A RESOLUTION CONCERNING THE ENACTMENT OF THE DEPARTMENT OF EMERGENCY MEDICAL SERVICES (MEMS) WHEREAS Southern Methodist University is one of the fastest growing universities in the State of Texas with over 11,000 students, faculty, and staff for the 2010-2011 academic year, SMU is quickly approaching a point where the current Emergency Medical Services offered can no longer accommodate the needs of the University as well as the community at large, and of the efforts made by the Memorial Health Center, University Park and Highland Park Fire Departments who are committed to the safety and health of the SMU populace, and their services towards covering SMUs Emergency Medical Services while continuing to accommodate the needs of the surrounding communities, especially when the services are spread thin, and that it is in SMUs best interest to strengthen its relationships with the University Park and Highland Park Fire Department, and the opportunity that this would create for fostering a closer partnership between SMU graduates, undergraduates, and the regions Emergency Medical Services as a way of promoting a safer campus, and the fact that there is waning medical coverage for athletic events and extracurricular activities such as sporting events, Boulevarding, concerts, and AARO, increased visitor traffic due to the opening of the Presidential Bush Library, insufficient operating hours of the Memorial Health Center (Monday-Friday from 8:30am-5:00pm), which leaves a critical 15.5 hour gap of Emergency Medical Coverage on week days and a 24 hour gap on weekends, a lack of comprehensive First EMS Response to major University disasters, and the fact that there is no standard student procedure on whom to contact in a medical emergency, the fact that only one ambulance/paramedic crew is stationed at University Park Fire Department with an average response time of 5-8 minutes

(which, in a serious medical emergency, can be life threatening), the fact that there is a lack of on-campus volunteering experience for 140 to 160 pre-medical undergraduate students, the fact that there is no mention of Emergency Medical Services in the Student Code of Conduct, and the fact that that there is a lack of concise reporting on medical issues facing students, and RECOGNIZING that Mustang EMS would consist of highly motivated and dedicated students who would donate their time and skills to enhance the quality of life at Southern Methodist University by reducing response time to emergency situations; thereby literally saving the lives of countless individuals both on and off campus, and that despite a considerable investment in time, energy, and materials will be required of the University, in the end, MEMS will bolster the safety, security, and prestige of Southern Methodist University, so that the administration of Southern Methodist University work with the University Park and Highland Park EMS Crews in the creation of the Mustang Emergency Medical Services (MEMS), operating under the standing delegated orders and treatment protocols of the agency medical director of the University Park Fire Department EMS division.
