PPT 1: Introduction to the Project


Slide 1 This is the first of three Powerpoint presentation that you are required to read before joining the face-to-face session. This will help you appreciate the project context in which this training course is situated. Slide 2 The project title is very specific as you would notice. The aim is to assess the level of preparedness of 199 hospitals selected by the Health Emergency Management Staff (HEMS) of the Department of Health (DOH). Slide 3 Earthquakes Megacities Initiative (EMI) is an international scientific non-governmental organization based in Quezon City that does consultancy work and studies for local and national governments, as well as international and regional organizations such as the Asian Development Bank and World Food Programme. It promotes the disaster risk reduction & management plan for megacities in its partner cities notably in Metro Manila, Kathmandu, Amman and Mumbai. It promotes capacity development through training: face-to-face, distance learning and the blended approach. EMI implements the Distance Learning Program on Natural Disaster Risk Management with the World Bank Institute (WBI). The program is a series of online courses designed to build competency in disaster risk management (DRM) practice globally. Do visit our website: www.emi-megacities.org. Slide 4 The project will: (1) Assess 199 selected hospitals in Luzon (2) Identify gaps and remedial actions (3) Prioritize hospitals for upgrading (4) Document sound practices in disaster risk reduction (5) Evaluate Safe Hospitals Assessment Tool (6) Develop system to monitor progress in emergency preparedness. The earliest version of the DOH Safe Hospitals Assessment Tool was used in 2008 in the assessment of 25 hospitals in Metro Manila. The present tool is a revised version of the latter. The Safe Hospitals Assessment Tool is a pre-disaster tool unlike the DQRP. The project is designed to enhance or develop policies concerning emergency preparedness of hospitals. Slide 5 Two activities are about to completed: (1) Collection of hazard data and multi-hazard mapping. The location of the 199 hospitals is plotted in the hazard maps. Thus, we will know to which hazards a hospital is exposed.

(2) Face-to-face training workshops have been conducted as shown in the slide. As EMI needs to form multidisciplinary teams and so training has been conducted for functional facilitators (health professionals), nonstructural assessors (architects), and structural assessors (civil/structural engineers). Some workshops were a combination of functional and non-structural. When the project started, the workshop was designed to have all three professionals together. However, the training of engineers was delayed because there were no takers. EMI thanks all who responded to the call. Slide 6 While actual assessments have started in September as soon as teams were formed and hospital administrators indicated when the assessment may be done. The assessment could continue until February 2013, should there be few assessors to visit hospitals. To date, the assessment proceeds at the rate of two hospitals per week. EMI looks forward to the time when up to 14 assessments are conducted simultaneously in the 8 regions of Luzon every week. This blended learning approach is being done to generate non-structural and structural assessors. It is conducted only until December 15. Should there be a need for the other types of assessors, the same training mode may be adopted. It is essential that all three coordinate their activities well and may at some point in time, meet in order to exchange notes and insights. Slide 7 Future tasks include the review and analysis of collated assessment data. Comments and information gathered from the hospital management and personnel will be synthesized while sound practices are documented. Gaps in each hospital and in the regions are studied. Recommendations will be based on the analysis. An assessment report will be submitted to DOH, and DOH shall then disseminate the results and findings in a manner it see appropriate. EMI and the project team are bound to a confidentiality clause and may not reveal specific findings and observation to anyone or any organization, including the hospital administration. Slide 8 The project team members are introduced here. All who undertake the assessment training and sign a letter of engagement (in the case of individuals) or contract (in the case of a firm) will form part of the assessment teams and thus the project team. EMI has a memorandum of understanding with the United Architects of the Philippines (UAP) which promotes advocacy for hospitals. It has agreed to make architects available for training and become part of the assessment teams. Architects joining the teams shall earn credits for the renewal of license to practice. UAP also continues to conduct courses in hospital planning and management for the career development of its members.
