firearms and three fake identifications. Caldwell admits to transporting 1-2 kilos between Luna and her boyfriend, Michael Smith. Smith puts $17,000 per kilo in Caldwells trunk. Caldwell waits in the Green Parrot Club until the switch for drugs/money is made. Caldwell receives a phone call and leaves the club. Smith picks up the cocaine the next day and pays Caldwell $1,000 per kilo for delivery. Smith divides the kilos into one-pound bags. Smith sells the one pound bags to four distributors: Donald Kalb, Michelle Bearman, Mitch Harrison, and Ramon Benitez.

Caldwell claims Smith also deals in guns and fake identities. No information is available concerning the sale of the cocaine after distributed in the one-pound bags. Findings The amount of cocaine distributed through Michael Caldwell only accounts for 1/25th of the amount brought into the United States by Mosley. It is likely that if all 50 kilos are delivered to Reynoso and Luna, they have multiple additional distributors not yet identified.

Conversion Methods
Facts Smith, Luna and Caldwell both drive high-end automobiles. Luna owns the Green Parrot Club and Ridgeview Apartment Complex. Juan Kodjo owns the Pacific Blue Club, a fleet of pleasure boats, a restaurant, two nightclubs/resorts in San Ramon, and is partial owner of the Three Rivers Yacht Club. He is known in the community as a successful businessman. Kodjos family was exiled from Kwasu when he was a boy. Kodjo recommends three Kwasuan immigrants to John Luna for an apartment rental at Ridgeview Apartments. The three immigrants are Stephan Boadu, Emanuel Abiku, and Daniel Giasi. The three photos on fake identifications match the description of the three immigrants living in Ridgeview Apartments. One of the immigrants throws away a trash bag while under surveillance. The trash bag contains a bank statement and phone statement, among other items, including a Free Asante Okofo flyer. The items on the bank statement lead to the discovery that Boadu has purchased items consistent with making an incendiary device. The items on the phone statement indicate he has been in contact with Michael Smith, The Pacific Blue Club and J. Carlos Reynoso. Asante Okofo is an anti-government (Kwasu) rebel who has been arrested in Kwasu. The Kwasu Cultural Center has been linked with funding the rebel movement in Kwasu. Juan Kodjo hosted a fundraiser for the Kwasu Cultural Center. Findings It is likely profits from drug transport/distribution is paying for the automobiles It is likely he is investing in real estate to cover the income from drug sales. It is possible Luna is covering illegal income with real estate purchases. It is possible Kodjo is financing rebel activity linked to Kwasu.

Page 24

It is likely the three immigrants are planning a terrorist activity with a purpose of either signaling discontent with Kwasu or to attempt to win the freedom of Asante Okofo.

Business of Crime
Facts Michael Smith purchases airline tickets for the three immigrants in their fake identity names. The three immigrants are scheduled to leave Edgewater of 10 August. They are flying one-way to San Ramon. J. Carlos Reynoso and John Luna are identified as being in the automobile (BMW) used after the drug exchange with Caldwell. Juan Kodjo is married to Maria Reynoso-Kodjo, daughter of Jose Carlos Reynoso. Kodjo worked for Jose Reynoso while living in San Ramon. Maria and J. Carlos Reynoso have the same birthdate. Findings It is likely J. Carlos Reynoso and John Luna are the key distributors for the cocaine once it is inside the United States. It is probable Juan Kodjo has some connection to the transportation network for the cocaine. It is likely that Maria and J. Carlos are twins. Michael Smith, while a mid-level distributor, is associated with the three immigrants from Kwasu who purchased suspicious items. He likely has knowledge of whatever terrorist activity they have planned.

Social Network Analysis

Figure 13: Social Network Analysis of Key Individuals

Centrality The Total Degree Centrality of a node is the normalized sum of its row and column degrees. Individuals or organizations who are "in the know" are those who are linked to many others and so, by virtue of their position have access to the ideas, thoughts, and beliefs of many others. Individuals who are "in the know" are identified by degree centrality in the relevant social network. Those who are ranked high on this metrics have more connections to others in the same network. The scientific name of this measure is total degree centrality and it is calculated on the agent by agent matrices. Rank Agent Value Unscaled Context*

Potentially Influential The Betweenness Centrality of node v in a network is defined as: across all node pairs that have a shortest path containing v, the percentage that pass through v. Individuals or organizations that are potentially influential are positioned to broker connections between groups and to bring to bear the influence of one group on another or serve as a gatekeeper between groups. This agent occurs on many of the shortest paths between other agents. The scientific name of this measure is betweenness centrality and it is calculated on agent by agent matrices.
