AGENDA DATE REQUESTED: April 8, 2013 ACTION REQUESTED: A) ADOPT AN ORDINANCE AMENDING THE CITY OF PEORIA BUDGET FOR FISCALYEAR 2013 RELATING TO THE CONTRIBUTION OF $15,000 FROM THE OFFICE OF THE STATES ATTORNEY; THE USE OF $15,000 FROM THE POLICE DEPARTMENTS FEDERAL ASSET FORFEITURE FUNDS (PDAFF); AND THE TRANSFER OF $35,000 FROM THE CAPITAL FUND FROM THE RESIDENTIAL OFFICER PROGRAM PROJECT TO PROVIDE FUNDING FOR THE CONTRACT WITH NEW YORKS JOHN JAY COLLEGE OF CRIMINAL JUSTICE AND THE CENTER FOR CRIME PREVENTION AND CONTROL FOR SERVICES SUPPPORTING THE DONT SHOOT PEORIA FOCUSED DETERRENCE STRATEGY.

B) APPROVAL OF A CONTRACT WITH NEW YORKS JOHN JAY COLLEGE OF CRIMINAL JUSTICE AND THE CENTER FOR CRIME PREVENTION AND CONTROL IN THE AMOUNT OF $75,000, FOR SERVICES SUPPORTING THE DONT SHOOT PEORIA FOCUSED DETERRENCE STRATEGY. BACKGROUND: In 2012 the City of Peoria through the Office of the Mayor, and the Peoria Police Department, in partnership with the Peoria County Sheriffs Office, Peoria County States Attorneys Office, and the U.S. Attorneys Office, launched Dont Shoot Peoria, an aggressive campaign against gun violence in the community. The effort was based upon the strategy as outlined by author David Kennedy from the book Dont Shoot: One Man, a Street Fellowship, and the End of Violence in Inner City America. In addition to being the author of Dont Shoot, David Kennedy is also the Director of the Center for Crime Prevention and Control at John Jay College in New York. Mr. Kennedy and his staff have assisted in the Dont Shoot Peoria effort from its beginning via frequent emails, telephone calls/conferences, and even personal visits to Peoria. David Kennedy himself participated in the Dont Shoot radio series with WCBU and made several appearances at public gatherings in the community. Sue-Lin Wong, the Director of Strategic Policy & Planning for the Center also travelled to Peoria in December of 2012 to personally mentor the Police Department through its very first Call-In. Kennedy and his team were also instrumental in connecting Police Department with the High Point N.C. Police Department who has served as the model agency in this initiative. The assistance thus far from Mr. Kennedy and the Center has been provided at no cost other than travelling expenses. The assistance provided without fee has been an exception to standard practice for the Center who routinely contracts with municipalities for in-depth assistance in support during the first few years of implementation. The standard contract for a city the size of Peoria would be approximately $250,000 per year. Staff has negotiated with the Center for a leaner assistance package for short term help. The Center has responded by agreeing to a reduction in services for a total cost of $75,000, and will provide tailored technical assistance, data analysis, and collective learning/problem solving opportunities. The Center would provide the following services for a 1 year period: Limited on-site and distance technical assistance to support the core implementation process such as strategy design; governance; performance management and infrastructure; addressing particular violence dynamics; enhancements to the standard model through monthly project management and one project management site visit. The Center will also conduct quantitative and qualitative data analysis to assess Peorias violence dynamics through the use of group audit and incident reviews. The Center will also assess local implementation needs and coordinate collective learning and problem solving opportunities

through National Network for Safe Communities (NNSC) peer exchanges, NNSC working sessions, NNSC annual conferences; NNSC webinars and other mediums. Police Department staff is currently working on a competitive federal grant application through the U.S. Department of Justice (Community Based Violence Prevention Demonstration Program) to fund an expanded full service contract/partnership with the Center for a full three year period. The grant application is to be submitted by April 22, 2013 but the awards may be announced as late as September th. 30 There will be only five awards for this grant nation-wide. FINANCIAL IMPACT: Funding for the $75,000 contract to come from the following sources: $15,000 from the Police Departments Federal Asset Forfeiture Account (PDAFF) $15,000 contribution from the Office of the States Attorney $10,000 from 2012 Police Salaries, available due to unfilled position $35,000 from the 2012 Capital budget due to an unfilled Resident Officer location

NEIGHBORHOOD CONCERNS: The approval of this request will enhance the quality of life in Peoria by providing expert support to the Dont Shoot anti-gun violence strategy. IMPACT IF APPROVED: The Center for Crime Prevention and Control will provide much needed support to staff. IMPACT IF DENIED: Staff will have to continue with the initiative without the support and assistance of the focused deterrence experts from the Center. WHEREAS, the City Council did adopt, on October 30, 2012, the Budget for Fiscal Year 2013 of the City of Peoria; and WHEREAS, the City Council and Administration have determined that said 2013 Budget should be amended in order to add certain expenditures that were not included in said 2013 Budget; and WHEREAS, the City of Peoria has adopted the budget procedure for appropriation pursuant to Illinois Compiled Statutes, 65ILCS 5/8-2-9.1 et seq. as set forth in Chapter 10, Article III of the Peoria City Code; and NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEORIA, ILLINOIS that: Section 1. The Budget for Fiscal Year 2013 of the City of Peoria is amended by adding the following expenditures and revenues in the designated funds:

MEMORANDUM OF AGREEMENT This Memorandum of Agreement (Agreement) is hereby made and entered into this ___ day of ________ 2013, by and between The Research Foundation of the City University of New York c/o John Jay College of Criminal Justice, THE CENTER FOR CRIME PREVENTION AND CONTROL, (Research Team), and THE PEORIA POLICE DEPARTMENT (PPD) on behalf of the City of Peoria, Illinois. (Hereinafter the Site or the City) for a period of one (1) year. This document outlines the goals of and restrictions governing the development of a group violence prevention strategy (GVRS) of the National Network for Safe Communities, a project of the Center for Crime Prevention and Control and will be applicable to all areas of the City with gang problems. Additionally, this agreement establishes that Peoria is a member of the National Network for Safe Communities (National Network). As a National Network member, the Site will have access to distance learning, workshops, webinars, strategy implementation guides and other membership benefits. As a NNSC member, the Site, for the period herein set forth, will provide the necessary personnel, travel, supplies, and otherwise perform all things necessary for, or incident to, the performance of work as set forth below: 1. Designate a Program Manager to participate in the planning and management of this agreement to coordinate activities. 2. Establish an operational organizational chart identifying all partners involved in the implementation process and reporting structure. 3. Work with the Research Team to establish a Governing Board charged with implementation fidelity.. 4. Establish an interagency law enforcement operational team responsible for executing enforcement promises 5. Develop and successfully implement the tracking of group/gang related violence activities (gang score card) within the first quarter of this MOU. 6. Provide monthly reports to the Research Team including but not limited to the the following items: a. Short written summary of program activities including call-in and offender notifications; b. Group Member Involved (GMI) homicides and shootings since last call in; c. GMI homicides and shootings year to date by month; d. Status of core enforcement promises; e. Status of group members in services. Project Goals GVRS holds that violence can be dramatically reduced when community members and law enforcement join together to directly engage with these groups and clearly communicate: 1) a credible, moral message against violence; 2) a credible law enforcement message about the consequences of further violence; and 3) a genuine offer of help for those who want it. To do this, a partnership of law enforcement, social service providers,

and community members parents, ministers, gang outreach workers, neighborhood associations, ex-offenders, and others must be assembled and engage in a sustained relationship with violent groups. The purpose of the research project is for the Site to further its understanding and implementation of GVRS, with the specific goal of reducing homicide and other serious violence in the City. In the course of that work, new data from the Site will be gathered about group involved violence and individuals involved in violence that are members of groups that will be useful for the partners in implementing new strategies to curtail violence. Armed with this new information and utilizing the Research Teams GVRS strategies, the Site not only hopes to reduce violence but to improve police legitimacy and partnerships with the community. Additionally, to further the understanding of the problem and to achieve these goals the Site agrees to engage in exchanges that will share information and ideas with other sites regarding implementation techniques through distance learning. Project Activities The following activities of this research project are needed to meet the project goals and reduce homicide and other serious violence in the City. The Site will engage in each of these activities at varying degrees throughout the term, as determined by the needs of the Site and stage of its strategy implementation. 1. Data Analysis: The Research Team will analyze quantitative and qualitative data on group violence incidents at the Site, including group mapping in the City. The Research Team will work with the Site and its partner agencies to help frame, implement, and assess an appropriate intervention based on data collected and analyzed. 2. Technical Assistance: The Research Team will provide technical assistance (TA) to the Site and its partner agencies on the implementation of GVRS. This will include at least one site visit per year and one monthly project management call. 3. Collective Learning/Problem Solving: The Research Team will provide the Site with access to collective learning and problem solving opportunities best suited for the Site based on the needs of the Site. These opportunities include, but are not limited to, participation in peer exchanges, working sessions, webinars, and etc.

Project Term and Cost The Site will pay the Research Team $75,000 for the one year term of this Agreement. The Agreement may be renewed annually, or may be adjusted to reflect a

different contractual relationship with the Research Team and/or membership level with the National Network for Safe Communities.
