HUDCO TROPHY 2012 Context Of the many pitfalls of rapid and unplanned urbanization, homelessness is probably the worst.

In India, where urbanization has reached 31% according to Census 2011 and is expected to cross the 50% mark by 2050, homelessness is a matter of serious concern. Census 2001 estimated the total homeless population in India to be 1.94 million, which is often debated to be gross underestimated. According to the working group on Urban Homelessness of the National Advisory council, the number of homeless persons in India would be at least 3 million. However, what is beyond debate and doubt is the unimaginable hardship, challenges and indignity faced by the homeless people in their struggle of survival in the cities of India. Besides, hunger, deprivation, exclusions, indifference and neglect by the policy makers they are also victims of extreme hostilities from various authorities. Homelessness is definitely, urban poverty at its worst and shelter is the first and most crucial required intervention to eradicate various ills associated with homelessness. A program titled The Shelter and Sanitation Facilities for the Footpath Dwellers in Urban Areas was launched in 1992 by Govt. of India with the objective to ameliorate the living conditions of the absolutely shelterless. It was later renamed as Night Shelter for Urban Shelterless in 2002 but was subsequently withdrawn in 2005 after little or no success in achieving the stated objective. A Writ Petition was filed in January 2010 to bring to the notice of the Supreme Court the distressing condition and the denial of basic needs like food and shelter to the homeless, which consequently ordered that:

Nothing is more important for the State than to preserve and protect the lives of the most vulnerable, weak, poor and helpless people. The homeless people are constantly exposed to the risk of life while living on the pavements and the streets and the threat to life is particularly imminent in the severe and biting cold winter, especially in the northern India. The State must discharge its core obligation to comply with Article 21 of the Constitution by providing night shelters for the vulnerable and homeless people.

HUDCO TROPHY 2012 Compulsorily mandated by the Supreme Court, the National Programme for the Urban Homeless, now requires all the state governments and the urban local bodies to build and run 24 hour shelters for urban homeless all through the year, adequate in terms of number as well as facilities. It is mandated that there should be at least one permanent well-equipped shelter for 100 people or two with a capacity of 50 people each, for every 1lac population of urban dwellers. The programme proposes to cover 499 class-I cities across India during the 12th Five Year Plan. Competition The Supreme Court directive implies a huge opportunity as well as a challenge to improve upon the quality of life of the most vulnerable section of the society. While successful implementation of the programme would require diverse interventions the first step would be an adequate and efficient design of the Night Shelter that besides providing the necessary utilities would also satisfy the aspirations of the homeless. In this context, this years topic is Region Specific Design for Day & Night Shelter with Appropriate Use of Cost Effective Indigenous Technology for the young minds so that they can be participate and be partner to the process that will impact live of millions of people

Design BriefDesign Objective: The overarching objective of the design of the Night Shelter would be to: Ensure a safe and secure shelter that promotes a sense of belongingness for its inhabitants. Promote integration with the physical as well as social surrounds and prevents the social stigma invariably associated with night shelters. Innovate designs for energy efficiency and cost rationalization of the building. Choice of City & Site Location: The choice of city for the proposed design should be any Class- I city in India. Choice of site can be: Any site earmarked by the respective urban local body for construction of Night Shelter in Master Plan / City Development Plan/ Zonal Plan of the respective city chosen

HUDCO TROPHY 2012 Any vacant plot of relevant size in areas suitable for Night Shelter in the chosen city irrespective of its designated landuse in city plan or ownership of the plot. Plot Size not less than 275 sq.m to upto 400 sq. m.

User Profile: Urban homeless is a heterogeneous group, not only in terms of age, gender, place of origin, caste, language and livelihood but also in terms of their abilities and disabilities. Therefore, the design details must be preceded by a brief understanding of the spread and extend of the homelessness in the chosen city, which can be any Class- I city in India. This would include: Identification of the major homeless concentration areas in the chosen city Rapid assessment of the profile of homeless: gender, age, livelihood and special needs Appreciate / understand the aspirations and expectations of the homeless

The heterogeneity of the homeless populace also implies that effective usage requires different types of night shelters like shelters for single men and women, shelter for destitute women with minor children, family shelters, special shelters of old people, mentally challenged, or people suffering from chronic and contagious ailments as well as recovery and patients families shelter. This competition is restricted to: Permanent, all weather day and night shelter for single men and women with or without dependent children. Functional Requirements Shelter: one night shelter with total capacity not exceeding 100 persons and not less than 50 persons, maximizing the capacity in proportion to the size of the chosen site. Space: Minimum space allocated per person should be 50 sq ft / per person (inclusive of sleeping and storage). Accessibility: the shelter must be accessible to elderly persons as well as the disabled. Toilets: Minimum of one toilet and bathing space for 12 persons with separate toilets for male and female inhabitants and accessible toilets for persons with disability. Adequate space for washing and drying clothes. Water Supply: Running water supply in all toilets and bathing space. Safe drinking water supply as per acceptable standards.

HUDCO TROPHY 2012 Ventilation: cooling, ventilation and heating as per the local area needs. Recreation: Common recreation space for television, reading, as well as other indoor games. A separate childrens play area. Social Amenities: Kitchen,/Cooking space, First Aid Room, Caretakers Room/Office and Storage Additional Space: additional spaces based on livelihood and storage needs of the residents including locker facilities for safe storage of possessions. Lighting: standard lighting emergency lights Safety: adequate fire safety arrangements with planned emergency exit routes. Technology: vernacular, environment friendly, cost effective and energy efficient.

The design should be in accordance with the relevant building bye-laws of the city.

Materials & Technology: The cost effective building materials and technology to be used should be elaborated. The comparative benefit in terms of cost saving and energy efficiency achieved through use such materials and technology vis--vis standard building materials and technology should also be explained.

Operation & Maintenance (O & M): O & M is an important aspect for all buildings for community use since poor maintenance is often the main cause of its dilapidation and subsequent under use or total abandonment for the purpose for which it is created. The design brief should also consider possible provision of other compatible uses for commercial use in addition to the mandatory services to enable revenue generation for O&M of the Night Shelter. Submission Details Report: The report shall give a complete overview of the project and shall clearly bear the name/title of the project under consideration on the cover page. It shall comprise of A4 size computer printouts/typed, limited to a maximum of

The cover page should bear the NASA logo as per NASA logo guidelines and the legend 55th Annual NASA Convention The report shall be necessarily hard bound in view of the aim to store them over a period of time. 2 copies of the report shall be submitted. One copy shall be shown to the jury panel and shall thus not reveal the identity of the collage in anyway. This copy will be returned to the respective college. Documents required: Site plan and layout plan Concept plan, Plans, Elevations and Sections Views, perspective and any other means may be used to explain the design proposal. Scale Scale of the drawings is at the discretion of the participating colleges. All entries must be prepared using metric units of measurement. Panel One 8' X 4' panel will be provided. Presentation Maximum number of sheets not be exceed 20 A2 (594 X 420 mm) sheets This can be either in the single panel format, part panel format or a complete calendar format. Single Panel This mode of presentation requires the entire 8'X4' panel to be covered, which would be considered equivalent to 12 A2 sheets.

Part Panel This presentation has a 2/3rd panel format. A 2/3rd panel would be considered equivalent to 8 A2 sheets, along with which a maximum 12 A2 sheets in a calendar and/or overlay format is allowed.

Complete Calendar Format This mode of presentation comprises of 20 A2 sheets arranged in a calendar format. Each overlay would be considered as one A2 sheet irrespective of the size but should not exceed A2 size. No part of the presentation shall spill out of the 8'x4' panel. All individual sheets and panels shall have the NASA logo as per NASA logo guidelines. Scale models are not allowed. 2 copies of the CD containing the soft copy of the entire report along with the AV. presentation must be submitted. One of these is for the NASA Headquarters and other will be submitted to the host college for the AV presentation. The 2nd CD will be returned to the respective college after the presentation. Jury members shall shortlist the colleges for AV presentation. Time given for the short listed entries shall not exceed 15 minutes. No college shall reveal its identity. In AV Presentation, NASA logo as per NASA logo guidelines is mandatory.

Note: The identity/name of the participating college should NOT feature in any way on any of the Report, Presentation sheets/AV presentation. All colleges are requested to adhere to the mentioned specifications, failing which the entry will be disqualified.
