X X The JPCC would be getting involved in discussions on the siting of the Light Rail Rainier/I-90 station. The JPCC will also be sponsoring its annual Spring Clean Event in April. Vince reported that the Seattle Police Department (SPD) is proposing a program to install markers in various locations in the city that would honor fallen SPD officers. Carver Gayton will speak about his great grandfathers escape from slavery at the February 6 meeting of the LCC. The meeting begins at 7:30 p.m., at the Central Area Senior Center, 500 30th Avenue S. Reported that the principal and parents of Madrona K-8 are opposed to a proposal to remove a bus stop across the street from the school; also reported that Seattle School Boardmember Kay Smith-Blum is proposing to redraw the boundaries for Madrona K-8 and a meeting is scheduled for Tuesday, March 5, 6:30 p.m., to discuss the proposal. February is Black History Month and urged everyone to check the NAAMs website at http://www.naamnw.org/ for a list of activities and events. Reported that the SPCC will be weighing in on the Swedish Hospital Master Plan process.

Stan provided an overview of the Neighborhood Matching Fund Large Projects Fund (NMF-LPF) process for 2013. Stan emphasized that the 2013 process has been finalized but NMF staff will be soliciting input from the public on how to improve the process for 2014 and beyond. Applications are due May 6. The CANDC will assemble a review panel and select a representative to serve on the NMF Citywide Review Team (CRT) once it is determined whether or not applications have been submitted from the Central Area.

Action(s) Taken Thanks to Adrienne Bailey for providing the recap below on the discussion that took place at the meeting where the amended bylaws were APPROVED! Adrienne Bailey brought a motion to the table with an apology to the Bylaws Committee for doing so, to include the actual street names in Article1.1 (Boundaries), seconded by Bill Bradburd. Discussion ensued of the pros and cons, the actual names of the streets that boundaries the Central Area and to be able to state to people what the actual names of the boundary streets instead of referring them to the City Clerks map on the web. Discussion was closed and the vote was taken. Yea-9, Nay 3, Abstentions 0, motion defeated Article 1.1 (Boundaries) will remain as is. Kiku Hayashi motioned to accept the whole Central Area Neighborhood District Council Bylaws as they have been presented, seconded by Adrienne Bailey. Discussion ensued with Kiku questioning Bill Bradburd about some kind of an amendment or something he wanted to change about the Bylaws, the best we could tell this was a measure and/or measure Bill intended to take after the Bylaws were approved. This was taken by Thurston Muskelly as not everyone reading the full document. He was assured when he asked a show of hands of everyone who actual read the document. The number was more than enough for a quorum. Discussion was closed and the vote was taken. Yea 10, Nay 0, Abstention 0, motion was carried and the full Central Area Neighborhood District Council Bylaws that were presented, were accepted by a majority vote.

Quanlin Hu of DPD explained that the 23rd Avenue Action Plan is a city-community collaboration to develop a shared vision and action plan to improve the health and equity of three commercial cores: 23rd & Union; 23rd & Cherry; and 23rd & Jackson. Engagement opportunities are as follows: Apply for membership on the ACT (Advisory Core Team), a 15-member panel that will reflect the varied interests of the community; participate in a project planning workshop or community resource fair scheduled for Saturday, April 13, 9 a.m.-12:30 p.m., at the Garfield Community Center, 2323 E.
