This proposed new policy specifically defines anaphylaxis and directs the proper rescue procedure for this condition as utilization of OSPIs Guidelines for the Care of Students with Anaphylaxis (2009). The proposed new policy is tentatively planned for first reading at the May 14, 2013 board meeting. Proposed new Procedure 3407P, Self-Administration of Asthma and Anaphylaxis Medications, is provided for directors' information. Attachment: 3407 FR 20130514.pdf (19 KB) Attachment: 3407P IR 20130412.pdf (22 KB) Superintendent Evaluation Project: Directors have an opportunity to work with several other districts members on the superintendent evaluation project in two weeks from today. It is a complex endeavor to improve the effectiveness, fairness and reliability of superintendent evaluation. Several boards are joining with the Everett directors to learn to apply the new framework. After having worked with many of the boards in the Northwest group, these are the learner outcomes Phil Gore has established for the workshop on May 11:

1. Deepen a shared understanding of the rubric language and format. 2. Calibrate ratings for identifying a superintendents performance on the rubric. 3. Develop shared understanding of the necessary characteristics, mindset, and practices for consistent and fair
evaluation.

4. Practice a consultative, growth-focused approach for performance evaluation. 5. Explore board practices for decision making about superintendent performance.
A copy of the design for the overall approach taken by WSSDA is attached for directors background. Attachment: WSSDA Evaluation Pilot Model.pdf (31 KB) AP SpringBoard: As a result of the recent Good Habits Great Readers Writers presentation, additional discussion ensued regarding the status of the districts secondary literacy instructional materials, and the timing of a major review and adoption (next year at the earliest). Instructional leadership team members and literacy teachers have been planning for the spring and summer instructional calendar work in anticipation of the next 8 Step training and Common Core State Standards training phases. At the same time staff have been developing supplemental instructional materials in pursuit of the pre-AP program expansion and improvement at several of the middle schools. As a result, an information item is being generated for the directors to provide background on AP SpringBoard, a Common Core-aligned literacy (and math)

instructional materials collection which serves as the foundation of the College Boards College Readiness System. Two attachments provide directors background on how SpringBoard infuses rigor, sets high expectations, and expands access and opportunity for all students, and provides culturally and personally relevant activities designed to engage students in problem solving, academic discourse and critical analysis consistent with the districts strategic plan. The first is an additional communication from a Mill Creek parent, and the second is a note from a parent regarding impact of school start and end time changes on families with special education students. Additional items from Mill Creek parents will be included in the next edition of the Friday Report. The third is an email series responding to Mill Creek Elementary School parent Edie Beyer's request for documents regarding elementary school enrollment projections. This item is related to the teacher unassignment concerns expressed by Mill Creek parents. Several superintendents requested materials for communication with boards and district staff, and were provide materials from the April 16, 2013 Everett School Board meeting. A detailed attachment provides a summary of the coalitions work and future steps. Attachment: SnoCo HLC Supt Update-Facts 20130419.pdf (128 KB) Legislative Update The WSSDA Legislative Update and WASA's This Week In Olympia (TWIO) keep school directors and school leadership across the state informed on budget issues and legislation impacting K12 education. The versions available at the time this edition of the Friday Report was released are the April 20, 2013 edition of WSSDA's Legislative Update and the April 26, 2013 edition of WASA's This Week In Olympia. Directors are encouraged to review both of these publications. Full Day Kindergarten Estimates: Various legislative and gubernatorial proposals to expand the funding for full day Kindergarten would have different impacts on Everett. The attached spreadsheet shows how many more schools would receive state-funded full day programs under the various proposals. Attachment: EPS FDK Eligibility (CEDARS Oct 1 2012 - March 31 2013 ESD Sort).pdf (157 KB) Preliminary Bond Election Results: Preliminary Washington school bond election results are attached for directors' reference. At the time these results were gathered, four out of 10 bond measures were passing (Ocosta, Grapeview, North Mason, and Colton). Ellensburg was failing at 59.59% (just under the 60% requirement), which may change as more ballots are counted. Attachment: SNW (Preliminary bond election results) 20130413.pdf (306 KB) Collection of Evidence (COE) Math Score Results (Strategic Target: 1.1.a) OSPI released the math scores for the February submission of the COE alternative assessment option used to meet graduation requirements. Everett had 60 students submitting Year 1 (algebra) COE. There were 32 total score points possible for Year 1 COE; students must score 24 out of the 32 points on a Year 1 Math COE to meet standard or demonstrate proficiency. Eight students who were within two points of demonstrating proficiency may augment the original COE between April 10 and May 1. To augment a COE, students submit four additional work samples that show more proficiency. For an augmented COE to be successful, scorers must determine that the new work samples enhance the existing COE enough to demonstrate a proficient level of performance. In addition, grade 12 students will have a one-time opportunity to submit a full COE in reading, writing, and/or math during this same window. Twelfth graders who either missed the January/February submission window or were planning to submit a full collection in June may now do so in the April/May window and receive their score results in time for graduation. The score results for grade 12 students and augmented COE will be released by late May. OSPI has created a new window for submission for students who submitted a COE for the February submission but did not meet standard. These students may resubmit a COE by June 12. Attachment: Math COE Year One 20130426.pdf (13 KB) End-of-Course Mathematics and Biology Retakes (Strategic Target: 1.1.a) In January students who either did not meet standard in algebra 1, geometry or biology end-of-course (EOC) exams, or were absent, were offered the opportunity to retake the exam(s). This is one of several retake opportunities offered to students in order to meet the math and science state graduation requirements. The classes of 2015 and 2016 are required to pass both EOC mathematics exams (algebra 1 and geometry) and EOC biology. Students in the classes of 2013 and 2014 must pass one mathematics exam. The total number of students tested in the attached chart represents students in

grades 9 through 12 at each of the schools that took the retake opportunity in January. Each of these students either did not meet standard on, or were absent for, the EOC exam while enrolled in the course. Attachment: End-of-Course Retakes 20130426.pdf (10 KB) On-Time Graduation Goals (Strategic Target: 1.1.b) Alignment between the recent revisions to the culminating exhibition (CE) and the K-12 counseling curriculum was the focus of the Senior Seminar teacher training this week, as students begin developing post-secondary plans as early as elementary school. Teachers and counselors shared student expectations and outcomes for the two sets of curriculum and outlined ideas for developing a scope and sequence whereby students: progressively increase the depth and complexity of college and career exploration with each grade level; develop comprehensive skills for navigating K-12, college, and career pathways; and engage in reflective practices to plan for transitions to middle school, high school, and post-secondary options. Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) (Strategic Target: 1.1.b) This year GEAR UP summer classes will be held at Cascade and Everett High Schools for the incoming ninth grade class. Among the classes offered will be an elective class that focuses on STEM. All students will attend a field trip to the University of Washington in early August, where they will attend a program based upon the course they are attending. Students will participate in one of two courses. Both courses will contain a math component that will review and teach a combination of concepts from eighth grade math and algebra. The other portion of the course will be a programming course where students will use a basic computer program to create a computer game, or a robotics course where students will learn the fundamentals of creating robots. The programming and math course will be offered at Cascade and Everett High Schools and the robotics course will be offered at Everett High School. Senior English Collaborative Team (Strategic Target: 1.2.b) The Senior English Collaborative Team has met twice this year to analyze Common Core State Standards (CCSS), and to begin the process of aligning the current Senior English courses with the CCSS. In addition to the alignment, this team is developing a framework for a year-long Senior English course consisting of one semester focused on argumentation and one semester focused on literary analysis. The foundation for each semester will be the CCSS which includes writing, reading, speaking and listening, and language standards. At the most recent meeting the team developed the framework for each semester and identified the specific standards in each of the four areas that will be included in the courses. The Senior English Collaborative Team plans to continue this work next year in preparation for course implementation in 2014-15. CTE STEM Teacher Recertification (Strategic Targets: 1.2.b, 2.1.a, 5.4.a) Forty-seven Career and Technical Education (CTE) Science, Technology, Engineering and Math (STEM) teachers, 22 high school and 25 middle school, have received a conditional CTE STEM certification, and teach courses under the CTE STEM umbrella. The CTE-approved STEM courses at the high school include Technology Foundations, Coordinated Science, Physics by Design, Environmental Systems Design, AP Environmental Science, Engineering Research, and Biotechnology. The CTE-approved STEM courses at the middle school include Robotics, Technology Foundations/ Accelerated Coordinated Science, Human Body Systems, Population and Eco-Systems, and Energy, Machines and Motion. Conditional CTE STEM certifications need to be renewed annually. PreK-3 Cross-District Leadership Coalition Meeting Focuses on Math (Strategic Targets: 1.2.c, 5.3.a) District leaders from Edmonds, Everett and Seattle School Districts attended the third PreK-3 Cross- District Leadership Coalition Meeting of 2012-13 at the Gates Foundation. The focus was Mathematics in the PreK-3 Environment. Dr. Kristie Kauerz, PreK-3 research professor from the University of Washington, framed the day, highlighting why math is an important part of a PreK-3 approach. Dr. Elham Kazemi, associate dean for professional learning and associate professor in curriculum and instruction at the University of Washington, shared strategies for providing rigorous and authentic math instruction. Consultant Cathy Feldman highlighted the importance of intentionality in early mathematics instruction. Participants had opportunities to talk about how these strategies can be applied to support teachers to provide rigorous and appropriate mathematics learning opportunities for young learners. The day finished with a review of the accomplishments of the PreK-3 Leadership Coalition and suggestions for the coalition work in 2013-14. Advanced Placement Macroeconomics (Strategic Target: 1.4.b) Advanced Placement Macroeconomics is a new course being implemented for the 2013-14 school year at Jackson High School. Planning began by participating in the OSPI Advanced Placement/Career and Technical Education (CTE) Pilot Program. During the 2011-12 school year, teachers from across Washington State were brought together to plan how to implement Advanced Placement Macroeconomics as a CTE course. As a result of that planning year, 35 high schools in Washington State are implementing or have implemented AP Macroeconomics. Participating districts include Auburn, Bellevue, Northshore, Snohomish, Renton, Kennewick and Mercer Island. Bellevue School Districts implementation of AP Macroeconomics predates the OSPI AP/CTE Pilot Program. Bellevue reports during the last three years over 80 percent of students score a three or above on the AP Macroeconomics exam. Miscellaneous Attachments, News Releases & Articles
