Scope of report The state authorities and Majlis Perbandaran Melaka have

approved the proposed layout plan in year 2001. However, we understand that we are now intending to improve our approved layout to suit the site condition and optimize the construction cost. We have restudy the 1996 approval layout plan and carried out a preliminary engineering design on the main civil infrastructure. The studied has found that some revision may need to be carried out in order to comply with the present regulation of the government technical authorities, to improve the cost efficiency of the main infrastructure and probably improve cash flow for main infrastructure construction. By taking the above scenario into consideration, the objective of this report are: Outlined the possible problem that may arise in the design, approval and implementation of the civil infrastructure work if the 2001 layout is to be fully adopted. Some recommendation for improving the civil infrastructure planning.

Drainage Main Drain A The main drain A as shown in the approved layout plan has

positioned along the road located at the front of industrial lot which will be developed in Phase 3 of the whole development. The reserve allocate for main drain A is only 10m wide which stretch over a length of approximately 950m from boundary of A Famosa Golf Course to the detention pond A. 2.1.1 Problem (The alignment of main drain A is impractical) The following are the weaknesses of the current alignment of main drain A:a) The main drain is mainly designed to cater for discharge from A Famosa Golf Course. The invert level of discharge culvert at A Famosa is 31.50m. However, our site proposed platform level is 42.0m in average along the main drain A route. Therefore, a 10.5m deep drain is required. To construct a 10m deep open drain, drain reserve of 50m is required but the reserve provided in the approved layout is only 10m as mentioned above. To maintain the same alignment with the same drain reserves width, underground drain is needed. If underground drain to be adopted, excavation of 10m deep is required is the box order to lay culvert. This will cost RM7.5 million in laying the expensive box culvert and the cost of earthwork for excavation up to 10m depth. Estimation of construction cost is as follows:-

As shown in the approved layout, the main drain route has 90

turning. JPS Melaka does not allow main drain to have 90 turning. Therefore, we believe that JPS Melaka will not approve our construction of main drain A with the same alignment. Recommendation:During the Phase 1A construction stage, a temporary open drain had been constructed to cater for the discharge to main drain A. We suggest that to realign the main drain A to follow the existing temporary main drain. This temporary open drain shall be concrete lined to serve as the permanent drain. Therefore, the construction cost can be reduced substantially. The estimation of construction cost is as follow:Open drain (adopt the temporary main drain):Preliminaries Excavation, removal of unsuitable material, pumping and diversion etc. Concrete Lined Channel ( 600m x RM2,000/m ) Contingencies Total = RM 300,000.00 = RM 2,300,000.00 = RM 1,200,000.00 = RM 300,000.00 = RM 500,000.00

From the estimations, the cost of construction can be reduced for about RM 5.16 million by just reduce size of some industrial lot along the main drain route. Furthermore, the recommended new main drain alignment does not require any sharp turn (90 ) and therefore approval from JPS can be obtained. 2.2 Retention pond In the approved layout plan, the reserve demarcated for retention pond 1 surface area is 25.07 acres. The retention pond is designed to reduce the peak flow of post development effluent that discharge into the existing Sg. Siput. The capacity of the retention pond is to retain post development discharge from the majority area of proposed site and catchment of A Famosa Golf Course. The remaining catchment area will discharge into the retention pond 2. 2.2.1 Problem 1 (To reduce the size of retention pond 1) Based on the latest regulation of Urban Drainage and Storm Water Management Manual , analysis shown that the required area for the detention can be reduced from 25.07 acres to approximately 18 acres as constructed in Phase 1A after slopes and maintenance service lane taken into consideration. Recommendation:Due to the reduced size of detention pond A, part of the land which is unused can be taken back for our replanning of layout for other development.

2.2.2 Problem 2 (Size of retention pond 2 impractical) Detention pond 2 designed mainly to cater for catchment for Phase 7 of the proposed site and part of the upstream catchment. As the catchment area for detention pond is rather large, the 3 arces reserve is insufficient. Furthermore, In the latest manual by DID guidelines, side slope of the wet retention pond area has to be with 1 : 4 (V : H) slope and maintenance service lane of 3.7m is require around the pond. Due to this, the land allocate for retention pond in the previous layout plan have been undersized. Recommendation:The detention pond B shall be increase from 3 acres to 5 acres. Therefore, to enlarge the size of the detention pond B, part of the land allocate for pangsapuri or rumah pangsa kos rendah have to be reduced to reserve for the above mentioned usage.

2.2.3 Problem 3 (New detention pond required) During the Phase 1A approval, a new detention pond C which is approximately 1 acre is requested by JPS. The detention pond C located at one of the industrial lot. Recommendation:The new detention pond C (1 acres) requested by JPS has been constructed on part of an industrial lot. This industrial lot shall be subdivided to cater for detention pond C.

Proposed earthwork Problem 1 (Differential level) Earthwork platform shall be design to follow the natural

undulating terrain of the proposed site where all surface water within site will flow to the direction of retention pond at low level. However, to maintain the approved plan, the deep cutting of terrain and deep fill on the valley is required on the southwestern part of the proposed site which is Phase 2 of the development. Therefore, this will involve very large quantity of earthwork excavation. Furthermore, the excavation of earth on some of the area even up 25m depth in order to reach the proposed platform level. Moreover, on the site, we can notice that those soils are hard soils or rock that will require very expensive construction rate. Estimation of the earthwork construction cost (for hard soils) at this area is as follows:Preliminaries = RM 500,000.00 Excavation of hard materials and export = RM 9,800,000.00 (Approx. 20 acres with 15m deep average) Total Recommendation:It is recommend to incorporate some area for slope (as shown in the Appendix 1) such that earthwork and drainage cost can be substantially minimize. Furthermore, this will also avoid excess of hard soils and rocks during earthwork construction. Estimation of the earthwork construction cost (for hard soils) at this area is as follows:Preliminaries = RM 300,000.00 Excavation of hard materials and export = RM 4,600,000.00 (Approx. 20 acres with 7m deep average) Total = RM 4,900,000.00 = RM 10,300,000.00

From the estimation, if slopes to be incorporated into the earthwork design as mentioned above, more than 60% of the earthwork cost can be reduced and the design will be more practical. In spite of this, the new proposed level will also reduce the slopes between our site boundary and the adjacent lot which will avoid the slopes to encroach into the bungalow lots. Thus, it will also increase the bungalow lots size (Appendix 2). However, to adopt the above-mentioned proposal, a secondary main drain is needed to cater for the surface run-off and storm water that will flow through the lowest part of Phase 2 and discharge into the detention pond.

Problem 2 (Main drain required at Phase 2) The land size for Phase 2 is approximately 52 acres. In the previous approved layout, there is no allocation for main drain at that area. This will cause the service road side drain to be relatively big. MDAG and JKR may require guardrail to be install along these large roadside drain which is in front of the link houses. Recommendation:In the revised layout, a secondary main drain is required to incorporate into the Phase 2 to cater for the storm water flow from Phase 2 development. Therefore, a 6.0m drain reserve shall be allocated for this purpose along the lowest level of the site for secondary main drain. The proposed secondary main drain route is shown in the Appendix 4. Estimation of the secondary main drain construction cost is as follow:Preliminaries Secondary main drain ( 750m x RM500/m) Total = RM 375,000.00 = RM 50,000.00 = RM 200,000.00

Proposed water supply system The development sources water from Bukit Tiga Reservoir

which is approximately 5km from the site. As agreed by PAM, 750mm dia incoming supply main will be laid from the reservoir to supply to Hicom Pegoh Industrial Park. The supply main will supply water to the proposed suction tank. Then, the water will be pumped from suction tank to the service reservoir which will supply to low level supply zone and elevated reservoir which will supply to high level supply zone. 4.1 Problem 1 (Incoming pipe route unclear) In order to design the incoming supply main which will be the source of water for the development, a proper survey drawing complete with appropriate surveyor data is required. However, survey on the pipe route has not yet been carried out. Recommendation: Survey of the pipe route is crucial now as it takes 18 months for the survey, design, approval and construction of the pipeline. Furthermore, it shall also be noticed that a short stretch of pipe route reserve shall be acquired from the neighboring lot to enable the construction to be carried out.

4.2

Problem 2 (Pipe route for incoming supply main in the proposed site) The incoming main that will be laid within the proposed site is 700mm dia pipeline. Therefore, a proper pipeline reserve shall be reserved from the site boundary to the suction tank. Recommendation: To make necessary land acquisition for the pipe route therefore any congestion of infra lines with the incoming water main can be avoided.

Problem 3 (Improper location of suction tank and pumping station) The planning proposal has located reservoir at the southwest of proposed site. This proposed reservoir site is located quite far away from supply main and also the suction tank. Therefore, it is not cost effective to lay long supply main and pumping main from suction tank to the reservoir. Furthermore, if the suction tank still remains at the same place that is in the residential area, it will easily cause the congestion of water pipeline with other service infra line. Recommendation: It is recommended that suction tank and pumping station shall be relocated to the location which is closer to the proposed water reservoir site. The proposed location is shown in Appendix 3 in the attached partial plan. The new location of suction tank and pumping station can reduce the length of the supply main and pumping main to the reservoir. Furthermore, it can also avoid the complexity of infra pipelines in the residential roads.
