Todd County Board hears request to hire 2.5 ACA positions


By Rin Porter At its April 23 work session, Todd County Commissioners heard from Health and Human Services (HS) Director Cheryl Schneider that she needs to hire 2.5 people to take on the work of determining eligibility of Todd County residents for healthcare coverage under the Affordable Care Act (ACA), also known as Obamacare, when it goes into full effect beginning Oct. 1 Schneider said she had received estimates that about 1,100 additional Todd County residents would be eligible for healthcare coverage under ACA. These people are not currently receiving coverage under other government health plans, but would become eligible on Oct.1. Schneider said she does not have enough staff to cover 1,100 more applicants and provide case management services for them. Her department needs to hire qualified people to process the applications that those residents will submit for ACA coverage. The federal and state governments will pay for about 50% of the salaries of the new employees, but the county must pay the other 50%. The positions are expected to last for between three and four years, until the Minnesota State Health Insurance Exchange is up and running. When it is, people will be able to file their applications for ACA coverage online, without the need for county employees to process the applications. Schneider told commissioners that her department needs about six months lead time to be able to recruit and train the new personnel, so it is important for the board to approve her request as soon as possible. Schneider said she expects to designate one of the new employees to handle phone calls about ACA, a second person to do application processing full time, and the part-time employee to serve as a foreign-language interpreter. Commissioner Dave Kircher raised the question of how the county could hire people for only three or four years, and then terminate them. This would violate current union contracts. Schneider replied that this issue would have to be negotiated with union representatives and addressed in union contracts. She also said that she anticipated that there would be Continued on page 16

Math Masters bring home medals


The Browerville 5th Grade Math Masters team consisting of Justin Crandall, Justin Host, Marissa Lenz, Jack Nedoroscik, Ben Olander, and Alayna Quistorff traveled to Hutchinson for a one day competition on April 25th. The competition consisted of 27 teams and 135 students, with most of the teams being from bigger schools including Becker, St Michael-Albertville, Dassel-Cokato, Hutchinson, and Rocori. The team from Browerville came away with medals both individually and team. Justin Crandall finished 6th place out of 135 students. As a team, they finished 4th place out of 27 teams. Justins 6th place and the teams 4th place are the highest finishes that Browerville has had in their 9 year history of being in the 5th grade Math Masters one day competition. All of the team members finished in the top 50%.

Eagle Valley School Board picks Principal Barry Johnson as next Superintendent
By Rin Porter At a special meeting held April 22, the Eagle Valley School Board voted to hire K-12 Principal Barry Johnson as the districts next superintendent, effective July 1, and approve his and two other administrative contracts for school year 2013-2014. Johnson has been with the district for three years. During that time he has worked to complete his certification as a school superintendent. He has more than 15 years of service in various posts in public school administration in Minnesota. Before coming to Eagle Valley, Johnson served as assistant principal at Staples-Motley Public Schools, as principal of the Kingsland School, and in posts in White Bear Lake and Chisago Lakes. He has been a teacher and coach as well. Johnson grew up in Pequot Lakes and attended Bemidji State University where he received his bachelors degree. He earned a master of science degree at the University of St Thomas. Barry Johnson will be working with two other members of the Eagle Valley administrative team beginning July 1. His appointment is .6 FTE as K-12 Principal, and .4 FTE as Superintendent. K-8 Dean of Students Duane Motzko will continue in his position. He has worked for the Eagle Valley School District for 35 years. He has been a teacher and coach as well as an administrator. He holds a masters degree from Hamline University. All of the girls, as well as the winners from elementary, Jr. high, and Sr. high will advance to the district art show sponsored by the Freshwater Education District. The FED Student Art Show will be held May 3-4 in Staples at the Centennial Auditorium with seven area schools scheduled to participate. This show is held in conjunction with the annual Staples Rotary Art & Craft show. Additional Art Show winners on page 16.

1983 Class Reunion


Delores Larson, 89, of Long Prairie Delores Larson, 89, of Long Prairie, passed away at her residence on April 21, 2013. Funeral services for Delores were held on Friday, April 26, 2013, 11:00 a.m., at Trinity Lutheran Church in Long Prairie. Burial was held at Larsons Whispering Pines Cemetery. Delores was born January 8, 1924 in Winthrop to Fred & Irma (Redmann) Huebner. On October 28, 1942 she married Harry Larson in Thomastown Township. After marriage, they briefly farmed in the Browerville area until moving to Aurora, MN. In 1958, they moved back to the family farm, where she worked on the farm, was a homemaker, and raised her ten children. While on the farm, she enjoyed cooking for family gatherings, gardening, and especially baking cookies for the grandchildren. God and her family were the most important things in her life. After Harrys death in 1999, she moved to Long Prairie, where she has lived for the last 14 years with her daughter Tammy. Delores was a member of Trinity Lutheran Church. In later years she often enjoyed trips to the casino with her family and the annual bonding trip with her daughters and Garry. She also enjoyed drawing while sitting in the sun, and taking care of her two precious puppies. Delores is survived by her 10 children: Dedra (Arlie) Weitnauer of Little Falls, Garry Larson of Savage, DeeAnn (John Botts) Gibbons of Lonsdale, Steven (Susie) Larson of Cushing, Mark (Trudy) Larson of Flensburg, Kathleen (Richard) Hanych of Cushing, Melodie (Dale Cline) Sudbeck of St. Cloud, Michael (Kathy) Larson of Browerville, Jody (Mary) Larson of Cushing and Tammy (Alex Gutierrez) Larson of Long Prairie; siblings: Beverly (George) Swenson of Staples, Larry (Dorothy) Huebner of Staples and Fred (Karen) Huebner Staples; 20 grandchildren, 29 great grandchildren and 1 great great grandchild. The funeral for Hazel will be on Friday, May 3, 2013; 11:00 a.m. at Zion Lutheran Church in Browerville; burial will be at Evergreen Cemetery in Browerville. Friends may call on Thursday, May 2, 2013 from 5:00-8:00 p.m. at the Iten Funeral Home in Browerville and one hour prior to the service at the church on Friday. Hazel was born January 18, 1929 on the family farm in Woodside Township, Ottertail County to Henry & Annie (Ulsby) Blashack. As a young girl, she attended country school near Parkers Prairie & later graduated from Parkers Prairie High School in 1947. On July 21, 1947, Hazel married Leslie Spud Simonson in Long Prairie, MN and moved to Browerville shortly after their marriage. Hazel loved her family and enjoyed golfing (playing & watching it on TV), bowling, Twins baseball and was the greatest lefsa baker. She is a member of Zion Lutheran Church in Browerville. She is survived by her daughter Carol (Rick) Sadlemyer of Long Prairie, son William Simonson of Browerville; grandchildren, Sarah (Ben) Ames of Otsego, Leslie (Forrest) Russell of Centerville, Jason (Lacei) Sadlemyer of Long Prairie, Chelsea (Zach) Snyder of San Diego, Heidi (Dave) Zager of London, England, Levi (Chelsie) Simonson of Eugene, Oregon, Brooke Simonson of Fargo & 9 great grandchildren. Rescuing Randy Author Presentation May 9 Teens and adults are invited to a presentation by author Geneva Paulson at the Eagle Bend Senior Center on Thursday, May 9, 5:30 to 6:15 p.m. Paulson will talk about her book Rescuing Randy: A family determined to rescue their son from a cult. The book provides information culled from journals Paulson kept during her sons deprogramming in 1988. Randy had joined the navy after graduation from high school. Soon after he joined the Christian Fellowship Church International, which recruited military personnel. Before long, the church had changed him in such a way that his family had to do a dramatic intervention. Author Paulson lives on a farm in Eagle Bend. Her presentation

Poodles were originally hunting dogs and were clipped to improve their swimming ability. The 'pom poms' were left to ensure their joints stayed warm. Each year there are ten fatalities due to shark attacks, however, about 100 people are trampled to death every 12 months. Wolves do much of their hunting in mountainous areas and echoes can distort their ability to communicate. To alleviate this problem wolves howl at a frequency that does not echo. It is commonly believed that 1 dog year equals 7 human years. This is not quite correct. The ratio changes during the dog's life. At 1 they are about 15 human years, at 7 years old they are about 47 human years. Deer account for more human deaths each year than snakes, wolves, spiders, and bears combined. Because of their propensity to find their way in front of traffic, deer cause more human deaths annually than any other creature. Dogs noses have a print similar to a human finger print with no two ever the same. It's not surprising to learn that elephants poop a lot; however, the actual amount of dung excreted by a grown elephant on a daily basis is shocking. The average elephant squeezes out about 220 pounds of excrement every single day. That's about the same poundage as a newborn elephant, which generally weighs in at between 170 - 250 pounds .As long as there are tests, there will be prayer in schools. ~Author Unknown

Rich and Creamy Potatoes Au Gratin


3 pounds Yukon Gold potatoes, peeled and very thinly sliced 3 cloves garlic, minced 3/4 teaspoon salt 1 cup heavy cream, divided freshly ground black pepper to taste freshly grated nutmeg to taste 2 cups freshly shredded Gruyere cheese, divided
Preheat oven to 350 degrees F. Place potatoes, garlic, and salt into a large pot, fill with enough water to cover, and bring to a boil. Reduce heat to medium, and simmer the potatoes until tender but not mushy, 8 to 10 minutes. With a slotted spoon, transfer about half the potatoes to a 9x13inch baking dish. Pour half of the cream over the potatoes, season with black pepper and nutmeg, and sprinkle half of the Gruyere cheese onto the mixture. Top with the remaining potatoes; sprinkle again with black pepper and nutmeg. Pour on the remaining cream, and sprinkle with remaining Gruyere cheese. Bake in the preheated oven until the cheese topping is crisp and brown on top, about 1 hour.

emergency spillway as well as full force out of the three foot overflow tube. My wife and I watched in amazement as the lake grew from twenty-six acres to over sixty. The island slowly disappeared under the rising water and geese, that normally nest on the island or near the shore, lost there nests. The dock moved from where it normally resides to the middle of the lawn in front of the cabin. This is not good, but better than ending up a half mile away in the middle of the hay field. My wife noted the log pile at the end of the dam was underwater. I had a sinking feeling, since even soggy cottonwood logs will float, that the pile was not underwater, just rearranged. When the water level dropped, we discovered the pile of heavy logs was no longer in a pile. Several hundred yards of the opposite shore is littered with big old soggy cottonwood logs. It will take a big tractor on a dry day to again get them into a pile to be burned. The geese have a bigger problem. They have to start their nesting season all over. A person cannot predict the weather and when nature strikes, it is a good plan to just get out of the way.

By Walter Scott Our lake is actually a large man-made pond, built to control flooding downstream. There are some disadvantages to dealing with a lake that can change water levels fifteen feet or more in a matter of hours. During the good days, we can fish, swim, and enjoy the wildlife attracted to its shores. We also have to live with the varying water levels and the changes that entails. A huge old cottonwood tree was left standing in the lake when the dam was built. Twenty years later, it has died, broken off huge logs, and drifted toward the dam. Two years ago, most of the tree was stacked up around the overflow tube, causing an unsightly log jam and restricting to outflow of water. I spent hours pondering what to

do about this when, last years drought helped me out. By late summer, the water level was the lowest it had been since the dam was built. My son and I were able to get a tractor down by the tube. Using a chain saw, we cut the large logs into manageable pieces, and dragged them off. Cottonwood is a lot like sponge. A four foot diameter log is extremely heavy. After several cuts and much dragging, Damon got the logs up on the side of the dam where we could burn them. They were well above the highest level the lake had ever gotten. We did not set fire to them at that time since everything in the area was extremely dry, except of course, for the logs. We were afraid we would burn down most of the county if we lit our soggy logs. It would not hurt to let them dry out for a few months. As fall turned into winter, a light snow cover would make me consider lighting the log pile. They had dried considerably, but the surrounding grass and timber was still fairly dry. Last week, the rains came. In one night, we got close to six inches. The lake went from about four feet below normal pool to eleven feet above. For the first time since the lake was built, water flowed over the

Three weeks post knee replacement surgery and working on improving daily. Nothing I heard about the surgery was false--enough said. I have been home for more than a week and things are going well. My friend, Diane, who came to help me out last week went home, as I am able to do simple housework myself now. The only thing left to conquer is the steps to the basement, and I'm not ready for that yet. Sonny has been great bringing things from the freezer and doing the laundry. I sort it upstairs and send it down load by load, I still can't quite give up total control of that. He is so busy this time of year, especially with the late spring, yet he never complains about having to get up out of his chair in the evening and bring me fresh ice packs, or a diet coke, or whatever I ask of him. He is a peach of a husband. Physical therapy has been helpful and I see more flexibility and greater range of movement in my knees now, especially the left one. It hasn't been a picnic I assure you. I know one thing for sure, I am not a fan of pain. If I were ever threatened with torture I would spill my guts and even make stuff up if they just didn't hurt me. I want to thank so many people for all they have done to make this as easy for me as possible. First, the nurses and staff at Douglas County Hospital. Kimi, Aaron's wife was my nurse part of the time and she was fabulous. Everyone there was very helpful and professional. Thanks a bunch. There was a SNAFU with going to a swing bed that had been preplanned, but I went to a swing bed at Central Todd County Care Center instead and they were great. The Courier had done a story on their rehabilitation department not too long ago and their facility was wonderful. They went above and beyond with my care and therapy. Every single employee I had contact with was professional, helpful, and went out of their way for my comfort. I can't thank them enough. Now that I'm home many people continue to help me out. My sisters and Mom have brought meals and done housework. They are also on the list for driving me to therapy. Other family members and friends have done the same and had Sonny over for a meal or two while I was gone and brought food to the house. We are well fed with ham, casseroles, cake and brownies. Stacey and her family had a grill out Saturday night, and as I am still not up to going up and down many steps and must ice my knees often, Sonny went and had an enjoyable evening and brought me a plate home. He is such a people person and I hate having him sit home all the time as I mend. This was a nice break for him and nice of my kids to invite him. Finally, thanks Aaron, Stacey and Leah for pitching in and doing my work at the Blade. This has been a long three weeks and there are three more to go before I can drive. I think of you all each day and what you are doing to get the paper out, the bills and accounts payable up to date and all the everyday work of keeping an office running. I know when Aaron is fishing up north or Stacey goes on vacation how much more work it is to pick up the slack, and I have been out of the office for weeks and will be for a while yet. Thanks guys. On motion by Kircher and second by Kneisl, the following resolution was introduced and adopted by unanimous vote: GAMBLING PERMIT FOR BIG LAKE SPORTSMAN CLUB WHEREAS, the Todd County Board of Commissioners are establishing their approval for a Gambling Permit for the Big Lake Sportsmans Club through this resolution. RESOLVED, that the Todd County Board of Commissioners approve a one day, Gambling Permit for the Big Lake Sportsmans Club. On motion by Blessing and second by Kircher, the following motion was introduced and adopted by unanimous vote: To approve a one year On Sale 3.2 Malt Liquor License for Little Moran Hunting Club. Todd County Public Works On a motion by Blessing and second by Erickson, the following motion was introduced and adopted by unanimous vote: To approve the County Engineer entering into a contract through the Cooperative Purchasing Venture for the acquisition of road salt for the 2013 - 2014 winter season. On motion by Blessing and second by Erickson, the following resolution was introduced and failed for lack of votes: Resolution of Support for County Transportation Fund. Roll call vote was taken: Blessing, yes; Erickson, yes; Kircher, no; Kneisl, no; Neumann, no. Kircher suggested Loren Fellbaum to bring back a new resolution asking the state to take responsibility for the infrastructure within our counties and fund them property to the next Commissioner Meeting. On a motion by Kneisl and second by Kircher, the following resolution was introduced and adopted by unanimous vote: AWARD OF CONSTRUCTION CONTRACT: CP 77-13-03 (PAVEMENT MARKINGS) WHEREAS, Sealed Bids were received on March 27th, 2013 by the Todd County Public Works Director for CP 77-13-03, said project for pavement markings on various Todd County highways. RESOLVED, That the Todd County Board of Commissioners does hereby accept and award the contract for the above said construction project to Traffic Marking Services, Inc. of Maple Lake, Minnesota based on their low bid of $74,096.90. On a motion by Blessing and second by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve the request from Mathiowetz Construction for the reduction of contract retainage with the consent from the WSB and the City of Staples and instruct the Public Works Department to process Partial Payment Voucher #9, which includes the reduced retainage amount to 2% of the work certified. Hands of Hope On a motion by Kneisl and second by Erickson, the following resolution was introduced and adopted by unanimous vote: TODD COUNTY BOARD OF COMMISSIONERS SEXUAL ASSAULT AWARENESS MONTH PROCLAMATION WHEREAS, The Board of Commissioners and Hands of Hope Resource Center are working towards making every home and community in Todd county safe. RESOLVED, that the Board of Commissioners join Hands of Hope Resource Center in believing that all Todd County residents must be a part of the solution to eliminate crimes of sexual violence. FURTHER RESOLVED, that Todd County and the Board of Commissioners, does hereby proclaim April 2013 as SEXUAL ASSAULT AWARENESS MONTH in honor of all residents who have made a conscious and dedicated decision to end sexual violence in Todd County.

Sheriff s Department On a motion by Kneisl and second by Kircher, the following resolution was introduced and adopted by unanimous vote: HIRE FULL-TIME JAILOR/DISPATCHER WHEREAS, an opening exists within the Todd County Sheriff s Office for a full-time Jailor/Dispatcher. RESOLVED, that all Todd County Board of Commissioners authorize Sheriff Peter Mikkelson to hire Christina Sobiech as a full-time Jailor/Dispatcher at a Grade 17, Step 1 effective March 10th, 2013. Emergency Management On a motion by Blessing and second by Kircher, the following resolution was introduced and adopted by unanimous vote: ADOPTION OF THE TODD COUNTY ALL-HAZARD MITIGATION PLAN WHEREAS, Todd County has participated in the hazard mitigation planning process as established under the Disaster Mitigation Act of 2000. RESOLVED that Todd County supports the hazard mitigation planning effort and wishes to adopt the Todd County All-Hazard Mitigation Plan. Health & Human Services On motion by Erickson and second by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve the purchase of 7 workstations at a cost of $15,694.10 from Impact Technology for the Health & Human Services Department. Auditor-Treasurer On motion by Kneisl and second by Erickson, the following motion was introduced and adopted by unanimous vote: To approve the quote of $1,074.08 from RJ Contracting for the repairs on the roof of the Expo building at the Todd County Fair Grounds. (Project to be finished by May 31, 2013). Commissioners Report Kneisl reported March 26, 2013 the Perham Resource Center was at the Citizens Board for the MPCA and the vote was 5 - 0 to approve so the project will be going forward. Erickson reported on the Annex renovation. They are relocating the elevator in the Health and Human Services Building for a potential savings. The Architect is in the process for new drawings and will rebid the concrete and excavation. This will also change some of the bids request or addendums to the existing bids. Neumann announced that the next Health and Human Services Meeting is Friday April 12, 2013 and following will be the work session. Phil Johnson, EAP and Housing Coordinator reported on the statistics from October 1, 2012 through April 6, 2013. Cheryl did also meet with the County Attorney regarding this legal matter and he said there were no concerns. It could be changed through a Board Action Form. The 4th Tuesday of each month was suggested. More information with the Auditors is still being researched and Cheryl will bring the Board Action for this change to the May 7, 2013 Commissioners Meeting. Sheriffs Report
On April 21 at 9:10 P.M., Bobbie Montl of rural Clarissa reported that she had hit a deer with her vehicle on County Road 14 in Burleene Township, Todd County. The vehicle received minor damage and there were no injuries. On April 25 at 5:43 A.M., Todd County Sheriffs Office received a call from Leeanne Becker, rural Long Prairie. Leeanne reports that as she was traveling westbound on County 12, west of County 105, a deer ran into the side of her Dodge Truck, causing moderate damage to the drivers side of the vehicle. Leeanne was not injured in the accident. On April 25 at 3:09A.M.,the Todd County Sheriffs Office received a report that the Browerville Ambulance Service had been involved in a car deer accident on County Road 21, north of 400th Street in Moran Township. As the ambulance was transporting a patient to the Staples Hospital, a deer ran into the side of the emergency vehicle. None of the occupants were injured and the ambulance did not receive any damage. On April 25 at 6:26 A.M., the Todd County Sheriffs Office received a call from Sandra Strantz. rural Long Prairie. Sandra reports that as she was traveling westbound on County 14, west of County 29, she struck a deer in the traffic lane. Sandra was not injured and her Ford Fusion car received moderate damage to the drivers side front as a result of the accident. On April 27 at 9:09 A.M., the Todd County Sheriffs Office receiced a call of a burglary at the address of 20535 Ermine Drive in Birchdale Twp sect 4. Suspects made a forced entry through a lower level door. No items were taken from inside the residence. The burglary is believed to have happened between Friday night, April 26 until the time this report was taken. The incdident is still under investigation. On April 27 at 11:52 A. M., the Todd County Sheriffs Office received a report that a business sign for DKS Tree and Landscaping was taken from the intersection of Apple Road and Angler Drive in Birchdale Twp section 25. The theft happened within the last three weeks. If you have information about this incedient, please call the Todd County Sheriffs Office at 1-800794-5733. On April 28 at 8:34 A.M., the Todd County Sheriffs Office received a call of a one vehicle accident roll over that occured on Starlight Road in Villard Twp Section 33. Dustin Gerving, rural Motley, was traveling on Starlight Road east of 313th Avenue when he lost control of a 1989 Dodge Dakota truck. The truck slid off the road and rolled over and landed on the drivers side. Dustin received minor injuries and his passenger was not injured. The truck was a total loss. Placed on supervised probation for 6 years, attend MADD impact panel, chemical dependency evaluation/treatment, no alcohol or controlled substance use, and random testing at own expense. Adam W. Mortenson, Swanville, appeared at an RU8 hearing on burglary, stolen property, and theft charges. An Omnibus hearing has been set for May 13. Christopher D. Wessman, Long Prairie, appeared at an RU8 hearing on burglary, stolen property, and theft charges. An Omnibus hearing has been set for May 20. Arthur P. Shroyer II, Greg Eagle, was sentenced on driving after cancellation and was fined $585.00, 180 days in Todd County Jail, 165 days stayed for 2 years. Lonnie Williams, Clarissa, appeared on an RU8 hearing for domestic assault, and interfering with a 911 call charges. An Omnibus hearing is set for May 13. Ronald D. Clark, was sentenced for disorderly conduct, and was fined $285.00.

An RU8 hearing has been set for May 16. John C. Betsinger, Osakis, made an agreement at a settlement conference on possession of a pistol/assault weapon with a previous felony conviction. He was was fined $585.00, 365 days in Todd County Jail stayed for 2 years, placed on supervised probation for 2 years, and no use or possession of firearms or dangerous weapons for remainder of life. Aaron J. Schwartz, Clitheral, appeared at a probation violation hearing and was sentenced to 18 months with the Commissioner of Corrections with a stay of execution for 5 years, 60 days in Todd County Jail as a condition of a stayed sentence, and probation was reinstated for 5 years. April 22: Ralph W. Warren, Eagle Bend, made his first appearance on DWI charges and pled guilty and was sentenced to 90 days jail, 89 days stayed for 2 years, with a fine of $510.00. He has to attend a chemical use assessment, MADD impact panel, no same or similar for 2 years, and was placed on formal probation for 2 years. Donnie A. Bittner, Staples, made his appearance on domestic assault, interfering with a 911 call, and harassment charges an RU8 hearing has been set for May 13. Clifford J. Philanthropy at work: Local farmer supports Todd County through Americas Farmers Grow

Thursday, May 2, 2013 Patient access to care in jeopardy St. Paul, MN The Minnesota Hospital Association (MHA) is opposing a payment change plan by Blue Cross and Blue Shield of Minnesota (BCBS) scheduled to take effect May 1 that will slash payments to hospitals and have a particularly devastating effect on rural health care. MHA President and CEO Lawrence Massa described the payment change as converting BCBS payments from a negotiated discount from a hospital's charges a payment methodology that has been used for small hospitals for decades to a below-cost or marginally abovecost rate unilaterally set by BCBS. MHA has heard from dozens of hospitals scheduled to have their payments cut on May 1 that the impacts will be in the hundreds of thousands to millions of dollars. Massa said that for many of these small hospitals in rural communities, the payment cuts will put them into deep, deep red ink. To dramatically disrupt longstanding reimbursements to hospitals will, if implemented, jeopardize patients' access to care, especially in rural communities served by smaller hospitals, such as ours, said Kimber Wraalstad, administrator of the Cook County North Shore Hospital in Grand Marais, a critical access hospital. Because of Blue Cross unilateral change to the reimbursement methodology and rates, we may have no choice but to terminate our contract with Blue Cross. As a result of the Blues plan, we are looking for what changes we need to make to absorb the unexpected and significant cuts from the largest insurer in the state, said Joel Beiswenger, president and CEO of Tri-County Health Care in Wadena, also a critical access hospital. Massa said that BCBS began contacting a portion of hospitals earlier this year about the payment changes. Instead of contacting all hospitals and warning them about this change at once, Massa said, Blue Cross is communicating with only 25 or 30 percent of hospitals at a time, perhaps to avoid the inevitable

statewide backlash that would be unleashed. Minnesota hospitals are attempting to individually contact Blue Cross to negotiate a revised payment methodology or reimbursement rates that are less devastating. In addition, some hospitals are seeking a delay in the implementation. Anecdotally, Massa said he has heard of hospitals deciding to eliminate services such as home health care, which provides vulnerable and elderly patients with care in their home so they do not have to travel to appointments at greater cost and with more risk of exacerbating their health conditions. Massa said that he heard of one hospital where the employees collectively chose to forego a portion of their retirement benefits to help salvage access to needed care for patients. Its very frustrating to our members that the people who provide direct patient care are faced with the unthinkable choice between cutting off services to their patients or losing some of their retirement benefits. I don't believe for a second that Blue Cross considered such alternatives before deciding to move forward with these huge cuts. MHA is also concerned that patients and communities will attribute the loss of services and access to health care reform initiatives. The timing of this is extra troubling, Massa said, because some people will mistakenly conclude that they lost access to care or hospitals closed because of federal or state health care reforms when, in reality, these are decisions by a single, dominant insurer that decided to pay wholesale rates rather than discounted retail rates.

GREY EAGLE, Minn. (March 22, 2013) The Grey Eagle Volunteer Fire Department will now be able to better serve the community, thanks to the support of local farmer, John Schulte, and Americas Farmers Grow Communities. Sponsored by the Monsanto Fund, the philanthropic arm of Monsanto Company, Grow Communities provides eligible farmers the chance to win a $2,500 donation for a local nonprofit organization of their choice. Schulte selected the Grey Eagle Volunteer Fire Department to receive the $2,500 donation. The Grey Eagle Volunteer Fire Department plans to use the donation to update and purchase equipment. I am happy that I have the opportunity to donate to the local fire department, Schulte said. This year, the Monsanto Fund will invest nearly $6 million in rural America through Grow Communities, which includes double donations for counties that have been declared natural disaster areas by the United States Department of Agriculture (USDA) due to drought. Americas Farmers Grow Communities is sponsored by the Monsanto Fund to partner with farmers in helping them positively impact their communities. Secondary Dean of Students as a 0.6 FTE administrative employee of the district. Roos has been a vocal and instrumental music teacher for grades 7-12 in the district for several years. She recently completed her graduate work at St Cloud State University to qualify for certification both as a K-12 principal and as a school superintendent, and will be fully certified and credentialed by July 1. Last year she served as 7-10 Dean of Students. Barry Johnson told the board, regarding the new administrative team, Its a good plan. Its doable. The three of us worked well together over the last year and a half. Motzko commented, I think its too much [work] for two people to do. We need to have continuity, and the three of us work well together. Roos was not present at the meeting. In other business, the school board heard a report from Interim Superintendent Russ Johnson about the progress of planning the bond election proposed for August. Russ Johnson read a list of capital needs that could be included in the financial estimates of the amount of the bonds to be proposed to voters. The possible repairs and capital purchases include new roofs for both school buildings owned by the district, tuckpointing and brick repair, sidewalk repair, resurfacing and repairing of the parking lots in Clarissa, new siding and windows in the Clarissa lunchroom, purchase rather than lease of security system equipment, a new clock system, a new convection oven for the school kitchen, boiler room electrical repairs, repair or replacement of the Clarissa heating system, etc. We want to move in an aggressive fashion on this, Supt. Johnson told the board. He was referring to the obtaining of quotes and bids for the proposed work, so that contractors would be ready to go the moment that the bond issue passes. We dont want to be doing a roof in November, he joked.

employee retirements and resignations during the three to four years of the new employees working on ACA, and that they could possibly be reassigned to these newly-vacant positions as time went by and the ACA work ended. Kircher also asked whether the new positions could be people hired as independent contractors. Human Resources Director Karla Nalezny said that they could not, because they would be working in county offices using county desks, phones, and other equipment, and that therefore, they would be classified as employees, not contractors. Schneider said that there was a vacant position in her department currently, whose budgeted salary would nearly cover 50% of the salaries of the three proposed new hires. Thus, the county budget would need to make up for only a small part of the salaries going forward. Board Chair Randy Neumann asked that the issue be placed on the agenda at the May 7 board meeting, and asked Schneider whether the hiring could be postponed for a few months. Schneider said that ACA was going into effect on Oct. 1, and the county had to be prepared to deal with the influx of paperwork and people. Also on the agenda for the work session was a discussion of the position of county administrator, currently vacant. Nathan Burkett, who served as county administrator for about 4 and years, resigned on Dec. 31, 2012. No one has been hired to fill that position. Neumann asked the other four commissioners for their views on whether to hire another county administrator, hire a county coordinator, or figure out some other method of getting the work done that the administrator had performed, Neumann favored hiring a county coordinator. Commissioner Rodney Erickson said he had not formed an opinion. Commissioner Gary Kneisl said that he had heard from department heads that they wanted someone in the job, either a coordinator or an administrator. Kircher said he had experience with a coordinator when he was Sheriff, and with an administrator while he was a commissioner. He said that the county had tried both positions. He continued, The only concerns I have, are with the authority we give them and the statute gives them. We fell short on & how we allowed that person to control the county &. Commissioner Mark Blessing did not contribute to the discussion. The floor was opened to the public. Three members of the public spoke, all opposing the hiring of a person in the role of county administrator. The three speakers Kathryn Edenloff, Steve Beck, and Jerry Beck frequently attend county board meetings and their views are well known. A number of department heads were present, including the Sheriff, Auditor/Treasurer, Recorder, Assessor, County Engineer, SWCDD Director, and HHS Director. None spoke. Neumann asked that the issue be placed on the next work session agenda and that additional information about the positions be brought and shared.
