FUNCTIONS:

PRESIDENT ELECT

1. Will directly supervise the following Committees: a. Special Projects-Chapter Dev. & membership Involvement b. Sports 2. Directly responsible for the streamlining of procedures and proper administration of office personnel. 3. Shall assume office as President on the first day of January immediately following this year of -service on ht board as President-elect. 4. To enhance the effectiveness on the present program of the Chapter thru the use of the latest computer technologies. 5. Responsible on the committees preparation on the regional conferences, annual convention of the Institute. 6. Shall perform such functions as may be delegated by the Chapter President VP-MEMBERSHIP DEVELOPMENT FUNCTIONS: 1. To enhance the effectiveness of the present program of the chapter on membership. Updating of members record through computerization thru the use of internet and other latest computer techniques to be used by the Secretariat. 2. To initiate programs for the chapter that will improve and increase the number of our membership in good standing. 3. Shall perform such function as may be delegated by the Chapter President. VP PROFESSIONAL DEVELOPMENT AND RESEARCH FUNCTIONS: 1. To recommend professional development programs on general and sectoral basis for implementation of the chapter. 2. To improve and update existing professional development programs considering development, current trends and changes in laws & regulations. 3. To actively search and encourage development of technical materials and disseminate such materials to the members though PICPA publications and through other means. 4. To coordinate the years seminar schedule by the Train the Trainors Group of Speakers 5. Shall perform such other functions as may be delegated by the Chapter President.

SECRETARY FUNCTIONS: 1. Responsible to take the minutes of the meetings of the Chapter and the Board thereof. 2. Responsible to give notices required to be given for the meetings as well as for all other matters concerning the chapter. 3. Shall perform such other duties assigned to her by the president. 4. Submit monthly report of activities of the chapter to PICPA National. 5. Prepare annual report of the chapter to be submitted to PICPA National for compliance. TREASURER FUNCTIONS 1. Shall all fees, dues or contributions from the chapter members as are required by the By-Laws and as may be authorized by the Board of Directors/Members. 2. Shall remit to PICPA National Office the membership dues as well as all the monetary and other properties properly belonging to PICPA National Office, Regional and Sectorial Councils. 3. Shall take charge of the funds, properties and accounts of the chapter. 4. To provide funding to the Chapters projects through the conduct of fund raising activitites on a regular basis. 5. Shall keep all unremitted funds to National Office separately from the funds pertaining to the chapter and shall have no authority to disburse to National office and/or regional/sectoral funds, except to remit them to PICPA National Treasurer. 6. Shall render financial monthly reports to PICPA National, Chapters Board of directors during monthly board meetings and to the members during annual meetings the receipt and disbursements of funds and other amounts under his responsibility. 7. Shall prepare the annual budget to be submitted to PICPA National before the 25th of January. 8. Will supervise the Committee on: a. Planning Workshop b. Students Participation 9. Shall perform such functions as may be delegated by the Chapter President.

ASST. TREASURER FUNCTIONS 1. Will coordinate and assist with the duties and responsibilities of the Chapter. 2. Supervises/assist the Library committee regarding the purchasing of library materials needed for the Regional Library which is located at PICPA Cebu Chapter Bldg., the allocation of P98,000.00 ( Cebu Chapter has been given the authority to handle this matter) 3. Shall perform such functions as may be delegated by the Chapter President. PRESS RELATIONS OFFICER (PRO) FUNCTIONS 1. Shall take charge in the following up of the quarterly publication of the chapter, Disclosures to be handled by the Publication Committee. 2. Suggest/recommend topics or issues to come out in the quarterly publication of the chapter. 3. Shall perform such functions as may delegated by the Chapter President. 4. Shall prepare articles for press releases to the dailies on the ongoing activities of the chapter. 5. To plan out article for the release at Sunstar PICPA corner scheduled once a month. SECTORIAL DIRECTOR: COMMERCE & INDUSTRY FUNCTIONS: 1. Will coordinate activities of the chapter to the commerce & industry sector, such as accountancy week regional conference & annual conventions. 2. Shall perform such functions as may be delegated by the Chapter President. SECTORIAL DIRECTOR: EDUCATION FUNCTIONS: 1. Will serve as liaison to the Sectorial group. 2. Will coordinate with the ongoing activity of the committee on Scholarship under the PICPA Nationals committee project: Adopt a Child Scholarship Program. A scholarship grant to underprivileged but deserving, elementary and high school student who seek admission to any public school. The grant shall cover monthly allowances for transportation, meals, and uniforms and other related expenses with a minimum amount of P250 and P500 for elementary and high school students, respectively. In the event that a Chapter shall be able to extend scholarship grant to a number of scholars in excess of its Category limit, that Chapter shall

earn bonus points. To facilitate monitoring of grants the committee suggests that all scholars of particular Chapter be selected from a single public school. 3. Will coordinate with the Committee to encourage active participation of the Wives/Husbands of PICPA members during the chapters activities such as fellowship gathering, community & other social involvement. 4. Shall perform such functions as may be delegated by the Chapter President. SECTORIAL DIRECTOR: GOVERNMENT FUNCTIONS: 1. To serve as liaison director for the government sector on all PICPA chapter activities. 2. Will encourage CPAs in the government group to participate in the chapters activities lined-up for the year to make them feel part of our profession. 3. To update the CPAs connected in government agencies all the vital information for their profession. 4. Shall perform such functions as may be delegated by the Chapter President. SECTORIAL DIRECTOR: PUBLIC PRACTICE FUNCTIONS 1. To serve as liaison director for the public practice sector group. 2. Shall initiate the move to invite CPAs engaged in the public practice to participate PICPA activities lined-up of the year. 3. Shall perform such functions as may be delegated by the Chapter President.

VP-OPERATIONS FUNCTIONS 1. Takes charge in the handling of Chapter major activities like the Induction of Officers, and the Accountancy Week Celebration. 2. Directly supervise the long term planning of the Chapters Building relocation project which is currently spearheaded by the Special Project Committee. 3. Handles other major special projects of the chapter which the Board wishes to embark on during the year. 4. Shall perform such functions as may be delegated by the Chapter President.

DIRECTOR FOR COMMUNITY AND SOCIAL ISSUES FUNCTIONS: 1. Responsible in the formulation of the Chapters common stand towards certain issues involving the business / social community of which PICPA is part of. 2. Initiates actions to make the chapter visible to the public in terms of social and community awareness. 3. Will serve as the liaison to the public officials and prominent business groups in the community with the end-objective of enhancing the positive image of the chapter. 4. Shall perform such functions as may be delegated by the Chapter President.

COMMITTEE ON ACCOUNTANCY WEEK FUNCTIONS: 1. To prepare and execute a general program of activities for the duration of the Accountancy Week. 2. To assign activities so programmed to the different sectoral groups and committees as deemed proper. 3. To coordinate the activities of the different sectoral groups and committees and serve as liaison between them and the Institute.

COMMITTEE ON CONVENTION PARTICIPATION FUNTIONS: 1. To undertake the preparation, planning and control of the annual celebration of the Institutes convention. 2. To closely coordinate with the host chapter in the preparation for the convention. 3. To effectively and efficiently manage and supervise the functions of the various committees, as approved and accepted to ensure a successful convention. 4. To guide the committees in carrying out their respective duties, in adhering to the established operational and financial guidelines of the Institute, specifically in terms of cash advances, purchases, and other related disbursements.

COMMITTEE ON COOPERATION WITH FINANCIAL INTERMEDIARIES & OTHER PROFESSIONAL ORGANIZATIONS FUNCTIONS: 1. To promote good relationships with other professional organization which could be of service or assistance to us in one way or another in the future. 2. To gather / acquire some successful methods/ideas adopted by their organization which might be beneficial to the chapter or vice versa. 3. To serve as liaison between the banks and government agencies on one hand and the CPA whether in private or in public accounting, on the other hand. 4. To pave the way for better and easier understanding by banks and the governmental agencies of financial accounting reports, prepared by the CPA in private or public accounting which are submitted to the former. 5. To make the CPA understand better bank and governmental requirements had the nature and purpose of these requirements. 6. To recommend to governmental agencies measures which will help the CPA in dealing with them in the course of his work such as the uniform deadlines for the submission of financial and accounting reports required by these agencies.

COMMITTEE ON AUDIT

FUNCTIONS: 1. To conduct periodic review and audit of financial records of the chapter. 2. To review the internal control system used by the chapter. 3. To provide financial and accounting advice and recommendations that are needed in the cause of its examination. 4. To coordinate with chapters council especially to the incumbent Treasurer in the review of the accounting system.

COMMITTEE ON COMMUNITY SERVICE FUNCTIONS: 1. To plan activities that has got to do with community service. 2. To provide or solicit funding for every activity undertaken. 3. To encourage members of the profession to be civic minded like giving alms and aide to the poor. 4. To coordinate with the different government agencies and other associations whose objectives are public welfare and community service. 5. To conduct outreach projects to the community. 6. To study and recommend to the Board plans and programs that deals on community awareness. 7. To document chapters activities on community involvement, such as sports awareness of the community as well.

COOPERATIVE DEVELOPMENT FUNCTIONS: 1. To continue the organized cooperative for Cebu PICPAns.

2. To support the MOA between PICPA, CDA & FINEX: MOA between PICPA, CDA & Landbank.

ENVIRONMENTAL CONCERN FUNCTIONS: 1. To coordinate with DENR programs and policies regarding conservation of natural resources. 2. To help the government in creating awareness on the environmental and ecological reservations. 3. To co-sponsor with other organization tree planting activities. 4. To instill among PICPA members the importance and significance of ecological balance. 5. To coordinate with the PICPA representative-Officer / Director that represents the CUSW where PICPA Cebu is a member of the Board of Director to this agencies.

COMMITTEE ON ETHICS FUNCTIONS: 1. To check on adherence to code of ethics. 2. To safeguard every member / right to exercise his profession at a reasonable and at generally acceptable fees.

COMMITTEE ON FELLOWSHIP FUNCTIONS: 1. To bring about more cordial and closer relations among members. 2. To conduct the annual Maytime Festival and other fellowship get-together affairs of the Institute.

COMMITTEE ON INDUCTION FUNCTIONS: 1. To plan the induction ceremonies of the incoming council members and officers and the respective chairman and co-chairman.

2. To invite the guest speaker and the inducting officers in the induction ceremonies. 3. To provide welcome and send-off parties for all the guests and visitors. 4. To provide the chapter additional funding through fund raising in the preparation of Souvenir Program and in the newspaper releases thru line-ads. 5. To solicit message from Governor, Mayor and prominent people of the Institute regarding the induction ceremonies.

COMMITTEE ON LIBRARY FUNCTIONS: 1. To assist the Secretariat in the preparation of the budget & other reportorial for submission to the Board & PICPA National. 2. To study and recommend ways and means to improve the years administration of the Institute. 3. To make proposals/develop a salary scheme for the office personnel that will fit to the present scenario. 4. To set up standard office procedures. 5. To conduct time & motion study among office personnel to maximize the use of time.

PLANNING WORKSHOP COMMITTEE FUNCTIONS: 1. To conduct Planning Workshop for the Officers / Directors / Committee Chairs / Co Chairs & Members of the committee regarding the planned activities for the year. 2. To prepare and submit report after the planning workshop was held to PICPA National.

3. To collate the expenses & budget for the year. 4. To work under the supervision of Treasurer, Ms. Concepcion R. Racaza.

COMMITTEE ON PUBLICATION FUNCTIONS: 1. To take charge of the publication of a Chapter publication, Disclosure on quarterly issues. And seeing to it that this publications maintains its quality at high level and is issued periodically on time. 2. To solicit, edit and screen materials and editorial contribution for the publication. 3. To take charge of transmitting to the National Office articles and manuscripts intended for publications to National-Newsletter. 4. The Committee on Publication shall see to it that articles and contributions appearing in the Chapter Newsletter are published as opinions of the authors of the contributors and not those of the Chapter or the Institute. 5. The designation of the printing press which will handle the chapters publication shall be recommended by the Committee on Publications for the approval of the President. 6. Shall provide copies of the Chapters Disclosure to the members in good standing. 7. Shall solicit sponsors for the printing of the publication-Disclosures.

SCHOLARSHIP COMMITTEE

FUNCTIONS: 1. To look for sponsors on the scholarship program, project of PICPA National the ongoing project of the Scholarship Committee. A scholarship grant to underprivileged but deserving, elementary and high school students who seek admission to any public school. The grant shall cover monthly allowances for transportation, meals and uniforms and other related expenses with a minimum amount P250 and P500 for elementary and high school students, respectively. In the event that a Chapter shall be able to extend scholarship grant to a number of scholars in excess of its Category limit, that Chapter shall earn bonus points. To facilitate monitoring of grants the committee suggests that all scholars of particular Chapter be selected from a single public school. 2. To continuously evaluate existing programs and recommend continuance and improvements thereon. 3. To propose or recommend various types of programs on scholarship, study grants and educational assistance among others, coverage, criteria and selection procedures. 4. To involve the PICPA scholars in appropriate PICPA functions and activities of the chapter.

COMMITTEE ON SPECIAL PROJECTS FUNCTIONS: 1. Responsible for the long-term planning of Chapters Building relocation project. 2. To conduct special projects that are beneficial to the chapter and members as the accounting profession in general. 3. To undertake different activities which are very extraordinary and financially and educationally beneficial to the chapter.

SUNSHINE COMMITTEE FUNTIONS: 1. To provide members with joy and happiness, thus extending greetings and giving of flowers during special occasion like birthdays & anniversaries. 2. To visit to members who are sick & hospitalized and to condole to the family of PICPA. 3. To give recognition to members who excel in their respective field of endeavor.

COMMITTEE ON FINANCE FUNCTIONS: 1. To prepare and submit the annual budget of the Chapter for the approval of the Council. 2. To study ways and means of improving the financial position of the Chapter. 3. To study and recommend to the Council appropriate action on all projects affecting the movements of general funds. 4. To assist the Treasurer in the collection of accounts. 5. To recommend to the Council, in coordination with the Committee on Membership appropriate action on members who are delinquent in the payment of their dues. 6. To render at least a quarterly report to the Council on the progress of the Committee work.

COMMITTEE ON INTER CHAPTER RELATIONS FUNCTIONS: 1. To invite other chapters of PICPA regarding activities such as regional conferences, seminars, and the like. 2. To closely coordinate with the host chapter in the preparation of the holding of such activities that needs the other chapters participation. 3. To bring about more cordial and closer relations among other chapters.

JOB PLACEMENT FUNCTIONS: 1. To undertake complete listing of members and their field of Specialization as reference in case of Job availability. 2. To inform all interested members for any job openings. 3. To facilitate applications of all interested members to a specific job opening. 4. To coordinate with the committee on Publications in printing job openings in the quarterly chapters journal.

COMMITTEE ON MEMBERSHIP FUNCTIONS: 1. To interest prospective members to join the Institute and previous members to reinstate their membership status. 2. To determine prospective members through letter to private firms, schools, and government institutions and through inquiry with the present members. 3. To invite prospective members to the Institute meetings and other activities. 4. To introduce and welcome new members during membership meetings. 5. To maintain an updated directory of members and is responsible for locating the addresses of members with unknown addresses. 6. To handle the preparation of oath taking of new CPAs being held twice a year. 7. To make a study and recommendation on the condonation of dues in arrears. 8. To recommend approval of termination of membership and prepare criteria for membership suspension. 9. Responsible for campaigning and developing a new collection scheme for membership dues and continue promoting the Sustaining Life Membership (SLM) Program.

10. To see to it that the provision of the By-laws with respect to membership are enforced. 11. To coordinate with the Board of Accountancy / Professional Regulations Commission in preparing for the oath taking ceremonies for the new CPAs and their induction and briefing as new members of PICPA. 12. To coordinate with the Publications and other committees as necessary to keep members aware through all available means, of development on membership growth as well as new programs that will attract membership.

COMMITTEE ON MEETINGS FUNCTIONS: 1. To prepare and executive a general program for monthly meetings which will carry out the theme of operation for the year. 2. To recommend the topic and speakers for each monthly membership meetings of the Institute for approval by the Board of Directors. 3. To invite speakers as approved by the Board of Directors. 4. To take charge of the printing and distribution of the program. 5. To prepare the seating arrangements for each meeting both for the presidential table and sub-presidential table. 6. To select from the membership the members of the panel of interrogators for the open forum. 7. To assist the officers in welcoming the guest speaker and other official guests at the place of meeting. 8. To generate good attendance at membership meetings through circulars, telephone calls, and personal contacts.

9. To arrange for the meals to be served during meetings. 10. To coordinate closely with the other committees who may be charge of some regular membership meetings. 11. To arrange for the putting up of decorations and lay-out. COMMITTEE ON IT/MIS FUNCTIONS: 1. To familiarize members with computer technology and its impact on the accounting profession. 2. To work for the adoption of a comprehensive set of computer oriented courses relevant to the college business curriculum. 3. To develop guidelines for accountants as well as the chapters secretariat for the effective use of management of computer resources. 4. To set up a mechanism for the continuing education of members on computer technology for the thorough sponsoring of computer seminars for accountants, publishing articles in the chapters publication, writing of regular columns on computers of chapters publication, organizing and developing electronic datas guidelines to be adopted by PICPA members, conducting dialogues with and sending correspondence to education bodies for the adoption of computer courses in the business curriculum, and working for the inclusions of EDP-Oriented questions in CPA Examinations. 5. To develop computer applications for PICPAs Membership, Receivables and present operation system at the Chapters Office. LEGISLATIVE & PUBLIC AFFAIRS FUNCTIONS 1. To analyze current issues involving PICPA or its members and present to the public the pros and cons of each issue, and to recommend to the PICPA Board for approval and releases the official PICPA stand on it. 2. To prepare for and sponsor a program for one membership meeting during the year highlighting current issues and to coordinate this with the committee on meetings. 3. To undertake other projects that will indicate PICPAS involvement in helping the public in general; including small businesses, but which are not sanctioned by other committees functions. PRESS RELEASES FUNCTIONS: 1. To prepare article for press releases to the dailies on the on going activities of the chapter.

2. To plan out articles for the releases. COMMITTEE ON PROFESSIONAL DEVELOPMENT FUNCTIONS: 1. To make studies of and submit recommendation on program for continuing education of accountants. 2. To develop interest and encourage participated of members in activities designed to enchace professional advancement of the members. 3. To collaborate with the other committees in projects aimed at promoting better public understanding of reliance on the service of certified public accountants. 4. To schedule at least one seminar every month. 5. To document and publish plans and program of activities as well as(cannot be read in the paper) COMMITTEE ON PUBLIC ACCOUNTING FUNCTIONS: 1. To conduct training and developing programs for interested members who are in public practice. 2. To assist members who are public accounting practioners. 3. To conduct a forum whereby members in public practice can discuss their common and mutual problems and hopefully benefit from it. 4. To determine areas in which the Institute can help interested members in their public practice requirements such as making available audit forms like bank confirmation, confirmation of accounts receivables and payables, cash out and other working papers at minimal costs. 5. To conduct special studies in new field in the public practice of accountancy and to disseminate information gathered to the members of their use. 6. To encourage practitioners to contribute to the furtherance of the objectives of the Institute. 7. To conduct training and development programs in coordination with the Committee on Education for interested members who are teaching auditing subjects so as to bridge the gap between the academe and the practice of accountancy. SOCIAL & FAMILY INVOLVEMENT FUNCTIONS: 1. To study and recommend to the Board, social involvement plans and programs for implementation.

2. To nominate deserving PICPAns who can be recognized through chapter awards for their significant contribution to PICPA in term of social involvement activities. 3. To create and recommend high impact and socially relevant projects that can be identifies for implementation by the chapter. 4. To document and publish social involvement activities of the chapter. COMMITTEE ON TAXATION FUNCTIONS: 1. To undertake activities for professional development on taxation 2. To actively participate and encourage participation of other CPAs in the activities and to promote and foster cordial working relationship with regulatory government agencies such as but not limited to the BIR, SEC, BOI. 3. To help PICPA members who seek assistance on tax matters. 4. To coordinate with the Committee on Meeting to co-sponsor a monthly membership meeting activity. WAYS & MEANS COMMITTEE FUNCTIONS: 1. To conduct major fund raising for the chapter on a quarterly basis. COMMITTEE ON SPORTS FUNCTIONS: 1. To bring about more cordial and closer relations among members. 2. To hold sports activities for the members on a quarterly basis, various fields of sports category such as bowling, basketball, golf, tennis and some other sports activity plan. 3. To organize or engage when invited in sports activities with other professional organizations and associations. COMMITTEE ON STUDENTS PARTICAPATION FUNCTIONS: 1. To coordinate the activities of Junior Philippine Institute of Accountants in various schools of Accountancy and Regional Federation of JPIA and serve as liaison between the JPIA and the Institute.

2. To encourage the formation of JPIANs in school where there are none existing.
