This newsletter is dedicated to legislation relating to Howard County including legislation under consideration by the Howard County Delegation of the Maryland General Assembly while they are currently in session. Below, you will find a brief description of each of the proposed bills and a link to view the legislation online. The 2013 legislative session will adjourn on Monday, April 8, 2013. So that our residents may stay engaged in topics impacting Howard County, I wanted to share with you some bills that may be of interest to you. HB 1240 Howard County Alcoholic Beverages Continuing Care retirement Community Living Sponsored by the Howard County Delegation Chairs FOR the purpose of establishing in Howard County a Class C (Continuing Care Retirement Community) beer, wine and liquor license; establishing qualifications for a licensee; authorizing a licensee to keep for sale and sell at retail to a resident or a guest of the community beer, wine, and liquor for consumption on the premises; providing for a annual license fee; and generally relating to alcoholic beverages in Howard County. HB 1406 Howard County Sheriff - Salary Increase Sponsored by the Howard County Delegation FOR the purpose of establishing that if the salary of the lieutenants in the Howard County Police Department is increased, the annual salary of the Sheriff of Howard County shall be increased by the same dollar amount as the salary increase of the police lieutenants; providing that this Act does not apply to the salary or compensation of the incumbent Sheriff during a certain term of office; and generally relating to the salary of the Sheriff of Howard County. HB1409 Howard County - Winery Special Events Permits Farmers Markets Ho. Co. 16-13 Sponsored by Howard County Delegation FOR the purpose of authorizing the State Comptroller to issue a winery special event permit to Class 4 Maryland limited winery in Howard County for unlimited use for a certain amount of time each week at certain farmers markets in Howard County; and generally relating to the issuance of a winery special event permit for use at a farmers market in Howard County Status: In the House Rereferred to Economic Matters Final Action: HB 1405 Howard County Alcoholic Beverages Farm Brewery License Sponsored by Howard County Delegation FOR the purpose of authorizing the Comptroller to issue in Howard County one Class 8 farm brewery license to a person that holds not more than a certain number of Class B beer, wine and liquor licenses; and generally relating to the issuance of a Class 8 farm brewery license in Howard County. Increasing, from 10% to 25%, the amount of restoration and preservation expenses for specified historic structures that the governing body of a county or municipal corporation may authorize to be claimed by specified taxpayers as a property tax credit against the county or municipal property tax; applying the Act to taxable years beginning after June 30, 2013; etc.

The Maryland General Assembly is now in session and will adjourn Monday, April 8, 2013. House Bill 108 (Housing and Community Development Neighborhood and Community Assistance Program Project Proposals) Sponsored by Delegate Lafferty
Increasing from $2,000,000 to $3,500,000 the maximum sum of contributions for specified projects under the Neighborhood and Community Assistance Program that are eligible for a specified tax credit; and authorizing the Department of Housing and Community Development to give preference to a proposal for a specified project that benefits a neighborhood conservation district designated under the United States Department of Housing and Urban Development's Neighborhood Stabilization Program.
