First draft budget presented to Hamilton board

The Hamilton School District would have to reduce an additional approximately $340,000 from its proposed budget if there is no increase in the state per pupil aid, Business Director Bryan Ruud said during a presentation to the board April 9. A zero percent increase per pupil spending was proposed in the budget unveiled by Gov. Scott Walker earlier this year. The Legislature will soon begin deliberation regarding the proposed budget. District Superintendent Kathleen Cooke noted that several legislators are seeking a $150 per pupil increase. Cooke said the Hamilton budget is based on a $75 per pupil increase. This the first draft presentation of the budget. Well be monitoring what goes on in Madison and as we have more information about the revenue caps and the amount of aid that will be coming our way, then we will have to make adjustments, Cooke said. Ruud said the district is playing the middle ground in preparing the budget with a $75 per pupil increase. If that would go one way or the other, we have contingencies in our pocket to adjust to that, but we think thats a fair place to start, Ruud said. Cooke added that Hamilton is the lowest spending school district in Waukesha County by approximately $2,000 per child. Cooke explained that Hamiltons $340,000 budget reduction under a zero per pupil increase is much smaller than most of the other districts because our spending levels are so much smaller. Ruud said the district is also planning on a zero percent Hamilton Director of Business Services Bryan Ruud sumincrease in the enrollment, which is the first time that is occur- marizes the current version of the district 2013-14 budgring in the 20 years Ruud has been with the district. Pridemore: Skills gap key concern in state

While the budget proposed by Gov. Scott Walker includes a zero increase in the amount of per pupil spending, Rep. Don Pridemore indicated last week that could change with the next budget cycle. (In) the next budget cycle I think we can look for more per student aid, Pridemore said following a presentation at Hamilton High School April 9. Im also looking for some change to the school aid formula that would help districts that are very frugal with taxpayer money. Two state senators are proposing to increase the amount of per pupil aid by $150. Pridemore indicated he wanted to know how the proposal would be funded. The money has to come from somewhere, he said. Pridemore, who earlier this month lost a bid to unseat Tony Evers for the state Department of Public Instruction post, said he is most concerned about the skills gap between companies that are seeking workers and people who dont have the skills for those jobs. Were talking about putting people, not just graduates, young people into these jobs that pay between $50,000 and $80,000 a year. Some of these companies want to expand but they cant expand because of the skills gap between what were graduating from mostly tech colleges and high schools, Pridemore said. The jobs are out there but the kids are being channeled more into four-year programs. Were graduating perhaps too many to four year degrees so their job expectations are not going to be fulfilled and yet were not encouraging kids to go into these tech fields that pay in many cases more than a four-year graduate makes. Pridemore added that addressing the skills gap is critical to lowering unemployment in the state. Until we make those adjustments, that would have a significant impact on the unemployment rate, that would get more people paying income taxes and sales taxes and what not, that will definitely show up on the revenue. Pridemore was at the Hamilton School Board meeting to present Lannon Elementary School with a proclamation from the state Legislature recognizing Lannon as a Title I High Achieving and High Progress school. Pridemore will be holding a public meeting on the proposed state budget at the Menomonee Falls Public Library, W156 N8436 Pilgrim Road, at 7 p.m. April 18. By Thomas J. McKillen, Managing Editor

NOTICE TO MENOMONEE FALLS WATER CUSTOMERS

FLUSHING OF WATER MAINS

The Menomonee Falls Water Utility will be cleaning and flushing water mains from 7:00 a.m. to 5:00 p.m. beginning April 15th and continuing through May 17th. The flushing will remove most of the natural minerals that have settled in the mains such as iron, a harmless-reddish brown mineral that discolors the water. If you observe the Water Utility personnel working in your area, refrain from using water or use as little as possible for one-half to three-quarters of an hour to insure that the water has settled in the mains. This will also help prevent any iron from being drawn into your water piping system. If you do find that your water has become discolored, refrain from using it for an additional one-half to three-quarters of an hour. Then draw off the remaining discolored water through the COLD WATER FAUCET ONLY. Your cooperation during this flushing procedure will benefit all water customers. Falls Patio Players staging 9 to 5

Workplace dramas have always been a good source for theater, and the Falls Patio Players production of 9 to 5 The Musical will add music to the humor created by the goings-on in an office setting. Performances are in the North Middle School auditorium at N88 W 16750 Garfield Drive on April 19,20,26,27 at 7:30 p.m. and 21, 28 at 2 p.m. Tickets are $18 for Adults and $15 for seniors/ students. Tickets may be purchased online at fallspatioplayers.com or from its 24 hour ticket hotline at 262-255-8372. The musical is based on the 1980 movie of the same name and features music written by movie co-star Dolly Parton. The show will have a cast of 36 actors, seven production staff, 12 backstage personnel (set building), seven costume construction personnel, along with box office manager and dozens of other volunteers for this show. The show will be the fourth one with Patio Players in which Felice Leib serves as stage director. Leib noted that several members of the cast also appeared in previous Patio Players shows. Melissa Bloch-Meier is the choreographer while Curt Hart is the music director for the show. Leib said the musical was proposed to be staged during discussions by the Patio Players play reading committee last summer. Rehearsals began in February. It is one of the newer shows to be licensed and is extremely popular with the community and regional theaters across the country, Leib said. Based on the movie, this show adds some characters and of course wonderful music written by Dolly Parton. Many of the songs are going to leave the audience humming. By Thomas J. Calling Area Businesses!!

Dear Dr. Winter, I am a new (complete) denture wearer. How can I determine what proper fitting dentures "should" look, fit and feel like? Neither my top, nor bottom fit. My top denture doesn't seem to go up far enough and has about a 1/4" gap where EVERYTHING (including saliva) goes under my denture(s) regardless of the denture adhesive I use. They don't line-up, my smile is "lop-sided" and I can't eat. Should my top denture go all the way up to the top/have a gap or be flush? Thanks! Dear Kathy, I am sorry you are having problems. The easiest way to answer your question is to say I have to look at your dentures to evaluate the size of the peripheries, the seal in the palatal area and the retention of the new denture. Dentures should fit intimately to the palate. They should not have a gap that is felt with the tongue. If the denture is extended too far to the back of your mouth it is possible to feel a gap if your soft palate is covered as your soft palate moves during speech and swallowing. If the top denture doesn't seem to go up high enough the dentist needs to evaluate it and make sure there is a good fit and it has been trimmed properly to insure the denture is fully seated. If it is not all the way down, a proper adjustment could allow it to seat further. In the absence of good fit the denture may need to be relined where a new impression is taken in the denture and it is sent to the lab to have additional acrylic added to the inside of the denture. If you can't eat the dentures are not done. I always tell patients the day they take my dentures home they are only half done! The final adjustments to your fit and bite will help insure they are optimal. If they don't line up--and your smile is lop-sided you need to address this with your dentist so they can remedy the situation. If the dentist did one or more try-in visits to check smile display, alignment, bite then they should look great now. Please ask your dentist to address these items until you are satisfied. If not seek a second opinion. Dear Dr. Winter, I had porcelain crowns done 4 years ago and I am just not happy. There is now a space between the teeth and they appear to be too yellow what should I do? Also a space opened up and I didn't wear the retainer I was given with the crowns. Well, presumably you approved them before they were cemented. Patients are always told that the color of crowns will not change so they must approve the

Drs. Richard and Bruce Winter

shape and appearance prior to allowing them to be cemented. It is much easier to have a lab change the color of the crowns before they are cemented then to go through the arduous task of cutting them off, retemporizing the teeth, making a new impression and redoing the entire process. Not to mention that cutting crowns off of teeth is not a benign process and can lead to further trauma to the underlying tooth structure and potentially causing the nerves to die resulting in one or more root canals. Not wearing a mouthguard in situations where patients clench their teeth or grind their teeth can allow teeth to move as well so not wearing your mouthguard can really change your bite in certain situations. I would speak to your dentist and see what you can do to rectify the situation. Dentists always want their patients to leave happy! Please visit our website at www.winterdental.com. What common car noises mean

(BPT) - "What is that rattling? Is it serious?" We all can get a little paranoid about a new sound our car is making. Those sounds can certainly be annoying, but what people don't realize is sometimes those sounds may be linked to something more serious. About 7 percent of car crashes are caused by some kind of vehicle failure, with tire degradation and brake system failures topping the list, according to the National Motor Vehicle Crash Causation Survey from the National Highway Traffic Safety Administration. But tire and brake failure aren't the only types of vehicle problems that can lead to accidents engine, steering system and suspension failures also cause crashes. "Getting your oil changed, tires rotated and brake pads checked regularly not only helps keep your car running smoothly, but it also helps keep you and your family safe," says Matt Myers, senior vice president of claims with Erie Insurance. "It's also important to check your car's transmission fluids and get the 50,000-mile and 100,000-mile checks. It might sound like a lot, but regular preventative maintenance is the best way to keep those strange car noises - and accidents - to a minimum." Here are six common car noises people hear and what they could mean: Humming or groaning When you hear humming while driving at faster speeds, it's a sign there probably is some wear on your tires, which can lead to serious issues. It could be located on the insides of your tires, which is hard to diagnose on your own, but not having it checked is a risk, because the steel belts in the tire might be coming apart. Growling This noise could change or even go away when you turn the wheel, but it is usually caused by a defective front wheel bearing. The change in noise could be a result of the shift in the weight of the car as you turn. Whining and creaking You might hear these noises backing up or turning. It could be the result of a ball joint or tie rod seizing up. Squeaking This can be a high-pitched, steady annoyance that lets you know it's time to get your brake pads checked or replaced. Grinding This sound means two pieces of metal are touching when they shouldn't be. This sound could be a multitude of things: brakes, powertrain, suspension or something else. Whatever the case, a grinding sound means you need to get your car checked out as soon as possible. Hissing

All tuned up
By Tresa Erickson Most of us know that regular maintenance is key to a well-running vehicle. That's why we get our oil changed, have our tires rotated and so forth. Another important part of the regular maintenance schedule is the tune-up. Because the internal workings of vehicles have changed so much over the years, the definition of a tune-up may vary from the simple replacement of spark plugs to the complete overhaul of several areas within the vehicle. Most experts agree that the best tune-ups

By Craig W. Armstrong The snow and ice have melted, the roads are clear and spring is here. Winter driving can be dangerous and very frustrating. Going to the store or getting to work during the winter takes planning. You have to allow for road conditions, traffic and the stress of taking to the ice roads. Once spring arrives, most people just want to relax behind the wheel and enjoy the open road. But there is something else to consider that you might not have thought about during the winter months-gas. Getting from place to place in the winter is enough to occupy your mind, but once the roads are clear, you want to drive farther and faster, and that means using

Green spring car care

By Craig W. Armstrong Save money AND save the planet. Keeping our world green has been a concern for many years., but now keeping money in the bank and food on the table is a concern for millions of Americans as well. A good way to accomplish both is to practice green car care. The most basic way to think about it is that the longer you can maintain your vehicle, the longer you will be able to avoid buying a new one. Spring is the perfect time to get your vehicle inspected and ready for the warmer weather. A few areas that need inspection are the air filter, the oil and oil filter, and the radiator and cooling system. If you are someone who isn't comfortable under the hood, take your vehicle to an auto shop and let them take

more gas. Here are a few ways to save on gas as you spend more time in your vehicle. Slow down and save. The faster you go, the fewer miles you will get to the gallon. Driving over 60 mph will decrease your gas mileage. It has been estimated that every 5 mph over 60 you drive, you are going to consume more fuel. Besides how fast you are driving, consider HOW you are driving. If you rapidly accelerate or brake, you are using more gas and will lower your mileage by more than 30%. Keep the pressure under control. Correct tire pressure is crucial to good gas mileage. Make sure that your tires are properly inflated. The correct PSI (pounds per square inch) can be found on the tire, on the sticker on the door or in your owner's manual. Change your oil regularly. The classic rule of thumb is to change your oil every three months or 3,000 miles. This rule is a source of great debate. The point at which oil breaks down has improved over the years and many experts feel today's oil lasts longer. The best way to judge when your oil needs to be changed is by consulting the vehicle owner's manual. Pace yourself. If you do a lot of highway driving, use your cruise control. This will allow you to keep a constant rate of speed and improve your gas mileage. Lighten your load. During the winter months, you may have put bags of salt or

Describing a problem to a mechanic

By Craig W. Armstrong "It's like a muffled squeak followed by a high-pitched bong, and sometimes it just hums. It almost sounds like it's humming that old ABBA song...oh, I can't remember the name of it, but it sounds like that." Is this how you explain to your mechanic the noise your vehicle is making? Have you ever used the word "galonk"? Have you ever imitated a Madagascar hissing cockroach when describing a noise or mentioned anything about what it would sound like if someone squeezed a duck...really hard? If you answered yes to any of these questions, you probably need help conveying troublesome sounds coming from your vehicle. Cars and trucks make lots of sounds; some are normal and some are a definite indication that something is not functioning properly. Most people have a good idea of which sounds are normal and which ones need to be checked out. The important thing is to be as accurate as possible when describing those abnormal noises to your mechanic. Like doctors, mechanics need to have a reasonable and thorough explanation of the "patient's" symptoms; they will rely on you to give them that information. Be able to explain when you hear the noise. Is it at start-up or when you turn off the vehicle, when you are going uphill or around a curve, when you're braking or when the gears shift? Be specific in your explanation. Next describe the location of the sound. Rather than using the terms "right" or "left" side of the vehicle, you can avoid confusion by referring to the "driver's side" and the "passenger's side." Is the noise coming from the engine, underneath the car, from the rear, around the tires? You may even want to draw a diagram indicating the troublesome spot. Often a mechanic will test-drive your vehicle and listen for sounds so they can accurately diagnose the problem, but how many times have you taken in your

a look. If you are not mechanically inclined, there still some ways to get your vehicle ready for spring and save some money at the same time. Check your tire pressure. Tires that aren't inflated to the correct PSI (pounds per square inch) create more friction, make the vehicle work harder and use more gas. Keeping your tires properly inflated saves you money at the pump and keeps the planet greener by the use of less gas. The correct pressure will be printed on the tire or found in the owner's manual. Clean the inside of your vehicle with environmentally friendly products. These products can be purchased or you can make your own. There are many recipes for homemade cleaners that can be found online. Instead of using paper towel to clean the windows, use newspaper. It does a great job and you will be using it to get the news AND clean your car. Determine if your auto shop is green. Ask if they recycle oil and antifreeze. Also find out if rebuilt parts are available. The cost of these parts can be 50% less. You'll be saving money and recycling at the same time. One of the best ways to save money and be green is to be creative. We could all use some extra money and maintaining our planet is something we can all take part in. Spring has sprung and things will be getting green. Do your part and help our planet stay green and keep some green in your pocket at the same time.

involve an inspection of several areas, including the battery, engine mechanical, powertrain control, fuel, ignition and emissions. Not every shop defines a tune-up in this way, however. Generally, the more involved the tuneup, the more it costs. When scheduling a tune-up, it is important that you find out what it will entail and how much it will cost. Be wary of really low estimates; chances are the shop is pushing for your business and the final bill for the tune-up will be much higher. The best shops understand that not all drivers know what a tune-up is and request one on the assumption that it will fix whatever is wrong with their vehicle. They will ask why you think your vehicle needs a tune-up and go from there. You may discover that what you really need are new battery cables rather than new spark plugs. Once you have several estimates, sit down and compare them. Select the shop whose estimate includes a fairly thorough inspection at a fair price. You want to make sure that when you drive away from the shop your vehicle is running smoothly and efficiently. The term "tune-up" means different things to different people. Keep that in mind as you shop around for estimates. Know what you are getting before you take your vehicle in, and if you are getting a tune-up for any reason other than maintenance issues, relay that information to the shop. If you don't, you could end up paying for a tune-up plus a repair.

Spring into a GPS

By Craig W. Armstrong Spring is here and it's time to enjoy driving again. Gone are the icy roads, blowing snow and brown slush. You may be considering a trip to enjoy the warmer spring weather. You know where you want to go; you just don't know how to get there. That's where a GPS can help. A GPS or Global Positioning System is a marvel of modern technology. It's a device that computes your location using triangulation. The GPS unit in your vehicle is actually just a receiver that receives signals from orbiting satellites. Once the unit knows where you are, it can instruct you on how to get to your destination. After putting your destination information into the device, it will give you step-by-step instructions on how to get there. Before you buy any technology, it is import to ask yourself a few questions. As with most things, you get what you pay for. The more you spend on a GPS, the more features it will contain. Some GPSs come with a "bundle," which contains extra components. Of course, a GPS can also be purchased by itself. Consider warranty, support and upgrades. The longer warranty you can get, the better. If you are thinking about buying an extended warranty, make sure it covers something that is likely to break down. Make sure there is toll-free or Internet support. Some people don't do well with written instructions, so it's nice to be able to talk to another human being. Talk to whoever is selling you the device about upgrades. Will it require an upgrade? Approximately when will it need an upgrade? What will it cost? Find out if the device is "plug and play." This means is it ready to use right out the box. Consider where you will mount the device in your vehicle. Does the unit come with what you will need to mount it? One of the coolest things about many GPSs is that they can speak. Having a unit that can speak is convenient. It allows you to keep your eyes on the road while it gives you directions. Keep in mind some devices will simply say, "Take the next right," while others will have the ability to give you specific street names, "Turn left on Washington Street." Some units can be programmed to speak in an American or English accent or in a male or female voice. Many units can speak multiple languages. If you can't speak Japanese, this really isn't helpful, but it can be entertaining on long trips. Investing in a GPS can save you time and frustration. Just make sure you do your homework and ask the right questions. Getting a GPS that fits your needs will make your travels a lot smoother.

sand in your trunk for added weight and traction. Now is the time to get rid of them. A lighter vehicle is a more fuel-efficient vehicle. Drag on your vehicle decreases its efficiency by 2%. Get rid of any nonessential items in your car and save some money on gas. Spring is the time to shake off the cold of winter and enjoy the warmer weather. Just remember it may be warmer outside, but gas prices are still the same.

...Describing car noises

From page 12
car and it won't make the noise or "do that thing" for the mechanic? The main way to avoid this frustration is to be an expert, prepared witness. Explain any and all known "maladies" associated with the noise. There may be vibration or leaking fluid. Explain where you feel the vibration-in the steering wheel, under your feet, etc. Indicate the location of any leak and the color of the fluid if possible. Are there any other noticeable differences in how the vehicle is riding or handling? To repeat: Be thorough and specific in your explanation. Mechanics expect a certain amount of charades from customers (and they probably enjoy them sometimes), but accuracy in your explanation will help them do a better job of repairing your vehicle and getting you back on the road faster.

...Proposed budget
From page 21
the district has planned for more students than the previous year but he noted the district has seen a flattening of elementary enrollment while larger classes are graduating. Were watching that very closely, he said. Under first draft budget, the tax levy would increase .21 percent to $20,095,457.98 while the mil rate would increase 2 cents to $10.42 per equalized valuation. Ruud stated the district is expecting a zero percent increase in the district equalized valuation. He also summarized general data from the budget. According to Ruud: 57.11 percent of revenues come from the tax levy and another 1.87 percent from local sources, with state aid accounting for 39.57 percent of the budget; 56.61 percent of expenditures go toward classroom instruction wile 40.75 percent go toward support services such as transportation. HUNTER

What is big, black and cute all over? Hunter! This loveable boy may look intimidating but he's really just a sweet guy full of life and love. Transferred from Vilas County Humane Society due to space at WCHS, Hunter was originally surrendered when his previous family could not keep him at their new house. Ready to find a family that means forever, Hunter enjoys going on walks and hanging around with anyone who is willing to give him some love and affection. An intelligent guy, he knows "sit", "come", "off", "lay down", "shake", and "beg". Great with other dogs, cats and children over six, Hunter would be a perfect addition to almost any home. You'll be missing out on a real hunk if you don't stop by and meet him today.

Tip of the Week: When your dog starts to jump up, stand still, look straight ahead (not at your dog), and pull your hands
and arms up to your chest. Say Off, and take a few quick steps toward your dog. (Be careful to not step on her toes.) Shell jump back to get out of your way. The instant her front paws are on the floor, say Sit. When she sits, kneel down and calmly stroke her. If she jumps up again, immediately stand up and repeat the sequence. License Number #266935-DS

How to Be a Better Boss

How is it that some managers are able to inspire top performances from their employees while others can barely extract an honest day's work from the people who report to them? The secret is out. According to a survey by leading staffing company Kelly Services, an overwhelming majority of American employees want to work hard because their bosses are nice to them. As part of the Kelly Global Workforce Index, 4,000 Americans were asked to rate their bosses on four attributes -- communication, leadership, team spirit and delegation skills. American workers ranked their bosses above average in all four areas. On a scale of 1-to-10 with 10 being best, bosses in this country received a 7.3 for delegating authority, which shows they trust their employees; and a 7.1 for creating a sense of team spirit, which shows they want morale to be good. For leadership ability, they received a 7.0; a 6.9 for communication skills. "American managers are putting extra emphasis on motivating and engaging their employees because they know that a content and motivated workforce will reduce costly turnover and will contribute to the bottom line, says George Corona, senior vice president of Kelly Services. So what are some of the most effective ways American bosses are raising people's stature from mere hired hands or order takers to valued team members? By asking employees to complete the initial screening of potential job candidates -- to make sure the person hired will be a good fit with the team; By consistently seeking input from employees, and acting on their suggestions for improving productivity and efficiency; By resisting the urge to micromanage -leaving it up to the employees to determine the best way to complete their assignments. And here are some innovative ways they are encouraging employees to get out and have fun together: Sending employees to team-building workshops where they are dependent on each other to complete a goal, like to climb a mountain, sail a ship, run an obstacle course, etc. Encouraging monthly get-togethers where employees can put work aside for an hour or two and are given the opportunity to socialize. Overall, American bosses come in second only to Mexico when it comes to being the best supervisors in world. The industries where bosses get the highest accolades are business services, the sciences, pharmaceutical and IT.
