SRINAGAR: Police on Monday claimed to have busted a Lashkar-e-Toiba (LeT) militant module from north Kashmir's Sopore town by arresting three militants of the banned outfit. Inspector General of Police, Kashmir, Abdul Gani Mir said the arrests were effected based on information provided by top LET commander Qari Naveed alias "Fahadullah", a Pakistani national who was arrested on April 17 from Sopore. Mir said the module was involved in several killings including that of a youth inside a mosque in Sopore and a sarpanch in Palhallan area of Baramulla district. The arrested militants were identified as Shakir Showket Bhat alias "Mawaz", Feroz Ahmad Dar and Mohammad Rafi Malik, he said adding two AK assault rifles, two magazines, 40 rounds, two chinese pistols with three magazines and two hand grenades were recovered from them. Giving details of the killings carried out by the module, the IGP said Dar had shot dead Suhail Ahmad Sofi inside a mosque on March 19 at the behest of Fahadullah who had also provided the pistol used in the shooting. The officer said LeT militant Shabir Ahmad Sheikh alias "Tameem", who got killed in an encounter at Amargad Sopore last week, was behind the killing of sarpanch Ghulam Mohammad Yatoo at Palhallan area of Pattan last year. He said Sheikh had gone underground immediately after his involvement was revealed in Sarpanch's murder. Moreover, the slain militant, who was a close aide of Fahadullah, was also involved in the killing of one Bashir Ahmad Ganie of Chanpora village of Kunzer on March 8. The arrested militants were also involved in about a dozen grenade attacks in and around Sopore, Mir said.

'Arabian' Pakistan ---In a crucible identity crisis

Pakistan is a riddle wrapped in confusion, entangled in a knot that coils in reverse if an attempt is made to uncoil it. Since its inception, based on the much touted Two Nation Theory which eventually fell through in 1971 after the creation of Bangladesh, the 'Land of the Pure' is getting murkier and murkier day by day. Concocted theories about its identity have been stretched to a point where they have conked out but little do the Paki masters realize that they are located where they are. If Pakistan calls itself an Arabian country then India too is an Arabian country given the very close proximity between India and Pakistan! These grandiose theories of so called Pakistani ideologues have resulted in some bitter experiences for the overzealous 'Arabian' Pakistanis. A recent incident happened when an influential Pakistani diplomat while talking to his Saudi counterpart expressed dejection over the loss of Spain by us (read Arabs including Pakistanis). On hearing this, the Saudi diplomat, looking with amazement told Pakistani diplomat that Spain was lost by Arabs and not by Pakistanis. He reminded the Paki diplomat that Pakistan is not an Arab country but situated in Indian subcontinent. Upon this retort, the Paki diplomat must have been shaken to the spine, if he had one! Today, Pakistan stands in a crucial phase of its existence. On one side the hate India ideology and on the other the loss of Identity has resulted into a lethal concoction which has turned into poisonous fumes threatening to devour its very creator as well as pouring out into neighbours' yard. The tradegy of our next door neighbor is that it refuses to call itself part of Indian subcontinent but seeks to align itself with Arab world. It further declines to own that it is the part of Great Indian civilization with historical records dating back to 2500 years before the birth of Jesus Christ and even further. Imagine the mental sickness of a nation that willingly wishes to forget Taxila University or the compilation of Vedas and Buddhist culture which flourished in its very bosom. Mohenjo-daro in Sindh province of Pakistan is said to be as old as Sumerian or Mesopotamian civilization and its shoots spread to all of northern India. Will Pakistan call it an off shoot of Arabian civilization? But those dreamy Pakistani intellectuals, who have allowed seeing through only one colour, fail to recognize the diversity and real basis of ethnicity. But thanks to the Saudi diplomat who said the bitterest truth about Paki identity which many across the border refuse to accept. Religion cannot bind nations together; it is the overriding ethnicity that binds people .The Arabian, though professing Islam does not recognize the right of a Pakistani to be given citizenship even though he is staying in the country for decades. He is not recognized as an Arab even though professing to be a devote Muslim than the Arab himself. The concept of Muslim Ummah is not recognized here. The truth is that an Arab is an Arab, a Pakistani is a Pakistani and an Indian is an Indian, not less and not more. Ask any Pakistani whether he is given special treatment for being from the land so proudly called Mumlikat-ulKudadad. He will sweat and hold his head low in dejection. Pakistan needs to realize that its roots lie in Indian subcontinent and not elsewhere.

Troops from Indo-Tibetan Border Police ( ITBP), which mans that stretch of the border, have also established a camp approximately 300 metres opposite the location, the sources said. DBO, located in northernmost Ladakh, is a historic camp site and located on an ancient trade route connecting Ladakh to Yarkand in Xinjiang, China. IAF has in recent years activated advanced landing grounds at DBO and two other places in eastern Ladakh as part of the policy to build military infrastructure along the LAC, in a belated move to counter strategic moves by China in the region. Spurious drug scam... accused in the supply and purchase of spurious drugs, was arrested from New Delhi late last night and his brother Ashok was nabbed from here, a senior Crime Branch official said. Amardeep, who is reportedly one of the proprietors of the company which supplied the fake drugs, and Ashok have been held here for questioning, the officer said. Search is on to nab another accused Akhil Gadoo, who is reportedly the second proprietor of the company, he said. Crime Branch had registered a case in this regard, he said. The CB team has seized vital documents and other material in connection with the case during raids at various places in Jammu and outside. A report submitted on Saturday by a committee constituted by government to enquire into lapses leading to purchase of these drugs, had given clean chit to former health minister Sham Lal Sharma, who is the present PHE, Irrigation and Flood Control Minister in supply of Rs 11.32 lakh spurious 'Amoxicillin Trihydrate' to the state government. The committee had ordered probe by Crime Branch and Vigilance Organisation against the Proprietors of Life Line Pharmaco Surgicals and officers of purchase committee-II of Medical Education department. The rate quoted by Life Line Pharmaco Surgicals was found to be the lowest by the Purchase Committee-II and supply orders were placed for 2,65,000 tablets, they said. The company supplied spurious drugs in connivance with officials of the Purchase Committee-II, the officers said. On April 05, the state government had blacklisted Life Line Pharmaco Surgical Ltd and cancelled its drug licence for supplying sub-standard antibiotic medicines meant for government hospitals. The producer claims that halfway through the film, Dutt cancelled shooting and did not respond despite repeated attempts to contact him. Noorani has also alleged that Dutt was paid Rs 50 lakh which was never returned to him. He filed a case against Dutt with the IMPAA (Indian Motion Picture's Producers Association) which directed Dutt to pay the producer over Rs 2 crore for the losses incurred. Noorani then moved the Bombay high court seeking the execution of the IMPAA order. In 2010, the high court ordered attachment of two properties of Sanjay Dutt including a flat and his office in keeping with the arbitration award passed by the IMPAA. Delhi Police chief... In the Rajya Sabha, the morning started with Chairman Hamid Ansari admitting AIADMK leader V. Maitreyan's notice on the CBI's role in the coal block allocation scam. Ansari said Maitreyan's notice was accepted as it came first, but the other members refused to be pacified. CVC holds first review meeting of Vigilance Organisation
JAMMU, APRIL 22: Chief Vigilance Commissioner (CVC), State Vigilance Commission, Kuldeep Khoda held first review meeting with Vigilance Organization senior officers. Vigilance Commissioner, Dr. R. K. Jerath, Director Vigilance Organisation, Owais Ahmed, IGP Vigilance Organisation, Alok Puri, Director Persecution Vigilance and Secretary Vigilance Commission attended the meeting. Chief Vigilance Commissioner gave brief profile of the newly constituted State Vigilance Commission (SVC) created under the Jammu and Kashmir State Vigilance Commission Act, to supervise the functioning of the Vigilance Organisation besides, surveillance and advising the government on several related issues etc. During the meeting, it was emphasised that institution of Departmental Vigilance Officers (DVOs) besides other immediate initiatives will have to be strengthened. It was also emphasized that Vigilance Organization should speed up working and follow up with Government about pending prosecution sanctions. Director Vigilance Organisation briefed about functioning of the Organisation. The meeting concluded with the note of Chief Vigilance Commissioner that all possible efforts will be taken to make the Vigilance Organisation and State Vigilance Commission effective for good governance and effective public grievance redressal system to exhibit transparency and probity for the good of common man.

It was informed in the meeting that an amount of Rs. 62 crore is outstanding with various project authorities on account of already completed and handed over projects.

Fire preventions, precautions-awareness programme held at Bandipora


BANDIPORA, APRIL 22: In order to make the people aware about the measures for fire preventions and precautions, a preparedness-cum-awareness programme was organized at Higher Secondary School, Aloosa today. KISHTWAR APRIL 22:Over three dozen students hailing from remote High School Balgharan in Bhunzwah area of Kishtwar District held a strong protest against the failure of school administration and ZEO Drabshalain admitting them in 10th class examination. The agitating students after covering nearly 60 KM distance reach Kishtwar and block the main road outside DC office Kishtwar raising slogans against the Principal HS Balgaran and ZEO Drabshala. The agitating students said that despite depositing the admission fee, double than the fee prescribed by the government, Principal of the school and ZEO Drabshala fail to issue them the admission cards in 10th class after they qualified the 9th class examination, the result of which was declared recently. The agitating students said that against the 72 students, only 20 students are registered on atten-

dance registered while the name of all other students is missing. They demanded immediate redresser of the grievance so that their educations could not suffer. Ramzan reviews functioning of CA&PD, Transport deptts in Kathua


KATHUA, APRIL 22:Minister for Consumer Affairs and Public Distribution and Transport Choudhary Ramzan today chaired a meeting of the officers of CA&PD and Transport departments of district Kathua . Formulate a comprehensive plan for Bamboo plantation in J&K: Mir


JAMMU, APRIL 22Minister for Agriculture, Mr Ghulam Hassan Mir today directed Agriculture and Forest department jointly formulate a comprehensive plan for Bamboo Plantation in three regions of the state. He asked them to start with a pilot project immediately during this current year without wasting any time. The Minister said this at 6th Meeting of Bamboo steering Committee under National Bamboo Mission (NBM) here this afternoon. Mr Mir said that the climatic conditions for bamboo cultivation in J&K is very much feasible adding that the survival rate of bamboo is up to the mark as shown by the agriculture department in different farms of the state by plantation of bamboo in their farms. He asked both the departments to work collectively for the project as the bamboo cultivation would help to revive the socio economic status of farmers of the State. The Minister said that abundant waste land is available in all three regions of the state and steps should be taken place to utilise it under bamboo cultivation. He said that bamboos are of great importance in Agroforestry. He said it is extensively used in soil erosion, flood control, consolidation of stream banks and stabilising moving landslides and slips. Mir said that steps are under way to release the central funding under NBM at the earliest so that initiatives would be taken for implementing the programme letter in sprit. The Meeting also discussed the cultivation of Medicinal plants with collaboration of forest department. It was informed that 572 medicinal species are available in the state and steps are being taken to cultivate them in a large scale. Career in Biotechnology
Introduction The applications of this branch of science are vast and simply mind-boggling. On one hand, it caters to the industrial sector such as food and beverages industry, textiles industry, biological products, medicines and pharmaceuticals while on the other hand this branch of science caters to the requirements of agriculture, animal husbandry, nutrition and environmental conservation. The list is a long and an envious one. What's more, the branch of science we are talking about is in itself not confined or bound as a single discipline. However, for many undergraduate courses in biotechnology you need to sit for common engineering entrance exams such as: o The Joint Entrance Examination for IITs (IITJEE): for admission to various IITs o All-India Engineering Entrance Exam (AIEEE): for admission to various National Institutes of Technology or regional engineering colleges Other than these common entrance examinations, engineering institutions offering undergraduate programs conduct their own entrance examinations. Once you have earned a graduate degree in this field you can go for the master's level (MSc, ME, MTech). For a Masters in Biotechnology, you should either have a graduate degree in biotechnology or in any subject that is related to biological sciences. A graduate degree in subjects such as biochemistry, biology, botany, chemistry, microbiology, pharmacy, veterinary sciences or zoology is acceptable for an entry into a post-graduate program in biotechnology. The examinations, originally scheduled for April 7, were postponed after a virus attack in the MPSC main server led to loss of data of 260,000 candidates, who were to appear. Following an uproar, the MPSC gave additional time to the candidates to re-submit their data online for the crucial examinations. Till date, around 38,000 candidates have not yet submitted their details and the MPSC has asked them to comply immediately. The examinations hit a major snag following a virus attack on the MPSC main server which led to the loss of complete data of nearly 260,000 candidates due to appear for two papers. NEW DELHI: As part of the national aeronautic and space administration's (NASA) interdisciplinary research in earth science programme impacts of urbanization on the environment solicitation, nine projects have been approved for funding. One of the teams to receive funding has Atiqur Rehman, reader, department of geography, Jamia Millia Islamia, as its member. The project is led by Soe Myint from Arizona State University and the other members of the project are from Yale, North Carolina and Arizona universities. Rehman is the only Indian representative on board. The project is titled 'understanding impacts of desert urbanisation on cli-

mate and surrounding environments to foster sustainable cities using remote sensing and numerical modeling.' It is a three-year project that began in August 2012 and will continue till July 2015. The total cost of this project is $7, 65,990, which would be funded by NASA. Rehman points out that out of the 100 proposals received by NASA, only nine

were granted approval for funding. The study aims to understand urbanization in desert cities to provide suggestions for the sustainable development of these cities in the future. Five sub-tropical desert cities have been selected across US, India, Israel, China and Egypt where NASA's thematic satellite data would be employed for analysis.

NO END TO DEPRAVITY
he horrific rape and torture of a five-year-old over a period of 40 hours in a Delhi suburb has proven that nothing has changed in the four months that the brutal gang rape of a 23-year-old in a Delhi bus shook the entire country and goaded Parliament into action. In fact, the manner in which this latest incident is unravelling itself is eerily similar to how the December 16 case played out. From the depravity of the human mind that has been put on naked display, to the candle-light vigil outside the hospital where the victim was admitted, to the recycled expressions of shock and condemnation issued by politicians and finally, to the gross insensitivity of a police force that simply did not care - by now, this country has already seen it, heard it and read it all. Yet, it was the callousness of the police that has rankled, and indeed enraged, the people the most. In the aftermath of the December 16 incident that saw law enforcement agencies come under scathing criticism for their inept handling of the case, the least that had been expected was a police force that had become more responsive to the needs of the most vulnerable of those it is duty-bound to protect - that is, women and children. Yet, as the case of this five-year-old rape victim shows, the rot runs so deep that even this little is too much to expect. And so it was, that when the victim's father first sought to lodge a complaint against his missing daughter, he was summarily dismissed. When police personnel finally took the trouble to search for the girl, they put in such a half-hearted effort that they could not find her, even though she was being held in the same building that she lived. Had only the police cared to look more closely, perhaps the girl could have been saved the torture. And, as if that wasn't all, when she was finally found, the police still could not be bothered to take up her case in earnestness. Instead, they advised her father to be thankful that she wasn't already dead. As if this was not appalling enough, when the father refused to budge, the police reportedly offered a bribe to shake him off. At this point, it is almost unimaginable that things could get any worse but they do. A woman protester demanding stringent action gets slapped by a senior Delhi Police officer in full view of television cameras, and those protesting in front of the Delhi Police headquarters on Saturday faced water cannons. Of course, in the days since this case has made headlines, a suspect has been nabbed, errant police officials suspended and inquiries initiated. But let's be clear - none of this is enough to get the police off the hook. In the first instance, hunting down a poor, migrant worker is not exactly the high-point in detective work. Second, suspensions of officials, unless they lead to termination of service, are merely a charade that the authorities put up to soothe frayed nerves. Only when the guilty policemen are stripped of their badge and uniform and incarcerated, will a strong message go out to the rest of the force. Ultimately, of course, for justice to be done, it is imperative that this case be treated as one that falls in the 'rarest of rare' category and the degenerate that violated a child in this manner be served the death sentence.

OF BORROWED IDEAS AND EMPTY PHRASES

His speech at the CII was proof enough. Can a leader, suffering from an embarrassing disconnect with the country's glorious past, lead it to realise its full potential? Congress vice president Rahul Gandhi's speech at a recent Confederation of Indian Industry meet only confirmed what most Indians always suspected: That the Gandhi scion's understanding of India is shallow and his opinions are based on borrowed ideas. Even the Congress was embarrassed by Mr Gandhi's failures and mistakes at the CII meet. Nothing else explains why it edited out several portions of his speech in the version that was posted online. For example, Mr Gandhi said: "They used to look at India and say, boss, the Hindu rate of growth! They have been saying this for 3,000 years. Now the Hindu rate of growth has become the European rate of growth." The Congress vice president had borrowed the pejorative phrase 'Hindu rate of growth' from Raj Krishna, who first used it to describe India's dismal 2.5 to 3.5 per cent growth rate in the decades after independence, thanks to the country's centralised socialist economic model. With the collapse of the Soviet Union in 1991, the socialist model lost its legitimacy. Prime Minister PV Narasimha Rao junked the Nehruvian mindset and with that ended the 'Hindu rate of growth'. The rest, as they say, is history. Ideally, Mr Gandhi should have compared India's dismal economic performance in recent years with the country's pre-colonial past when it

As one can see from the Roman numerals, it was a cumbersome line-up of numbers till the Indian system came into vogue. The Arab traders learnt the Hindu system and modified it. The Europeans learned it from the Arabs through their trade relations and then called it the Arabic numerals. The system was in place far before that, as can be seen from the numerals used in hundreds of ancient Hindu texts. Paul Bairoch, a Belgian economist, in his well acknowledged study proved that in 1750 India's share of world GDP was 24.5 per cent, China's 33 per cent and the combined share of Britain and the US just two per cent. Angus Maddisson, a great economic historian, later confirmed Bairoch's study. He further said that India was a leading economic power till 1700. India had 32 per cent share of world's GDP in the first 1,000 years and 28 per cent in the second millennium till 1700. It's a settled fact that poverty came to India because of colonial rule. Systematic destruction of the Indian economy was resorted to, so that wealth could be transferred from India to the West. Before colonial rule came, there was centuries of looting by Islamic invaders. But even though they took back to Central Asia and Persia much wealth from India and even destroyed institutions of great learning like Nalanda, they could not suffocate the Hindu economy. Against this background, it is regrettable that someone who is projected by the Congress as the crown prince of the party, should be so have ignored the fact that his use of that phrase was tantamount to condemning his own party's socialist legacy between 1947 and 1977, and then between 1980 and 1989, when Soviet-style socialism governed Congress- thinking, and the country suffered the same type of scarcities as people did in the erstwhile Soviet Union. That crass ignorance was also evident when he referred to the Rani of Jhansi while recalling his visit to Jhansi. He sought to play down the heroic role that she played in what was the first organised attack on British imperialism. The Congress was so embarrassed by this gaffe that it removed this part of the speech from the video it posed online. Congressmen may claim that each of these mistakes was a mere instance of a slip of the tongue. But how could they hide the naivete of their leader which the latter laid bare, when he pleaded for a change in the system from the Pradhan Mantri to the village pradhan? Essentially, Mr Gandhi was promoting the decentralised system of governance that prevailed in India before colonial rule destroyed it. However, instead of referring to Mahatma Gandhi for empowering local Governments, he made much of the Constitutional Amendment

that his father Rajiv Gandhi had brought about to confer power on panchayat heads. The simplistic rhetoric that Mr Gandhi spouted about taking the people's voice to the Centre of power was really a condemnation of his own party's policies. He should ask himself how and when the Congress changed from being a vigorous mass movement under Mahatma Gandhi to the family heirloom that it is today. Also, if Mr Gandhi is talking about decentralisation when he himself derives legitimacy from dynastic heritage (or "political DNA", as he mentioned), then it poses the question whether he was condemning his own heritage or merely playing to a gallery consisting of a new generation of young people, that now dominates the electorate. And that is not all. The Congress scion also wants exponential growth, not the incremental growth that India has registered so far. But surely he is aware that in the last nine years that his party has been in power, India's national growth rate has dropped from nine per cent to five per cent. In this context, his praise for Prime Minister Manmohan Singh, under whose leadership growth came down from 'incremental' to in effect 'negative' (when 10 per cent inflation is taken into account), is just absurd. Ultimately, Mr Gandhi's much hyped speech proved to be just another well-rehearsed show, liberally laced with borrowed sound expressions. Also, he pointed to Mr Sam Pitroda several times, revealing the man who is quite possibly responsible for all the fancy phrases he used like "exponential growth", "Pradhan's voice" and "out-of-thebox thinking". A leadership that is divorced from the past and merely mouths borrowed phrases, holds little hope for the country.

In the past, BJP patriarch LK Advani had raised the issue of having a two-to-three national party system for the Lok Sabha elections. Without the ventilator support from many regional parties, no Government can survive, let alone implement reforms. But no leader speaks in favour of electoral reforms. Today, we have more than 3.2 million elected representatives. The 15th General Election to Lok Sabha was the largest and the most stupendous electoral exercise anywhere in the world and was universally acclaimed as free and fair. It cannot, however, be denied that if we look at the state of our democracy today, there is much to hang our heads in shame. During the recent years, the composition of our Legislatures and the conduct of our Legislators and Ministers has been a matter of disgrace for democracy. Governments

he Human Development Report 2013 which was recently released by the United Nations Development Programme has, like its predecessors , tried to measure the wellbeing of people all over the world with the now well-known yardsticks of health, education and income. The relative standing of a country in terms of the human development index (HDI) is a measure of its achievements in the social sector. This is especially important for developing countries which are trying to improve the standards of life of people more comprehensively than by economic advancement. Most rich countries are already in the high rungs of the index. Much of the striving for a better life now takes place in the poorer countries and this year's report acknowledges this. Its theme is The Rise of the South : Human Progress in a Diverse World and it focuses in the challenges and achievements in the developing world. The report notes and analyses the major strides made by the poor countries in improving the wellbeing of the people. It is not just China, India and Brazil which have moved forward. About 40 countries from Indonesia to South Africa to Mexico have done better than expected and their progress has gained pace in the last one decade. This has profound implications and consequences for the future. These countries have different systems and environments but they have common challenges in an interconnected and interdependent world. There is the need for new policies which are suited for the realities of the emerging world and the report makes an attempt to identify them. It makes a special case for better representation for developing countries in the global governance systems and tries to look for new sources of financing within the South. The report can serve as a source of inspiration, but it does not gloss over the problems and difficulties which poor countries face and will have to face in future. As for India, in spite of the compliment it has received, the fact remains that its performance in terms of the index is poor. Its rank is 136 out of 187 countries. India's HDI rose from 0.345 to 0.554 from 1980 to 2012. During the same period the HDI in South Asia increased from 0.357 to 0.558. In spite of all the claimed progress, India's performance is less impressive than that of the region. Resources, policies and plans are not enough. They should be utilised and implemented too.

On an average, a Lok Sabha seat election cost between Rs5 crore to Rs15 crore. It is natural that the winning candidate should try to recover the amount which he has spent, and something more to take care of the next election - and for the rainy day. The number of crorepatis in the Lok Sabha, which was 156, or 29 per cent in 2004, rose to 304, or 58 per cent, in the present Lok Sabha. This shows a a close and growing link with the world of crime, among other things. Our founding fathers wanted to build a united nation from a highly segmented feudal society. But

today, political leaders play divisive politics to build vote banks that catapult them to power. Politicians in all parties have a vested interest in keeping the people divided, backward, poor and illiterate. For example, as the Sachar Committee showed, precious little has been done during the last 65 years to ameliorate the condition of minorities. Similarly, no serious effort has really been made for the upliftment of the Scheduled Castes and Scheduled Tribes. Today, the representational legitimacy of our elected representatives stands seriously eroded. Available statistics show that, if you have a secured vote-bank of 15 per cent, you can be 90 per cent sure of winning. How to build this 15 per cent vote-bank is the concern of every candidate. Also, if you can be sure of winning with the support of this 15 per cent vote- bank, why should you bother about the other 85 per cent? Thus, the majority of those who are elected to the Lok Sabha or to State Assemblies are elected by a minority of votes cast in their favour. There have been MPs and MLAs, who secured even less than 15 per cent and yet became Ministers. Can they really be called representatives of the people? Unfortunately, the number of those elected by a minority of the votes cast is increasing. Those winning Lok Sabha seats with a majority of votes was 218 in 1999, and in 2009, it came down to just 120.

Dear Sir Delhi and the rest of India are shocked by the inhuman incident. The presumption that stricter laws will bring down crimes against women stands negated. The real problem is ineffective policing. A strong police-politician nexus has grown since independence. This nexus is only one strand of corruption in government but it is also the most pervasive, as it affects the life and security of all. Dear Sir The death of a PDD daily wager due to electric shock while on duty last week is not new in Jammu region as nearly 130 daily wagers have so far been killed while more than 200 were left handicapped. These daily wagers are compelled to work without safety kits and besides this large workforce is living in very pathetic

condition. Majority of daily wagers have completed 15 years of service but are getting meager amount of Rs. 3750 per month plus all risks of working. This meager amount is not sufficient even for survival in present day of huge inflation rate. The future of these daily wagers is hanging in balance as same are awaiting regularization since past 15 years, but shockingly the state government is now claiming to engage 83000 new daily wagers. The deep rooted question is that what will be the future of this large army of daily wagers who are hoping to be regularized but being ignored for the last many years with false assurances. She was later shifted to AIIMS on April 19 for better treatment and presently her condition is reported to be stable, he said. In the meantime, on April 19, some protesters were holding a demonstration at the Dayanand Hospital where the concerned minister of the Delhi government was visiting to enquire about the health of the child along with the local MP, Shinde said. Some protesters tried to break through the police cordon around the hospital in order to enter the premises, he said. An ACP was seen on camera slapping one of the lady protesters, the hime minister said, adding the officer BS Ahlawat has been placed under suspension with immediate effect.

Making a suo motu statement in both the Lok Sabha and Rajya Sabha, Shinde apprised the MPs of the arrest of two accused in the child rape case from Bihar. Manoj, the main accused, was arrested on Saturday, followed by the arrest of Pradeep, a second accused, on Sunday night. He said the Station House Officer (SHO) of the concerned police station in Gandhinagar and the Investigating Officer (IO) have been placed under suspension, taking note of lapses in the investigation. "The Joint CP (Vigilance) has been asked to conduct an inquiry. The Jt CP (Vigilance) shall also enquire into the allegation that the local police paid some money to the father of the victim to hush up the c a s e , " Shinde said a m i d s t uproar in both the Houses over the horrific rape incident. However, in what may agitate the anti-rape protestors even more, Shinde said incidents of rape happen not only in Delhi, but elsewhere in the country too. NEW DELHI: Under attack from the BJP, JPC Chairman PC Chacko on Monday said he has not named former Prime Minister Atal Bihari Vajpayee in his draft report on the 2G spectrum issue. "I want to confirm that I have not taken anyone's name in this report. This must be someone's imagination. They must have calculated who was in power or in office in a particular period. I have not named Vajpayee or any other minister in the report. There is no such thing," he told reporters outside Parliament here. BJP President Rajnath Singh had yesterday attacked the JPC saying his party would raise strong protest against any attempt to "malign" Vajpayee in 2G spectrum issue and on coal block allocation probe. The JPC chairman said he was in favour of a probe into leakage of the committee's draft report. "If they (opposition parties) have moved such a motion, I am with it because we have always faced this problem... Every meeting, I used to tell my colleagues that please don't allow the classified information to reach media. But despite that, it was being leaked," he said. "This time also, when the draft report was prepared, I took special caution that sealed covers are made and it was sent to everyone through special messengers. How can anybody observe more caution than this? If there is any confusion over leakage, then notice should be taken," Chacko said. Asked if he was guilty of leaking the report, Chacko said, "They (opposition parties) have not blamed me. The matter is how it got leaked to the media. I am not accused for it." Delhi sees 158 percent increase in rape cases: Police


NEW DELHI:As many as 463 rape cases have been registered at various police stations in Delhi in the first four and a half months of 2013, indicating an increase of 158 percent over the same period last year, Delhi Police said Monday. There has been at least a 600 percent rise in molestation cases while 783.67 percent more harassment cases have been noted in the same period, said an officer. year, as many as 179 rapes, 139 molestations and 49 cases of harassment were registered till April 15. Delhi Police Commissioner Neeraj Kumar contended that rapes are "opportunist crimes" in which maximum perpetrators were people known to the victim. "It is not possible to prevent rapes, if a neighbour or person known to the victim is involved in the crime," he added. Delhi Police figures said that friends/lovers were involved in 178 of the recorded rape cases, neighbours in 115, employers in 15, fathers in 10, ex-husbands in 9, father-in-laws in 2, stepfathers in 2, cousins in 5, tenants in 3, instructors in 3, doctors in 2 and occult practitioner in one.

Six SFI activists arrested for heckling Mamata


NEW DELHI:Six activists of the SFI were arrested Monday for heckling West Bengal Chief Minister Mamata Banerjee and state Finance Minister Amit Mitra here on April 9, a Delhi Police officer said. The arrested activists include a general secretary of the Students Federation of India, the students' wing of the Communist Party of India-Marxist (CPI-M). "The SFI's general secretary, Rita Brathogosh Banerjee, two women activists Anju Jha and Asha Sharma, besides Suman, Nathu Prasad and B.S. NEW DELHI: The Sahara group and its promoter Subrata Roy on Monday faced a tough time in the Supreme Court which pulled them up for not refunding Rs 24,000 crore to its investors and accused them of "manipulating courts" by approaching different forums for relief. A bench comprising by Justices K. S. Radhakrishnan and J. S. Khehar slammed the group and its chief for not filing response on SEBI's contempt plea against them and also issued notice to them on the market regulator's plea to detain Roy and the two male directors - Ashok Roy Choudhary and Ravi Shankar Dubey - to get investors' money back from them. The bench, which at one time asked Media Roy's counsel to make statement that he will not leave the country or it will pass directions, however refrained from doing so and granted one week time to him and his two companies to file their response. The bench also expressed its anguish when the SEBI informed that Sahara India has filed a petition in Allahabad High Court after the apex court had passed the order for attaching the properties of the group's two companies if they failed to deposit Rs. 24000 with the market regulator. " Yo u a r e manipulating courts which is going on," the bench said when Sahara's counsel submitted that SEBI is attaching Media Roy's personal property despite he being not a party in the case in which apex court had passed the verdict on refunding Rs. 24,000 crore. "You must remedy your mistakes instead of repeating the mistakes." Senior Advocate Arvind Dattar, appearing for SEBI, however, contended that Media Roy was very much part of the order passed by the apex court which had also indicted Sahara India in its order on August 31, 2012. He submitted that Sahara group and its two companies Sahara India Real Estate Corporation (SIREC) and Sahara Housing Investment keep the money which will go to the government. They will have to give you the genuine information. You don't have to search for documents," the bench told SEBI's counsel. SEBI urged the court to allow it to "take measures for arrest and detention in civil prison of Subrata Roy, Ashok Roy Choudhary and Ravi Shankar Dubey after giving reasonable opportunity of hearing." SEBI also sought direction that their passports be deposited with the Supreme Court. Sahara group and SEBI are locked in legal dispute over the refunding of 24,000 crore by its two companies - SIREC and SHIC - to over three crore investors. Earlier, the Supreme Court had dismissed its plea for more time to refund the amount. SIREC and SHIC along Media Roy are facing contempt proceedings in the apex court which had on February 6 allowed SEBI to freeze accounts and seize properties of its two companies for defying court orders by not refunding the money to investors.

'Modernoxicity' leading to depravity in society: Yechury


NEW DELHI: In a powerful speech, expressing his "very deep sense of anger and anguish" at the manifold rise in crimes and their gruesomeness, CPI-M leader Sitaram Yechury on Monday said the "depravity" in society was due to "modernoxicity" and the "neo-liberal economic reforms" that had unleashed "a new animal in India". Addressing a debate on issues relating to safety of women in the Rajya Sabha, Yechury said: "Today our heads hang in shame that we cannot protect our mothers and children." "The manifold rise in crimes, and the gruesomeness - words fail me to condemn them in the worst possible manner," he said referring to the brutal rape of a five-yearold girl. "Can you imagine how depraved a society can be? And this is happening when we consider ourselves as being an emerging economy and pride ourselves in being a modern society," Yechury added. Taking potshots at Prime Minister Manmohan Singh, the Communist Party of IndiaMarxist leader said the "unleashing of the animal spirit that the prime minister had talked of is being unleashed in this manner". The prime minister had, while addressing businessmen last year, asked them to unleash the animal spirits of the country's economy. Yechury said the rise in rapes and crimes was not just a question of policing but an indication of "something seriously wrong in society that is getting more and more depraved, this is the issue that this house must try and correct". He termed as "pathetic" the law enforcement and the justice delivery system in the country. He said unless the justice delivery system is increased with more judges, even an improved law enforcement would be of no help. "How can you deliver justice as the law enforcement and crime enforcement cannot work as justice is not delivered, it goes down the line.." Criticising social inequalities, he said India has a social order "where we are still rulers and subjects, there are no citizens". He also blamed "patriarchal mores" in society for rising crimes. "It is not modernity, but modernoxity - intoxication with modern things" where people flaunt modern brands, but while fixing up a marriage they into the caste and sub caste and where people prefer the birth of a boy to a girl. Anti-rape protests continue in Delhi, three Metro stations shut


NEW DELHI: Protesters gathered at Delhi Police Headquarters for the third day on Monday demanding removal of police commissioner Neeraj Kumar and justice for the five-year-old rape victim even as police put up barricades to prevent December-like protests near Parliament where traffic was disrupted. Three Metro stations, Race Course Road, Central Secretariat and Udyog Bhavan, close to Parliament, India Gate and Prime Minister Manmohan Singh's residence were closed around 10.15 am for public anticipating anti-rape protests. However, the interchange facility will be available at Central Secretariat station. The measures came against the backdrop of reconvening of the Budget session on Monday. However, in the morning hours, AIIMS did not witness any protest like in the past three days. Chaos was witnessed near Parliament as police closed Red Cross Road, Rafi Marg, Raisina Road and some crossings on Rajpath. There was trouble for vehicular movement near India Gate also as barricades were erected on Mansingh Road. Caught unawares, many commuters coming from south Delhi had to take long winding routes to reach Connaught Place and nearby localities. Long queues of vehicles were seen on many arterial roads leading to India Gate. A handful of BJP and Aam Aadmi Party activists restarted their protest on Monday morning outside the police headquarters near the busy ITO which was barricaded. A large number of police personnel were deployed at the PHQ. As BJP supporters geared up to start a protest from its Delhi state office, police blocked Pandit Pant Marg where it is located. A large police posse was also placed near the BJP office. Barricades were setup on the roads leading to Parliament, near the Central Secretariat metro station, India Gate and near the Delhi Police headquarters at ITO, to prevent untoward incidents. The barricading and checking by senior police official have led to traffic snarls in these areas.

NEW DELHI: The government does not plan to launch any fresh probe into the Bofors gun deal and Ottavio Quattrocchi stands "discharged" as he could not be extradited even after 20 years of registration of the case, Defence Minister AK Antony said here on Monday. In a written reply in Lok Sabha, he said, "An application for withdrawal of court case against Ottavio Quattrocchi was filed by Public Prosecutor on October 3, 2009 in the court of the Chief Metropolitan Magistrate, who passed an order allowing withdrawal of prosecution case against Ottavio Quattrocchi." Quattrocchi had left India on July 29-30, 1993, before CBI had any material evidence warranting his arrest, he said. "Consequently, he (Quattrocchi) stands discharged from the case," Antony said. He said that the measures to get Quattrocchi extradited from Malaysia and Argentina could not succeed. "As per the information provided by CBI, the measures taken for extradition of accused Ottavio Quattrochhi from Malaysia and Argentina could not succeed even 20 years after the registration of the case," he said. The minister replied in the negative to a query whether the government plans to launch a fresh probe to look into the 1986 Bofors deal. In reply to a question on extending civil contempt powers to the Armed Forces Tribunals, Antony said, "The AFT (Amendment) Bill 2012 has been introduced in Parliament which inter alia includes the provision for grant of powers of civil contempt to the AFT."

NHRC seeks report from centre on Pakistani Hindu refugees


NEW DELHI: The National Human Rights Commission (NHRC) on Monday sought reports from the home ministry, external affairs ministry and Delhi government over 500 Pakistani Hindu refugees living in a 28-room dilapidated building in south Delhi. "We have issued notice to the secretaries of home ministry, ministry of external affairs and chief secretary to Delhi government, calling for reports within four weeks," an official of the NHRC told a news agency. Around 500 people crossed over to India March 9 on the pretext of visiting the Maha Kumbh in Allahabad. The group reached Delhi March 10 and took refuge in a 28-room building owned by Nahar Singh in Bijwasan area of south Delhi. These refugees are demanding Indian citizenship, claiming that they belong to a minority group targeted for oppression in Pakistan. "The Commission is concerned about the deplorable conditions in which these refugees are living. The plight of their children is particularly worrisome... The issue needs to be handled in a humanitarian manner," the official added. Over 100 of the 500 refugees are children, and they have little access to proper food or education.

Hamid becomes Bangladesh's new president


DHAKA:Abdul Hamid was Monday elected unopposed the president of Bangladesh which has been reeling under a violent political stand-off between the ruling and the main opposition parties. "Abdul Hamid, speaker of the National Assembly, is elected president of Bangladesh as per section 7 of the Presidential Election Law 1991," said Chief Election Commissioner (CEC) Kazi Rakib Uddin Ahmed in a formal announcement Monday. Prime Minister Sheikh Hasina's ruling coalition Sunday named Abdul Hamid as its candidate for the post of the country's 20th president, reported Xinhua. In line with the polls schedule announced April 9, the aspirants will have to submit their nomination papers April 21 and the deadline for withdrawal of the nomination papers has been set April 24. The presidential election of Bangladesh was slated for April 29. But no other candidate filed to run in the election. The post fell vacant following the death of President Zillur Rahman March 20 at Mount Elizabeth hospital in Singapore, where he was democracy was introduced in the South Asian country, the lawmakers only once voted and elected president in 1991 as there were more than one candidate for the post. But later the trend changed and the ruling party nominee has always been elected uncontested as president -- a post which is said to be a ceremonial one and does not exercise any control over the running of the state. Hamid became president at a crucial time when Bangladesh has been reeling under a violent political stand-off between the ruling and the opposition parties over restoration of a non-party caretaker government system to oversee the next general elections slated for early 2014. Analysts say the new Bangladesh president will also have to handle a tumultuous political situation ahead of the next general polls, as the ruling Awami League and the main opposition Bangladesh Nationalist Party (BNP) are currently at loggerheads over the structure of the poll-time government.

Nepal parties to decide polls date by weekend: Madhesi leader


KATHMANDU: Nepal's major political parties are likely to agree by this weekend on the date of holding Constituent Assembly elections, a top Madhesi leader has said. "It is appropriate to hold Constituent Assembly elections either on November 22 or 29 in 2013 and the matter may be decided during next meeting of High Level Political Mechanism (HLPM) involving the four major political forces, on Saturday, April 27," Mahanta Thakur, president of Terai Madhes Democratic Party, a key Madhesi party, told select Indian journalists here. Though, Nepal's major political parties had tentatively agreed to hold elections in May-June, the idea had to be abandoned as parties were divided on modality and rules relating to the elections. "It would not be possible to hold elections beyond November as the mountain regions of the country will see snow fall," he pointed out. Thakur also claimed, that, "If Madhesi parties were united or had seatadjustments they could emerge as the single largest force in the upcoming Constituent Assembly elections as the people belonging to Madhesis and ethnic minorities have become more aware about ethnicity, identity and federalism". "Efforts are on to merge Madhesi parties for bringing them under single roof as all of them have been pursuing the same issue," he said. Replying to a question on reported tensions in Tamil Nadu vis a vis Sri Lanka, Rajapaksa said that he would welcome the politicmedia from the state to visit Sri Lanka and witness first hand progress on Island. "We have always had good relations with India and we have always acted to promote the goodwill," Rajapaksa said while addressing the local media. He recalled that Tamil Nadu politicmedia who had visited Sri Lanka in the past had expressed satisfaction over the ground situation here. "We will take further action to improve the ground situation," Rajapaksa said. The President had pledged to hold the election in September this year. Sri Lanka has come under pressure from the international community to hold election in the northern provincial council as a major step in the process of reconciliation with the Tamil minority. Energy minister Pavithra Wanniarachchi who was also present said the joint India-Sri Lanka venture of constructing the Sampur coal power plant in the east would commence in July. She said it would add 500 mega watts of power to the national grid by 2016.

Abu Jundal's discharge application rejected by Nashik court


NASHIK: A local court on Monday rejected an application filed by suspected LeT operative and 26/11 Mumbai attacks conspirator Sayad Zabiuddin Ansari alias Abu Jundal, seeking discharge from the Maharashtra Police Academy attack conspiracy case. Sessions Judge K K Tantrapale rejected Jundal's plea, special prosecutor Ajay Misar told reporters. Bilal Shaikh, Himayat Baig and Abu Jundal have been arrested in the case. Baig was sentenced to death in Pune's German Bakery blast case last week. Maharashtra AntiTerrorism Squad earlier this month filed chargesheet in the present case, which relates to an alleged plot to attack Maharashtra Police Academy here in 2010. Misar argued before the court that Jundal was actively involved in the conspiracy.

Fall in gold, oil prices will help narrow CAD to 4.3%: Nomura RBI seen cutting policy rate to 2 year low in May
MUMBAI: Japanese brokerage firm Nomuraon Monday said the recent fall in gold and oilprices can help improve India's elevated current account deficit (CAD) by one percentage point to 4.3 per cent during 2013. "If commodity prices are sustained at today's lower levels, the current account deficit may improve by around 1 per cent of GDP to 4.3 per cent in 2013, (down) from our base case of 5.3 per cent," it said in a note. It, however, added that the CAD will still be high and "financing it will continue to remain a concern". It can be noted that CAD has hit a historic high of 6.7 per cent in the December quarter of the fiscal 2012-13, leaving everyone worried and the full fiscal is going to end with a CAD of over 5 per cent, making it a major worry for the policymakers. There has been a large correction in the gold and oil prices over the last fortnight, which has ushered in optimism on the macroeconomic front for the country. "This will likely to lower WPI inflation, help moderate the current account deficit and help reduce the government's fuel and fertiliser subsidy bill - providing some much-needed breathing space to policymakers," the Nomura note said, adding India is among the "biggest winners" because of correction. It said the gold import bill go down by $ 8 billion because of the price effect and there will also be an additional benefit because of the decline in volumes as it looses lustre as an investment item. Similarly, it said a fall of $10 per barrel of crude oil will help lower the net import oil bill by $9 billion. On the inflation front, it said lower commodity prices and stable currency will ease input cost pressures and bring down the wholesale price inflation sharply. "We estimate CPI inflation to be only 0.60 per cent lower than our baseline assumption at 9.2 per cent year-on-year (y-o-y) in 2013. MUMBAI: The Reserve Bank of India is likely to cut interest rates next week for a third time this year, drawing comfort from a fall ininflation as it seeks to help lift the economy from its lowest growth in a decade, according to a Reuters poll. Thirty-seven of 42 analysts polled last week expect RBI to cut the repo rate by 25 basis points to a twoyear low of 7.25 per cent when it holds its policy review on May 3. "They really want to provide support to economic activity," said Tuuli McCully, senior economist at Scotiabank. The RBI is also likely to leave the cash reserve ratio (CRR) unchanged at 4 per cent on May 3, according to 26 of 38 economists. The CRR is at its lowest level since 1976. The RBI has cut its benchmark rate by 25 basis points twice this year, having earlier resisted calls from industry and the government to ease monetary policy for much of 2012. The latest poll's finding are in line with one taken in March. Headline inflation dropped to its lowest in more than three years during March, at 5.96 per cent, while economic growth languished at around 5 per cent in fiscal year 2012/13. McCully said a key factor in the RBI's likely decision to cut rates will be the favorable trend in wholesale prices. But, while the moderation in wholesale price inflation is supportive for a rate cut, the scope for cuts remains limited. In its March review the RBI had warned that room for monetary easing was "quite limited" due to concerns over a widening current account deficit and a growing gap between retail and wholesale price inflation. "I expect the RBI to sound a little more optimistic than it was in the March policy, but it will still hold its cautious guidance on the pace of rate cuts given that consumer price inflation is much higher than wholesale price index," said Sanjay Mathur, head of economic research for non-Japan Asia at Royal Bank of Scotland. While consumer prices rose 10.39 per cent in March, marginally easing from 10.91 per cent in the previous month, current account gap hit an all-time high of 6.7 per cent of GDP in the December quarter. However, recent falls in commodity markets, which have seen gold prices tumble and crude oil prices slide to around $100 a barrel, are expected to ease strains on the current account deficit. India is one of the largest importers of both commodities. The latest poll also showed most analysts expect the RBI to cut rates at least once more after May and bring the easing cycle to an end. Of 37 respondents, 13 expect the repo rate to have fallen to 7 per cent by the end of September, while a further seven saw it being lowered to 6.75 pc by then. A separate quarterly poll earlier this month showed economists cut their growth forecast for Asia's third largest economy for the eighth consecutive time, projecting GDP at 6 per cent in 2013/14, lower than 6.4 per cent seen in a poll in January.

NEW DELHI: Implementation of National Food Security Bill (NFSB), aimed at providing legal entitlement to food to around 67 per cent population, is likely to cost the exchequer around Rs 1.23 lakhcrore, Government said today. per the provision of the Bill, estimated annual requirement of food-grains at 2011 population is 60.74 million tonnes and the corresponding estimated food subsidy at 2013-14 costs is about Rs 1,23,084 crore," Food Minister K V Thomas said in a written reply to Rajya Sabha. However, he added, the actual requirement would depend upon the final shape of the Bill and the time by which NFSB comes into force. Finance Minister P Chidambaram had allocated Rs 77,740 crore as food subsidy in the budget estimates for the current fiscal and kept Rs 10,000 crore over and above the normal food subsidy, towards the incremental cost. The Bill was introduced in Lok Sabha in December, 2011, and then referred to a Standing Committee on Food, Consumer Affairs and Public Distribution for examination. "The standing committee has given its report. The report has been examined by the government in consultation with the states/UTs based on which the government proposes to move some amendment to it," Thomas said. The proposed amendments in the Bill are mainly aimed at providing a simpler framework and more flexibility to the states besides lowering their financial burden. In the original Bill, introduced in the Lok Sabha in December 2011, the Centre had proposed 7 kg of rice or wheat or millet a month for priority category at Rs 3, Rs 2 and Re 1 per kg, respectively, while at least 3 kg per person per month for general households at 50 per cent of the support price.

Exports to Pakistan rises to $1.64 bn in Apr-Feb


NEW DELHI: Exports to Pakistan has improved to USD 1.64 billion during April-February 2012-13, Parliament was informed today. For the entire 2011-12 fiscal, the shipments to the neighbouring country had stood at USD 1.53 billion. The country's imports from Pakistan too increased to USD 487.5 million during April-February 201213. In 2011-12, the imports stood at USD 421.8 million, Commerce and Industry Minister Anand Sharma said in a written reply to the Lok Sabha. The total bilateral trade during the 11-month period of the last fiscal aggregated at USD 2.12 billion. It had stood at USD 1.95 billion in 2011-12, he said. However, in 2010-11, the two-way trade was USD 2.37 billion. Both the countries are in the process of further strengthening their trade ties as Pakistan has already switched over from a positive list to an approach of selective negative list of imports. In another reply, Sharma said that there have been reports of large consignments of sub-standard arecanut meant for tanning industry being imported through Kerala and Kolkataports and being used by gutka units. "Reports have been received about the import of arecanut as a vegetable tanning agent under duty exemption schemes. After examining the matter, public notice...has been issued restricting import of duty free arecanut to the actual users," he said. "Reports alleging illegal import of arecanut through Indo-Nepal border have also been received. This has been brought to the notice of the Department of Revenue for increased vigil and monitoring of compliance with rules of origin," he added.

Tax treaty with Mauritius back to the drawing board, says FM P Chidambaram
WASHINGTON DC: Finance minister P Chidambaram has said the government has not made any progress in renegotiating a contentious tax treaty with Mauritius and that the tax-related travails of MNCs such as Vodafone, Nokia or Shell made more news in India than abroad. Speaking to ET after wooing investors in Toronto, Ottawa and Boston, Chidambaram asserted that the government will last its full term and would pursue significant economic reforms over the next 12 months. These possible reforms, the minister said, include setting up regulators for the coal and road sectors and establishing an authority to fix railway tariffs. "The Mauritius team that visited India did not have the authority or were not inclined to show any flexibility. So I am afraid it is back to the drawing board now," said Chidambaram, whose name is increasingly cropping up in political circles as a possible successor to Prime Minister Manmohan Singh should the Congress-led UPA return to power. New Delhi has been pressing Mauritius to renegotiate the double taxation avoidance treaty to prevent misuse. The controversy is largely because of the widespread belief that a substantial quantum of Indian money - besides investments from other destinations - is being routed through the island nation into India, a phenomenon known as round-tripping, to avoid paying any capital gains tax on investments. "We will have to sit down and discuss with MEA and others and find out how to take the process forward," Chidambaram said. Elections 13 Months Away. Asked about the viability of reforms considering that political parties had sounded the elections bugle, he said: "I must be tonedeaf. I have not heard any bugle sound. Elections are 13 months away." "In fact, we have been elected to govern for five years and that means 60 months and I think we should govern until the last day of the term," he said. Chidambaram said the issues of controversial tax demands on multinationals like Shell and Nokia were not raised by the foreign investors, suggesting that these were not significant considerations for them. Instead they appeared to have raised the usual concerns about slow decision making, unexpected bottlenecks in implementation, and ambiguities in policy and tax laws. Chidambaram, who has successfully managed to convince ratings agencies that were threatening downgrade that the government was on the path of fiscal consolidation, hoped the crude prices will remain soft for at least a few months for the impact to be felt.

India emerged on top in freestyle category with two gold and as many bronze medals. Overall, India finished the championships with nine medals -- 2 gold, one silver and 6 bronze, their best ever performance. NEW DELHI: The Badminton Association of India (BAI) will review its constitution at its upcoming Annual General Meeting (AGM) to be held on Saturday. "We will review the constitution and a couple of amendments will be made," a top BAI official said at the India Open press conference. The $200,000 India Open Super Series will commence Tuesday, at the Siri Fort Complex.
