Governor Robert F. McDonnell Attorney General Kenneth T. Cuccinelli, II Chief Justice Cynthia D. Kinser Senator Thomas Norment Delegate David B. Albo Dear Public Servants of Virginia:

"Injustice anywhere is a threat to justice everywhere." - Rev. Martin Luther King, Jr.

Yes, we have gross injustice in Virginia, and your jobs include to minimize injustice. I send this one letter to all of you praying that one of you will nd the way in your heart and in your job to truly advance Justice in Virginia, rather than just talk about doing so. Please talk among yourselves as to how one of you can take action, or how one of you can encourage some Pro Bono Bar member to take the necessary action in your stead. Consider that in one case (1) ex-Commonwealth Attorney Thomson is now in Federal Prison for Evidence Tampering and Witness Tampering, and Drug Possession in a 2010 case much like he did in this 1994 drug dealer murder case; (2) was former Defense Counsel Prosser forced to submit an early retirement from the bench when named in a Grand Jury petition on January 21, 2011?; (3) Court Reporter Hockman (reported sleeping with Commonwealth Attorney Thomson) removed a key witness who the murder victim owed $1600 from the GD Court Transcript of a Preliminary Hearing, that an inept Special Prosecutor failed to find in 19 months of investigation; but that by the grace of God, a second JDR Preliminary Hearing Court Transcript revealed; (4) DNA tests were NEVER done on a WHITE MAN hair fiber found in a ski mask near the murder scene, despite (4A) numerous witnesses saying one of two gunmen had white or light skin, (4B) the murdered drug dealers girlfriend (K. Black) and one of the eye witnesses (R. Powell) gave the police the name of a white man who gave $1000 to the drug dealer but had not been repaid; (4C) Counsel Prosser told his Private Investigator NOT to further investigate the man Scott who two witnesses had named; (4D) that Amy Ruble was a white woman owed $1600 by the drug dealer, but who was removed from the murder scene in one of two preliminary hearing court transcripts; (4E) that a red car was stopped by Police in the area of the murder with a white man Jamie Fluellen, who Prosser knew was a drug dealer, but his hair and the hair sample found in the ski mask were never compared by Police or Forensic Labs, and (4F) the Defense Counsel Prosser FAILED to demand such tests (Strickland v. Washington failings). (5) TWO Gun Shot Residue tests showed NEGATIVE on both skin and clothes for J. Washington. Commonwealth Attorney Thomson coerced Mrs. Washington to beg her son to take an Alford Plea; and (6 and more) so much more that any honest and competent Bar member attorney could make a case for a Petition for Writ of Habeas Corpus -- but other bad lawyers have stripped me of every last dime my family has so we are now unable to hire a good lawyer to file a Habeas petition. Mrs. Chief Justice, the Virginia Bar falls under your supervision. Might you suggest the Virginia Bar assign an honest, zealous and effective Bar member to render Pro Bono service in the case of Commonwealth of Virginia v. Jeffrey Franklin Washington?

Franklin Washington, 16 Montague Circle, Winchester, VIrginia 22601 Would you Order an honest judge (thus, not Kendrick) to preside over a Grand Jury? Mr. Attorney General, you are to be commended for your advocacy for the Innocence of Thomas Haynesworth, who is a close Christian friend of Jeff Washington, and even while still on Parole, went to speak before the Parole Board on Jeffs behalf in 2011; and also to be commended for giving Thomas a job in your office. Bless you for both acts. Buddy Conner, the North Carolina attorney who freed Levon Jones after 14 years wrongly in jail; when he heard of this case, suggested that the Ski Mask White Man hair fiber should be DNA tested. DNA tests were what freed the innocent man Thomas Haynesworth, Jeffs friend. Mr. Governor, you have recently granted a Conditional Pardon to a white man falsely in jail for seven years or so. After a Virginia Bar lawyer has accepted the case on a Pro Bono basis, please grant a Conditional Pardon for Jeff Washington so he can be able to more effectively work with his Pro Bono lawyers on the Petition for Writ of Habeas Corpus, and a new Jury trial where any honest, effective lawyer could easily prove Jeffs innocence, far more than the sham defense by John Prosser in John Wetsels court in February 1995, where transcripts show - in Court - Wetsel compared my son Jeff Washington to Adolf Hitler ! Sick ! Senator Norment and Delegate Albo, as chairmen of the Courts of Justice Committees, I pray that you will look at the severe deciency of the Petition for Writ of Actual Innocence laws that were passed on or about 2004, and also address the issue of prisoners appeals being returned by the Clerks of the Court of Appeals for lack of $50 ling fees. There is no justice in such administrative barricades to justice. Your Per Diem allowance as legislators probably exceed the $50 that an inmate paid pennies per hour is required to pay just to have a roll of the dice at justice in Virginia. It has been said by cynics that Virginia has the best justice system money can buy. Let the future see that Justice in Virginia is determined by Truth in the Scale of Justice, not outweighed by Coins or Cash, or Brady Violations by a Prosecutor like Federal Felon Paul Thomson, and his collaborators in the crimes of corrupt convictions. May God bless you and guide you in your service to all Virginians, not just Bar members. Finally, please each of you do me the decency of writing a letter of reply, however brief. Sincerely, Franklin Washington (father of innocent inmate for 18 years, Jeffrey Franklin Washington) Governor McDonnell, Patrick Henry Building, 3rd Floor, 1111 East Broad Street, Richmond, VA 23219 Attorney General Cuccinelli, 900 East Main Street Richmond, VA 23219 Chief Justice Kinser, P.O.
