25 WEST MAIN STREET AUBURN, WA 98001 HUMAN RESOURCES: 253-931-3040 JOBLINE: 253-931-3077 TTY: 253-288-3139 An Equal Opportunity Employer SALARY Monthly $6,985.00 - $8,587.00 OPENING DATE: CLOSING DATE: DEPARTMENT: POSITION DETAILS: 03/14/13 Continuous Engineering This is senior level, program and project management work responsible for coordinating the design and construction of various pavement restoration projects. *Maintains and utilizes the City of Auburns pavement management database system to support the Citys pavement management program (i.e. the Save Our Streets Program). *Assesses the condition of existing pavement using the Northwest Pavement Management Association rating criteria; information will be used to maintain the City of Auburns pavement management database. *Coordinates engineering technical support contracts for the pavement management database system (as required), including contracts for acquiring information about pavement conditions. *Coordinates the development of priorities for maintenance paving and surface treatments such as replacements, overlays, chip seals and associated preparatory work on city streets. *Develops plans, specifications, cost estimates, instructions, and schedules for major maintenance of city streets. *Provides necessary public involvement, including informational meetings, produces informational fliers; responds both orally and in writing to questions and concerns related to the development, design, and construction of pavement restoration projects. *Responsible for preparing reports that show the status of the program and facilitate continuous evaluation and program improvement.

Required to develop and maintain the Citys Standards associated with pavement construction, reconstruction, and restoration. Supports grant opportunities related to street preservation and reconstruction of local streets. *Works with utility companies to ensure that their failed street surface patches are adequately repaired. *Acts as a technical resource for pavement related activities. *Monitors each pavement restoration projects budget ensuring that surveying, drafting, design and estimated construction costs are within budget and schedule constraints. *Works closely with the other Sections of the Department (to include Street Division) relating to the planning, design and construction of pavement restoration projects. *Coordinates with Federal, State, County, and local governmental agencies, railroads, franchise utility companies, private property owners and various community organizations, and other City Departments relating to the design and construction of projects related to the Save Our Streets Program. *Furnishes technical advice and assistance to other Engineering Division staff and Departments. *Maintains knowledge of engineering principles particularly related to transportation and utility systems, municipal engineering procedures and practices; contract administration; State and City laws regulating transportation and utility design and construction requirements. *Establishes and maintains project schedules. *Interprets legal regulations and guidelines. *Prepares and interprets engineering documents, construction plans and construction specifications. *Manages the work of a number of projects simultaneously. *Establishes and maintains courteous and effective working relationships with other employees, contractors, vendors, and other citizens. *Uses computers for word-processing and complex spreadsheet applications. Understands CADD drafting and design applications. *Demonstrates strong oral and written communication skills. *Demonstrates decision making skills and determines alternative solutions to complex technical problems and issues. *Regular, reliable and punctual attendance

*Due to internal and external customer service needs, incumbent must be able to work a full time schedule, on-site (appropriate City work sites). *Shows initiative in performing job functions. *Performs related work as required. * = Primary function. MINIMUM Bachelor of Science degree in Civil Engineering AND five years of civil QUALIFICATIONS engineering experience, OR a combination of education, training and experience that indicates the applicant will successfully complete the essential job functions listed above. Experience working with pavement management database system preferred. Municipal engineering experience preferred; PE preferred. ADDITIONAL INFORMATION Works both indoors in a clean, climate-controlled workspace and outdoors, sometimes during inclement weather. Frequently required to use hands to: finger, feel or handle writing utensils, computers and office supplies which require repetitive arm, wrist and hand movement. Occasionally required to stand and reach with arms and hands, climb, balance, stoop, kneel, crouch, bend or crawl. The employee is occasionally required to lift or move up to 35 pounds. Visits job sites that require walking on uneven, rocky, or rough ground. Position requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment. Employee is required to maintain confidentiality of information within the department. The employee may be required to deal with irate, disgruntled and sometimes hostile individuals requiring the use of conflict management skills. Employee may be required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure and tact, patience and courtesy at all times.
