B. DUTIES & RESPONSIBILITIES Overall responsibility of development, implement and maintain Health, Safety, Environment Management System effectively. A safe workplace without risk to health. Safe plant and machinery, and safe movement, storage and use of articles and substances. Adequate provision of first-aid and emergency relief practices and supported by site administration, HR and respective safety personnel. . Provision of suitable and current information and supervision concerning health and safety policies and practices. Preparation of site specific HSE plan, HSE manual and monitor its implementation. Prevention and precautions against, or adequate control of, exposure to hazardous substances, and danger from flammable, explosive, electrical, noise, radiation and manual handling risks. Preparation of Emergency Response Plan including identifying the Risk scenario advise on forming the emergency response team and monitoring implementation including conducting Mock-drills. Provides guidance to the project teams at the site about the various risks involved in construction of Power plant & procedures to prevent any accidents. Prepare HSE budget and help in cost management. Convenes the Apex Safety Committee meeting and prepares the minutes of the meeting for circulation and follows up for actions decided to be taken. Plan the requirements of PPEs, select vendor and coordinate purchase of Quality products including introduction of modern / latest PPE. Liaise with statutory authority, prepare the list of legal requirements and ensure compliance with HSE policies and procedures of various statutory bodies. . Conduct accident investigation, identify the causes including the root cause and suggest the team and the management for the remedial measures and follow-up for implementing the recommendations. Creates and conducts safety training and orientation programme to improve employee education and awareness, after identifying needs. Ensures the execution team carries out hazard activity like blasting, radiography, electrical shut down work by adopting work permit system & safe working procedures to prevent hazards in activity. Prepare and arrange conduct of HSE Audits internally and also by external agencies.

To evaluate & monitor over all work progress of erection & commissioning of equipment as per the set schedule. To ensure all required inputs in consultation with contractor for overall work progress of Mechanical and other related areas. To ensure smooth working, Mutual co-ordination, and co-operation among erection groups and with all concern involved in erection activities. To guide and educate sub-ordinates and team members of other discipline to understand functioning and systems requirement. To give feedback to all superiors about site activities and progress details related to erection & commissioning as and when required or as per feedback schedule. To be in touch with Planning section so as to get required documents needed for erection and commissioning and to follow up for any details required.
