Preliminary Report on Power Quality Measurements on PT Cakra Tunggal Indonesia

Date of measurement: 24 Jan 07 (Time displayed on chart is Singapore local time, which is +1 hour of Jakarta time) It was informed that there had been few instances of flashover occurred at the HV bushings of the furnace transformer for the past one year of operation. Other than the HV transformer bushings which were damaged during the instances, no other damages to other equipment were observed. A power quality analyzer with 2MHz fast transient recorder was used to record the voltage & current waveforms, in attempt to investigate the probable sources of the system overvoltages. The furnaces plant take supply from the national grid (PLN) through a 150/33kV, 80MVA step down transformer (refer to diagram below). The 33kV bus /substation feed only a 66MVA AC arc furnace (EAF) & a 15MVA ladle furnace (LF). On the same 33kV bus, a 18MVar detuned capacitor bank is used to compensate for reactive power.

Condition of measurements: Both EAF & LF were at their normal operation with the capacitor banks always connected. The furnace melting cycle has a tap tap time of approx. 75 minutes, with 4 to 5 bucket charges per furnace cycle. Measurements were taken at 4 different locations, namely at the 33kV substation incoming feeder, before EAF breaker, before LF breaker & at 150kV feeder.

Observations: 1. Voltage level recorded at 33kV furnace breaker averaged 29kV rms, which peaked about 31kV rms when arc furnace was not loaded.

2. The THD voltage at 33kV incomer averaged about 2%.

3. Voltage at 33kV substation Incomer averaged about 28.5kV rms, peaked at about 30.5kV rms when the furnace was not loaded. Power factor was generally at about 0.85 when the furnace was loaded.

4. Overvoltage transients were recorded at the 33kV furnace breaker. The transient as shown below happened during the switching off of the vacuum circuit breaker. The peak overvoltage registered at -117kV for 3 s.

5. Switching overvoltage transients also occurred during the breaker closing & when the furnace was establishing the initial arcs.

Conclusions: There were switching overvoltage transients observed during the opening & closing of the vacuum furnace breaker. The transients were also present during the initial arcing of the furnace. This is however not conclusive to determine that the probable cause of the arc flashovers which occurred at the transformer bushings. The total harmonic distortion recorded was below alarming level & there had not been any particular circuit resonance events being recorded during the approximate 2 days of measurements.
