ORMOC CITY News that Leyte Rep. Lucy TorresGomez has been unseated by the Supreme Court on a complaint of a loser who only got 493 votes compared to her 101,250 votes is turning out to be the proverbial silver lining in a dark cloud. The Supreme Court, in invalidating her almost three years in Congress, will make her a first-termer come 2013 if re-elected to office.

UNA slate to hold rallies in Ormoc, Tacloban & Baybay on April 6, 7

ORMOC CITY - The United Nationalist Alliance (UNA), the umbrella party of opposition groups, will be having their senatorial rally on the afternoon of April 6 at Lopez Jaena Street here, just in front of Gaisano Capital main. The Sangguniang Panglungsod here passed on second reading during their session this week, an ordinance approving the request of Marcos Alfredo Larrazabal, mayoralty wannabe of PMP-Laban under UNA, asking for the temporary closure of the street. It would also be the opening salvo of Larrazabals campaign and his five remaining councilor wannabes. One councilor wannabe under his camp, Kai Fernandez, had earlier withdrawn. Those whove remained with him are James Domino, Raquel Kaluza, Bebe Laurente, Macky Nazario and Antonio Suarez. Larrazabal also requested that the same venue be closed once more on May 10, 2013, for their miting de avance and grand proclamation rally, as relayed by councilor Demosthenes Tugonon. Sources said Larrazabal could not use the city stage on April 6 because Martinelli, owned by the mayors brother Edwin, had already booked it for a free concert. He cannot also use it on May 10 because another Codilla brother, Edward, who is running for mayor will reportedly be using it for his miting de avance. BIR revenue district office appeals to taxpayers to help meet P 1.106-billion 2013 collection target
Businesses, professionals have to surrender ORs by June 30
Ormoc City - Arturo Abenoja, revenue district officer of RD No. 89 based here, urged taxpayers and their bookeepers to help their office meet the 2013 target collection that is 28% higher than the 2012 actual collection. He said that the P 1.106 billion 2013 target collection may have put RD 89 again on the billionaires club, but he does not believe that the target is impossible to attain. He believes that if taxpayers only pay their correct taxes, they can even collect more. BIR, it was learned, is focusing on professionals like doctors, dentists and lawyers who are suspected of not paying the right taxes. He noted that in 2012, they actually collected P 864-million, exceeding their target collection of P 857-million. Because of this, he believes they can meet the P 1.106-billion, and even exceed it. Quoting Helen Keller, he said, Alone, we can do so little. Together, we can do so much. The revenue district officer made this appeal recently during the kick off activity for the 2013 tax campaign, which is also being done nationwide. In the forum, special focus was made on one time payments and registration of businesses that would benefit from the nearing May 2013 elections like printers, campaign contributors, media outlets and the candidates themselves. They urged candidates, may they be individuals, parties and party-lists, to keep records of their campaign finances up to three years. Another important topic discussed was the full computerization of all their field offices, which now have MRCOS machines that immediately encodes tax payments

The BIR also informed the audience that all businesses must surrender their receipts, used or unused, to the BIR on or before June 30. This generated a groan from the audience, some who complained they had sizable receipts still unused and to have new ones printed was an additional burden. Leah Sabelino, BIR examiner, said that only accredited printers were allowed to print official receipts and the like. The printers will have security features imbedded in the ORs which will prevent double printing or the rehashing of number series. She added they are now on the process of accrediting printers but of the districts 23 known printers, only three have been accredited yet. Businesses can start ordering new receipts at least 60 days before June 30, Sabelino added. As to complaints from business owners about having just printed new receipts in bulk which would be a waste if they are surrendered all on June 30, Sabelino said to address their concerns to the BIR central office, because such matters were beyond them. Meanwhile, two elderly attendees complained to the BIR people that the presentations were high tech. Virgie Dumaguing, a candidate for council in Baybay City, said that they needed handouts to recall all of what was discussed. When told to just bring a USB so that she could get a copy of the presentation, she said she was not computer-savvy. The other oldie complained he did not even know what a USB was. Q: Will Rep Torres-Gomez be required to return pork barrel allocations and salaries she received as a lawmaker? Baquiran: No (she will not be required to do so). The effect of the decision with regard to her salary and all that will be forward-moving. Budget Secretary Florencio Abad said that Rep. Lucy TorresGomez use of P190 million worth of priority development assistance fund (PDAF) or pork barrel is legal. It was legal. She was still a representative when it was released. And even if released already, no substitute will take over and the funds dont go to Gomez but to the same district, anyway Abad stated. The SC decision is not final yet. So meantime, she can still use it. Lucy TorresGomez waited until the awarding rites of the universitys two Magna cum laude graduates. Mayor Codilla, who presented the medal to the first awardee, left immediately thereafter. Rep. Gomez awarded one a specially-crafted Congressional Medal for Leadership and to the other, for Literary Excellence. Richard Gomez said the two awards symbolize Lucys achievements: leadership for her being a congresswoman and the literary award, for her being a writer. When the congresswoman went down the stage, she also stopped by to greet one Rina Bautista, a cum laude, who was sitting at the front. Earlier on stage, she was seen waving to the girl and pointing her to Richard Gomez, who was seated with the audience. Before the congresswoman went to EVSU, she was at the Hotel Don Felipe with the mayors and other Liberal Party candidates for a press conference with local media. She clarified that the Supreme Court ruling was not yet final and that she is still the congresswoman and will continue dispensing her duties. She added that as far as she was concerned, I have the clear mandate of the people and that is what matters to me. BAYBAY CITY A joint posse of the police and Philippine Drug Enforcement Agency (PDEA) finally nabbed the alleged number one most wanted drug lord in Leyte Norte dawn of March 22, 2013 at Yum Bee Lodging House at Brgy. Hipusngo, this city. The suspect, identified as Fernando M. Balagbis alias Intoy, is a resident of Zone 11, Trece Martires Street here, just in front of Radyo Natin station. The suspect is married but jobless. He was with his alleged girlfriend Yolanda Prieto during the time of his arrest. Accordingly, Balagbis tried to resist arrest and even fired at the operatives as they announced the raid and barged into his room. The operatives confiscated from Balagbis a loaded .22-caliber Llama pistol and in his person found one medium-sized sachet of suspected shabu and the P1,000-peso bill marked money used by their undercover agent during a test buy done earlier. The police also found in plain view at the room premises one large plastic sachet of suspected shabu with an estimated market value of P 300,000.00. The PDEA brought the suspect and recovered items to Tacloban for the required drug tests. There are stories that Balagbis has been in and out of jail already, but this has not been confirmed by authoritative sources. Allegedly, his customers call the suspect Tiyo or Uncle. He allegedly supplies all the retail industry of the shabu trade in Baybay and neighboring towns. With his arrest, residents are hopeful that the growing problem of drug use in the city is eradicated, or minimized at least. By Nino Villalino

WORLD WATER DAY

22 March 2013 Water holds the key to sustainable development. We need it for health, food security and economic progress. Yet, each year brings new pressures. Onein-three people already lives in a country with moderate to high water stress, and by 2030 nearly half the global population could be facing water scarcity, with demand outstripping supply by 40 per cent. Competition is growing among farmers and herders; industry and agriculture; town and country; upstream and downstream; and across borders. Climate change and the needs of populations growing in size and prosperity mean we must work together to protect and manage this fragile, finite resource. This is the International Year of Water Cooperation, and World Water Day 2013 is dedicated to highlighting the joint efforts necessary to ensuring a fair share for people and planet. The United Nations system, through UN-Water and its 30 UN members and 25 international partners, is fostering collaboration from the global level to the grassroots. For example, the UN Development Programmes Shared Waters Partnership is supporting political agreement on shared waters, such as in the Nile Basin. UNESCO is supporting the equitable management of transboundary water resources to avoid conflict, while the UN Economic Commission for Europes Convention on the Protection and Use of Transboundary Watercourses and International Lakes will soon be available to all UN Member States. I urge countries outside the UNECE region to join the Convention and further develop it. Agriculture is by far the largest user of freshwater, and there is growing urgency to reconcile its demands with the needs of domestic and industrial uses, especially energy production. Climate change also presents a growing threat to agricultural productivity and food security. My Zero Hunger Challenge promotes sustainable agriculture by sharing best practices and harnessing the most appropriate technologies so small farmers and industrial giants alike can get more crop per drop. No message on water should pass without mentioning sanitation. While the Millennium Development Goal target for providing access to improved water sources has been reached, we are woefully short on sanitation. Some 2.5 billion people lack access to the dignity and health afforded by access to a toilet and protection from untreated waste. We count the cost in lives -- 4,500 young children a day and economic productivity. Yet we know that every dollar spent on sanitation can bring a five-fold return. That is why the Deputy Secretary-General has this week launched a global call to action to accelerate work towards the MDG on sanitation. Investment in sanitation is a down-payment on a sustainable future. There are little more than 1,000 days left before the MDG deadline, but with renewed effort we can finish the job started at the beginning of the Millennium. But 2015 is not a finishing line, merely a milestone in a long and challenging journey. As we develop the post-2015 development agenda, our aim is to eradicate extreme poverty and hunger, and to create an equitable world of opportunity for all. To do that, we need to give equal consideration to the environmental dimension of sustainable development. We cannot prosper without clean, plentiful freshwater. 2 kids die, 2 in hospital after eating Japanese snails

PALOMPON, LEYTE Two kids died and two were hospitalized after eating Japanese snail on March 17, 2013. The fatalities were identified as Shane and John Roquero, 6 and 3 years old respectively. Their siblings, Roxan, 9, and Elay, 5, survived. The siblings are suspected to have been poisoned by chemicals or pesticides sprayed or thrown into the banana groves where they gathered the snails. Marcelo Roquero, the kids father, said theyve long been eating Japanese snails. Other neighbors eat the snails, too, he said. A pot-pot driver, he lamented that he could only afford little to feed his children. He said that he was estranged with the kids mother who is now in Manila, while he was living in with a new partner. He recounted that it was the children who gathered the snails that afternoon. Locally known as Hila-hila, Japanese snails can be found in banana groves. He wonders why it were only his kids who were poisoned, when he remembers other people gathering the same that day. A few hours after eating, the children began complaining of stomachaches and started vomiting. He rushed them to the hospital, but for two of his children, it was too late. The two fatalities were immediately buried the next day, with the assistance of the local government unit. The idea of eating the snails may should dreadful but what is commonly known as Japanese snails are edible, according to sources in the internet. To call it Japanese is a misnomer however, because they should be called African snails. The snails are endemic to Africa. In the 1930s, a sanitation officer Shimojo Kazuma, who was fascinated with them after he saw them at a garden in Singapore, brought them to Japan. The fad apparently caught on and in 1935, another enthusiast introduced the snails to Honshu, the largest island of Japan. The snails were marketed as edible, light purple snail can be used for food. Its fleshy, pink meat has earned it the name land abolone (riku no awabi) and that within a year it can reproduce to up to 5,000 snails. They are a farmers dream come true, a pamphlet extolling the snails virtue read. Like the Golden Kuhol here in the Philippines, the snails became an agricultural and hygienic hazard. The Japanese reportedly introduced it to the Philippines during the war, as a sort of biological warfare, including Schistosomiasis japonicum which causes the dreaded schistosomiasis.

Very good news?

I WAS inside the office of a lawyer in this city for some official business when a text came in. I took a glance at it and it was from PhilStar editor Marichu Villanueva asking me to call mayors of the 4th district and ask them for their reactions about the SC ousting Lucy on Tagolinos quo warranto suit. Weh!? Wow, this is something, I told my friend. There must be news posted about it in the internet by now. So he gets his iPad and Google-d Lucy. In a touch, we got a more or less clear picture of the situation from the online news of the Inquirer. Other news sites were already breaking it but the reports were quite sketchy. As we read the news, my eyes latched in on the word invalidate. According to the news we read, the SC decision invalidates the years that Lucy served. We also gathered that the decision was not yet final. So, I asked my lawyer-friend, if her first three years are invalid, and if Lucy wins in May 2013, technically it becomes her first term? He also had the same understanding. For about 30 minutes, we discussed the pros and cons. When I got out of his office, I couldnt help but shake my head about how the gods could sometimes play cruel jokes. A quote traditionally attributed to Euripides states: Those whom the gods wish to destroy, they first make mad. These words of wisdom are so cryptic that a variation states: For whenever the anger of divine spirits harms someone, it first does this: it steals away his mind and good sense, and turns his thought to foolishness, so that he should know nothing of his mistakes. This is from an old Greek poet Lycurgus of Athens in his Oration Against Leocrates. The lyrics of a Bee Gees song also popped up I started the joke, and started the whole world crying but what I didnt see, that the joke was on me, but I had to shake it off. I couldnt be singing when I had a story to write and file. I reached home and starting typing away. By almost 6:00 PM, I filed the story based on my interviews with Richard and the mayors. I even texted city administrator Apao Pascual, to please relay to Mayor Codilla that Id like to get his reaction. Apao replied K. All throughout, I had to ignore calls and texts from friends whom I was sure wanted to talk to me about it. I couldnt prematurely tell them what I thought was the implication of the decision. I am just a writer anyway. By 8:00 PM, we took off to have a few bottle beers with a close friend (eh, 10 bottles and woke up with a terrible hangover) and relax. It was a fun evening, full of laughter. When I woke up the next day at around 11:00 AM, my inbox was already full of text messages. I scrolled through it, answered those that were important. One text informed me that Very Good News tarps about Lucys being ousted were already all over the city, even barrios. I read posts of Codilla publicists and they were gleeful, to say the least. Lets be good partisans

NOW THAT we are again into exercising our duties as citizens to elect our public officials, we need to remind ourselves to be good partisans. To be partisan is unavoidable among us as we try to choose our options in our effort to organize ourselves as a people journeying in this world toward our ultimate goal in heaven. This is nothing to be surprised about, and should not cause us some misplaced fear as long as we live that aspect of our life properly. To be partisan is a consequence of our human condition. Since we cannot help but have different backgrounds, preferences, views, etc., neither can we help to avoid being partisan of what we think would serve our interests as well as those of the others, or in fact, what would serve our common good. We need to be respectful though of the different and even conflicting opinions, and just try our best to settle or resolve our differences in ways that are fair and charitable. To be fair and charitable while being partisan can mean many things. It can mean always trying to enter into dialogue instead of imposing ones opinions on others. That is why we need to promote anything that can enhance dialogue. We need to hear all sides that have something to say about a certain issue. It can also mean the effort to get a consensus when a variety of options is presented. As much as possible we have to agree to a certain device or mechanism to arrive at a consensus. In other words, the rules of the game should be set out and accepted by all parties as much as possible. Underlying all this is the attitude of charity and understanding towards others. No matter how strong we feel about views, ours or those of othersand indeed we can be strong in our views in certain situationswe should never lose this attitude of charity and understanding. To be Christian about it, what we need to do, more than just voicing out our views and positions, is to pray and offer sacrifices before, during and after expressing these views and positions. We need to understand that its not only reason, much less, passion, that should be mainly used in sorting out our differences. We have to use the theological virtues of faith, hope and charity, because these are what are truly proper to us in our discussions as persons and children of God. Reason and passion without these theological virtues can get us nowhere but spiraling tension and conflict. We should see to it that our mind and heart be freed of any trace of resentment, anger and the like during and after the exchanges. We should try to avoid as much as possible illegitimate biases and prejudices, always keeping an open mind and the attitude of quickness to understand, disregard and forgive whenever some mistakes are committed by the parties involved. What should ideally happen is that greater love and understanding is achieved after the discussion, and even after ones position is outvoted or defeated. Especially when the differences are merely matters of opinion, we should not make a big fuss as to whether who wins or who loses. We just accept what the consensus says. And even if the differences are serious matters of faith and morals, we should make

Floro Hibaya, a fellow Lay Minister) on the fifth balloting in the historic Sistine Chapel of the Vatican. His election as Pope made several Firsts that could bring back the seemingly lost glamor of the universal Catholic Church. It was now the time for Jorge Mario Cardinal Bergoglio of Argentina to win the seat that was denied him in 2005 because he lost out to Cardinal Ratzinsky. This is the first time that a Pope comes from the Western Hemisphere, considering this used to be the exclusive domain of Italy in Europe. It is no longer surprising; the last two Popes came from Poland and then the next one came from Germany. Before his election, there seemed to be a foreboding because of the presence of a white bird that perched atop the smokestack where either black or white smoke would emit to indicate the election was over or not yet over: if black, its a no go, but if white, it is go. MY PERSONAL opinion is that homo sapiens has changed neither mentally nor spiritually in spite of thousands of years of generous wisdom (?) and sciences. Ok, a small change for better or -? This opinion is partly supported by modern psychology of religion and anthropology. In Sweden I once had a small bookshop. One nationally well-known painter, Thore Ason and his younger wife Marja, were customers. Together they had an art exhibit 1978 in their hometown. Marja exhibited textile art. The main attraction was Thores portrait study of his well-shaped wife. Not one depreciatory remark or whisper against the painting or the couple did I hear. Not one dirty or obscene remark was uttered in the small, otherwise rumor full town, simply because the Portrait is Pure, clean art, as much as that is possible. On visits to their home and joint studio, I never saw bad art. The Marja portrait is a replica of Goyas two portraits: La maja vestida and La maja desnuda, the attractive denuded. Goya, 1746-1828, had a mistress, the Italian duchess of Alba. Writers of history of art assume that Goyas maja model was the duchess. They also mean that she is not a Venus, and I agree, but an earthly woman, who deliberately exposes herself for onlookers, including me. . There are devilish exhibits, as I mentioned recently. The one in Manila last year in CCP was clearly pornographic blasphemy. What was it good for? BEAUTY A little girl 3 years old wearing a new skirt or dress is often called sexy. That can be misleading. Call her pretty or Guapa. When I see a well-shaped woman, my first male association is erotic and that must be controlled. When I see a young well-shaped man my first impression is of beauty and then I imagine him as a potential competitor. A woman suckling a baby is a beautiful picture of life giving. When I see a pregnant woman, I see life carrying and beauty in a different shape.

RH and Pope Francis

I BEGAN writing an open letter to Ms. Riza Hontiveros regarding her open letter to Bishop Navarro of the Diocese of Bacolod City. It was about the Bishops putting up posters in front of the cathedral launching his campaign not to vote for Team Patay or senatorial candidates who favored the passage of the RH Bill. Recent indications in moral degradation of Catholic/Christian Filipinos can be measured by the passage of laws on divorce, same sex marriages and the RH Bill. We are six siblings, five are Doctors of Medicine and I am the lone Civil Engineer. All undertook honorably public and private services. Sadly, our eldest, a RHU Doctor, died at the age of 65 on the verge of his retirement from government service. Our brother-physician practicing in Dearborn (Ford City), Michigan, USA recently died at the age of 73. Recalling our get-togethers during Christmas or Holy Week vacations, the hot discussions were often about health, new discoveries of cures for many diseases, particularly those occurring in epidemic proportions. From their discussions, what stuck in my mind was NATURE to continue any specie whether animal (lions, cattle, etc.) or lowly insects (grasshoppers, spiders, etc.) and most obvious, WE, human beings. The REPRODUCTIVE SYSTEM of the MALE species is strengthened in times of hunger or natural calamities. The thin, hungry males (husbands) in homes at squatters areas have no ED (erectile dysfuntion) problems. Hence, children by the dozen are born in the poorest of poor families. The macho attitudes of Filipinos refuse vasectomy or use of condoms which are merely given to their children to blow multi-colored balloons. Meanwhile, contraceptive pills or injections are given to women to prevent their natural menstruation, actually monthly fertility cycles. Artificial means or element of the said pills or injections, when inside the blood system of women, react by producing more white corpuscles or antibodies, soldiers that destroy any foreign matter like germs, this time the elements of the contraceptive pills or injection. Similarly or on top of earth wars when enemies hiding in buildings or fats are shielded or destroyed, the white blood corpuscles or soldiers pursue and eat the walls of the womens UTERUS where the foreign elements of the contraceptive pills or injections are absorbed, but this time the usual diagnosis is already CANCER of the UTERUS. My foregoing premises are subject to corrections, being a mere technical man, not a doctor or male nurse. However, allow me to suggest why not concentrate in controlling the libido of Filipinos. In the spirit of Lent, again, God in His mysterious ways had caused the election of POPE FRANCIS I, the first pope from outside Europe. He is a beloved Cardinal from South America where 40% of the almost two billion Catholics in the world reside. Sadly though, POLITICS in their parts are known to be bloody and corrupt. At first, the Catholic hierarchy there traditionally shunned political matters, however, churches were ransacked of silver and gold ornaments, including religious statues. Matters got worse when convents were raided and nuns raped by rebels hiding in their convents. The present POPE FRANCIS I, as cardinal, led the church hierarchy (priests, deacons, nuns) to head a citizens revolt against the corrupt political leaders. Being a humble Cardinal, he refused to live in the Archbishop Place and stayed in a small apartment instead. He cooked his own meals and shared his wealth to the poor families nearby. He also rode in passenger buses to visit his Diocese. In short, he was a good leader.

MUCH HAVE been said and written about love at first sight, especially about the romantic ones at their syrupy sweetness. But is there more to it than being attracted to a new face? In my teens, I had fallen hopelessly in love many times to beautiful classmates, pretty teachers and sexy movie stars at first glance. The behavior is hormonal but research reveals that the medial prefrontal cortex of the brain plays a major role in romantic decision-making. Different parts of this region, which sits near the front of the brain, make a snap judgment about physical attraction all within milliseconds of seeing a new face, a new study finds. People turned out to be pretty good at knowing who interested them based on photographs alone, the researchers found. Some 63 percent of the time, their initial, photograph-based interest in dating a person was backed up by their real decision after their five-minute speed date. More intriguing was what the brain was doing to make those judgments. The researchers found a link between one specific region of the medial prefrontal cortex, and peoples ultimate decisions about dating. This region buzzed with increased activity when volunteers saw photographs of the people theyd later say yes to. The ventromedial prefrontal cortex, meanwhile, which sits closer to the front of the head, became especially active when participants looked at faces they thought were attractive. But there was a catch: This region was most active when looking at faces that most people agreed were hot. Of course, people dont always agree on who looks good. When people saw a face that tripped their trigger but didnt get great ratings from others, a different region

activated - the rostromedial prefrontal cortex, a segment of the medial prefrontal cortex located lower in the brain. That region in this moment may be doing something like evaluating not just Is this person a good catch? but Is this person a good catch for me? That role makes sense for the rostromedial region because the region is known to be very important in social decisions. Among the judgments this region makes is how similar someone else is to you. Given that people tend to find similar folks attractive as potential mates, the rostromedial prefrontal cortex could be saying, Hey, this one matches us! There are ways to look at the results. One is that were very shallow. In the first few milliseconds of seeing a new face, were evaluating physical attractiveness. But the rostromedial prefrontal cortex goes a bit deeper, very quickly asking, Yeah, but are they compatible with me? These really are separate processes, researchers said. But they really are both happening in your head as you make those initial evaluations. This goes to show that some people cannot help falling in love suddenly after a quick eyeball. Their brain is on fast drive and if it matches the object of attraction, sparks will fly. However, the only downside is, quick decisions can lead to expensive outcomes - emotionally and financially. But as often quoted: Its better to have loved and lost than never to have loved at all.

The tragedy that is exploding in Sabah

THE TRAGIC events unfolding in Sabah could have been anticipated and avoided if there had been constant dialogue and consultation not only between the authorities of Sabah and the thousands of undocumented migrants there, also between the Philippines and Malaysia, but even among the member countries of ASEAN wherein the two above were the initial original members. What I mean as the tragedy happening in Sabah is not only the deaths and casualties of the Kiram followers but also the resulting backlash against innocent people and the larger problem of displacement and harassment of the nearly one million Filipinos, mostly migrants from Sulu and Tawi-Tawi now peacefully residing and working there for as long as 30 years now for a number of them. Many of these Filipino immigrants want to become permanent residents and even wish to apply as citizens in the state of Sabah but could not hurdle the legal requirements since they are undocumented or do not have passports for their legal entry into Sabah as immigrants. They just went there since they considered the place as part of their known territory and only as a sort of domestic travel since time immemorial. Nur Misuari even said that he considers Sabah as part of his homeland. Sabah authorities, including their immigration officials, tolerated this situation of undocumented migrants and accepted it since they needed the migrants as workers and trading partners for the growth of their domestic trade and businesses. Plus the Sabah authorities saw the migrants as their close relatives and as Muslim brothers and these circumstances went on for several years without any legal complications, despite their knowledge of the dormant claim by our country on Sabah. Until now, when these tragic events exploded, the Sabah immigration officials and the police have resorted to summary deportations of large numbers of Filipinos who have resided in Sabah for a long time. The ASEAN travel protocol of not requiring a visa for tourists from member countries also contributed to the lax control of undocumented migrants to Sabah, mostly Filipinos and Indonesians. These immigration related issues affecting the long-staying Filipino migrants in Sabah who want to become permanent residents and even wish to change their citizenship could have been threshed out and assisted by the Sabah immigration officials with the help and active cooperation by their counterpart Philippine government agencies in processing the official travel documents of the undocumented migrants in Sabah. Our government should not be jealous or wary of assisting its citizens who wish to apply for citizenship in another country for economic reasons, labor and residential needs. I am of the belief myself that people should be free to decide where they want to reside, work and be citizens of the country they prefer. This belief is in line with the

Kalanggaman Isle is ready to take on the world!
PALOMPON, LEYTE 300 international tourists and 80 crewmen aboard the MV Europa, one of the worlds most luxurious cruise ships, stopped by Kalanggaman Island here for a barbecue on Wednesday, March 20, but ended up staying up to 7:00 in the evening, enamored with its white sand, sparkling clear blue waters and terrific diving spots, apparently finding it more fun than their next stop. The tourists arrived at the island at around 7:00 AM, said the towns tourism officer Cleo Rivera. They were jetted to the island through rubber boats of the MV Europa and all had a heyday baking in the powdery white sand and frolicking in the clear blue waters. Some diving enthusiasts also did their thing, as the dangerous side of the island is a divers paradise. Kalanggamans side facing the open seas is a cliff, and said to be one of the most challenging in the world. Town officials made sure that the tourists of MV Europa were welcomed properly. Rivera said that they left the mainland early to make sure they were already on Kalanggaman when M/V Europa made their stop. And while the tourists were having their barbecues, they entertained them with the LGU dance troupe executing the colorful Lawig Festival. The Lawig Festival is a dance rendition of the towns history and a celebration of its faith, thanking God for its bounty and asking for the intercession of their patron saint, St. Francis Xavier. Rivera said the dancers, all LGU employees, are ready to perform anytime, on occasions like these. To commemorate their historic stop on Kalanggaman, the first luxury cruise ship to ever do so, a crewmember of the MV Europa planted a marker on the islands signage welcoming guests. Vice Mayor Georgina Arevalo, in an e-mail to this writer, said they are happy that through the efforts of town officials, combined with that of former Leyte governor Carlos Jericho Petilla and Rep. Lucy Torres-Gomez, the island is now getting international attention. Local tourists, whove been visiting the island for the past three years now after the town regained its ownership from the late Celso delos Angeles of the beleaguered Legacy Group, have helped spread its fame through social networks. Previously, beach enthusiasts steered clear of the island that had armed security under the employ of delos Angeles. Now, town officials assure that they have not only kept the island in pristine condition but that tourists are secured. Tourist police are stationed in the island and beachcombers clean up the island everyday and bring whatever trash they gather to the mainland for proper disposal. Vice Mayor Arevalo added that the LGU earned P 162,000.00 from entrance fees of the M/V Europa tourists and hinted that it would not be a one-time bonanza as another cruise ship had already contacted them to make another stop next month. The M/V Europa management, on the other hand, relayed the message that they would now include Kalanggaman Island among their hops in the country in their Asian cruises. The M/V Europa sailed off from Hongkong to hop through known beach destinations in the Philippines and Malaysia. It will dock in Singapore where the tourists disembark. It was supposed to stop by the island from 7:00 AM to 2:00 PM, said the vice mayor, but the tourists asked the M/V Europa to cancel their next stop to the more

By the way, our pope got his name from St. Francis de Assisi. St. Francis was the son of a very rich merchant of Assisi. He got his share of his wealth, but unlike the story of the prodigal son in the Bible, he immediately distributed his wealth to his poor neighbors. He went on pilgrimage, sans his wealth, along the harsh and bandit-ridden routes across Asia and died in Penang, Malaysia where a magnificent Cathedral was built over his grave. During my second travel to Malaysia, I passed by Penang to visit the huge St. Francis Cathedral. Fronting Penang is an island, where the Industrial Complex of Malaysia is established. It reminded me of the Industrial Complex in Mactan Island, also fronting the City of Cebu now. We cancelled our plane flight from KL to Singapore to travel by land, to be able to visit the St. Francis Cathedral. In closing this column, allow me to quote the famous Prayer of St. Francis, the best supplication of a human being to our God the Father Almighty. Lord, make me an instrument of thy peace, Where there is hatred, let me sow love; Where there is injury, pardon; Where there is doubt, faith; Where there is despair, hope; Where there is darkness, light; and Where there is sadness, joy. Cebu Pacific Air (PSE:CEB) is primed for summer peak in the Philippines with brand-new aircraft, additional flights and new services. We expect to serve over 340,000 passengers during the Holy Week period. Traffic to leisure destinations such as Boracay, Coron and Dumaguete is high. Internationally, we expect high loads this Holy Week for Beijing, Shanghai, Taipei, Singapore, Bangkok, Hong Kong and Macau routes, said CEB VP for Marketing and Distribution Candice Iyog. 73% of Holy Week passengers are traveling to domestic destinations this year, while 27% opt for international destinations, an increase from 24% last year. CEB earlier announced additional flights to Hong Kong, Legazpi, Naga and Puerto Princesa during the Holy Week period to accommodate demand. The airline will also increase the summer frequencies to Tagbilaran (Bohol), Tacloban, Kalibo, Bacolod, Cebu, Davao, Singapore and Bangkok. CEB has carried more than a million passengers for the months of April and May for the past two years. While its true that we can employ certain techniques and tactics of persuasion that can also be strong and forceful, we should see to it that we dont depart from the sphere of justice and charity. In this regard, we have to realize more deeply that we need to be vitally identified with Christ. Its the only way we can remain truly fair and charitable amid these sharp and painful differences. Vital union with Christ would teach us how to be patient, how to see things in the context of eternity, far from a narrow and shallow view of things and from a knee-jerk reaction to issues. It would teach us how to be merciful even as we try to go ahead with a strong and clear vision of things and do our best to win our case.

Manpower Training Center holds First Aid lecture for studes

Students of the citys manpower training center keenly listen to the lectures of the three speakers. Van Omega is seen standing on the right. Ormoc City- The Ormoc Manpower Training Center here, under the tutelage of Van Omega, guidance counselor, recently organized a lecture to impart First Aid skills to their students at the Liga ng Barangay building at the government center in this city. He explained that the training aims to teach the students how to administer first aid promptly and appropriately to themselves and other people, particularly to those enrolled in manpower courses that are considered high risk. Lecturer Van Jose Tabudlong, a nurse of the Ormoc Rescue team, shared about their activities and experiences in responding to calls for help and emergency. He campaigned for the students to join them to be able to help others, too. 2nd speaker Elsie Jaca, another nurse, is the founder of HEMS (Health Emergency Management system). She is presently working at the city health department. She discussed and demonstrated the proper handling and response to emergencies like natural disasters, accidents, ingestion of hazardous substances, and health-related issues like heart attacks and choking. Cristobal Dexter Mendola III, also from the city health department and coordinator of healthy lifestyle discussed on how to deal with various kinds of wounds and how it should be treated. PAL, Airbus sponsor street kids for Paris performance

Philippine Airlines and Airbus are bringing 25 Filipino street children to Paris to perform at the opening of a major art exhibit in the French capital. The children are part of the choral group Street Children Choir of Virlanie Foundation Philippines, a non-governmental organization established to help abandoned and homeless kids. Under the co-sponsorship agreement, PAL and the French aircraft manufacturer will shoulder the the roundtrip tickets of the 25 performers. Were glad to be of help to these talented street kids. Coast Guard says theyre ready for Holy Week passenger rush
ORMOC CITY - The Philippine Coastguard here said they are expecting more passengers to come from Cebu this week because of the Holy Week, and as usual, is undertaking the preparations they have always done for the season. Chief Petty Officer Juanito Rejano said they are already on full alert mode for their Oplan Ligtas Kwaresma 2013 operation. He added that the Philippine Ports Authority is helping them, too. The chief of the Special Operations Unit, Chief Petty Officer Reynaldo Godoy, disclosed that they are already deploying their men including some K9 units and the Maritime Environment Protection Unit (MEPU) on round-the-clock duties. Moreover, Passenger Assistance Centers have already been setup in various ports. Neither did his parents know of his whereabouts. 9. On the impression that Joel O. Alcazara was in Cebu City, where he has friends, the petitioner then went there. But again, she was told by them that they did not see her husband, nor did the latter visit them. 10. In November, 2005, thinking that everything was not lost on her quest to find her husband, the petitioner went to Metro Manila, specifically in Caloocan City, where again he has relatives. But then again, Joel O. Alcazara could not be found there. 11. Of the belief that Joel O. Alcazara was working in a fishing company in Bula, General Santos City, the petitioner also went there and stayed for a few days, purposely to look for him. But it was all the same not a shadow of her husband could be found in the place. 12. Without any resources to further embark on a journey to find Joel O. Alcazara, the petitioner returned to Layog, Campokpok, Tabango, Leyte and bade her time that someday her husband would come back and spend the rest of his life with her. 13. From July, 2004 up to this date, or for a period of more than Seven (7) Years, the petitioner has not received any communication from Joel O. Alcazara or even a bit of information from him relative to his whereabouts. 14. The petitioner honestly believes that Joel O. Alcazara had long been dead, not only because he could no longer be found, or his whereabouts being unknown , but also because he has not made known his existence to her up to this point in time. 15. Another time I will say the little I know about brassiere/bra from simple Spartan times and onwards. Measure me from what I have done, not because you like me The congresswoman added that she is asking constituents of the 4th District of Leyte to measure her for what she has done for the district. I am not asking you to like me but to measure me for what I have done, she said. The congresswoman takes pride in accomplishing more projects in the district in just three years, compared to the nine years of her predecessor. But more than that, she is happy that her programs have directly benefitted the people, especially the needy. Among these are two major surgical missions that she hosted, in partnership with the Society of Philippine Surgeons in America (SPSA). The missions have addressed major surgical needs of around 1,000 indigents whove suffered from their conditions for years, aside from hundreds of minor surgeries and cataract operations. Richard Gomez said that the Philhealth universal coverage program started in 2005 yet, but through the years, Lucys predecessor only covered a few constituents, if any. The congresswoman is also instrumental to successfully promoting tourism in Palompon town. Through the TIEZA, she constructed a tourism center cum hostel at the town, coupling it with a big speedboat to help ferry visitors. The amenities have increased traffic of local tourists visiting the islet of Kalanggaman whove extolled its virtues in social networking sites and found international attention. J u s t t h i s We d n e s d a y (March 20), the M/V Europa, one of the worlds most luxurious cruise ships, dropped by the islet for barbecue from 8:00 AM to 2:00 PM. Vice mayor Georgina Arevalo said the 300 multi-national tourists aboard were enamored by the islet and stayed until 7:00 PM, foregoing their stop at the more famed Malapascua Island. In Ormoc City, work on the Ormoc Diversion Road has started. While her challenger Ormoc Mayor Eric Codilla wants it stopped, even texting Public Works secretary Rogelio Singzon about it, work on the project continues. It will decongest the city proper and open new growth areas. It has been on the planning board for 35 years now but only saw the light of day when Lucy became congresswoman. She also lobbied that the JICA flood control project gets sizable funding for its rehabilitation, because after more than a decade, it is badly dilapidated. Mayor Codilla also wanted it stopped, but recognizing the importance of its rehabilitation, DPWH Secretary Singson ordered for the project to proceed. Lucy, on the other hand, said she could not understand why the mayor wanted a very important project that could protect the lives of Ormocanons stopped. She also has an impressive record as legislator, even better than some lawyer-colleagues. A comparison of how many bills she has had approved to that of a topnotch lawyercolleague in Cebu shows she has authored. She has authored and passed the conversion of the Palompon Institute of Technology into a university, and just this week, Pres. Benigno Aquino III signed into law rehabilitating and restructuring the Peoples Television Network. She is also a co-author of House version of the Kasambahay Bill and the amendments to the Breastfeeding Law, lifting time limits on breastfeeding moms in nursing their babies during work. At the start of her term, she only had one mayor allied to her. Now, she has four. All incumbent mayors and LP bets for mayors in her district joined the congresswoman during the presscon to show their solidarity behind her. Also present aside from Oate, Torrevillas and Medina were Sixto dela Victoria who is making a comeback for his 7th term, Lucys brother Matt who is running for mayor in Kananga and Antonio Martinez for Merida.

I was surprised why, until they congratulated me on how lucky I was, to be getting an additional term served to me by my detractors on a silver platter, she recalled with a laugh. Nonetheless, she said, I remain Gods good soldier. If he wants me to serve for three more terms, then I will, with the same brand of public service that I have dispensed.
