Washington National Tower

Vic Padgett: Operations Supervisor (OS). Got on the secret service hot line
to pass information and also stopped all of our departures when IAD called
about the unknown primary target (AAL 77).

Dan Creedon: Certified Professional Controller (CPC) tagged the primary


target to make it easier to track the unknown primary target (AAL 77) that
IAD advised us of.

Dave Walsh: CPC. Activated the airport crash and rescue phone to alert the
airport crash and rescue personnel of the crash when we saw the fireball
from the crash of AAL77 into the pentagon.

Steve Collison: CPC. Turned Gofer 06, C130, to follow unknown aircraft to
see where it was going.

New York ARTCC

Bruce Barrett: Operations Manager in Charge (OMIC) of the shift. Provided


overall guidance and coordination.

Peter Mulligan: Supervisor, Traffic Management Specialist (STMC).


Coordinated with surrounding facilities and ATCSCC as necessary. He
instructed Military Operations to notify Northeast Air Defense (NEAD).

Martin Rosenburg: Supervisor, Traffic Management Specialist. Coordinated


with surrounding facilities and ATCSCC, as necessary.

Robert Felser: Support Specialist, Military Operations. Coordinated with


NEAD for information on AAL11 and UAL 175, requested military
assistance and provided specific aircraft/flight details.

James Kurz and Peter McCloskev: Traffic Management Specialist.


Coordinated with surrounding towers and facilities.

Charles Alfaro: Operations Supervisor in Charge Area C. Received point-out


from Boston Center (ZBW) on AAL11 then notified Area C Sectors, R34 &
R35.

Gregory Lemieux. Stephen Martin and Curtis Applegate: Certified


Professional Controllers (CPC). Provided routine departure handling of
UAL93 on Sectors RA73, R73 and R39 respectively.

Paul Thumser: Operations Supervisor. Returned to ZNY Area B to assist.

Evanna Dowis: CPC. As Controller in Charge (CIC) Area B, she received


information from Area B Sectors on AAL11 and UAL175. She relayed
information to OMIC & STMC's.
David Bottiglia CPC. Assigned Area B Sector R42, provided direct
communications with UAL175, tracked UAL175, watched primary target of
AAL11 and attempted to determine altitude of AAL11 through traffic alerts.
Provided information to CIC and managers.

Anthony Palmieri: CPC. Worked Area B Sector RA42, provided assistance


to R42 and relayed information to surrounding sectors, CIC and managers.

Mark Merced: CPC. Worked Area B Sector R56, received point-out from
ZBW, provided updated information to CIC and managers.

Christopher Tucker: CPC. Worked Area B Sector R55, received point-out on


UAL 175, turned conflicting traffic away from UAL 175 and provided
updated information to CIC and managers.

Lori Barrett: CPC. Worked Area B Sector RA55, assisted R55 with point-
outs and information flow.

David LeCates: Assistant Air Traffic Manager (AATM). Went to ZNY Area
B, relayed information from R42 to Air Traffic Manager (ATM), monitored
flight path of UAL 175 and assisted in coordination with security and ATC-
0.

Michael McCormick: Air Traffic Manager. Went to ZNY Area B, gathered


information from CIC and Area B Sectors, monitored flight paths of
AAL11/UAL175, directed military notification and intercept, notified New
York TRACON and AEA ATD of Hijacks, provided advance warning of
probable second attack, declared ZNY ATC 0 and elevated security.
Notified all managers/supervisors, conducted all hands briefings and
assigned specific responsibilities.

New York TRACON

Ron Regan: Traffic Management Officer directed that all Air Traffic be
cleared out of the New York area as soon as he became aware of a hijacking
with serious implications
Bob Birch: Operations Manager in Charge cleared all Air Traffic out of the
New York area as soon as he became aware of a hijacking with serious
implications.

Washington ARTCC
Dave West: ZDC Area Manager-in-Charge advised by ZNY Watch
Desk of possible HIJACK with terrorist activity confirmed on onboard
AAL11. Calls ZNY Watch Desk and asks ZNY if fighters had been
scrambled off Atlantic City for AAL11.

Richard Wallace: CPC overhears telecom, remembers he had


Worked AAL77 and retrieves flight progress strips from Areas 3 and
4 (assisted by SATCS Thomas Van Meter and SATCS Dennis O'Hara.

Luis Ramirez: Air Traffic Manager walk control room and


Advise controllers to ensure that primary targets are turned on at all
Sectors and to begin searching for AAL77. Purchase dinners for facility.

Tim Hardison: NATCA President along with ATM walk control room and
Advise controllers to ensure that primary targets are turned on at all

Edward Frawlev: (ZDC STMC) to coordinates action with underlying


Approach controls and areas to stop all ZDC internal departures

Tim Call (ZDC QAS), Glenn Traumer (ZDC QAS), John Gregory
(ZDC QAX Ken Myers AATM build/review SATORI for AAL77.

Dulles Tower

Danielle O'Brien - CPC who noticed the primary target later identified as
hijacked aircraft AAL77. She immediately brought this unknown target to
the attention of the supervisor and the entire work force in the Dulles
TRACON.

John Hendershot - OS who immediately realized the importance of the


unknown target and contacted the White House-Joint Operations Center and
Washington National ATCT to inform them of the danger.
Mark Masaitis - Traffic Management Coordinator (TMC) whose
determination and commanding presence spearheaded the Hub wide
evacuation of airspace including Reagan National traffic, within forty-five
minutes of the nationwide ground stop.

OS TerrvLee Brown, and CPC's Carl Graves, Robert Utlev, Terrence


Walsh. Joseph Mantello. and Steven Martin remained behind to evacuate
Dulles airspace and continued to provide services to the military and defense
forces.

Manassas Tower

Thomas Lawson, Air Traffic Manager, and CPC's David Jackson, Annette
Stephen, and Kevin Watts worked law enforcement operations out of their
airport and handed them off to the Dulles Approach.

Charleston (West Virginia) Tower

Charleston (West Virginia) Tower controllers such as, John Stephens Air
Traffic Manager, and CPC's Sherry Marshall, James Cox. Greg Bailey, Paul
Johns. Ben Trainer, Grant Rhodes, Richard Gehringer and Barbara Bailey
(secretary) worked lifeguard operations C-130 squadron stationed at the
airport.

New York International AFSS

Deborah Home: OS - advised the region that a specialist had received a call
that a B757 had crashed into the World Trade Towers.

Patricia Bollerman: Air Traffic Control Specialist (ATCS) received a call


from a pilot that a plane had crashed into World Trade Tower One.

Patricia Rizer: ATCS received a call from a pilot that a plane had crashed
into World Trade Tower Two.
