Percent Increase of PCMs that must be: Competitive, DRRM Capable, Environmental Protection Capable, Law and Order, and Public Safety Capable, Social Protection Capable, and Accountable and Transparent FROM 2013 TO 2016 2.Commitments are deliberately designed to build the requisite foundation or to further strengthen the Foundation of Governance, if started, in the First Year, as described above
