impartial investigation. Therefore notwithstanding the merits of the case in each instance the perception of impartiality of CBI was heavily damaged after the facts came out. Sharing of status report with a body, in this case the government, that may have the perpetrators of the scam within its ranks tantamount to betrayal of the people of India. The constitutional bodies of India derive their legitimacy from the people of India mentioned in the preamble and it is they alone who have the first right over the conduct of the agency, not political masters!

The wider implication of this damage to reputation of the agency lies in the loss of a potent tool of corruption eradication in the hands of the nation. CBI deals with sensitive cases involving several high profile leaders, businessmen, terror and international conspiracies. The outcome of many such cases is predicated upon how the courts will view the investigation of the agency. A perception of bias will allow otherwise indicted criminals to take plea of unfair investigation or malpractices by citing previous precedents by the agency.
Allegations of political influence and misuse of Central Bureau of Investigation (CBI) for vested political interests are not new to the agency. However recent few months have shed an entirely new light on the nature and proclivities of the premier investigating agency of the country. First instance was of CBI raids that took place against DMK leaders when they withdrew support to the UPA government and second is the sharing of status report of Coal scam with the political executive. Tenets of justice and law clearly demarcate a need for

If I were a policeman
If I were an Indian policeman , I would have crushed my hands that slapped a harmless girl , I would have burnt my wallet that carries the ill-gotten gratifications, I would have chopped off my fingers that refuse from writing the FIR , I would have strangled myself with the cord of the telephone that I refuse to answer whenever a helpless victim tries to contact me, I would have cursed my lack of self respect that makes me bow before the powerful rich and hurt the weak poor, I would not have spoken to my family or my near and dear for fear of being called a thief or a robber in uniform, I would not have fed my family the fruits and vegetables snatched from the roadside vendor, I would not have paid the school fees of my child from the money received for not issuing the challan to a motorist and I would not have faced my mother , as I could not save the women , the child and the needy. I would have enrolled myself in a reform school to learn to be a human , sensitive to the duties that I bear on my shoulders . But all this can only happen if my superiors allow me to and do not send me on errands or ask me to wield the lathi on harmless unarmed citizens in the name of the popular section 144 . I would not wait for God to teach me to behave like a civilized being and discharge the duties of a protector . Jai Hind

The human side of these financial collapses tells heart wrenching stories of suicides, crashed dreams, costly illnesses and destroyed households. When ordinary citizens begin to give up their lives for a measly 30,000 Rupees, it not only becomes a cause of concern but also a national shame. There is a lesson for politicians who associate with such entities, Ponzi schemes hurt their investors and patrons alike. Financial crimes have their human sides too.

New Delhi The corporate affairs ministry Thursday said it would set up a special task force to investigate the chit fund scam related to Kolkatabased firm Saradha group. The Ministry of Corporate Affairs has taken note of the misuse by certain chit fund companies who have raised huge sums of money from the public at large, an official release said. It said although the state government was the appropriate authority to deal with these matters under the
As many as 60 fraudulent firms like Saradha Group, which is embroiled in the West Bengal chit fund scaml, are actively operating in the state and may have amassed around Rs.10 lakh crore from unsuspecting depositors, say people in the know. Further, there are countless small and unregistered shady money laundering firms operating in the state, especially in North and South 24 Parganas, Malda and Birbhum districts, according to experts. Widespread protests had been reported across West Bengal as irate depositors and agents of the Saradha Group, which has gone bust, hit the streets and attacked many of the firms offices. There were incidents of clashes between the agents and the depositors who demanded their money back. There were also unconfirmed reports of an agent committing suicide. Lured by the promise of high interest rates - ranging from 25 percent to 30 percent - lakhs of depositors, mostly poor people in the states villages
and small towns, had deposited their hard-earned money with the company. The group is alleged to have siphoned off investors money worth Rs.17,000 crore. Fraudulent companies raise money from investors for various ponzi schemes. The investment plans include daily or monthly instalments and lump sum investment. Pilot said that besides floating ponzi or money circulation schemes under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978, unscrupulous firms cheat investors in various other ways. According to the minister, such fraudulent means include: vanishing after raising money through public offers; illegal collection of deposits in violation of the Companies act; floating sham collective investment schemes (CIS) in violation of SEBI (Securities and Exchange Board of India) act; and collecting money from public by posing as Non-Banking Financial Companies (NBFCs) in violation of the RBI (Reserve Bank of India) act.
with present C.M of West Bengal i.e Ms. Mamata Banerjee, Sen said. He said in the past two years, the paper had taken Rs.20 crore from him for running the channel. Various time they have taken cash under various causes shown to me and also apart from that for running the channel for the last three years including the payment (cable operators) not less than Rs.2 crore per month, Sen wrote. Sen said though he purchased the channel and spent not less than Rs.50 crore for it, a Trinamool MP along with his few miscreants came to my office and forced me to sign some document and letters, which I signed without going through the contents thereof and after they have gone, I read and found that they have got me to sign as if I have sold them (the channel) for a meagre amount of Rs.55 lakh, he said. They also got me to sign as if I have transferred them (a) newspa-

For the last six months he has taken from us not less than three crores, all by cash, and some vouchers have been signed by his office executives... This amount is also to be returned to the company for paying up the Bengal area creditors. Sen said the advocate wife of a prominent Indian minister, whom he called on, had requested him to help her set up a channel in Guwahati and support her by extending Rs.42 crore to her company. He said during a period of one-and-a-half years, she was paid Rs.1 crore as consultancy fees. The letter also accuses some other Congress leaders of Assam as also a senior official of a leading football club of Kolkata, apart from some journalists, media owners and others of having fleeced him.

The committee stopped short of recommending death penalty for gang-rape. The report was submitted to Home Minister Sushilkumar Shinde. Justice Verma was to go to in February as head of the international judicial panel to Colombo to look into the impeachment of former chief justice of the Sri Lankan Supreme Court Shirani Bandaranayake. But the visit was postponed due to last minute revocation of permission to enter the country. The bench headed by him in the Vishakha case laid the guidelines to prevent harassment of woman at the workplace and also delivered judgment in enhancing the scope of Article 21 Right to life and personal liberty. He was in the bench that in a landmark judgment in S.R. Bommai case in 1994 held that the strength of the government was to be ascertained on the floor of the House and the Presidential proclamation dissolving a House was subject to judicial review. He was the author of the collegium system of the appointment of judges, which he later said needed to be revisited. In the Manohar Joshi case, he held that Hindutva is a way of life. He had written to the prime minister that the self assessment of judges code of conduct should be translated into a law to give it a statutory teeth. Among the recommendations of New Delhi The Delhi High Court Wednesday asked the central government to apprise it how children below 18 years of age can have an agreement with any social network site including Facebook. A division bench of Justice B.D. Ahmed and Justice Vibhu Bakhru also issued notice to US-based Facebook Inc and Google Inc to file their responses on a plea seeking directions for social networking sites to restrain children below 18 from having an account with them. The court was hearing a plea that said children below 18 years are allowed to open an account with social networking sites including Facebook which is illegal as Indian laws dont permit it. The bench said: How the children below 18 years can have an agreement with any social network sites including Facebook. Union of India is directed to file an affidavit on the issue within 10 days. Both Facebook Inc and Google Inc are US-based entities and are hereby impleaded as respondents. Notices to be issued to the newly-added parties, the court said while impleading both the foreign companies as parties in the case. The court posted the matters next hearing for May 13. The courts direction came on a public interest litigation filed by former Bharatiya Janata Party ideologue K.N. Govindacharya. Appearing for Govindacharya, lawyer Veerag Gupta told the court that penalties should be imposed on social networking sites and other internet-based companies for nonverification of age of their users. He added that the children below 18 are getting into an agreement with the social networking sites to open an account which is against Indian

The counsel further added that the Indian government is not taking any action against the foreign companies which have their Indian operations. It said that on the basis of unlawful agreements, data of 50 million users is transferred to the US and used for commercial gains in violation of the right to privacy. Due to non verification of users, more than eight crore Facebook users across the world were found to be fake which the Facebook admitted before the US authorities, he added. He said that five or six percent accounts on social networking sites were fake or being operated by anonymous users due to non-authentication of details by the company before the opening of accounts. The plea asked the court to direct the government to recover all past and present direct and indirect tax demands arising from business income from Indian operations of different social networking websites. The petition sought direction to ensure proper accounting compliances as per the Reserve Bank of India guidelines. Govindacharya pleaded for a court order to these companies to implement the verification norms issued by the central government. The petitioner, at present involved in social service through his organisation Rashtriya Swabhimaan Aandolan, said: Facebook gross revenue for previous year was approximately $37 billion... ...They are not paying due taxes on their Indian operations as per provisions of double taxation avoidance agreement and the government is not taking any action to safeguard the national interest and sovereignty of India.
the Verma panel are that gang-rape would entail a punishment of not less than 20 years, but which also could extend to life. Gang-rape followed by death shall be punished with life imprisonment, the panel suggested. The panel did not suggest death penalty for rapists because there were overwhelming suggestions from the women organisations against it, he had said. The committee proposed amendments to the Indian Penal Code making stalking, acid attacks and voyeurism to be also considered separate crimes. Under the bill, all forms of violence, exploitation, cruel, inhuman or degrading punishment and treatment targeting women are prohibited. It also entitles a woman to have the right to express and experience complete sexual autonomy, including with respect to her relationships and choice of partners. The commission, however, did not alter the legally defined age of juvenile from 18 to 16 years - a demand by women activists after one of the accused involved in the Delhi gangrape was found to be below 18 years.
There is no question of him (Ashwani Kumar) resigning, Parliamentary Affairs Minister Kamal Nath told reporters. According to informed sources, Ashwani Kumars fate hangs in the balance till April 30, when the apex court is expected to pass an observation on Sinhas disclosure. If it criticises the the law minister, he may have to go. Though it may amplify the demand for Manmohan Singhs resignation, there was no chance of the government going, said the sources. Highly-placed sources said that the CBI shared the status report as it
was probing the private firms which allegedly misrepresented their information while applying for mining licenses. As the prime minister was then the coal minister (in UPA-I), the CBI had to discuss the case with the Prime Ministers Office, sources said. The CBI director, in his affidavit said: I submit that the draft of the same (March 8 status report) was shared with honourable union minister for law and justice as desired by him prior to its submission before the honourable court. The affidavit said that besides the political executive, it was also shared
with one joint secretary level officer each of the Prime Ministers Office and ministry of coal, as desired by them. The CBI director also told the court that the investigating agencys status report of April 26 has been personally vetted by him and not shared with anyone, including the political executive. Sinha promised the court that henceforth the probes status reports in the coal scam will not be shared with the political executive. Government sources said it is normal for the law minister to take a look at any affidavit before it is filed before the court. The law minister is expected to concur with any affidavit before it is submitted in a court. The idea is to ensure that the governments views are put in the right perspective, said a senior government official. The opposition came down heavily on the Congress-led government, accusing it of interfering in the CBIs work, with Leader of Opposition in the Rajya Sabha Arun Jaitley saying the government has been caught with its pants down. Communist Party of India leader Gurudas Dasgupta termed it as very atrocious and unprecedented.

Heckling Mamata costs dear to six SFI workers
New Delhi Six activists of the SFI have been arrested for heckling West Bengal Chief Minister Mamata Banerjee and state Finance Minister Amit Mitra here on April 9, a Delhi Police officer said. The arrested activists include a general secretary of the Students Federation of India, the students wing of the Communist Party of India-Marxist (CPI-M). The SFIs general secretary, Rita Brathogosh Banerjee, two women activists Anju Jha and Asha Sharma, besides Suman, Nathu Prasad and B.S. Aggarwal were arrested in connection with the case, said an officer. They were booked under the sections of rioting, obstructing public servant in discharge of public functions, assault to deter public servant from discharge of his duty, and voluntarily causing hurt to deter public servant from his duty, the police officer said. He said the government was implementing the Rajiv Gandhi Panchayat Sashaktikaran Abhiyan in the 12th Plan and there had been a 10-fold increase in allocations over the 11th Plan. Noting that Rs.6,437 crore had been allocated in the 12th Plan to empower panchayats, the prime minister hoped that the states would use the money to strengthen institutions of self-governance. This is our promise that central government will provide all possible help to state government so that development process can be made more inclusive and sustainable, he said. Manmohan Singh said researchers all over the world had found that efforts to include social and economically backward sections in development process had yielded good results. There has been increase in participation of people in works of panchayats, decisions have been taken according to expectations of people and they have become more politically aware but it is a long journey. A lot needs to be done, the prime minister said. He said two decades had passed since the enactment of 73rd amendment that gave an identity to PRIs as a unit of self-governance. There had been emphasis on local self-governance even during the struggle for freedom, he added. Efforts were made to empower panchayats after Independence but real progress in the matter came about due to moral courage and thinking of formal prime minister Rajiv Gandhi which resulted in enactment of 73rd amendment. He said Rajiv Gandhi wanted to take
democracy to every house in the country through PRIs and the effect of the 73rd amendment was visible in several areas. In Manmohan Singhs view, the panchayati raj ministry was taking steps to improve capacities of PRIs so that they understand local needs and make efforts to fulfill them. The prime minister, who honoured 193 panchayats for their initiatives in development works, said 15 states had passed law to provide 50 percent reservation to women in panchayats.
Police said the arrested were presented in a court, and were granted bail in the evening. Banerjee and Amit Mitra were allegedly heckled April 9 by a group SFI activists, when the chief minister and her finance minister went to the Planning Commission office in New Delhi to finalise the state plan. Following the incident, Banerjee made a hasty return to Kolkata, cancelling her meeting with Prime Minister Manmohan Singh. She later said, Delhi is not safe. On her return to Kolkata, Banerjee complained of sickness and was hospitalised.
New Delhi Russia is keen that India buys its MiG-35 fighter aircraft, a top Russian official said. The Russian Aircraft Corporation MiG (RAC MiG) has proposed to India to consider the possibility of concluding a contract on the supply of the MiG-35 multipurpose fighter jet, RAC MiG Director General Sergei Korotkov told Itar-Tass in an interview. Despite the fact that we lost the tender for the supply of 126 multipurpose fighters to the Indian Air Force, the RAC MiG fulfilled all the requirements set the tender committee, Korotkov said. The aircraft has demonstrated good results, sometimes even exceeding expectations. According to him, the corporation hopes that India will consider the possibility of concluding a contract on the supply of the MiG-35 fighters. And we will have the opportunity to implement it, he said. Within this bundle of knowledge that India
received during this tender, I would like the MiG-35 issue to be continued against the background of our common history and 50 years of partnership. According to preliminary information, the winner of the tender for the supply of fighter aircraft to the Indian Air Force was the French Dassault Rafale. However, neither party has announced the official timeframe of the contract conclusion. This year the next batch of four aircraft will be delivered, said the head of the MiG Aircraft Corporation. He also took part in the celebrations to mark the 50th anniversary of the start of the Soviet MiG-21 fighters deliveries to the Indian Air Force. The agreement on the supply of the MiG-21 planes to India was signed in 1962, and the deliveries began a year later. In 1967, the Indian company Hindustan Aeronautics Limited (HAL) handed over to the Indian Air Force the first MiG-21 fighter that was built here under the USSR license.

was adjourned until May 3. Musharraf has been accused of failing to provide adequate security to Bhutto when she returned to Pakistan from exile in 2007. She was killed in a suicide bombing and firing in Rawalpindi shortly after she addressed an election rally. The court had previously declared Musharraf an absconder and issued an arrest warrant for him after he failed to cooperate with investigators when he was living in selfexile. He returned last month and also got interim bail in the case. The court will hear his bail in this case. The court earlier directed authorities to attach his properties and to freeze his bank accounts. The FIA prosecutors told the court that the former president is allegedly involved in the assassination of former prime minister Benazir Bhutto because of his failure to provide her adequate security. Musharraf, despite being aware of the imminent danger to Bhuttos life, did not take the requisite security measures to prevent her assassination, according to a 57page investigation report submitted earlier before the court. Pervez Musharraf appeared before the court where his supporters and a group of anti-Musharraf lawyers clashed, leaving two lawyers injured. The two sides beat each other and later angry lawyers used sticks and beat some of Mushararfs supporters. The lawyers also smashed windows of a car of Mushararfs men. Musharraf has dismissed all charges as politically motivated and insisted that he had warned Benazir Bhutto of imminent threats to her life. He also said that he had advised Benazir Bhutto not to return to the country in view of threats but she had ignored his advice. The former president is also facing high treason charges for abrogation of the constitution when he imposed emergency rule in 2007. Five individuals have filed petitions for high treason proceedings in the Supreme Court. However, the interim government has refused to pursue the case because of its limited role. The interim government has prayed to the apex court to leave the case to the next elected government. Musharraf, who ruled Pakistan from 1999 to 2008, has also been disqualified for the May 11 parliamentary elections due to criminal cases against him in court and for imposing emergency rule. He is now leading his own All Pakistan Muslim League part. Kerry also met Russian Foreign Minister Sergei Lavrov in Brussels Tuesday, and thanked Lavrov for Russian President Vladimir Putins statement of condolence to the US after the bombings at the Boston Marathon. Russia, which has long fought Islamic separatists in Chechnya, had alerted US officials in 2011 to possible extremist links to one of the suspected bombers, Tamerlan Tsarnaev. Also at the NATO meeting in Brussels Tuesday, Kerry signed an agreement with Lithuania to work together to combat nuclear terrorism and the
illegal smuggling of nuclear and radioactive materials and related technologies. This will keep nuclear materials out of the hands of terrorists, out of bad actors, its a very important step, Kerry said. Bombing Suspects Parents Questioned in Dagestan
Washington U.S. investigators have questioned the parents of the two Boston Marathon bombing suspects in the Russian republic of Dagestan, as they try to determine what might have influenced their sons in the months before the April 15 attack. The American authorities, working with Russian security forces, interviewed both parents Tuesday night and called back the suspects mother, Zubeidat Tsarnaev, for more questioning on Wednesday. The investigators are particularly interested in any contacts the elder brother, Tamerlan Tsarnaev, might have had with Islamic extremists during a six-month visit to Dagestan and Chechnya last year. U.S. lawmakers discussed the same trip Tuesday as they raised concerns about the sharing of intelligence among federal law enforcement agencies. Senator Lindsey Graham said the FBI told him it was not aware at the time of Tamerlan Tsarnaevs trip to Russia. Tamerlan Tsarnaev died after a shootout with police last Thursday, while his younger brother Dzhokhar was captured a day later. Meanwhile, in Boston, authorities on Wednesday reopened Boylston Street, the city thoroughfare where the explosions occurred near the fin-
Dhaka The death toll from the collapsed building in Bangladesh that housed several garment factories has risen to 147. Rescue officials say emergency personnel continue to dig through the rubble at the Rana Plaza shopping center in the Dhaka suburb of Savar, to find people who remain trapped in the debris. One firefighter told Reuters there were about 2,000 people on the upper floors of the building at the time of its collapse. Survivors say the collapse happened within minutes. Police officials say the factory owners appeared to have ignored a warn-
ing not to allow their workers into the building after inspectors discovered cracks in it on Tuesday. Buildings in and around Dhaka often do not comply with construction regulations. Dozens of people died when a garment factory collapsed in the same area eight years ago. In November, a fire at a garment factory killed more than 100 workers, raising an outcry about safety in the nations garment industry. Bangladesh has the second-largest garment industry in the world, providing cheap clothes for major Western brands and retailers, which benefit from the South Asian nations abundant low-cost labor.
ish line of the race. Later, several thousand people gathered at the Massachusetts Institute of Technology for a memorial service for campus policeman Sean Collier, who authorities say the Tsarnaev brothers shot to death three days after the bombings. Homeland Security chief Janet Napolitano told the Senate Intelligence Committee that her agency did know about Tamerlans trip, but that an FBI alert on him had expired by the time he returned. The FBI had interviewed Tsarnaev in 2011 at Russias request, but found nothing to connect him to terrorism at that time.
The 19-year-old Dzhokhar has been charged with using a weapon of mass destruction. He is in federal custody in a Boston hospital. U.S. officials say Dzhokhar told them in preliminary interviews that he and his brother were partly motivated by the U.S. wars in Iraq and Afghanistan, but that they were selfradicalized and not connected to any terrorist network. The two suspects are Chechens who came to the United States as boys. The brothers allegedly set off two bombs alongside the Boston Marathon course, killing three people and injuring 264. At least 14 of the wounded lost legs in the blasts
The obvious solution would be for the government to provide drinking water, but many people say they need more immediate answers. Ben Anthony, an environmental activist, said the main problem is that drain blockages create breeding grounds for mosquitoes, which spread malaria, one of Nigerias biggest killers. If the federal government will provide water, the rate of sachet water consumption would drop and this problem would drop. If the federal government cannot provide water let people set up recycle bins. They can recycle this waste, said Anthony. Locals complain that blocked drains also make the roads smaller as the sewers fill with mud. Between too many vehicles stuck in traffic and toxins emitted from burning garbage that includes masses of small plastic bags, pharmacist Williams Onojega
said he often feels sick from breathing bad air. If I were have the mindset to set up a business here - Im seeing something like this and Im just coming for the first time Ill be like, Man, this place is really dirty. Its destroying business, he said. Bebefagha, from the waste management board, said his agency is trying to convince people to throw the bags in trash cans and is providing trash cans to do so. Beyond that, they are trying to work with the pure water producers to find a way to recycle the bags. But for large-scale waste management, Bebefagha said, they lack basic resources like equipment and treatment plants. The best they can do right now, he said, is pick the bags they can out of the drainpipes, and carry them to dump sites.
Nairobi, Kenya Ethiopias foreign ministry has denied there are plans to immediately withdraw all troops from Somalia, despite remarks by the Ethiopian prime minister expressing frustration with the pace of military progress in the country. Speaking to parliament Tuesday, Ethiopian Prime Minister Hailemariam Desalegn said the African Union force in Somalia has not kept its promise to replace Ethiopian soldiers in parts of the country under AU control. Ethiopian forces entered Somalia two years ago to assist the AU force, known as AMISOM, in its fight against al-Shabab militants. The Ethiopians have enjoyed success securing towns and cities in western Somalia. But Hailemariam said the failure of AMISOM to replace Ethiopian troops influenced a decision in March to pull out of the town of Hudur, which was then retaken by al-Shabab. In a statement Wednesday, the foreign ministry clarified the prime ministers remarks, saying Ethiopia was anxious to pull its forces out of Somalia as soon as the Somali army and AMISOM take over from Ethiopian forces. Foreign Ministry spokesman Dina
Mufti told VOA Ethiopian forces are not planning to immediately pull out of the country. [The prime minister] said, Ethiopian defense force has to be transferred to those areas where there is need for more stability. He has never said we are going to withdraw, he said. The prime minister noted that Ethiopia bears the cost of its military operation in Somalia alone, as Ethiopian forces are operating independent of AMISOM. He said Ethiopias main focus should be to accelerate our complete withdrawal towards our border. AMISOM spokesman Eloi Yao told VOA the peacekeeping force has not received any formal statement from Ethiopia regarding conditions for withdrawing forces. He said in the event of a sudden pullback, the military commanders on the ground would work with the Somali government to decide a way forward. As you know, in military operations, plans are made and those plans can always be adjusted according to situations, said Yao. Hailemariams remarks come ahead of a Somalia conference in London next month, aimed at coordinating development efforts for the country as it recovers from two decades of civil war.

model of development, Chandy said. Reporters pointed out that Chandy had also engaged in a conversation with the Gujarat chief minister at a recent meeting in Delhi. Yes, we exchanged a few words, Chandy said, bemused. When it was pointed out that Modi was visiting Kerala, and was, at the time, in the capital district, Chandy said: Yes, all the things that have to be done when a chief minister of another state visits have been done. There is nothing to worry about. Modi is in the capital district to take part in the Sivagiri Mutts silver jubilee celebrations Wednesday evening, and will return to Gujarat by a chartered flight soon after the function. The Mutt is the headquarters of the Sree Narayana Dharma Sangham, established by Sree Narayana Guru, who propagated the concept of One Caste, One Religion, One God. Meanwhile, the CPI-M top brass got together at a protest meeting organised by its youth wing in front of the state secretariat, opposing Modis visit to the state. The visit of Modi here is a black day in the history of secular Kerala, a former minister and top CPI-M leader, M. Vijayakumar said. Modi arrived by a special plane amid tight security. Without uttering a word to media persons who were waiting to ask him questions, he drove to the Mutt, located about 45 km from the state capital. New Delhi The BJP and the Left united to ask Lok Sabha Speaker Meira Kumar to remove P.C. Chacko as chief of the joint parliamentary committee (JPC) looking into 2G spectrum allocation. Though the meeting of the JPC to finalise the draft report was postponed following the death of Trinamool Congresss Lok Sabha MP Ambica Banerjee, opposition members went ahead with their appointment with the speaker. The 30-member JPC, which is divided over the content of the report, was scheduled to meet at 3 p.m. Thursday. The Bharatiya Janata Party (BJP) and Left have come together on one platform to seek rejection of the report. Non-Congress members of the panel met the Lok Sabha speaker at her residence to press for Chackos removal. This is the biggest scam of independent India and government is not speaking on it. If Raja (former telecom minister) says prime minister was in the know... then he (prime minister) should answer, said deputy leader of opposition in the Rajya Sabha Ravi Shankar Prasad. Prasad said they had submitted a memorandum to the speaker seeking removal of Chacko. We want his removal to ensure that neutrality and integrity of JPC is
Thiruvananthapuram Chief Minister Oommen Chandy said Kerala has nothing to learn from Gujarat, as the state has its own model of development. The comment came while Gujarat Chief Minister Narendra Modi is visiting the state. The Kerala model of development is one that is accepted worldwide and we do not have anything to learn from Gujarat. Just look at our standards of public health and the education standards that we have achieved, Chandy said, while speaking to reporters after the weekly cabinet meeting. Chandy was faced with a volley of questions, as one as his cabinet colleagues, Labour Minister Shibhu Baby John, had visited Gujarat last week and met Narendra Modi. All the confusion has been cleared. John told me that he had gone to Gujarat to visit the National Institute of Design and there was a wrong report that he went to study the Gujarat
maintained, he said. Communist Party of India-Marxist (CPI-M) leader Sitaram Yechury said Chacko had lost the confidence of JPC members. This is a report not acceptable to us and the manner in which the report was circulated and leaked is not acceptable. The chairman (Chacko) has acted in an improper fashion and has lost confidence of committee members, said Yechury. The Congress core group met Thursday to discuss the issue. In attendance were Prime Minister Manmohan Singh, Congress chief Sonia Gandhi, Defence Minister A.K. Antony, Finance Minister P. Chidambaram and Parliamentary Affairs Minister Kamal Nath. The draft JPC report had laid the
blame for the losses to the public exchequer due to faulty allocation of spectrum and grant of licences on former telecom minister A. Raja, clearing Manmohan Singh and P. Chidambaram of any wrongdoing. The JPC is divided over the culpability of Raja, whose note submitted to the panel has stated that everything he did was with the knowledge of the prime minister. In 2011, an entire winter session of parliament was washed out as the BJP did not allow either house to run till a JPC probe was set up. The issue came up after the Comptroller and Auditor General (CAG) alleged a presumptive loss of Rs.1.76 lakh crore in the allocation of 2G spectrum licences during the UPA-I government during 2004-09.
net colleagues had disapproved of the stand taken by him. Is it not time, Mr. Prime Minister, you speak on these issues by appearing before the JPC? Your silence will confirm the worst fear of the people of India that you are fully involved in the 2G scam and if Sri Raja is guilty, so are you, Sinha said. This is the third letter Sinha has written to the prime minister asking him to appear before the panel.
not to proceed further with the preparatory work for such a common examination, Jayalalithaa said. She said the state government has received a letter from Union Public Service Commission calling for a meeting to finalise the syllabus for the common written exam on April 26 for selecting state service officers to All India Services. It is indeed surprising that, on a matter of great importance which can impact centre-state administrative relations such as the mode of recruitment into the All India Services, there is no formal communication to the states from the ministry of personnel, which functions directly under you, Jayalalithaa told Singh. We have to learn that an in principle decision has been taken, from the UPSC ex-post facto, and ostensibly for the purpose of endorsing and operationalising the unilateral decision, she added.
wara said, after the partys central leader and Defence Minister A.K. Antony released the manifesto. Assuring Bangaloreans that the party would work to make theirs a slumfree city in five years by building apartments in areas of slum dwellers, the manifesto proposes a mechanism within the civic body to improve surrounding villages that have come into the expanded city limits, including town municipalities. We will strive to regain Bangalores reputation as a garden city by undertaking massive tree plantation and lake revival programmes, involving residents associations, the manifesto said. To minimise air pollution, the party promises to make use of compressed natural gas (CNG) in public transport vehicles, including buses operated by the state-run BMTC (Bangalore Metropolitan Transport Corporation).

Gurgaon Haryana Chief Minister Bhupinder Singh Hooda announced that a new university would be opened to serve the southern region of the state. The chief minister was speaking at a Vikas rally in Meerpur village of Rewari district, some 50 km from Gurgaon. About seven weeks ago, the Congress partys defiant Gurgaon MP and former union minister Rao Inderjit Singh had announced the formation of a front to counter the step-motherly treatment meted out to southern Haryana. The announcement by the chief minister is being seen as one measure to counter that allegation of partiality. Hooda said the Meerpur Regional Centre would be upgraded into a university, which will be named after late prime minister Indira Gandhi. One of the longstanding demands of the region has thus been fulfilled. The new university would be the first in Ahirwal, the belt comprising Gurgaon, Rewari, Mewat, Mahendergarh and Bhiwani districts. Addressing the rally, Hooda said his government pays full attention to the development of all the areas of the state, including Rewari. Even today, I have dedicated eleven projects costing over Rs.160.64
Jammu Chief Minister Omar Abdullah reiterated the demand for setting up a rail coach factory in Jammu and Kashmir for economic development of the region and fighting unemployment in the state. Addressing a meeting of the industrial advisory committee here, Abdullah said: The setting up of a coach factory will be one of the steps to overcome the economic stress and address unemployment problem caused due to militancy during a long span of over 20 years. The chief minister said that such an initiative by the central government is significantly needed to expand economic activities, give fillip to industrialisation and create substantial jobs for the youths.
Two arrested in IPL betting Punjab jail riot: 3 officials racket injured, probe ordered
Chandigarh Three officials of Punjabs Faridkot town jail were injured in a clash with inmates following the death of a prisoner, police said. Chief Minister Parkash Singh Badal has ordered a magisterial enquiry. The inmates went on the rampage and damaged property inside the prison, police officials in Faridkot, 250 km from here, police said. Police reinforcements and fire brigade had to be rushed into the jail complex to control the situation. The deputy jail superintendent and two other jail officials were injured in the clash. The inmates even set some property on fire inside the jail complex. The prison inmates were protesting the death of a prisoner under mysterious circumstances Sunday night. The prisoner, Harsha Singh, 70, was arrested April 18 under the Narcotic Drug and Psychotropic Substances (NDPS) Act. A government spokesman said that the prisoner apparently died of a cardiac arrest early today Monday) morning. He said that other inmates protested against the jails medical staff, blaming his death on lack of proper and timely medical attention. The inmates claimed that this was the fourth death of a prisoner inside the jail complex in recent weeks. The protestors also set fire to jail property in the canteen and caused disturbance for some time before the situation was brought under control by the district administration and police, the spokesman said, adding that this was the third death of a prisoner in the jail in the past fortnight.
But there was no mention of obliging Abdullah on this account in the union rail budget of 2013. In November 2012 also, the chief minister, while demanding the same, had said: The waging of militancy was against entire nation and Jammu and Kashmir was a theatre for enemies to operationalise their designs. Due to years of militancy, Jammu and Kashmir had undergone tremendous downward dip in the economy... thousands of youths were rendered jobless and trade and industries received series jolt, he said. In order to help the state overcome industrial backwardness and economic shortcomings, he said the central government should set up a rail coach factory in the state as it was done for Punjab for the same reason.
crore to the people of this area, for which I have either laid foundation stones or inaugurated the project, Hooda said, as he also announced a sum of Rs.15 crore for the development of Rewari, and Rs.one crore for the village Meerpur. Without naming Gurgaon MP Rao Inderjeet Singh, but offering clear hints about whom he was referring to, Hooda said that allegations of partiality were being hurled at him, and it was alleged that he was neglecting some areas of the state. Rao Inderjit Singh had launched a new outfit, the Haryana Insaaf Manch (HIM) at a rally at Pataudi March 3. He announced a fight for justice for the people of south Haryana at
the massive insaaf (justice) rally, and said that many rallies would be held under the HIM banner across the state. Singh alleged that dedicated Congress workers had been sidelined in the past decade. Hooda, he claimed, was not only biased against south Haryana but was also fuelling factionalism in the party. Inderjit Singh was first elected to the Lok Sabha as a member of parliament in 1998. He was member of parliament during 1998-1999, 20002004, and 2004-2009. Since 2009 he has chaired the parliamentary committee on information technology. Inderjit Singh was elected four times as MLA in Haryana since 1977.
Chandigarh Haryana Police have arrested two men on suspicion of running a betting racket on the Indian Premier League (IPL) matches from Sector 31 of Faridabad, police officials said. The arrested men were allegedly running the racket in different towns of Haryana, including Panchkula, Ambala, Karnal and Panipat, and police suspect they also had links in national capital Delhi. The two accused were identified as Anil Sharma and Vaibhav Kumar, both residents of Faridabad, Haryana. Working on a tip-off, we raided a shop located in the main commercial area of Sector 31. The accused were running this racket from the base-
ment of a shop. We have recovered over Rs.10,000 in cash, a cheque for Rs.50,000 and five mobile phones from their possession, a senior official of Haryana Police said. We are scrutinizing the call details of both accused for the last month. we have found that they were in constant touch with other bookies in Panchkula, Ambala, Karnal and Delhi. Their interrogation is on and different raiding teams have been constituted to nab the remaining accused, the police officer said. Police said the men had mostly young clients, who were contacted over e-mail and through different social networking sites like Facebook, Twitter or Orkut.
Patiala A CBI special court awarded sevenyear rigorous imprisonment to Akali Dal leader Mangat Rai Bansal in an embezzlement case related with the Food Corporation of India (FCI). Twenty-two other convicts were also sent to jail. Central Bureau of Investigation (CBI) special judge Hemant Gopal sent the ruling party leader Bansal, 54, to jail for a fraud involving Rs.1.8 crore in the 1990s. Besides Bansal, the court sent 20 convicts to seven-year jail and two convicts to three-year imprisonment. The convicts were held guilty for cheating, criminal conspiracy and under various sections of anti-corruption law. There were a total 28 accused, including three FCI employees, in this
case. The accused were representing different firms that were awarded a contract of rice milling by the government. After milling, they had to give the rice to FCI but they supplied inferior quality of foodgrain, said Pawan Kumar Dogra, CBI special lawyer. A complaint was filed in this regard and the Punjab and Haryana High Court ordered collection of samples and tests, Dogra said. Three accused died during the trial and two accused, including a woman, were acquitted by the court. In 1997, a public interest litigation was filed by a farmer in the high court highlighting inferior quality of rice supplied by the FCI. The high court handed over the probe to the CBI which booked Bansal and 27 others.

Officials said there were also some heated exchanges between the ministers of National Conference and alliance partner Congress party in the meeting over the posting of the senior superintendent of police for Jammu district. The decision has been put on hold for the time being.

Planking
The rules are simple: you must lie face down, palms flat against your sides, with your feet together and pointing at the floor. Points are awarded for an original location and for the number of spectators and participants involved. You must, of course, have somebody take a photo. Without a photo, youre just a person lying down. This is planking, described variously as a global par-

20-year-old, pointed out that he had done no damage and hurt no one, but was nonetheless charged with being found quite literally on police property without excuse. The arrest made headlines, and the Planking Australia Facebook page grew almost overnight from 8,000 fans to well over 100,000. Quizzed about the dangers of this strange new craze yesterday, prime minister Julia Gillard told reporters:, Theres a difference between a harmless bit of fun done somewhere thats really safe and taking a risk with your life. Everybody likes a bit of fun, but the focus has to be on keeping yourself safe first. Dedicated hipsters will have heard of planking years ago. Though it is now biggest in Australia, it is an English some would say, quintessentially English creation. It began 14 years ago with a pair of bored kids. Gary Clarkson, then 15, and his friend Christian Langdon, 12, would perform the plank in public places, amusing one another and baffling onlookers. Back then, it was known simply as the Lying Down Game. It was a pointedly pointless way for the boys to pass the time. As Clarkson puts it: It was just a really stupid, random thing to do. For its first 10 years planking spread at a snails pace, from Clarkson and Langdon to their friends at school and, after a while, on to other kids from the neighbourhood. Then, in 2007, when the pair created a Facebook group for their game, the pace accelerated. Soon, they had a few thousand followers. Photographs of plankers trickled in from all over the world: American plankers on the tops of their televisions, British plankers in trees, and Europeans on country roads and the banks of fjords. The craze began to garner its first major press coverage in September 2009, when a group of seven accident-and-emergency staff were suspended pending disciplinary hearings for playing the game while on a night shift at the Great Western Hospital in Swindon. They had been planking on resuscitation trolleys, ward beds, floors and even the helipad. They might not have been caught had they not then posted the photos to Facebook, under the slightly selfdefeating name The Secret Swindon Emergency Department Group. An employee of the hospitals governing body told the press: It reflects badly on the department and some people may lose their jobs.

and there are reports of the craze in Edinburgh, Oxford, Nottingham and Cirencester. Whey to go, students! This is of course just the latest in a long line of pointless student crazes. The first was planking, which saw the worlds youngsters lie face down in unlikely places and post the evidence on Tumblr. Then there was Batmanning, which took planking to a whole new level. Or rather, a whole new angle: instead of lying face down, they hung upside down. Somewhere in this mix came owling for people more comfortable with squatting than lying. And then out of left field came the cinnamon challenge, where teenagers tried to eat a tablespoon of the spice in 60 seconds, without the help of water. Its harder than it sounds.Still, its probably more hygienic than milking.
ticipatory art project, the lazy mans free-running, a pointless internet craze, the new flash-mobbing and, in the words of one incensed online commenter, a sick, pagan pastime. It has been a busy week for the plankers, in which they have suffered their first casualty, gained 100,000 converts and prompted a statement from the Australian prime minister. In the early hours of Sunday morning, 20-year-old Australian Acton Beale fell seven storeys to his death from the balcony of an apartment block in Kangaroo Point, Brisbane. He and a friend had been performing planks on their journey home from a night on the town. The planking craze had only truly exploded in Australia two days earlier, when police arrested another young man for planking on the hood of an unoccupied police car. Nate Shaw, a

New Delhi The Supreme Court said that it would take a very serious view of another incident of police violence against a woman, and the person involved would have to bear the wrath of the court. Referring to the rising frequency of incidents of brutality against women, and even children, the court said the framers of the constitution did not visualize such incidents or provide for provisions to deal with them. We make it very very serious if any such incident happens then the person (involved) will have it. The court will go beyond its norms to deal with them, a bench of Justice G.S. Singhvi, Justice Ranjana Prakash Desai and Justice Sharad Arvind Bobde warned. Pointing to the police personnel involved in the beating of women in Delhi, Punjab, Bihar and Uttar Pradesh, the court said: If Mahatma Gandhi were to be born today, he would have died many times. Referring to the merciless beating of a 65-year-old woman in Aligarh, Justice Singhvi said that the expression on the face of a deputy superintendent of police was such as if he will kill her. Recalling the shocking incident, Justice Singhvi said that with stick in one hand, the police officer was pushing the her and the lady fell like a doll. It is amazing. There is no word in dictionary to describe it, the court said directing the Uttar Pradesh chief secretary to file an affidavit on the incident. Referred to the example of Lal Bahadur Shastri, who, when the railway minister, resigned after an accident, Justice Singhvi told the counsel for Uttar Pradesh government: Is your government left with any shame. Even a mad animal would not do what your officers are doing. What is happening in this country. Are we mute spectators to everythinge Noting the way police was behaving in recent times, the court said that it was an insult to entire women of the country. The courts scathing indictment of the behaviour of police personnel towards women came in the course of the hearing of the matter arising from its taking suo motu cognizance of the newspaper reports of two incidents of police excesses involving the beating of a women in Punjabs Taran Taran district and the baton charge on agitating teachers outside Bihar assembly in Patna. The bench directed the chief secretaries of Rajasthan, Haryana, Uttar Pradesh, Andhra Pradesh, Maharashtra and Goa to file affidavits whether they have set up state security commissions (SSCs) in pursuance to its 2006 direction for police reforms. The court said the affidavits would accompany the details of the number

of meetings that the SSC has held since its constitution and the minutes of these meetings. It said it would also consider, at the next hearing, the question of chief justices of high courts monitoring the functioning of the SSCs as it was not possible for it to itself monitor their working. The court made it clear that states will have to follow one of the three models suggested by the apex court and there could be no mixture of three models. The court directed that all the states which have enacted laws provid-
ing for police reforms after its 2006 direction will provide a copy of the same to the amicus curiae Harish Salve, who had said that that he wanted to challenge the validity of these laws under Article 32 of the Constitution. The court also directed the Delhi Police commissioner to file an affidavit explaining the incident involving a police officer beating a woman protesting the rape of a child. As the counsel for Delhi government S. Wasim Ahmed Qadri sought to explain the action taken against the officer involved in the slapping of
a woman activist protesting against rape of a child, the court told him not to tell what action they have taken but what they were doing to prevent such incidents. Justice Singhvi told Qadri: Your police has gone berserk. ...How can a police officer beat a young and she bleeds from ear. What is the accountability of senior officerse What is their responsibilitye Saying that our comments are very sarcastic and we are sceptical, the court said: We dont know after this adjournment how many ladies and children will be beaten.
New Delhi A meeting to evolve a consensus over police reforms and public order called by Home Minister Sushilkumar Shinde proved to be a low-key affair with several chief ministers staying away. The meeting, Shinde said, had to be convened as only a few states and union territories had responded to his letter to chief ministers last year to elicit views on the 153 recommendations of the Second Administrative Reforms Commission (ARC) on police reforms, management of public order, reforms in the criminal justice system, federal crimes and special laws and the role of civil society and media in the management of public order. Shinde pitched for reforms saying that police needed a better working environment and to be insulated from pulls and pressures. The chief ministers who were present spoke on familiar lines. While the Congress chief ministers welcomed the recommendations of the ARC, those from the opposition disagreed with them. I compliment the ARC for bringing together specific recommendations, said Haryana Chief Minister Bhupinder Singh Hooda. Himachal Pradeshs Minister for Social Justice Dhani Ram Shandil, who represented Chief Minister Virbhadra Singh, sought special assistance from the central government to improve the police force and help it deal with drug trafficking in the hill state. Assam Chief Minister Tarun Gogoi said a long-term policing solution will need a more extensive police presence in hitherto unserved areas. Among the opposition-ruled states, while Bihar Chief Minister Nitish Kumar said the recommendations were against the princi-

Among Congress chief ministers who missed the event were Prithviraj Chavan (Maharashtra), N. Kiran Kumar Reddy (Andhra Pradesh), Ashok Gehlot (Rajasthan), Oommen Chandy (Kerala), O. ABVP has appealed the Honble Governor of Punjab, Chief Minister of Punjab, Central minister of state and Chemicals and fertilizer minister to take legitimate and quick actions. Till now, Ministry of chemical and fertilizers and Ministry of Human Resources and development have shunned students who are protesting for the last one month, in this oldest institute among the other seven NIPER institutes in India. Talking to Uconnectt, ABVP members , Srinivas (Zonal Organising secy, North Zone) and Ashish Chauhan (Convener ,All India Educational Institutes Work) said, they have written to the Minister of State ,Chemical and Fertilizers to immediate intervene in this issue. They feel
that the demands like Recognition of M.S(Pharm) programme should be done without delay from UGC & PCI and its a duping on the part of NIPER Administration who have failed to fulfill students demands. Poor teacher to student ratio with the need of having permanent faculty doesnt go well with the stature of the NIPER. ABVP also demanded for a permanent director and removal of the present officiating director. Poor hostel facilities, lack of hostel rooms and security for girls, setting up of placement office to improve declining placements records are some of the issues that ABVP feels should be fulfilled. A Day before, On 24th April 2013, a letter of appeal was issued to students signed by the officiating Director K.K Bhutani to convey them the message that Chairman ,BoG, NIPER has appointed a high power committee in which senior representative of ministry would also participate. Mumbai Sasheh, daughter of Pakistani actress Salma Agha, is making her acting debut with Aurangzeb and now she sings a song Barbaadiyaan in the movie. I have learned singing from my mom and I dont plan to give it up because I am very passionate about it, said the newcomer in a statement. Coming from an illustrious musical family, she informed: Musicians Sajid and Wajid are my maternal uncles. My stepsister is the famous English singer-songwriter and multiinstrumentalist Natasha Khan, who goes by the stage name Bat for Lashes. My great grandfather was Jugal Kishore Mehra, who was Raj Kapoors uncle and married to Anwari Begum, the famous singer. My
grandmother Nusrin Agha, was a well-known singer as well. So in a way, I am the fourth generation singer in my family, she added. Sasha has already recorded the song. A source close to the film said that producer Aditya Chopra managed to convince Sasheh to sing a peppy number titled Barbaadiyaan, a club track filmed on Sasheh and Arjun Kapoor. A spokesperson from Yash Raj Films confirmed the news, saying: Yes, Sasheh has sung this beautiful track (for the film). Her voice is as melodious as her mothers. Salma debuted in Bollywood in 1982 with box office hit social drama Nikaah and she sang all her songs in the film, including the hit number Dil ke armaan aansuon mein beh gaye.
14, 1919, in Amritsar, Punjab. Interested in singing from a young age, she got her first break with Peshawar Radio, Lahore, in December 1947. Later, her voice with a nasal tinge became a hit and she sang for top heroines of the era, leaving behind a rich legacy of her soulful tunes. Some of her famous songs include Kajra mohabbat wala, Leke pehla pehla pyar, Kahinpe nigahen, kahinpe nishaana, Chhod babul ka ghar, Saiyan dilme aana re and Teri mehfil me kismat ajmaa kar hum bhi dekhenge. She was a favourite of music directors like Naushad Ali and O.P. Nayyar. Besides Hindi, Shamshad Begum also sang in Punjabi, Bengali and other Indian languages. Usha said that till her last breath, her mother survived on her own money.
She was a very independent woman. In fact, many a time she used to gift me something from her money, she said remembering her mother. Her mother was fond of eating, said Usha and added that she didnt have to spend her money anywhere else. No make-up, no shopping, nothing. She has even left some money, which she wanted to give to charity. I would not like to reveal how much, but will follow her wish. Even when she was alive, she used to donate a lot of money to different charity organisations, added the grieving daughter. Shamshad Begum turned off her microphone somewhere in 1970s, and recalling her mothers retirement decision, Usha said: One fine day she packed her bags and came to my house and said she has left the film industry. She never looked back. Because of the politics in the industry, she didnt want to work anymore. This is one of the reasons why she didnt let me be a singer. I told her, let me sing for my self-satisfaction, but she said if you will learn to sing, you will directly enter the industry. So, she didnt let me do so. She felt earlier artists used to come on merit basis, but later there were too much of politics in the industry, added Usha.
Mumbai Gandhi fame Oscar award winning British actor Ben Kingsley is likely to come to India in September to shoot a film. A source said: It is interesting Sir Ben Kingsley will be arriving in India in September to shoot for about 20 days in the capital of West Bengal. Though the project is under wraps, many are suggesting that it could be related to Avengers 2 that brings all the superheroes together in one film. you just need to enhance the one style that you know. Actor Riteish Deshmukh and fellow choreographer Ashley Lobo will join Kapur on the judges panel. However, she will miss Mithun Chakraborty, who featured as Grandmaster on the earlier shows. Even if I had met him on any other show, I would have still missed him for the person he is. But I really think Riteish is making an effort now, she said. Not every participant is a skilled dancer, but Kapur feels that there are no bad peformers and even refuses to call herself a good dancer. I wont say I am a good dancer because Im still learning. And there is nothing called bad dancing, either
you dont know dancing or you dont care whether you know dancing or not. She added: I like all the performance. At least they are making an effort. Its just that they cannot be accommodated on the show (IDS). For Geeta, dealing with children is easier compared to adult participants. She feels children are very mature and if you tell them what went wrong, they will still be okay with it. She added: The kids dont take things to heart, but its seniors and elders who get offended and take it to heart. What about movie projectse I am not working on any project now. I like doing events. And I am happy and satisfied doing it.

The song, titled Apna Bombay talkies, has been choreographed by Vaibhavi Merchant. Others who will feature in the song are Priyanka Chopra, Farhan Akhtar, Shahid Kapoor, Ranveer Singh, Ranbir Kapoor, Imran Khan, Sonam Kapoor and Deepika Padukone, Anil Kapoor, Sridevi, Akshay Kumar, Karisma Kapoor and Juhi
Chawla. Around 20 singers have also come together to lend their voices for the actors, said a source. For the first time, 20 singers will be part of the same song. The title track has been sung by some of the most reputed singers in the industry. And the interesting part about this is that the singers have recorded for those actors whom they generally do the playback singing for in their movies, the source added. Indoor air quality is something more and more people are concerned about, and with good reason. The enemies of air quality are legion inside of just about any home. And exposure to indoor pollutants is no small problem when you consider that you spend a large amount of time indoors. Anyone who lives with pets or smokers needs to think about indoor
www.uconnectt.in
There are other ways to determine if somethings wrong. Can you see or smell mold or mildew? If you can, thats affecting your air quality right now. Is there moisture condensation on windows or walls? Is the air smelly or stuffy? These are all possible indications of poor ventilation, which directly affects indoor air quality. There may also be a problem if your garage is attached to your home. Thats because any fuel from cars, lawnmowers or motorcycles parked there can seep through the walls and affect the air in your home. Chemicals and paints stored in the garage can also pose a problem. Anyone whos remodeled his or her home, or bought new furniture or carpet needs to be on alert as well. Chemicals used by the manufacturer can linger and affect indoor air quality. Improving indoor air quality Youve identified the problem. Now what do you do? In addition to banning smoking from indoors, and properly venting kitchen appliances, you can take other steps to improve indoor air quality. A quick tour around your home will help you identify possible sources of leaks and contamination. And even when youre not sure if something may be affecting your indoor air quality, there are steps you can take to gain peace of mind. Make sure to schedule a yearly inspection of your homes fuel burning appliances to certify they are in proper working order and not leaking carbon monoxide. If you have an attached garage and you park vehicles there, do not let the engine idle either while inside the garage. Be sure to cover kitchen or food garbage.

Book: How to Get Filthy Rich in Rising Asia Author: Mohsin Hamid Publisher: Penguin Books India Price: Rs.499.
Mohsin Hamid, the Pakistan-based author of best-selling novels like the Moths Smoke and The Reluctant Fundamentalist, shows what it means to get rich in a rising Asia in a new novel at a time when the developing economies in the region are straining to push up their GDP figures that have been slumping all too often. How to Get Filthy Rich in Rising Asia, released last week, uses the format of the self-help and motivation book as a literary device to tell the story of the third son of a cook who leaves his village to move to a city, falls in love with a pretty girl and sets up an industry. He becomes a entrepreneur and filthy rich. Hamid takes his hero through 12 steps in 12 chapters to become a moneybag in a nameless city in South Asia that sizzles with energy, opportunity and inequality. The writer says that he had initially started out with the idea that he was not going to name things and people because they mean certain things. The idea of taking the names of the narrative - reminiscent of many avant garde writers like Lawrence Sterne, James Baldwin and James Joyce - is liberating for Hamid. The ingrained view is that South Asia is an exotic place, a peculiar place and a central place - it is a colonial mindset. It could have been any place - why not Lahore or Lagos? The writer explains his narrative without specifics, comparing it to the Sufi ghazals that he grew up with. The songs invoking the nameless divine speaks to the listener or the exponent like the book that addresses the reader in a second-person narrative. This is his third book and one inspired by the writers personal fortunes. I had just become a father and I wanted to write a novel about the tri-generational life, Hamid said in the capital. Generations are a way of life in Pakistan, where young men often live with their parents and elders like Ha-
mid, who shares his home with his parents. The young and old play a cat-andmouse waiting game. This inter-generational divide is captured in a vivid clash of body language in a domestic confrontation between the saas and the bahu. Your mother cleans the courtyard under the gaze of her mother-in-law. The old woman sits in the shadow, the edge of her shawl held in her mouth to conceal not her attributes of temptation but rather the lack of her teeth and looks on in unquenchable disapproval. Your mother is regarded in the compound as vain, arrogant and headstrong, and these accusations have bite, for they are all true. Your grandmother tells your mother she has missed a spot. Besides, she is toothless and holds a cloth between her lips, her words sound like she is spitting... The older woman waits for the younger woman to age. Hamid spotlights on the society in Pakistans middle-class fringe with refreshing psychoanalysis of the characters. But he punctuates
his narrative and observations with sage advise that tends to sound like homilies at places, flagging in their intelligence like the scores of droll motivation manuals crowding the book-shelves. ...As far as getting rich is concerned, love can be an impediment. Yes, the pursuit of love and pursuit of wealth have much in common, Hamid fritters in cliches, robbing pace off the narrative. The book ends with death of the rags-to-riches hero - surrounded by his ex-wife, son and a pretty girl that the hero had been in love as a teen. Hamid touches upon new South Asian realities - broken hearts, failed marriages, culture of corruption, politics, lifestyle pressures on fast street and the perennial near-war edge that Pakistan balances on. The writer says his book tries to bring out a narrative of loss in a market of growth-based language that does not equip us for loss. Throughout history, human civilisations have been a series of narratives that talk of loss, the writer said.

Copenhagen Scientists have linked diabetes and poor growth to a protein involved in hormone regulation, says a study. A group of researchers from the University of Copenhagen studied the reasons for diabetes and growth hormone deficiency. Their new discoveries centre on the bodys ability to regulate certain hormones. Their findings have been published in the scientific journal PLOS Biology. Some people suffering from diabetes or affected by poor growth most likely have problems with the so-called PICK1 protein, that plays a decisive role in the formation of growth hormones and insulin in the human body, reports Science Daily.
We have studied the role played by PICK1 when the growth hormone is released by the brain and insulin by the pancreas. Our experiments show that PICK1 deficiency leads to growth hormone and insulin deficiency in both fruit flies and mice, said professor Ulrik Gether from the Department of Neuroscience and Pharmacology, University of Copenhagen. In mice, we can clearly see that the animals become small and fat and less tolerant to sugar when deficient in PICK1... The same is true for humans, added Gether, who made the discoveries with his research colleagues Ole Kjaerulff, Birgitte Holst and Kenneth Madsen.

Parrots and rabbits are a kind of animals that have amazing vision qualities. They know whats behind them without turning their head How? Well ! Rabbits and parrots have a wider range of vision than humans, although much less of their vision field is binocular -- this means they dont have depth perception, and thats why theyre always moving their heads around, so they can see what theyre looking at from different angles. The general rule is that predators, and arboreal (living in trees) mammals, tend to have more straight ahead vision, and prey an-
imals that dont live in trees tend to have more off to the sides vision. . Rabbit eyes are placed high and to the sides of the skull, allowing the rabbit to see nearly 360 degrees, as well as far above their head. Parrots, like most prey animals have eye that are widely spaced, on either side of the head. This allows for a wide range of vision (almost a 360 degree field of sight in some species). This means these birds can see things coming at them from almost any direction and angle. This is one of the main reasons why these attractive creatures are hard to catch !

New Delhi Finance Minister P. Chidambaram Wednesday ruled out the possibility of early elections, and said the government will take more reform initiatives in the next two-four months. We will continue to take small significant steps. We will also take forward some big ideas. Indias economy will continue to reform, Chidambaram said at The Economists India Summit organised by the UK-based economic magazine. Chidambaram said the government will push for the passage of major reform regulations, like land and insurance bills, in the ongoing budget session of parliament. The finance minister said the government would need support from the main opposition party to get the bills passed in parliament. There are many more executive actions that have to be taken, some of these executive actions we will take in the next 2-4 months, Chidambaram said. In the last one year, the government has taken several initiatives to push forward reform process. The steps include cutting subsidies on petroleum products and liberalising overseas investment norms for retail, aviation and some other sectors. The finance minister said he was hopeful to keep fiscal deficit below 4.8 percent of the gross domestic product (GDP) in the current financial year. In the union budget presented in February, Chidambaram set a target keeping the fiscal deficit at 4.8 percent of the GDP. He said the budgetary target was a red line that would never, never be breached.

Jet Airways chairman Naresh Goyal described the deal as a win-win situation for all stakeholders, adding the transaction will allow the company to return back to sustainable profits. This transaction further strengthens the balance sheet of Jet Airways and, more importantly, underpins future revenue streams, which will accelerate our return to sustainable profitability and liquidity, Goyal said. The two airlines were negotiating a Jet Airways stake sale since last September. However, the deal was delayed due to investment protection and management control issues. Interestingly, the announcement comes just a day after India and the UAE began negotiations to enhance bilateral air traffic rights on the India-Abu Dhabi sector. Indian passenger carriers, especially Jet Airways have sought an exponential increase in seat capacity on the sector. The existing bilateral air service agreement (BASA), entitles India based airlines to offer 13,300 seats per week on the route. According to sectoral experts, the deal will bring in fresh funding opportunities for Jet Airways, which has an estimated debt of around Rs.12,000 crore, whereas passengers will get better connectivity options through the Jet-Etihad network.
Jet passengers will also be able to leverage the networks of Air Berlin, Air Seychelles and Aer Lingus, Irelands national carrier, which Etihad Airways has already invested in. It is a very positive move. There were negotiations going on for a long time. It will provide Jet with much needed financing options and a major international partner, Sharan Lillaney, aviation analyst at broking firm Angel Broking said. The companys scrip at the BSE might touch its circuit breaker limit of Rs.659.40 when the markets open Thursday. On Tuesday, the Jet Airways scrip at the Bombay Stock Exchange (BSE) rose by 4.43 percent or 24.35 points to Rs.573.85 per share from its previous close of Rs.549.50. Earlier, Jet-Etihad Airways concluded a deal Feb 27 to acquire three Jet Airways slots at London airport for $70 million. There are also talks of Etihad investing $150 million in Jets frequent flyer program Jet Privilege, which is subject to regulatory approvals and commercial agreements which are expected to be completed within the next six months. The government last year allowed foreign airlines to invest up to 49 percent in private domestic carriers. This was not permitted earlier for security reasons, although 49 percent FDI by non-airline players was allowed.
mize the opportunities that present themselves, Marcus said. Marcus praised the BRICS for its fast development in economy, saying: There is little doubt that there has been a tectonic shift in the drivers of global growth. The
emergence of countries such as Brazil, Russia, China and India has changed the epicenter of global economic activity. The BRICS share of global GDP has increased three-fold in the past 15 years, and this share is currently around 20 percent in market terms, and is expected to rise to 45 percent by 2030, she added. Marcus said that China managed to survive the hard nock of the global economic crisis, which will assist South Africa, one of the Chinas biggest trading partners on the African continent. South Africa is currently trying to increase exports to other countries to balance exports and imports. The governor said the growth of the Chinese economy will increase a demand of South Africa goods and services. The expected growth rate of around 8 percent in China should help to underpin the demand of commodities, which is critical for South Africas growth outlook, she said.

around $3.5 billion as against Polish investment of $350 million in India. Balance of trade is in favour of India, which accounts for 40 percent of exports to Poland as against its 27 percent to India in 2012, he said. Poland ranks third in the world as an outsourcing location and presence of the Indian IT bellwethers is a testimony to the advantages it offers. There is a huge potential for the Indian IT/BPO services companies to expand in central and eastern Europe, Singh told on the margins of the day-long interactive session between representatives of both the countries. Global professional services firm Pricewaterhouse Coopers (PwCs) consultant for Poland Romek Lubaczewski said that economies in central and eastern Europe (CEE) were more stable than in Western Europe. Currencies in the CEE region are also stable vis-a-vis other currencies. Wages are also much lower with an average pay of 11,000 Euros as against 36,000 Euros in Germany and 65,000 pounds in Britain, Lubaczewski observed.
grants to return to their home countries, with some groups, such as Ecuadorians, taking advantage of repatriation plans created by the governments of their nations. Spains work force lost 322,300 workers between January and March, with 16.6 million people employed and the labor force participation rate at 59.68 percent, the INE said. The high unemployment rate is an indicator of the severe economic recession that Spain entered in 2008 and has been affected by the austerity measures implemented by the
government to reduce the budget deficit. Prime Minister Mariano Rajoys government approved labor reforms in 2012 aimed at spurring job creation, but the measures have not yet yielded results. The government plans to implement new measures Friday to boost the economy, which the Bank of Spain estimated contracted 0.50 percent in the first quarter, an improvement from the 0.80 percent drop in gross domestic product in the fourth quarter of 2012.

Though she looked confident at the start of the second game, Saina made several errors - most of them smashes going into the net - which put the game in the World No.46s favour. The unseeded Japanese was agile in her movement and recovered Sainas smashes regularly which frustrated the World No.2 into making errors, giving the game away to the Japanese. The third game was an extremely close affair with both shuttlers keeping close to each others score. Cheered by her mother and the crowd chanting Go Saina, the World No.2 slowly extended her lead to match-
point (20-17) from 16-all. But a smash by Yui, which looked clearly out, was called in by the linejudge. Saina appealed but the referee turned down the challenge which is when Saina lost her focus and concentration. The Japanese took full advantage of the situation and clinched the next four points to win the game and match, toppling the top seed out of the tournament. I lost focus after the line-call was called in. And the next four points came and went so quickly that I failed to catch the momentum, Saina said.
New Delhi Badmintons premier events, the Thomas and Uber Cup finals, will be held in the national capital here next year May 18-25. Bilbao in a game which finishes just before the Madrid derby kicks off and Real Madrid lose in the Calderon, Barca will be proclaimed as League champions for this season, inheriting Real Madrids crown from last year. Atletico have been one of Ronaldos favourite victims since arriving in Spain and has scored eight goals of the 24 his side have netted against their local rivals, who are desperate to finally have the chance to end their 14 year jinx. Mourinho will make other changes for the derby and players such as
Kaka, Raul Albiol, Jose Callejon and perhaps B-teamers, Nacho Gonzalez and Casimiro, could get their chance as the aim is to try and overturn that three-goal deficit against Borussia. Atletico meanwhile must look on the game as their best chance over the past 14 years to beat their neighbours and climb back into second place in the BBVA Primera Liga. Striker Diego Costa is available to play after seeing the yellow card in his sides 1-0 win against Sevilla at the weekend lifted and is certain to be a handful for the Real Madrid defence. Costa is hard-working and strong, but also an expert in some of footballs dark arts and has the ability to provoke even the most even tempered of rivals. He will partner Radamel Falcao in the Atletico attack and few will have forgotten Real Madrid s reported interest in the Colombian striker earlier in the season. German newspaper Bild published Thursday that both Falcao and Mourinho would be joining Chelsea over the summer and the fact that the Real Madrid coach and the Atletico Madrid striker (who share the same agent, Jorge Mendes) could find themselves at the same club next season, adds another ingredient to a match which so often promises to much but has delivered little.
and we are glad to award our two most prestigious tournaments, the Thomas and Uber Cup finals, to India, said BWF deputy president Paisan Rangsikitpho. The Thomas Cup, held every three years initially, was the BWFs first major international tournament. The Uber Cup finals have been held alongside the men`s competition since 1984 with both taking place biennially since then.
Moscow Viktor Minibaev and Artyom Chesakov took a 10-metre platform silver at the fourth stage of the Diving World Series. The Russians notched up 426.45 points, losing only to Chinas 2008 Olympic champion duo of Lin Yue and Chen Aisen, who won by a massive 44.73 point margin. Despite finishing second, Minibaev and Chesakov extended their overall series lead to 99 points after the Cuban duo of Jose Guerra and Jeinkler Aguirre finished third in Moscow. In the womens category, Si Yajie and Liu Huixia of China won a fourth successive stage by taking the 10-metre platform event, stretching
their lead in the overall standings to 21 points over Russian pair Yulia Koltunova and Natalia Goncharova. Koltunova and Goncharova had to settle for the bronze after the Malaysian pair of Leong Mun Yee and Pandelela Rinong finished just 2.64 points off the Chinese. The World Series, a high-profile competition attracting the worlds top stars, has been held since 2007 and consists of six stages hosted by Britain, China, Mexico, Russia, Qatar and the United Arab Emirates. Bangalore As a maker and breaker of records in the world of cricket, Tuesdays league tie for Royal Challengers Bangalore (RCB) explosive opener Chris Gayle was a breathtaking game against minnows Pune Warriors India (PWI) in the Pepsi IPL-6 T20 at the Chinnaswamy stadium . Words cannot explain how I feel. Maybe, later on, when Im by myself, I can reflect on what happened today (Tuesday). It was a breathtaking game and happy to be on the winning side, a calm Gayle told reporters at a postmatch presser after unleashing a storm over Warriors. Setting new records and surpassing old ones, the West Indian south paw hit a hurricane unbeaten 176 of just 66 balls that included a whopping 17 sixes and 13 boundaries and made the hosts post a IPL record of 263 runs for the loss of five wickets in the stipulated 20 overs. Chasing an impossible 264-run target, Warriors gave into RCB tamely only managing a paltry 133 for nine wickets in 20 overs to hand a 130-run victory to the home team. Im really happy with the win from the team point of view. It put us on top of the table (with 12 points). Its one of those days where you come out and things go according to you. (Tilakaratne) Dilshan supported well and A.B.

Gayle storm rocks Bangalore with fastest century, highest score in IPL
Bangalore After a spell of summer showers, it rained sixes and fours at the M. Chinnaswamy stadium here Tuesday evening under a cloudy sky as Royal Challengers Bangalores explosive opener Chris Gayle scored the Indian Premier Leagues fastest century in 30 balls and highest score of 175 in 66 balls against Pune Warriors India. Put in to bat first, the West Indian southpaw lost no time in setting the stands on fire with his blitzkrieg knock that included a record 17 sixes and 13 fours and remained unbeaten after being at the crease for all the 20 stipulated overs. Returning to bat after a 30-minute break when a sudden downpour disrupted the game, Gayle raced to 50 in 17 balls with four mighty sixes and four 4s and to 100 in 30 balls with 11 sixes and eight boundaries. Feared as the most dangerous batsman in the tournament, the Jamaican beat Indian all-rounder Yusuf Pathans record of scoring a century in 37 balls while playing for Rajasthan Royals against Mumbai Indians in Mumbai March 14, 2010 and equalled the half-century record of Aussie wicket-keeper Adam Gilchrist, scored against Delhi Daredevils in 2009 while captaining Deccan Chargers. Pathan currently plays for Kolkata Knight Riders, while Gilchrist captains Kings XI Punjab. Not content with setting new IPL records galore or upsetting previous ones, including the fastest 150 in 53 balls, beating the 158-run in 73 balls record of Brendon McCullum of KKR against the home team in the tournaments inaugural match in Bangalore April 2, 2008, Gayle was involved in a record opening partnership of 167 runs in 13.4 overs with opening partner Tillakaratne Dilshan of Sri Lanka, who hit a modest 33 in 36 balls, including five hits to the fence. At a phenomenal strike rate of 266.15 percent, another IPL record, Gayle stood rock-like at one end even as the hosts lost five wickets for a record 263 runs, beating the previous 246-run record of Chennai Super Kings (CSK) against RR in 2010. None of Punes seven bowlers could stop the lanky hitter from going hammer and tongs after them. Warriors captain Aaron Finch, who won the toss and elected to bowl on a flat batting wicket, had given up changing bowlers after every over as Gayle was unstoppable and the fielders could do little as most of the runs from his deadly bat were coming from sixes and fours. What a joy watching Gayle play! It was indeed a storm after rain gods opened up on a mid-summer evening. I lost count of sixes and fours he was hitting in every over he faced. He has set a benchmark for other openers and batsmen on how to play in the shorter-version of the game, beaming Ranjan Chakravarty, a director in a financial firm, told in the
fully I get something to eat now, a beaming Gayle quipped. Gayle, however, had a word of praise for Warriors seamer Bhuvaneshwar Kumar, who conceded only 23 runs in his quota of four overs though didnt get a wicket. Bhuvaneshwar has been a key bowler for them and he bowled really well. It was a good wicket and you cant take away the fact that sometimes when you get on top of a bowler, it can create a different scenario. Its a situation where a batsman gets off and throws off bowlers a bit and they dont know what to do and cant concentrate out there, Gayle observed. On the last over of the innings he bowled and took two wickets for five runs, Gayle said it was good fun and nice to finish off that way. It was also my first over of this IPL. Some people keep on asking - they have seen the Gangnam style in international cricket but why not in IPL. I thought it was the perfect time. I got a wicket and everything worked out perfectly. The crowd is pleased and happy to see that. Im an entertainer. So I try and entertain as much as possible. They pay the money to come and see good cricket. Asked if he had any sympathy for the bowlers, Gayle said cricket was like that. Its cricket man! Sometimes I get knocked over on the first ball andI like to ask the bowler if hes hurt for me.
pavilion. Surprisingly, Finch did not ask reputed all-rounder Yuvraj Singh to bowl even a single over while Gayle took all the bowlers to the cleaners and stunned a clueless Warriors and reducing the tie to a one-sided contest. As this is the last league tie RCB is playing this month before going for (six) away games over the next fortnight, I took a half-day leave to come and watch Gayle play after I heard the home team will bat first. What an innings it was. Incredible! Never in my life have I seen such an awesome batting display, with a whopping 17 sixes. God knows, what he eats and where does he get that energy, hotelier Rashid Khan quipped.
In T20 you need a little luck as well to get your innings going. Unfortunately we werent able to finish well. It was an important game for us and we knew how crucial it was for us to be playing well against CSK. I think 185 are a lot of runs on any ground. At the beginning of the match our mindset was probably 160-170 and we ended up with an above-par score. I thought Stuart Binny (36 off 22) was brilliant in the latter part of the innings to give us a further kick. We batted really well as a unit, he said.

Watermelon Slush
Seasonality is an important factor for this drink because ripe watermelon offers the sweetest flavor. Our panel suggested adding more ginger ale and blending it just a bit more to make it supremely slushy. Ingredients 8 cups (1/2-inch) watermelon cubes 1 1/2 cups ginger ale 1/3 cup water 1 (6-oz.) can frozen lemonade concentrate Preparation 1. Place watermelon cubes in a single layer in an extra-large ziptop plastic freezer bag, and freeze 8 hours. Let stand at room temperature 15 minutes. 2. Process half each of watermelon, ginger ale, water, and limeade
Use a melon baller to get perfectly round honeydew and cantaloupe balls (which, when combined with fresh blackberries and sprigs of fresh mint, make a simple yet beautiful presentation.) Most melon ballers are designed with a single handle and different-size scoops at each end. Step 1 Cut a 2-inch-thick slice from a seedless watermelon. (We recommend using a large chefs knife.)
Step 2 Using a 3-inch round cutter, press through the watermelon slice, forming a cylinder.
Step 3 Scoop out the center of each cylinder, leaving a 12-inch-thick border, to form a cup, reserving the watermelon centers for another use. (Tip: A grapefruit spoon works great here.) Place cups on paper towels, and chill until ready to use. Fill these cups with fresh fruit. They are perfect for entertaining because they can be made up to four hours before serving.
