Spurious drug scam... accused in the supply and purchase of spurious drugs, was arrested from New Delhi late last night and his brother Ashok was nabbed from here, a senior Crime Branch official said. Amardeep, who is reportedly one of the proprietors of the company which supplied the fake drugs, and Ashok have been held here for questioning, the officer said. Search is on to nab another accused Akhil Gadoo, who is reportedly the second proprietor of the company, he said. Crime Branch had registered a case in this regard, he said. The CB team has seized vital documents and other material in connection with the case during raids at various places in Jammu and outside. A report submitted on Saturday by a committee constituted by government to enquire into lapses leading to purchase of these drugs, had given clean chit to former health minister Sham Lal Sharma, who is the present PHE, Irrigation and Flood Control Minister in supply of Rs 11.32 lakh spurious 'Amoxicillin Trihydrate' to the state government. The committee had ordered probe by Crime Branch and Vigilance Organisation against the Proprietors of Life Line Pharmaco Surgicals and officers of purchase committee-II of Medical Education department. The rate quoted by Life Line Pharmaco Surgicals was found to be the lowest by the Purchase Committee-II and supply orders were placed for 2,65,000 tablets, they said. The company supplied spurious drugs in connivance with officials of the Purchase Committee-II, the officers said. On April 05, the state government had blacklisted Life Line Pharmaco Surgical Ltd and cancelled its drug licence for supplying sub-standard antibiotic medicines meant for government hospitals. The court issued the warrant on Monday after the actor failed to appear in the court. Speaking to MEDIA Noorani said, "I am waiting for the court copy after which I will approach local police station for appropriate action." The two have been engaged in a long-standing dispute over the alleged losses after Sanjay Dutt decided to leave Noorani's film. Noorani launched "Jaan Ki Baazi" in 2002 with Dutt and Priyanka Chopra. The producer claims that halfway through the film, Dutt cancelled shooting and did not respond despite repeated attempts to contact him. Noorani has also alleged that Dutt was paid Rs 50 lakh which was never returned to him. He filed a case against Dutt with the IMPAA (Indian Motion Picture's Producers Association) which directed Dutt to pay the producer over Rs 2 crore for the losses incurred. Noorani then moved the Bombay high court seeking the execution of the IMPAA order. In 2010, the high court ordered attachment of two properties of Sanjay Dutt including a flat and his office in keeping with the arbitration award passed by the IMPAA. Delhi Police chief... CVC holds first review meeting of Vigilance Organisation
JAMMU, APRIL 22: Chief Vigilance Commissioner (CVC), State Vigilance Commission, Kuldeep Khoda held first review meeting with Vigilance Organization senior officers. Vigilance Commissioner, Dr. R. K. Jerath, Director Vigilance Organisation, Owais Ahmed, IGP Vigilance Organisation, Alok Puri, Director Persecution Vigilance and Secretary Vigilance Commission attended the meeting. Chief Vigilance Commissioner gave brief profile of the newly constituted State Vigilance Commission (SVC) created under the Jammu and Kashmir State Vigilance Commission Act, to supervise the functioning of the Vigilance Organisation besides, surveillance and advising the government on several related issues etc. During the meeting, it was emphasised that institution of Departmental Vigilance Officers (DVOs) besides other immediate initiatives will have to be strengthened. It was also emphasized that Vigilance Organization should speed up working and follow up with Government about pending prosecution sanctions. Director Vigilance Organisation briefed about functioning of the Organisation. The meeting concluded with the note of Chief Vigilance Commissioner that all possible efforts will be taken to make the Vigilance Organisation and State Vigilance Commission effective for good governance and effective public grievance redressal system to exhibit transparency and probity for the good of common man.

KISHTWAR: Kishtwar district unit of Bharatiya Janata Yuva Morcha strongly protested against MoS Home Sajaad Kichloo over the issue of slapping chief executive officer Kishtwar Development Authority Riaz Choudhary. Addressing the protestors BJYM district President Ashish Sharma said that it is shameful that a senior and hardworking officer was slapped and Such incident has created an atmosphere of mistrust and sense of insecurity among the .general public viz-a-via Govt. functionaries, he added. Demanding the removal of Sajjad Kitchloo from ministry, Ashish said BJYM would not tolerate the dictatorship and gundaism of the minister and warred that if action not taken against Sajjas Kitchloo BJYM will organize more protests and rallies against the Chief Minister Omar Abdullah who is shielding the culprit minister. KISHTWAR APRIL 22:- Assistant Regional Transport officer (ARTO) Kishtwar Mukhtyar Ahmed Sofi during his day long drive against traffic violations in Kishtwar District penalized 24 vehicles plying on various routes in Kishtwar for various traffic violations and collects the fine of Rs. 8400/ from traffic violators. During his day long drive, Mr. Sofi accompanied by his staff also aware the people about the traffic norms and urged the transporters to play its active part in minimizing the frequent accidents. He also inform the people about their duties while traveling and said that it was also the prime duty of the common citizen to raise his voice against the overloading and use of mobile phones by the drivers at the time of driving. He also issued stern warning to the drivers of passenger vehicle and urged them to strictly adhere to the traffic rules to avoid any action from the department. He also advised the transporters to appoint the drivers for their vehicles after his proper verification. Earlier last week, ARTO Kishtwar penalized 20 vehicles for traffic violation and collects fine of Rs. 8900. meeting of Board of Directors of Jammu & Kashmir Projects Construction Corporation (JKPCC) Ltd was held here today with Minister for R&B, Abdul Majid Wani in chair, who is also the chairman of the corporation. Wani on the occasion asked JKPCC to expedite all works under its execution including completion and early handing over of commercial shopping complexes at Jahangir Chowk and Rambagh meant for shopkeepers who would be relocated during the process of construction of flyover and road widening. It was informed in the meeting that an amount of Rs. 62 crore is outstanding with various project authorities on account of already completed and handed over projects.
KISHTWAR APRIL 22:Over three dozen students hailing from remote High School Balgharan in Bhunzwah area of Kishtwar District held a strong protest against the failure of school administration and ZEO Drabshalain admitting them in 10th class examination. The agitating students after covering nearly 60 KM distance reach Kishtwar and block the main road outside DC office Kishtwar raising slogans against the Principal HS Balgaran and ZEO Drabshala. The agitating students said that despite depositing the admission fee, double than the fee prescribed by the government, Principal of the school and ZEO Drabshala fail to issue them the admission cards in 10th class after they qualified the 9th class examination, the result of which was declared recently. The agitating students said that against the 72 students, only 20 students are registered on atten-

MUMBAI: The Maharashtra Public Service Commission examinations will be conducted all over the state May 18, it was announced on Monday. The examinations, originally scheduled for April 7, were postponed after a virus attack in the MPSC main server led to loss of data of 260,000 candidates, who were to appear. Following an uproar, the MPSC gave additional time to the candidates to re-submit their data online for the crucial examinations. Till date, around 38,000 candidates have not yet submitted their details and the MPSC has asked them to comply immediately. The examinations hit a major snag following a virus attack on the MPSC main server which led to the loss of complete data of nearly 260,000 candidates due to appear for two papers. As a result, candidates did not get their hall tickets, inforthey would be rendered agebarred next year if they did not write the examination this year. Most parties also casti-

NEW DELHI: As part of the national aeronautic and space administration's (NASA) interdisciplinary research in earth science programme impacts of urbanization on the environment solicitation, nine projects have been approved for funding. One of the teams to receive funding has Atiqur Rehman, reader, department of geography, Jamia Millia Islamia, as its member. The project is led by Soe Myint from Arizona State University and the other members of the project are from Yale, North Carolina and Arizona universities. Rehman is the only Indian representative on board. The project is titled 'understanding impacts of desert urbanisation on cli-
mate and surrounding environments to foster sustainable cities using remote sensing and numerical modeling.' It is a three-year project that began in August 2012 and will continue till July 2015. The total cost of this project is $7, 65,990, which would be funded by NASA. Rehman points out that out of the 100 proposals received by NASA, only nine
were granted approval for funding. The study aims to understand urbanization in desert cities to provide suggestions for the sustainable development of these cities in the future. Five sub-tropical desert cities have been selected across US, India, Israel, China and Egypt where NASA's thematic satellite data would be employed for analysis.

NO END TO DEPRAVITY
he horrific rape and torture of a five-year-old over a period of 40 hours in a Delhi suburb has proven that nothing has changed in the four months that the brutal gang rape of a 23-year-old in a Delhi bus shook the entire country and goaded Parliament into action. In fact, the manner in which this latest incident is unravelling itself is eerily similar to how the December 16 case played out. From the depravity of the human mind that has been put on naked display, to the candle-light vigil outside the hospital where the victim was admitted, to the recycled expressions of shock and condemnation issued by politicians and finally, to the gross insensitivity of a police force that simply did not care - by now, this country has already seen it, heard it and read it all. Yet, it was the callousness of the police that has rankled, and indeed enraged, the people the most. In the aftermath of the December 16 incident that saw law enforcement agencies come under scathing criticism for their inept handling of the case, the least that had been expected was a police force that had become more responsive to the needs of the most vulnerable of those it is duty-bound to protect - that is, women and children. Yet, as the case of this five-year-old rape victim shows, the rot runs so deep that even this little is too much to expect. And so it was, that when the victim's father first sought to lodge a complaint against his missing daughter, he was summarily dismissed. When police personnel finally took the trouble to search for the girl, they put in such a half-hearted effort that they could not find her, even though she was being held in the same building that she lived. Had only the police cared to look more closely, perhaps the girl could have been saved the torture. And, as if that wasn't all, when she was finally found, the police still could not be bothered to take up her case in earnestness. Instead, they advised her father to be thankful that she wasn't already dead. As if this was not appalling enough, when the father refused to budge, the police reportedly offered a bribe to shake him off. At this point, it is almost unimaginable that things could get any worse but they do. A woman protester demanding stringent action gets slapped by a senior Delhi Police officer in full view of television cameras, and those protesting in front of the Delhi Police headquarters on Saturday faced water cannons. Of course, in the days since this case has made headlines, a suspect has been nabbed, errant police officials suspended and inquiries initiated. But let's be clear - none of this is enough to get the police off the hook. In the first instance, hunting down a poor, migrant worker is not exactly the high-point in detective work. Second, suspensions of officials, unless they lead to termination of service, are merely a charade that the authorities put up to soothe frayed nerves. Only when the guilty policemen are stripped of their badge and uniform and incarcerated, will a strong message go out to the rest of the force. Ultimately, of course, for justice to be done, it is imperative that this case be treated as one that falls in the 'rarest of rare' category and the degenerate that violated a child in this manner be served the death sentence.

Paul Bairoch, a Belgian economist, in his well acknowledged study proved that in 1750 India's share of world GDP was 24.5 per cent, China's 33 per cent and the combined share of Britain and the US just two per cent. Angus Maddisson, a great economic historian, later confirmed Bairoch's study. He further said that India was a leading economic power till 1700. India had 32 per cent share of world's GDP in the first 1,000 years and 28 per cent in the second millennium till 1700. It's a settled fact that poverty came to India because of colonial rule. Systematic destruction of the Indian economy was resorted to, so that wealth could be transferred from India to the West. Before colonial rule came, there was centuries of looting by Islamic invaders. But even though they took back to Central Asia and Persia much wealth from India and even destroyed institutions of great learning like Nalanda, they could not suffocate the Hindu economy. Against this background, it is regrettable that someone who is projected by the Congress as the crown prince of the party, should be so have ignored the fact that his use of that phrase was tantamount to condemning his own party's socialist legacy between 1947 and 1977, and then between 1980 and 1989, when Soviet-style socialism governed Congress- thinking, and the country suffered the same type of scarcities as people did in the erstwhile Soviet Union. That crass ignorance was also evident when he referred to the Rani of Jhansi while recalling his visit to Jhansi. He sought to play down the heroic role that she played in what was the first organised attack on British imperialism. The Congress was so embarrassed by this gaffe that it removed this part of the speech from the video it posed online. Congressmen may claim that each of these mistakes was a mere instance of a slip of the tongue. But how could they hide the naivete of their leader which the latter laid bare, when he pleaded for a change in the system from the Pradhan Mantri to the village pradhan? Essentially, Mr Gandhi was promoting the decentralised system of governance that prevailed in India before colonial rule destroyed it. However, instead of referring to Mahatma Gandhi for empowering local Governments, he made much of the Constitutional Amendment
that his father Rajiv Gandhi had brought about to confer power on panchayat heads. The simplistic rhetoric that Mr Gandhi spouted about taking the people's voice to the Centre of power was really a condemnation of his own party's policies. He should ask himself how and when the Congress changed from being a vigorous mass movement under Mahatma Gandhi to the family heirloom that it is today. Also, if Mr Gandhi is talking about decentralisation when he himself derives legitimacy from dynastic heritage (or "political DNA", as he mentioned), then it poses the question whether he was condemning his own heritage or merely playing to a gallery consisting of a new generation of young people, that now dominates the electorate. And that is not all. The Congress scion also wants exponential growth, not the incremental growth that India has registered so far. But surely he is aware that in the last nine years that his party has been in power, India's national growth rate has dropped from nine per cent to five per cent. In this context, his praise for Prime Minister Manmohan Singh, under whose leadership growth came down from 'incremental' to in effect 'negative' (when 10 per cent inflation is taken into account), is just absurd. Ultimately, Mr Gandhi's much hyped speech proved to be just another well-rehearsed show, liberally laced with borrowed sound expressions. Also, he pointed to Mr Sam Pitroda several times, revealing the man who is quite possibly responsible for all the fancy phrases he used like "exponential growth", "Pradhan's voice" and "out-of-thebox thinking". A leadership that is divorced from the past and merely mouths borrowed phrases, holds little hope for the country.

he Human Development Report 2013 which was recently released by the United Nations Development Programme has, like its predecessors , tried to measure the wellbeing of people all over the world with the now well-known yardsticks of health, education and income. The relative standing of a country in terms of the human development index (HDI) is a measure of its achievements in the social sector. This is especially important for developing countries which are trying to improve the standards of life of people more comprehensively than by economic advancement. Most rich countries are already in the high rungs of the index. Much of the striving for a better life now takes place in the poorer countries and this year's report acknowledges this. Its theme is The Rise of the South : Human Progress in a Diverse World and it focuses in the challenges and achievements in the developing world. The report notes and analyses the major strides made by the poor countries in improving the wellbeing of the people. It is not just China, India and Brazil which have moved forward. About 40 countries from Indonesia to South Africa to Mexico have done better than expected and their progress has gained pace in the last one decade. This has profound implications and consequences for the future. These countries have different systems and environments but they have common challenges in an interconnected and interdependent world. There is the need for new policies which are suited for the realities of the emerging world and the report makes an attempt to identify them. It makes a special case for better representation for developing countries in the global governance systems and tries to look for new sources of financing within the South. The report can serve as a source of inspiration, but it does not gloss over the problems and difficulties which poor countries face and will have to face in future. As for India, in spite of the compliment it has received, the fact remains that its performance in terms of the index is poor. Its rank is 136 out of 187 countries. India's HDI rose from 0.345 to 0.554 from 1980 to 2012. During the same period the HDI in South Asia increased from 0.357 to 0.558. In spite of all the claimed progress, India's performance is less impressive than that of the region. Resources, policies and plans are not enough. They should be utilised and implemented too.

This shows a a close and growing link with the world of crime, among other things. Our founding fathers wanted to build a united nation from a highly segmented feudal society. But
today, political leaders play divisive politics to build vote banks that catapult them to power. Politicians in all parties have a vested interest in keeping the people divided, backward, poor and illiterate. For example, as the Sachar Committee showed, precious little has been done during the last 65 years to ameliorate the condition of minorities. Similarly, no serious effort has really been made for the upliftment of the Scheduled Castes and Scheduled Tribes. Today, the representational legitimacy of our elected representatives stands seriously eroded. Available statistics show that, if you have a secured vote-bank of 15 per cent, you can be 90 per cent sure of winning. How to build this 15 per cent vote-bank is the concern of every candidate. Also, if you can be sure of winning with the support of this 15 per cent vote- bank, why should you bother about the other 85 per cent? Thus, the majority of those who are elected to the Lok Sabha or to State Assemblies are elected by a minority of votes cast in their favour. There have been MPs and MLAs, who secured even less than 15 per cent and yet became Ministers. Can they really be called representatives of the people? Unfortunately, the number of those elected by a minority of the votes cast is increasing. Those winning Lok Sabha seats with a majority of votes was 218 in 1999, and in 2009, it came down to just 120.

The real problem is ineffective policing. A strong police-politician nexus has grown since independence. The only way to have a clean police administration is to have legislators who are not tainted. Fall in gold, oil prices will help narrow CAD to 4.3%: Nomura RBI seen cutting policy rate to 2 year low in May
MUMBAI: Japanese brokerage firm Nomuraon Monday said the recent fall in gold and oilprices can help improve India's elevated current account deficit (CAD) by one percentage point to 4.3 per cent during 2013. "If commodity prices are sustained at today's lower levels, the current account deficit may improve by around 1 per cent of GDP to 4.3 per cent in 2013, (down) from our base case of 5.3 per cent," it said in a note. It, however, added that the CAD will still be high and "financing it will continue to remain a concern". It can be noted that CAD has hit a historic high of 6.7 per cent in the December quarter of the fiscal 2012-13, leaving everyone worried and the full fiscal is going to end with a CAD of over 5 per cent, making it a major worry for the policymakers. There has been a large correction in the gold and oil prices over the last fortnight, which has ushered in optimism on the macroeconomic front for the country. "This will likely to lower WPI inflation, help moderate the current account deficit and help reduce the government's fuel and fertiliser subsidy bill - providing some much-needed breathing space to policymakers," the Nomura note said, adding India is among the "biggest winners" because of correction. It said the gold import bill go down by $ 8 billion because of the price effect and there will also be an additional benefit because of the decline in volumes as it looses lustre as an investment item. Similarly, it said a fall of $10 per barrel of crude oil will help lower the net import oil bill by $9 billion. On the inflation front, it said lower commodity prices and stable currency will ease input cost pressures and bring down the wholesale price inflation sharply. "We estimate CPI inflation to be only 0.60 per cent lower than our baseline assumption at 9.2 per cent year-on-year (y-o-y) in 2013. MUMBAI: The Reserve Bank of India is likely to cut interest rates next week for a third time this year, drawing comfort from a fall ininflation as it seeks to help lift the economy from its lowest growth in a decade, according to a Reuters poll. Thirty-seven of 42 analysts polled last week expect RBI to cut the repo rate by 25 basis points to a twoyear low of 7.25 per cent when it holds its policy review on May 3. "They really want to provide support to economic activity," said Tuuli McCully, senior economist at Scotiabank. The RBI is also likely to leave the cash reserve ratio (CRR) unchanged at 4 per cent on May 3, according to 26 of 38 economists. The CRR is at its lowest level since 1976. The RBI has cut its benchmark rate by 25 basis points twice this year, having earlier resisted calls from industry and the government to ease monetary policy for much of 2012. The latest poll's finding are in line with one taken in March. Headline inflation dropped to its lowest in more than three years during March, at 5.96 per cent, while economic growth languished at around 5 per cent in fiscal year 2012/13. McCully said a key factor in the RBI's likely decision to cut rates will be the favorable trend in wholesale prices. But, while the moderation in wholesale price inflation is supportive for a rate cut, the scope for cuts remains limited. In its March review the RBI had warned that room for monetary easing was "quite limited" due to concerns over a widening current account deficit and a growing gap between retail and wholesale price inflation. "I expect the RBI to sound a little more optimistic than it was in the March policy, but it will still hold its cautious guidance on the pace of rate cuts given that consumer price inflation is much higher than wholesale price index," said Sanjay Mathur, head of economic research for non-Japan Asia at Royal Bank of Scotland. While consumer prices rose 10.39 per cent in March, marginally easing from 10.91 per cent in the previous month, current account gap hit an all-time high of 6.7 per cent of GDP in the December quarter. However, recent falls in commodity markets, which have seen gold prices tumble and crude oil prices slide to around $100 a barrel, are expected to ease strains on the current account deficit. India is one of the largest importers of both commodities. The latest poll also showed most analysts expect the RBI to cut rates at least once more after May and bring the easing cycle to an end. Of 37 respondents, 13 expect the repo rate to have fallen to 7 per cent by the end of September, while a further seven saw it being lowered to 6.75 pc by then. A separate quarterly poll earlier this month showed economists cut their growth forecast for Asia's third largest economy for the eighth consecutive time, projecting GDP at 6 per cent in 2013/14, lower than 6.4 per cent seen in a poll in January.
Tax treaty with Mauritius back to the drawing board, says FM P Chidambaram
WASHINGTON DC: Finance minister P Chidambaram has said the government has not made any progress in renegotiating a contentious tax treaty with Mauritius and that the tax-related travails of MNCs such as Vodafone, Nokia or Shell made more news in India than abroad. Speaking to ET after wooing investors in Toronto, Ottawa and Boston, Chidambaram asserted that the government will last its full term and would pursue significant economic reforms over the next 12 months. These possible reforms, the minister said, include setting up regulators for the coal and road sectors and establishing an authority to fix railway tariffs. "The Mauritius team that visited India did not have the authority or were not inclined to show any flexibility. So I am afraid it is back to the drawing board now," said Chidambaram, whose name is increasingly cropping up in political circles as a possible successor to Prime Minister Manmohan Singh should the Congress-led UPA return to power. New Delhi has been pressing Mauritius to renegotiate the double taxation avoidance treaty to prevent misuse. The controversy is largely because of the widespread belief that a substantial quantum of Indian money - besides investments from other destinations - is being routed through the island nation into India, a phenomenon known as round-tripping, to avoid paying any capital gains tax on investments. "We will have to sit down and discuss with MEA and others and find out how to take the process forward," Chidambaram said. Elections 13 Months Away. Asked about the viability of reforms considering that political parties had sounded the elections bugle, he said: "I must be tonedeaf. I have not heard any bugle sound. Elections are 13 months away." "In fact, we have been elected to govern for five years and that means 60 months and I think we should govern until the last day of the term," he said. Chidambaram said the issues of controversial tax demands on multinationals like Shell and Nokia were not raised by the foreign investors, suggesting that these were not significant considerations for them. Instead they appeared to have raised the usual concerns about slow decision making, unexpected bottlenecks in implementation, and ambiguities in policy and tax laws. Chidambaram, who has successfully managed to convince ratings agencies that were threatening downgrade that the government was on the path of fiscal consolidation, hoped the crude prices will remain soft for at least a few months for the impact to be felt.
