6.1

SCOPE The scope of work for the airfield lighting system for Babo airport covers the supply, erection, installation, testing and putting into service of a complete, operational system, as indicated on the drawing, described in the Specification. All necessary primary, secondary and remote control cabling. Approach lighting for runway QFU 20. Runway edge lighting medium intensity. APAPI - units on One sides of each runway 02 and 20. Threshold and end lighting runway 02 and 20 medium intensity. Apron &Taxiway lighting. Runway threshold identification light for QFU 02 Apron floodlighting. Low intensity obstruction lighting on the roof of the CCR Buildings and on the flood lighting poles. Remote control system including mimic and control panel in the Visual Control Room.

Threshold, & end approach lighting PAPI, Runway edge, Apron and Taxiway, RTIL shall be concreted to CCR room. 6.1.1 Code and Standard IEC , International Electrotechnical Commission ICAO, International Civil Aviation Organization DGAC Directorate General of Air Communication

In case of conflict between the different specifications and ICAO specification the supplier shall notify the Purchaser. 6.1.2 Counterpoise Wire and Earth Electrodes This item shall consist of furnishing and installation of counterpoise wire and earth electrodes for protection against damage from lightning strikes. 6.1.3 Test Link Points This item shall consist of furnishing and placing of AFL cable test points installed in pits as indicated on the drawings. The test link pits themselves are not included in this item. 6.1.4 Approach Lighting Poles or Masts This item shall consist of approach lighting poles and/or masts, furnished and installed in accordance with this specification, at the locations and conforming to the dimensions, design and details shown on the drawings or as required by the Purchaser. Included in this item are the cabling in the poles or mast, the anchors, bolts, brackets, conduits etc. necessary to fix the pole or mast to the base. Concrete footing or concrete transformer pits are not included in this item.

6.1.5

Wireways This item shall consist of installation of wires in wire ways and in the 4" 2" or 1" cable conduit between wire way and transformer pit for inset lighting units, constructed in accordance with this specification and the referenced specifications, at the locations and confirming to the dimensions, design and details shown on the drawings. This item shall include all cleaning, installation of wires and the provision and installation of sealing compound in the wire ways. This item shall also include the furnishing of all equipment, materials, services and incidentals necessary to complete the item. The provision of the wires itself is included in this item, both for installation in the wire ways and in the 4". 2" or 1" conduit between wire way and transformer pit. Supply of concerned 4",2" or 1" duct and the sawing of the wire way is not included.

6.1.6

General Requirements for Lighting Units This item consists of general specifications and requirements applicable to lighting units of the airfield lighting system as described in the subsequent chapters. In the relevant subsequent chapters reference will be made to this chapter or to the applicable paragraphs of this chapter.

6.1.7

Medium Approach Lights This item shall consist of medium intensity approach lights on one runway ends furnished and installed in accordance with this Specification at the locations and conforming to the dimensions, designs and details shown on the drawings. This item shall include the furnishing of all equipment, materials, services and incidentals necessary to place the system complete in operation to the satisfaction of the Purchaser. Mounting poles or masts are not included in this item, but are specified in a separate chapter.

6.1.8

Medium Intensity Runway Edge Lights This item shall consist of medium intensity runway edge lights, furnished and installed in accordance with this specification at the locations and conforming to the dimensions, design and details shown on the drawings. This item shall include the furnishing of all equipment, materials, services and incidentals necessary to place these lights in operation as complete units to the satisfaction of the Purchaser.

6.1.9

Medium Intensity Runway Threshold & End Lights This item shall consist of high intensity runway threshold & end lights, furnished and installed in accordance with this specification at the locations and conforming to the dimensions, design and details shown on the drawings. This item shall include the furnishing of all equipment, materials, services and incidentals necessary to place these lights in operation as complete units to the satisfaction of the Purchaser.

6.1.10

Taxiway and Apron Edge Lights This item shall consist of taxiway and apron edge lights, furnished and installed in accordance with this specification at the locations and conforming to the dimensions, design and details shown on the drawings. This item shall include the furnishing of all equipment, materials, services and incidentals necessary to place these lights in operation as complete units to the satisfaction of the Purchaser.

6.1.11

Guidance Signs ( Sign Board ) This item shall consist of internally lighted guidance signs for series circuits, furnished and installed in accordance with this specification at the locations and conforming to the dimensions, design and details shown on the drawings. This item shall include the furnishing of all equipment, materials, services and incidentals necessary to place these signs in operation as complete units to the satisfaction of the Purchaser.

6.1.12

PAPI System This item shall consist of a precision approach path indicator system, furnished and installed in accordance with this specification at the locations and conforming to the dimensions, design and details shown on the drawings. This item shall include the furnishing of all equipment, materials, services and incidentals necessary to place the system in operation as a complete system to the satisfaction of the Purchaser.

6.1.13

Low Intensity Obstruction Lights This item shall consist of low intensity obstruction lights furnished and installed in accordance with this specification at the locations and conforming to the dimensions, design and details shown on the drawings and in accordance with ICAO's Annex 14. This item shall include the furnishing of the light units, remote control with the cabling and all equipment, materials, services and incidentals necessary to place these lights in operation as complete units to the satisfaction of the Purchaser.

6.1.14

Apron Floodlighting This item shall consist of apron floodlighting, furnished and installed in accordance with this specification at the locations and conforming to the dimensions, design and details as shown on the drawings. The work shall include the furnishing and installation of the lighting poles, all the cabling in the poles, the floodlight fixtures, lowering system, the remote control, and shall also include all cable connections, dual obstruction lights, conduits, all lamps. The cabling, earthing and lightning protection are to be provided and installed under separate chapters.

6.1.15

Constant Current Regulators This item shall consist of constant current regulators, furnished and installed in accordance with this specification at the locations and conforming to the dimensions, design and details shown on the drawings. This item shall include the regulators, the connection of the outgoing AFL cable circuits and remote control cables, the provision and connection of internal wires and cables between the regulators and the main distribution board and to the earthing system, the marking and labeling of the equipment,

the "touch-up" and testing of the equipment and the furnishing of all incidentals necessary to place the equipment in operation as complete units to the satisfaction of the Purchaser. 6.1.16 Series Circuit Monitor This item shall consist of series circuit monitor, furnished and installed in accordance with this specification at the locations and conforming to the dimensions, design and details shown on the drawings. This item shall include the monitor, the connection of the AFL cable circuits and remote control cables, the provision and connection of internal wires and cables between the monitor and the regulator and to the earthing system, the marking and labeling of the equipment, the "touch-up" and testing of the equipment and the furnishing of all incidentals necessary to place the equipment in operation as complete units to the satisfaction of the Purchaser. 6.1.17 Distribution Boards This item shall consist of l distribution board for each CCR, furnished and installed in accordance with this specification at the location and design as shown on the drawings. This item shall include the complete distribution boards, with switches, Contractors, circuit breakers, terminal boards, fuses, signaling lamps and meters, relays, nameplates, door locks and also the connection of all power cables and control cables from the CCR's and power supply. The provision of these cables is not included in this item but is included in the items for CCR and power respectively. 6.1.18 Support Equipment for AFL This item shall consist of: metal support frames for CCR's, distribution boards, cabinets, etc.; cable tray systems, including hangers; cover plates and frames for cable channels; spares of lamp

all furnished and installed in accordance with this specification and conforming to the dimensions, design and details as shown on the drawings. The support equipment is to be installed inside the airfield lighting equipment buildings and in the Visual Control Room in the ATC - Tower. 6.1.19 Indoor Cables and Wires This item shall consist of specifications of indoor cable and wire for power supply, control and back indication, and of the installation in cable channels, on cable trays, in ducts, etc., between CCR's, distribution boards, control panels, etc. The item shall not include the furnishing and installation of the cables itself as these form part of the items for CCR. distribution board control desk, etc. 6.1.20 Earthing System This item shall consist of earthing systems furnished and installed in accordance with this specification at the locations and conforming to the dimensions, design and details. This item shall include the earth electrodes (rods), earth conductors (wires or strips), the

clamps and connections, the testing of the system and the furnishing of all incidentals necessary to place the system in operation as a complete unit to the satisfaction of the Purchaser. The protection pits are not included. 6.1.21 Remote Control System This item shall consist of a remote control system for the AFL, furnished and installed in accordance with this specification and the referenced specifications, at the locations and conforming to the design as shown on the drawings. This item shall include the simplified remote control desk, the simplified mimic diagram, the terminal boxes, the transformer/ rectifier, the extra low voltage relays, the relay cabinets in AFL room, the indoor cabling, and all connections of this cabling, the emergency power battery set and all further materials, services and incidental necessary to place the system in operation as a complete system to the satisfaction of the Purchaser. The outdoor remote control or back indication cables are not included in this item. 6.1.22 Flight Tests This item shall consist of the flight checking of the airfield lighting system on initial installations, to be carried out both by day and by night. The flight check shall be conducted during ILS flight tests of Radio Navigation Aids. The Supplier shall provide experienced ground assistance and the necessary equipment to adjust the light fixtures as required. Flight checking will be carried out on two occasions: 1. upon completion of the runway works; 2. upon final completion of the total (airside) works. 6.1.23 Instruction and Training This item shall consist of all instruction and training, furnishing of test equipment, maintenance manuals to the satisfaction of the Purchaser. 6.1.24 Test Equipment and Spare Parts This item shall consist of test equipment and airfield lighting spare parts to be furnished in accordance with this specification and the referenced specifications. 6.1.25 Route Markers and In-Line Connection Markers This item shall consist of furnishing and placing of route markers to mark cable circuits and other utilities and in-line connections

6.2 6.2.1

UNDERGROUND CABLE Scope of Work This specification defines minimum requirements for design of underground cable for Airfield Lighting System of BABO Facilities project.

6.2.2

General Requirements All types of cables used in the field shall be cable suitable for direct burial with a metal shield or armoring as specified and a termite proof sheath. AFL cables shall comply with the applicable FAA Specifications for 6 kV cable. All cables are subject to acceptance through the manufacturer's certificate of guarantee. The length of cable on drum to be supplied shall be at least 1000 m. All cables shall be marked with indications of type, size, voltage rating and name of manufacturer. Runway AFL-circuits shall be connected from CCR room as indicated on the drawings.

6.2.3

AFL Cable - Primary AFL cable for primary AFL cable circuits shall be conform to the requirements of FAA Advisory Circular No. AC 150/5345-7D "Specification for L-824, Underground Electrical Cables for Airport Lighting Circuits" ( Please submit this specification ). The cable shall be type C with the following characteristics: single copper conductor - wire stranded; 6mm cross - section semi conducting layer; insulation, cross linked polyethylene - 6000 V; semi conducting tape; shielding, copper/brass tape, sufficiently overlapped; jacket polyvinyl chloride; ozone resistant; suitable for the soil and rock conditions on site.

The limits on conductor sizes shall not apply to leads furnished by manufacturers of transformers, fixtures and extension leads. 6.2.4 AFL Cable - Secondary AFL Cable for secondary leads between a lighting unit and the transformer shall be confirm to AC 150/5345 - 7D, type A, 2.5 or 4 mm copper as required, two conductor, 600 V receptacle connections type L823. 6.2.5 Remote Control Cable and Low Voltage Cable

In-line connections of underground AFL and R.C. cable shall be made by cable splices consisting of a plastic mold around the joint, which is to be filled with an epoxy resin preferably using the pressure method and if so finally taped for water tightness. At connections with transformers for lights or at test link points, the primary series cable shall be provided with a field attached plug or receptacle to meet the mating connector of the transformer leads or continuing cable. Crimp connectors shall be used for jointing the copper conductors. Special single pole plug and receptacle connector kits for screened cable are to be used for these connections. The special connector on the primary cable is to be filled up with resin and will mate with FAA L-823, class A styles 2 and 9 connectors, to make a watertight joint. The plug/receptacle connection is to be sealed for water tightness by wrapping with at least one layer of rubber or synthetic rubber tape and one layer of plastic tape, one-half lapped, extending at least 4 cm on each side of the joint or by using heat shrinkable sleeve. At all joints the continuity of the shielding shall be secured. The special connectors shall be provided with a PVC covered bonding wire to be used for the through connection. This wire is to be provided with a screw coupling for connection and disconnection. This earth wire is also to be connected to the light unit. This method shall be used for all field installed connections throughout the Work. Instructions from the Manufacturer shall be strictly adhered to. Only experienced technicians who shall first demonstrate to the Purchaser the ability to make excellent connections are qualified for this job. All in-line connections of underground cable will be marked on site by means of concrete markers and will be indicated on the as-built drawings. These markers are specified separately.

Samples and Test Certificates

The Supplier shall submit samples of the types of cables and splices proposed for the works and certified copies to the Purchaser of manufacture tests and qualification tests witnessed by the Purchaser in order to obtain approval, before final orders can be placed.

General Construction Method

The Supplier shall install the specified cable at the locations indicated on the circuit and trenching lay-out plans. The Supplier shall supply cable from the manufacturer in such length that the number of splices will be minimal. For AFL cables this length is minimal 500 metres. For R.C. cables this length depends on the thickness of the cables. No joints are permitted in AFL

cables in between the lights of a series of lights, joints are to be made at the transformers only. The radius of any cable bend shall not be less than 8 times the outside diameter of that cable.

Installation in Duct or Conduit

The maximum number and voltage ratings of cables installed in each single pipe of duct or conduit, shall be as follows: a). b). c). d). e). Power cables of the same voltage may be installed in the same duct. Power cables of different voltage, but less than 600 V may be installed in the same duct. Power cables of less than 600 V should not be installed in the same duct, with control, telephone, or coaxial type cables. Power cables of more than 600 V should not be installed in the same duct, with control, telephone, coaxial or power cables of less than 600 V. Control, telephone, and coaxial cables may be installed in the same duct.

Connections or joints made in any cable shall not be installed in any conduits or ducts. The Supplier shall make sure that the complete duct is open, continuous and clear of debris before installing cables. The pulling wire installed in the pipes is to be used for pulling the rope for the cable installation. The cable shall be installed in a manner to prevent harmful stretching of the conductor, injury to the insulation, or damage to the outer protective covering. The ends of all cables shall be capped or sealed with tropical moisture-seal tape or crimp socket before installing and it shall be left sealed until connections are made. Where more than one cable is to be installed in a duct or conduit under the same contract, all cables shall be installed at the same time. The pulling of cable through ducts or conduits shall be accomplished with the use of cable grips or pulling eyes. Maximum pulling tensions shall be obtained from the manufacturer of the cable for straight ends and bends. A lubricant recommended for the type of cable being installed shall be used where pulling lubricant is required. Duct or conduit markers temporarily removed for excavations shall be replaced as required. Kinks or cuts in the insulation or the sheath of the cable shall not be permitted and will cause rejection of that part of the cable length. Such cable shall be replaced by the Supplier without any additional cost to the project. After installation of cables in ducts or conduits, Supplier has to make sure that the pulling wire in each pipe of the duct/conduit is re-installed and that the ends of ducts/conduits are provided with plugs.

In manholes or hand holes, the cables shall be carefully formed around the interior, avoiding sharp bends. Cables and splices shall be properly supported by plastic cable racks where necessary.

Installation in Trenches

Cables shall be unreeled in place alongside or in the trench and shall be carefully placed on the sand bedding on the bottom of the trench as indicated on the Standard Detail Drawings. Cables shall not be unreeled at one spot along the trench and then from there pulled into the trench and dragged through the trench. Where two or more cables are laid parallel in the same trench, they shall be placed apart with a minimum distance of 10 cm centre to centre. The trench shall be wide enough to accomplish this. Cables crossing over each other shall have a minimum of 10 cm vertical displacement with the topmost cable depth at or below the minimum required depth below finished grade. At least 100 cm of cable slack shall be left on each side of ducting to light units or transformers and at all other points where cable is connected to field equipment. The slack cable shall be placed in the available space of the trench. Additional slack cable shall be left at ducts and in transformer pits, light bases, pull holes, manholes, etc., where it is required to bring the cable above ground level to make connections, additional payment is made for this type of slack. When straightening out the cables, tension in the cables shall be avoided. The amount of slack cable at straight chapters, in ducts and at connections shall be stipulated by the Purchaser and agreed by the Supplier before cable laying, no additional payment is made for this type of slack. AFL cables shall be kept apart at least 30 cm from R.C. cables of the AFL system and from MV power cables up to 5000 V, and shall be kept apart at least 50 cm from MV power cables of more than 5000 V and from PVC water mains and from R.C. cables of Navigational Aids like ILS, VOR, etc. Remote control cables of the AFL system shall be kept apart at least 30 cm from AFL cables and LV cables up to 600 V and water mains, and should be kept at least 50 cm apart from MV power cables up to 5000 V and also 50 cm from MV power cables of more than 5000 V.

Cable Tags and Markers

All cables shall be identified by means of PVC strips or stainless steel strips and stamped according to circuit identification as per drawing with letters and numbers 6 mm high. Cable tags shall be fixed to the cable with nylon cord wire. Due to possible aggressive soil conditions PVC cable tags may be replaced by lead markers, if indicated by the Purchaser. Cable tags shall be spaced at approximately 10 metres separation, additional cable markers shall be placed at test link points and manholes, hand holes or at cable ends to identify the cables. No separate payment shall be made for cable tags.

In case the conduit system between the light bases also contains cables of different circuits, these cables are to be marked with an extra tag at each light base. All LV, RC and AFL cables shall be protected by plastic strip, interlocked phase warning, placed 30 cm above the cable over the full width of the trench. The colour of the plastic strip to be yellow.

Cable Grounding

Shields are to be grounded, to reduce the hazard of shock. Grounding is required, otherwise dangerous induced shield voltages may occur. All shielded LV, and AFL cables shall have the shield or armour grounded. All shielded control cable shall have the shield or armour grounded at each end. The shield of all primary series cables shall be connected to an earthling rod at each 300 m. Earth Electrodes and protection pits are specified and provided under a separate chapter hereafter. Telephone cables shall have the shields or armour grounded at one end only. Coaxial cable shields shall be insulated from ground throughout the whole length and the shields shall be grounded at each end of the cable.

Testing - General

The Supplier shall furnish all necessary equipment and appliances for testing the underground cable circuits. The Supplier shall test to his own satisfaction and then request in writing the presence of the Purchaser to witness and demonstrate to his satisfaction the following: a. b. c. d. e. That all lighting, power and control circuits are continuous and free from short circuit. That all circuits are free from unspecified earth. That all circuits are connected in accordance with applicable wiring diagrams. That all connections are corrosion free and mechanically sound. That all circuits are operational. Demonstration tests shall include operating each control not less than 10 times and the continuous operation of each lighting and power circuit for not less than 4 times 4 hours.

High voltage insulation resistance tests shall be performed in the presence of the Purchaser and as described in next paragraphs . Test sheets shall be supplied in triplicate to the Purchaser signed by Supplier's electrical engineer and counter-signed by the Purchaser's electrical engineer.

Electrical Tests on Cable

Cables buried in earth (that is, not in duct) should be tested before and after back filling the cable trench.

AFL Cables Each series circuit should be tested for continuity of conductor and shielding by ohmmeter or equivalent method. The resistance of the circuit to ground should then be checked with a suitable test set to make sure it is free of grounds. Any faults indicated by these tests should be located and repaired before proceeding with high-voltage tests. Each series circuit should be subjected to high-voltage insulation resistance tests to determine complete freedom from grounds. Whenever possible, these tests should be performed when the ground is throughly wet. Experience has shown that circuits which pass insulation resistance tests during dry weather may fail after a heavy rain. Each circuit, including transformers, shall be tested as follows: a) Disconnect both leads from the regulator output terminals. Support both leads so that air gaps of several inches exist between bar conductors and ground. Make sure that the cable sheath is clean and dry for a distance of at least 30 cm from the end of the cable . Also make sure that exposed insulation at each end of the cable is clean and dry. b). Each circuit should be tested immediately after installation, in accordance with "First Test for Circuits" described in sub-paragraph d). Any circuit which has installed for 60 days or more, even if it has not been operated, should be tested in accordance with "Succeeding Test and old Circuits. (See sub-paragraph d). When additions are made to old circuits, only the new chapters should be tested in accordance with "First Test on New Circuits". The complete circuit should be checked at the reduced voltages to ensure reliable operation. Connect both conductors and apply the test voltage indicated below for a period of 5 minutes between conductors and ground.

The test outlined above should be performed with a suitable high voltage tester which has a steady, filtered dc output voltage. The high voltage tester should contain an accurate voltmeter and micro-ammeter for reading the voltage applied to the circuit and the insulation leakage current. These tests should be supervised carefully by qualified personnel to ascertain that excessive voltages are not applied. During the last minute of the tests the insulation leakage current in A for each complete circuit should be measured and should not exceed the value calculated for each circuit as follows: a). b). c). allow 2 A for each series transformer; allow 1 A for each 100 meters of cable (This value includes allowances for the normal number of connectors and splices.); and add the values obtained to determine the total allowable microampere leakage for each complete circuit.

If the leakage current exceeds the value calculated as outlined above, the circuit should be chapteralized and the tests repeated for each chapter. Defective components must be located and repaired, or replaced until the entire circuit passes the test. Make sure that the test voltage specified is actually applied to the circuit at the time the leakage current is measured. The voltage should be adjusted so the voltmeter reads the desired value before the leakage current is read. If any difficulty is encountered in obtaining the desired voltage, either the circuit being

tested or the test set is defective, and should be corrected before the test is continued. On new circuits, a resistance measurement should be made immediately after the circuit has passed the high voltage tests with the test set used by aerodrome maintenance. This measurement reading then can be used during maintenance as a comparison with future readings to determine circuit conditions. Ambient and weather conditions should be recorded at the time of test. 2. Power cable and AFL, cable rated 5.000 V and more Power cables shall be tested as outlined using the methods in paragraph 2.14 except that, cables rated at 5.000 V should be tested at 10.000 V. The test shall be made between conductors and from conductors to ground with the cable's shield and armour grounded and for a period of not less than one minute after instrument readings have stabilized. The minimum acceptable resistance value is 50 M Original insulation values of the cable have been substantially reduced to the specified 50 M. in order to compensate for cable length, aging of conductor insulation, and other factors which may affect test results both before and during installation. Unless cable length should appreciably exceed 3.000 metres, no reduction in the specified insulation resistance should be considered. (Note. Insulation readings will be erroneous until the cable has been completely charged by the measuring instrument.). A test should be made for continuity of the cable's shield or armour. An ohmmeter type instrument may be used. 3. Power cable rated 600 V and below Secondary power cables rated at 600 V and below and used for lighting and power wiring should have a resistance of not less than 50 M between conductors and ground when measurements are made at not less than 500 V dc. 4. 6.3 6.3.1

COUNTERPOISE WIRE AND EARTH ELECTRODES Scope This specification defines minimum requirements for design of counterpoise wire and electrode for Airfield Lighting System of BABO Facilities project..

6.3.2

Material Counterpoise wire shall be tinned copper wire, solid or stranded with a minimum size of min. 6 mm. The earth electrodes shall be at least 3 m long with a minimum diameter of 16 mm, consisting of solid copper rod of recommended make depending on soil conditions and as approved by the Purchaser.

6.3.3

Installation The tinned counterpoise wire shall be installed in the same trench for the entire length of the insulated cable it is designed to protect, and shall be placed at a distance of approx. 15 cm above the insulated cables. The counterpoise system shall be securely attached to earth electrodes, installed not more than 300 m apart around the entire circuit, and to all metal light bases, steel base plates, steel elbow conduits, metal transformers or housings and other fixtures along its route. The counterpoise system shall terminate at the AFL equipment buildings and be connected to the building lighting protection system. All connections shall be made by means of crimp connectors. Ground rods may be used either singly or in clusters. Ground rods in cluster will only be accepted by the Purchaser if installation of deep driven ground rods is not possible due to rock just below the surface. Drive the ground rods to ground water level for an effective and permanent installation, if conditions allow. Provide for corrosion prevention by a proper choice of metals or by cathodic protection. Where ground water cannot be reached, chemicals such as magnesium sulphate (MgS04) or copper sulphate (CuS04) may be used to improve soil conductivity where necessary. Manufacturers of ground rods can provide data on such treatment. Provide inspection pits for easy maintenance and periodic testing. Although driving ground rods deeper (select ional type) may be more effective than multiple rods, in many cases, soil variations and possible bedrock may make provision of additional rods less expensive. The distance of rods in cluster should be greater than the rod length.

6.4 6.4.1

TEST LINK POINTS Scope This specification defines minimum requirements for design of test link point for Airfield Lighting System of Babo Facilities project. For the Scope of Work refer to Chapter 1.

6.4.2

Materials Each test link point shall include the necessary set of single pole plug and receptacle for screened cable, to be crimped on the spot on the screened cable and to mate with FAA L823, class A styles 2 and 9 connectors. The connection to the cable is to be filled up with resin. The screen is to be connected through by a shielded earth wire fixed to the plug and the receptacle. This earth wire should have a screw coupling for disconnection. To make a water tight joint the plug receptacle connection is to be sealed by wrapping at least one layer of rubber or synthetic rubber type and one layer of plastic tape, one half lapped, extending at least 4 cm on each side of the joint or by using heat shrinkable sleeve.

6.4.3

Placing If an AFL circuit can be checked at each light unit at the plug/receptacle connection with the transformer, test link points are to be installed in the home run cables only, at distances of about 500 m if the home run cable is passing through the same transformer base. In go and home run cables, in trenches, test link points are placed at approx. 1000 m, as shown on the drawings and preferably at cable-drum length. The test link point for the go cable and the homerun cable are to be placed in the same test link pit if possible. At least 1 metre of cable slack of both primary cable leads is to be left in the pit or steel can. Additional cable markers shall be placed at the test link point to identify the cable. These markers at both sides of the testlink are to be secured to the cable by bonding wire. Also the copper shielding of the cable is to be connected through at the jointing box, using a PVC covered bonding wire with screw coupling, included in this item.

6.5 6.5.1

APPROACH LIGHTING POLES OR MASTS Scope This specification defines minimum requirements for design of Approach lighting poles for Airfield Lighting System of Babo Facilities project.

6.5.2

Pole Mounted Lights When the lights are to be mounted higher than ground level but with a mounting height less than 1.80 metre above final ground level, approach lights are to be mounted on an aluminium pole, inserted in the standard breakable coupling and placed on the base cover plate with gasket and steel base as specified before. The appropriate length of secondary lead shall be included in the supply of the pole. Secondary leads shall be drawn up inside the pole. A plug and receptacle assembly (L-823) must always be placed at the level of the weakened section. The pole diameter shall be 50 mm. Secondary leads shall confirm with AC 150/5345-47, a min. cross section of 2.5 or 4 mm depending on the situation, two conductor, 600 V insulation also refer to the standard drawings.

6.5.3

Mast Mounted Lights When the mounting height is 1.80 metres or more above final ground level, approach lights arc to be mounted on frangible light metal masts. The mast construction shall be of a recognized standard design and shall weight less than 3.0 kg per linear metre. The masts shall be able to withstand blast effect/wind loads as specified in the Aerodrome Design Manual, Part 4, Visual Aids. The masts shall be provided with a lowering system so that it will be possible for one man without mechanical aid to lower and raise the mast and top or bottom mast with breakable coupling. This in accordance with AC 150/5345-45 Class A, style 1. The mast design shall permit a final height adjustment of at least 25 cm plus or minus by means of a telescopic part, this means that nominal mast length is 25 cm more than height of the top bracket of the supporting mast. The mast structure shall be made in chapters to provide easy shipment and handling, and shall be designed for rapid field assembly without the use of special tools. Welding together of sections in the field is not permitted. All metal parts shall be fully protected against corrosion. The prime coat shall be suitable for the metal treatment involved while the colour for the finish coat shall be aviation yellow. Washers, bolts and nuts (except anchor bolts) shall be made of plain stainless steel. The electrical supply cable shall be drawn up in one of the legs of the mast or in a separate wire way and shall have flexible conduits at the base and top so that no wire is exposed. The appropriate length of secondary lead shall be included in the supply of the

mast, indicating a min. cross section of 2.5 mm, two conductors, 600 V. The mast shall be mounted on a base mounting plate capable of being anchored to a concrete base, semi flush with the ground surface. 6.6 6.6.1

WIREWAYS Scope This specification defines minimum requirements for design of wire ways for Airfield Lighting System of Babo Facilities project.

6.6.2

Materials Cables for installation in sawed cuts in pavements, used for connecting lighting units to the secondary of series lighting transformers, shall be 2 x 2.5 or 2 x 4 mm stranded. Use pre-insulated crimp-type connectors suitable for installation in wire ways for splices from the wires to thee inset lighting fixture leads only. A plug, type II, L-823 in accordance with FAA AC 150/5345-26C shall be used for the connection with the secondary lead of the series lighting transformer. Wire ways are to be sealed with a liquid-type sealer or a paste-type of sealer, both twocomponent. Sealers for bituminous concrete pavements or cement concrete pavements must be formulated so that they are compatible with the bituminous concrete respectively with the cement concrete. The type of sealer or the mix of the sealer must be adequate for the required climatic temperature range. The characteristics of the material and the test procedures shall be in accordance with the FAA AC 150/5370-10, item P-606, dated 4.aug.81. The following sealing compound or equivalent may be used: a). For bituminous pavements; b). For cement concrete pavements; Pouring Concrete UW. Note: type (a) and (b) can also be used to secure shallow bases or top chapters of multiple piece deep light bases.

6.6.3

Construction Method Wire ways are sawn in the pavements to accommodate one or more electrical cables (wires). Dimensions of the saw kerfs are as shown on the drawing and depends on type of cable and number of cables to be placed in one saw kerf. Depth should be such that at least 20 mm of sealer can be placed above the cable(s). The sawing is not included in this item. Wire ways in cement concrete pavements shall be provided with an extra depth at crossings with pavement joints. Cables are to be installed with some slack at these crossings to accommodate slab movements at the joint and the cable shall be encased in a flexible tubing of not less than 30 cm.

Prior to the installation of the wires in the pavement, chamfer or round to 50 mm radius vertical edges of the wire ways at intersections and corners. Sandblast and clean wire ways to insure proper bond between pavement material and the sealer. If wire ways have been wet-sawed, flush these wire ways with a high velocity stream of water immediately after sawing. Prior to installation of the sealer, the wire ways must be dry and clean. Place the wires in the wire ways from the transformers near the pavement edge to the light fixture leads. Use an adequate number (1 metre maximum on centers) of wedges, clips, or similar devices to hold the wires in place at least 20 mm below the payment surface. Wood wedges and plugs are not acceptable. Install the top of the wedges below the pavement surface. Splice the light fixture leads to the wires. Use pre-insulated connectors. Make the crimped splice with a tool that requires a complete crimp before releasing. Stagger the location of the splices. Permit no splices in the single conductor wires except at each light. If the installation is made in stages, tape or seal the ends of exposed wires to prevent the entrance of moisture. The saw cut shall be sealed with suitable adhesive compound along the entire length after the cables/wires are placed. The manufacturer's instructions shall be followed in mixing and installing. All surplus and spilled material and sealer material extending above the adjacent pavement surface must be removed. 6.6.4 Method of Measurement The quantity of wire way to be paid for shall be the number of linear metres of wire way installed, completed and accepted. Separate measurements shall be made for the various types and sizes of wire ways as shown on the drawings or stated in the Price Schedules. Separate measurements shall be made for the wire(s) to be installed in the duct between wire ways and transformer pits. 6.6.5 Specification Referred To and Applicable A. 6.7 6.7.1

GENERAL REQUIREMENTS FOR LIGHTING UNITS Scope This specification defines minimum requirements for design of lighting unit for Airfield Lighting System of Babo Facilities project..

6.7.2

Elevated Lighting Units Elevated lighting units will consist of a light fixture with lens, lamp, lamp holder, housing, gasket, means for leveling, two pole plug and connecting lead, mounting tube, breakable coupling, base cover plate, base gasket, isolating transformer with primary and secondary leads, plugs and cable clamp, all in accordance with FAA AC 150/5345-46A. The light base itself and the primary cable circuits are not to be supplied and installed under this item. Also the constant current regulator's (CCR's), belonging to the system are not to be supplied and installed under this item. The unit shall be designed and constructed to operate satisfactorily under all weather and blast conditions, so that no part will work loose in service. a). Optical system: The optical system shall consist of a glass lens assembly, or combination of lenses and may include reflectors and shields. This assembly must be easily removed and replaced and must retain its correct alignment on replacing. Glass lenses shall be fabricated from heat resistant glass. Coloured lenses or coloured filters may be used to obtain the specified coloured light. Colours to be in accordance with ICAO's Annex 14, Appendix I. Reflectors, if used, shall be either stainless steel or aluminium. b). Lamp: The lamp for elevated lighting units shall be either a clear bulb or a sealed beam lamp as specified in the particular chapter both with a medium pre-focus base to fit the socket, if not otherwise specified. c). Socket: The lamp socket for elevated lighting units shall be a medium pre-focus base type and shall be mounted rigidly in the housing. The socket must have a rating of at least 10A. d). Housing: The lens, lamp and socket shall be accurately and securely positioned in a lightweight metal housing. The housing shall be provided with a means for drainage of condensation and water. The joints between metal and glass shall be sealed by watertight and heat resistant gaskets or by sealing compounds where joints are not to be disturbed for revamping. The housing shall be suitable for mounting on a mounting tube with breakable coupling. The unit shall be designed to require no special tools for revamping or for cleaning the lenses. The unit shall

be provided with a means for leveling the unit and orienting the light beams, when mounted. The unit shall be marked to indicate correct orientation with respect to the runway or taxiway centre line. When assembling the units In the factory or on site, silicone grease shall be used on screws, bolts etc. to minimize contact corrosion. e). Current Carrying Parts: Current carrying parts shall be of non corrosive high conductivity materials. The parts shall be insulated for a minimum of 600 V, and have a current carrying capacity of 1.5 times the normal operating current. Contacts shall be made of coin silver or equal material. f). Leads: A connecting lead shall be supplied to connect the receptacle on the secondary lead of an isolating transformer. The lead shall consist of an appropriate length of two conductor, rubber insulated, polychloroprene sheathed cable, with a working voltage of at least 600 V and a cross-section of at least 2 x 2.5 or 2 x 4 mm stranded wire. Every lead shall have a slack of at least 1 metre. The lead shall terminate in a L-823 plug conforming FAA AC 150/5345-26C. A cable clamp shall be provided in the housing to secure the connecting lead, to prevent strain at the socket terminals. g). Mounting Assembly: The mounting assembly shall consist of a mounting column with integrated breakable coupling, and a base cover with a gasket. The overall height of the lighting unit, mounted in place, shall be in accordance with the drawings. All parts of the mounting assembly shall be made of nonferrous metal or ferrous metal protected against corrosion. The breakable coupling shall have a 2" x 11 NPSF male thread for mounting on the base cover. The coupling shall have a "shearing groove" produced by scoring, moulding etc., which will withstand a static load of ISO kg with less than 12 mm deflection when the load is applied perpendicular to the axis of the coupling at a point 300 mm above the shearing groove; and the coupling shall break cleanly at the groove when a static load of 225 kg is applied at the same point. The breakable coupling shall have a hexagonal chapter between the thread and the shearing groove to facilitate removal of a broken coupling. The coupling shall also be provided with one or more drains holes near the shearing groove. The base cover shall be 2" x 11 NPSF female thread to receive the threaded end of the breakable coupling specified above. The base cover shall be cast or fabricated to fit the steel base shown on the drawings.

A removable split holding cup or ring shall be provided to hold the plug of the secondary lead to the bottom surface of the cover in a malmer that a watertight seal can be obtained. A polychloroprene gasket, having a minimum thickness of 3 mm and dimensions to fit the bolt circle of the base cover and the steel base shown on the drawings, shall be supplied to obtain a watertight seal between the steel base and the base cover. When the column, with breakable coupling and base cover is assembled, the disconnecting plug of the light unit shall be located near the shearing groove of the coupling. The joint between this plug and the receptacle of the transformer shall not be taped. The column shall be 2" aluminium pipe with a length as indicated on the drawings, depending on light plane and ground elevations. h). Painting: Paint for the finish coat shall be high quality enamel suitable for the drying process used. The colour shall be Aviation Yellow. Prime coat shall be suitable for the metal treatment involved. The base cover, mounting column, and top fitting shall receive one prime coat and one finish coat. i). Identification Number: An identifying number shall be assigned to each unit as required by the Purchaser. The placing of numbers to identify the unit shall be accomplished by stenciling numbers of 5 cm minimum height with white paint on a black painted background of 10 x10 cm all on the pavement at the same side of the bases. These numbers shall also be shown on all lay-out as-built drawings. 6.7.3 Semiflush Lighting Units Semiflush lighting units shall consist of a top assembly with lamp and lenses, with bolts, washers and nuts, lamp holder, reflectors, gasket, two-pole plug and connecting lead, isolating transformer with primary and secondary leads and plugs, all in accordance with FAA AC 150/5345-46A. Semiflush lighting units may be mounted on shallow inset bases, forming part of the unit, or on concrete foundations to be supplied and installed by third party. The primary cable circuits and the CCR's belonging to the system are not to be supplied and installed under this item. The unit shall be designed and constructed to operate satisfactorily under all weather and blast conditions, so that no part will work loose in service.

a).

Optical System: The optical system shall consist of prisms, lenses, filters and reflectors needed for the specific light. All parts shall be heat resistant. The colour of the lenses shall be in accordance with ICAO's Annex 14, appendix I.

b).

Lamp: The lamp for semiflush fixtures shall be one or more quartz-halogen light bulbs as specified in the particular chapter. In case more than one light bulb is installed in the same fixture, or is connected with other fixtures to one transformer a proper lamp by-pass shall be installed.

c).

Socket: The lamp socket shall securely and accurately position the lamp. It shall permit easy revamping. The socket must have rating at least 10 Amp.

d).

Housing: The top assembly of semiflush lighting units shall be fabricated from a ferrous metal or anodized tempered aluminium alloy casting capable of meeting the local requirements of aircraft impact and roll over loads. Projection above the adjacent pavement shall not exceed 1" for runway and taxiway edge, runway threshold and end lights, approach lights. The top assembly may be fixed to the steel base by a clamping ring which makes it suitable for easy mounting, leveling and alignment. The unit shall be designed to require only normal tools for revamping. The unit shall be marked to indicate correct orientation with respect to runway or taxiway centrelines.

Current Carrying Parts: The requirements of paragraph of elevated lighting unit item e of this chapter are also applicable to semi-flush lighting units

f).

Leads: The requirements of paragraph of elevated lighting unit item f of this chapter are also applicable to semiflush lighting units mounted on deep bases. For shallow steel bases an appropriate length of secondary lead is to be supplied to make the connection between the lighting fixture and the transformer located at the edge of the pavement. This secondary lead is to be supplied under a separate chapter; Underground Cables. The wire to be installed in the wire ways or in the conduits is to be supplied under a separate chapter; Wire Ways.

Mounting: Semi-flush lighting fixtures are to be mounted as indicated on the standard drawings.

Painting: The top assembly shall receive one prime coat and one finish coat. Paint for the finish coat for elevated lights shall be high quality enamel, colour Aviation Yellow.

i).

Identification Number An identification number shall be assigned to each unit as required by the Purchaser. The number of minimum 5 cm height shall be painted with white paint on a black painted background of 10 x 10 cm near the edge of the RWY or TW. All at the same side of the TW or RWY. The numbers shall also be shown on all as-built lay-out drawings.

6.7.4

Isolating Transformers The transformers (direct burial type) to be installed with each lighting fitting shall be as indicated in the particular chapter and in accordance with Advisory Circular No. AC 150/5345-47B. For the secondary lead of the transformer the working voltage of 600 V and the cross section of 2.5 mm specified in said Advisory Circular will be regarded as the minimum required The secondary receptacle shall be in accordance with Advisory Circular No. 150/534526C Specification for L-823 Plug and Receptacle. The secondary receptacle shall be vulcanized to the cable at the factory and provided with watertight protection cap. The primary leads are to be fitted with factory mounded plugs and receptacles provided with watertight protections caps. In case more than one light unit is connected to the same transformer, a proper lamp bypass shall be installed in each light fixture. Transformers shall be provided with an earthling terminal.

6.7.5

Tests After installation, all circuits shall be fully tested by continuous operation for a period of not less than 4 times 4 hours and these tests shall include the functioning of the on-off control and brightness control not less than 3 times at the main panel, and again using the local control switches in the AFL buildings or vaults. The completed circuits shall be tested in accordance with Chapter 1 of this Specification.

6.7.6

Parts Lists and Installation Instructions A complete parts list with manufacturers address and installation and maintenance instruction (in 3-fold) shall be furnished in advance of the installation and handed to the Purchaser. Sufficient drawings or illustrations shall be provided to indicate clearly the method of installation of the various items, and the lighting unit type proposed.

6.7.7

Bases for Lights and Mounting of the Lighting Units Deep can bases for lighting units shall be galvanized steel bases according to FAA AC 150/5345-42D, all about 60 cm deep and placed in concrete surround. Deep can steel bases are to be supplied and installed by third party. The lighting units are to be placed on top of the steel bases. If required, due to the dimensions of the furnished light unit, an adopter ring is to be supplied with the lighting unit, to fit the top of the base. The transformers are to be placed in the deep bases. Gaskets are to be placed between the light base plate of the elevated light units. Spacer and gasket rings are to be placed between the light base and the semi-flush light fixtures.

6.7.8

Certificate of Guarantee and Compliance with Specifications The Supplier shall in behalf of the provisional approval in writing of the Purchaser for the proposed materials also submit the manufacturer's Certificate - of Guarantee observing the following: Certificates shall state that the materials, specifications and test results are in compliance with the specified requirements, reference ICAO's Annex 14, ICAO's Aerodrome design manual part 4, and applicable FAA circulars. If applicable, discrepancies with specified requirements shall be listed. The Certificate of Guarantee shall be accompanied by Test certificates for the relevant lighting units and their light distribution curves with required angle settings if so required. Falsification of such Certificates or test results shall be just cause of rejections of the materials involved and all cost of removal of the same and provision of new materials shall be born by the Supplier responsible for ordering the materials.

6.8. 6.8.1

MEDIUM APPROACH LIGHTING SYSTEM (MALS) Scope This specification defines minimum requirements for design of approach lighting for Airfield Lighting System of Babo Facilities project. For the Scope of Work refer to Chapter 1.

6.8.2

Configuration The configuration of the approach lighting system shall be in accordance with ICAO, Annex 14, Volume I, Aerodrome Design and Operations, third edition, July 1999, article 5.3.4. The longitudinal spacing of the centre line lights and the pattern gradients of the lights system shall be as indicated on the applicable drawings. The lights shall be connected to two interleaved primary cable circuits, refer to the relevant standard drawings.

6.8.3

General Requirements The general requirements as described in Chapter 7 hereof are applicable to the precision approach lights. The lighting units shall be uni-directional elevated units as indicated on the .drawings. Installation of 2 separate lighting units of lower intensity each to achieve the intensity requirements, will not be accepted. Elevated lights shall be in compliance with ICAO-requirements and the main mechanical requirements of that specification shall be taken into account for the tungsten halogen lamp type fixture.

6.8.4

Detail Requirements a. b. The colour of the lenses shall be clear. The lamps to be supplied for the elevated units shall be halogen types, 6.6 A, max. 100 W, with an average life of l ,000 hours. This to reach the required light intensity and intensity ratio as indicated in ICAO, Annex 14, appendix 2. The transformer shall be max. 100 W, 6.6/6.6 A, for the elevated lights as required for the selected lamp. The mounting assembly shall be provided with a suitable vertical and horizontal aiming device, graduated in one degree increments.

Light Distribution The fixture shall be designed to provide a uni-directional light distribution. The light characteristics shall have to comply with the requirements as laid down in Appendix 2 and clause 5.3.1.12 of ICAO's Annex 14. Indicating a min. average intensity of 20.000 cd and a limit of average intensity ratio of 1.5-2.0. compared to the average intensity of a new runway edge light.

6.8.6

Placing the Lights The approach lights shall be installed at the locations indicated on the drawings on the correct elevations and azimuth and within the installation tolerances as indicated in ICAO annex 14 and ICAO Design Manual Part 4, edition 1993. All centre-line lights and crossbar lights up to 22.5 m from the centre-line shall have 0 degrees toe-in. Lights beyond 22.5 m from the centre-line shall have a toe-in of 2 degrees (towards the extended runway centre-line). If fittings with a beam coverage greater then those specified in table 5-1 of ICAO's Aerodrome Design Manual Part 4 are used, elevation and toe-in angles should be adjusted appropriately. If special tools are required to adjust the elevation and toe-in of the fixtures, one set of these tools shall be supplied with the approach lighting system.

6.8.7

Mounting a. b. Flush-mounted lights shall be mounted in the overrun area. Elevated lights - Base mounted: Elevated lighting units are to be mounted as indicated on the standard drawings. c. Elevated lights - Pole mounted: When the lights are to be mounted higher than ground level but with a mounting height less than 1.80 metre above final ground level, approach lights are to be mounted on an aluminium pole, inserted in the standard breakable coupling and placed on the base cover plate with gasket and steel base as specified before. The aluminium pole, footing and transformer pit are not included in this item The extra length of secondary lead is to be included in the supply of the pole. d. Elevated light - Mast mounted: When the mounting height is 1. 80 metres or more above final ground level, approach lights are to be mounted on frangible light metal masts. The light unit to be furnished shall include the elevated light and transformer and all necessary connectors and connections.

6.9 6.9.1

MEDIUM INTENSITY RUNWAY EDGE LIGHTS (REH) Scope This specification defines minimum requirements for design of runway edge light for Airfield Lighting System of Babo Facilities project.

6.9.2

Configuration Runway edge lights are to be placed along the runway in two parallel rows equidistant from the runway centre line. The lateral distance from the runway centre line or from the runway edge is as indicated on the drawings. The lights shall be spaced at intervals as indicated on the drawings and shall be connected to the two interleaved primary cable circuits of the runway edge lighting system.

6.9.3

General Requirements The general requirements as described in Chapter 7 hereof are applicable to the runway edge lighting units. The lighting units shall be omni-directional with two main beams and additional light for circling guidance. The lighting unit shall be of the elevated type or the semiflush type as indicated on the drawings. Semiflush light units shall not project more than 25.4 mm above the adjacent pavement in runways, taxiways and in shoulder pavements. Elevated lights will have a maximum overall height of 315 mm when installed.

6.9.4

Detail Requirements a. The colour of the light shall be clear except for the last 600 m of each runway length where the lights shall show yellow light in the direction of take-off. The elevated lights shall be suitable for direct installation and it shall be possible to level and aim the light from the outside without need for special tools. The lamps to be supplied for the elevated units shall be a lamp with max. 45 W., and 6.6 A., with an average lite of 1000 hours, or alternative to reach the required light intensity. The lamps to be supplied for the semiflush units shall be 2 lamps of max. 45 W., 6.6 A., and an average life of 1000 hours, or alternative. The isolating transformer shall be max. 45 W. for elevated and max. 100 W., 6.6/6.6 A for semiflush units, or as required for the selected lamp.

MEDIUM INTENSITY RUNWAY THRESHOLD/END LIGHTS (THR/RWE) Scope This specification defines minimum requirements for design of runway threshold light for Airfield Lighting System of Babo Facilities project.

6.10.2

Configuration Runway treshold/end lights are to be placed near the end of a runway on a line at right angles to the runway centreline. The lights shall be spaced at intervals as indicated on the drawings and shall be connected to the two interleaved primary cable circuits of the runway edge lighting system (RWE) respectively to the two interleaved primary cable circuits of the threshold lighting system.

6.10.3

General Requirements The general requirements as described in Chapter 7 hereof are applicable to the runway threshold/end lighting units. The lighting units shall be bi-directional with one main beam in the direction of the approach and one main beam in the direction of the runway. The lighting unit shall be of the elevated type or the semiflush type as indicated on the drawings. Installation of 2 separate lighting units of lower intensity each to achieve the intensity requirements will not be accepted.

6.10.4

Detail Requirements a. b. c. The lighting units shall provide bi-directional low intensity beams showing red light in the direction of the runway and green in the direction of the approach. The lamps to be supplied for the elevated units shall be max. 45 W, 6,6 A and an average life of 1000 hours, or alternative. The isolating transformers shall be max. 45 W., 6.6/6.6 A., 5000 V, or as required for the selected lamp.

6.10.5

Light Distribution The end lighting shall be designed to provide a light distribution with characteristics complying with the requirements as laid down in Appendix 2 and clause 5.3.1.12 of ICAO's Annex 14, table 5-1 of ICAO's Aerodrome Design manual Part 4, corresponding with table I of FAA circular AC 150/5345-46A, which are indicating a minimum average intensity of 2500 cd and a limit of average intensity ratio of 0.25 to 0.50. The threshold lighting shall be designed to provide a light distribution with characteristics complying with the requirements as laid down in Appendix 2 and clause 5.3.1.12 of ICAO's Annex 14, table 5-1 of ICAO's Aerodrome Design Manual Part 4, which are indicating a minimum average intensity of 10,000 cd and a limit of average intensity ratio of 1 to 1.5.

6.11. 6.11.1

TAXIWAY EDGE LIGHTS Scope This specification defines minimum requirements for design of taxi way light for Airfield Lighting System of Babo Facilities project.

6.11.2

Configuration Taxiway edge lights are to be placed at both taxiways curve and aprons at a lateral distance from the taxiway edge or apron edge and at spacing as indicated on the drawings. Along taxiway curves and widening semiflush lighting units are to be installed. The lights shall be connected to their own primary cable circuits. A taxiway light shall not powered and use retroreflective light marker.

6.11.3

General Requirements The general requirements as described in chapter 7 hereof are applicable to the taxiway edge lighting units. The lighting units shall be omni-directional. The lighting unit shall be of the elevated type. a. b. The colour of the lights shall be aviation blue except apron edge lights which shall be red. The lamps to be supplied for the elevated units shall be a max. 30 W,6.6 A halogen lamp indicated on the drawings with the required candelas and with an average life of 1000 hours. The isolating transformer shall suit the elevated 3o W 6.6 A

c. 6.11.4

Light Distribution The light shall be designed to provide an omni-directional light distribution giving not less than 2 cd. between 0 and 6 in elevation through any vertical and 0.2 candela at all other vertical angles plane when tested with its blue lens 6.6 A. 1000 Hrs. series lamp. The optical performance of the light shall be determined by photo metric readings with the specified lamp operated at or corrected to its rated lumen output and shall be operated on stabilized current so that all readings are made with the same current. The curve may be shifted 1 either side vertically to determine photo metric compliance. This in accordance with table 3 of FAA circular AC 150/5345-46A

6.11.5

Placing the Lights The lights described in this chapter shall be installed at the locations as indicated on the drawings, installation as indicated on the relevant standard drawings.

SIGN BOARD OR GUIDANCE SIGNS Scope This specification defines minimum requirements for design of sign board for Airfield Lighting System of BABO Facilities project. configuration Guidance signs are to be placed along the edges of taxiways or runways or aprons as information signs or as instruction signs as indicated on the drawings Information guidance signs are to be connected to the primary cable circuits of the taxiway they serve. All mandatory signs are to be connected to the runway edge lighting circuits as indicated on the drawings. Alternative separate series circuit for signs will he required if the illumination requirements can not be full filled throughout the current range (brightness stapes) of the supplying series circuits by means of power regulating ballast.

6.12.2

Guidance Sign Equipment Each guidance sign to be furnished and installed shall be complete and shall include the housing, the specified panels, lamps, lamp holders, lamp by-pass, secondary lead(s) with plugs, mounting assembly, breakable couplings, power regulating ballast, transformer(s) and transformer housing. The guidance sign shall be single faced or if required, double faced as indicated on the drawings All in accordance with FAA AC 150/5345-44D The concrete footing and transformer pits are not included in this item

6.12.3

General requirements The general requirements as described in chapter 7 hereof, applicable to the guidance signs.

6.12.4

Detail Requirements a. b. c. d. e. Information signs (like destination and intersection signs) shall consist of black legend on a yellow background. Instruction (mandatory) signs (like "ILS, Cat II, NO ENTRY") shall consist of white legend on a red background. The sign construction, the sign faces, material and component requirements shall be in accordance with FAA AC 150/5345-44D. The size of the sign face and legend shall be as indicated on the drawings and in accordance with FAA AC 150/5345-44D and 18B. The lamps to be supplied for the units shall be 30, 45, Watt, , 6.6 A, average life 1000 hours. When more than one lamp will be connected to the same transformer, each lamp shall be supplied with a by-pass relay. The illumination shall be uniform over the sign face and shall be sufficient to make the sign readily discernible at night time up to a distance of 240 m, in accordance

6.13. 6.13.1

PAPI SYSTEM (PAPI) Scope This specification defines minimum requirements for design of PAPI system for Airfield Lighting System of Babo Facilities project. For the Scope of Work refer to Chapter 1.

6.13.2

Configuration All units of the PAPI system are to be located according to the dimensions as indicated on the drawings for lateral spacing and vertical levels conform ICAO's Annex 14 and Aerodrome Design Manual, Part 4. These dimensions shall be finally adjusted on site to suit the final surveys, Purchaser's instructions and manufacturers confirmation. A complete APAPI system shall be installed near both runway ends and shall consist of 4 units per runway end as indicated on the drawings. The angle setting of the units is to be based on the approach slope angles of 3 or as specified on the drawings. Where a non-visual glide path is provided, the coincidence between the visual and the non-visual indications .should be ascertained as much as possible. At each RWY end one sets at 2 units, one set at each side of the runway are required as indicated on the drawings. Each set of 4 units will be connected to a separate single primary cable circuit.

PAPI Equipment The PAPI units to be furnished and installed shall be complete and shall include the housings, frames, lamps, lamp holders, secondary leads with plugs, flexible conduit between unit and transformer pit, mounting assemblies, transformers, transformer housings, wire and cable connections, testing of the installation, the angle setting and consequent adjustment of the units. With one complete system of 2 x 2 units for one RW end shall besides a positioning frame also be supplied a case with setting instruments; containing a calibrated alidade with a precision spirit level (precision line metre), and a checking stick. The concrete foundation slabs and transformer pits are not included in this item. The concrete sighting base to be installed in front of each unit as soon as the system is found to be operational, for routine checks is also not part of this item. Immediately after the site hand-over, the Supplier shall submit to the Purchaser for his review and approval, the details of sitting, mounting, angle setting and the documentation, installation recommendations, drawings, circuit diagrams, parts lists and other information of the complete APAPI system. The Supplier shall also survey the involved areas and runway elevations and submit to the Purchaser detailed drawings showing the exact location of the indicators and elevations of the lower edges of the slots. Foundation and sighting base drawings shall be submitted for approval. The foundations shall suit the type of soil and the weather conditions of the area. Foundations and sighting bases will be supplied by third party. The flexible conduit to be placed between the unit and the transformer pit is part of this item.

6.13.4

General Requirements The general requirements as described in chapter 7 hereof, are applicable to the PAPI units. The APAPI units equipment only, shall be in compliance with FAA AC 150/534528D.

6.13.5

Detail Requirements a. b. The optical system shall consist of a red filter and clear lamp assembly. The lamps to be supplied are two or three lamps per unit and shall be quartz prefocus halogen beam lamp with max. 200 W., 6.6 A and an average operational life of 1,000 hours at full brightness. The housing shall consist of an aluminium or reinforced fibre glass shell containing the lamp assemblies, the filters, reflectors, and lenses and shall be fully protected against corrosion. The housing shall also be provided with a grounding lug, cable clamp and means for leveling and adjusting the vertical angle. The housing shall have a removable cover, separated from the optical system, so that the system will not be disturbed due' to lamp changing or cleaning. The unit shall have proper means for drainage and shall be fully weather proof, a hardened glass shall be provided in front of the lenses to protect them against sand blast. d. e. The isolating transformers shall be max. 200 W for each lamp, 6.6/6.6 A,5000 V. The transition sector shall not be greater than 3 minutes of arc in depth at the centre of the beam, expanding to not greater than 5 minutes at the edges, 15 horizontally either side of centre.

6.13.6

Light Distribution Each light unit shall be conform the intensity distribution diagrams 8-5a or 8-5c and Isocandela diagrammed figure 8-14, concerning light distribution and intensity of ICAO's Aerodrome Design Manual, Part 4. Indicating a minimum peak intensity of 100 kcd. for the white sector.

6.13.7

Mounting Assembly The mounting assembly shall consist of three or four metal legs. The legs of one unit shall have the same length. The leg length of each unit shall normally vary, depending on required unit levels and terrain levels. The length of the legs shall be such that the unit is on the correct level, while the foundation slab is buried by at least 30 cm. The type of leg shall be such that a stable mounting of the unit is possible, without movements or vibrations caused by wind, on the other hand the mounting assembly shall be frangible or have breakable couplings in order to minimize risk of damage to overrunning aircraft. Legs shall be minimal 25 mm pipe.

All parts of the mounting assembly shall be made of non-ferrous metal or ferrous metal properly protected against corrosion. Aluminium parts shall be anodized. 6.13.8 Foundation A reinforced concrete foundation ,lab, concrete sighting bases and transformer pit for each unit will be provided and constructed by third party. After approval of the Purchaser the units shall be assembled and the excavation shall be filled With stone chippings or clean gravel. 6.13.9 Painting Exterior surfaces of aluminium housings shall be pretreated with one coat of zinc chromate primer and be finished with two coats of high quality enamel. The colour shall be aviation yellow. Exterior surfaces of fibre glass housings shall also be aviation yellow (coloured in the hulk). The inside of both aluminium and fibre glass housings shall be semi matt black. 6.13.10 Identification number An identification number shall be assigned to each unit. The numbers shall be placed by stenciling numbers of 5 cm height with black paint on the unit or by engrave 2 cm high letters in brass plates fitted to the units. 6.14. 6.14.1

LOW INTENSITY OBSTRUCTION LIGHTS (OLI) Scope This specification defines minimum requirements for design of obstruction light for Airfield Lighting System of BABO Facilities project.

6.14.2

Configuration Low intensity obstruction lights are used for fixed objects lower than 45 metre, except where the use of low intensity obstacle lights would be inadequate or where an early special warning is required, like adjacent to take-off/approach surfaces, This in accordance with ICAO's Annex 14. Objects to be provided with obstruction lights and the type of lights are indicated on the drawings or in the specifications.

6.14.3

General Requirements Obstruction lighting equipment shall be in accordance with FAA AC 150/5345-43E, type L-810. The unit shall be designed and constructed to operate satisfactorily under all weather conditions of the site. The lights shall be omni-directional, dual type. The units are to be mounted on a mounting tube or bracket to be fixed to the object. The lighting fixture shall consist of two lights mounted on a cabinet containing the internal wiring, terminal block and transfer relay which switches over to the stand-by lamp in case of failure of the normal operating lamp. Each light fitting shall comprise the red mass coloured prismatic globe, a safety chain, a cast aluminium lamp housing, the lamp and lamp socket.

6.14.4

Detail Requirements a. b. c. The colour of the light shall be red, steady burning. The lamps to be supplied shall be max. 69 W, 231 V (unless otherwise indicated on the drawings), with an average life of 2000 hours. The power supply cable shall be 2 core, 231 V (unless other-vise indicated on the drawings), with metal shield and PVC sheath. The cable shall be place and connected as indicated on the drawings or as directed by the Purchaser. Only a part of about 1.20 m near the lamp is included in the lighting unit. The remainder of the cable is to be supplied by third party. Operation of the lighting circuit at dusk and dawn shall be remotely controlled, or by means of a time switch and a photo-electric cell. Light distribution shall be 360 horizontal beam spread, 10 minimum vertical beam spread, a minimum intensity of 14 cd and a peak intensity of 32,5 cd in aviation red light, this in accordance with table 4, FAA AC 150/5345-43E, type L810.

6.15. 6.15.1

APRON FLOOD LIGHTING (ALI) Scope This specification defines minimum requirements for design of apron flood lighting for Airfield Lighting System of Babo Facilities project.

6.15.2

General The apron floodlighting shall be installed in such a manner that the aircraft handling area will receive adequate illumination with a minimum of glare to pilots of aircraft in flight and on the ground, airport and apron controllers, etc. The location and height of the apron floodlight poles shall be as indicated on the drawings. The light fixtures are to be mounted on a bracket or framework at the top of the light pole in such a way that the lighting fixtures including the obstruction light fixture can be lowered through a lowering system for easy maintenance. The top of the pole has to be provided with a dual low-intensity obstruction light fixture, and lighting arrested as described in chapter 6.14 hereof. The type of obstruction light shall be the double model. The top of the pole is to be provided with a lighting impact point, being part of this construction item. The poles are to be mounted in reinforced concrete foundations as per drawing, including conduits for cable entrance. The footings are connected by a trench/duct system for the power cable leading to the distribution board. The footings will be constructed by third party.

6.15.3

Light Distribution The floodlight fixtures shall be designed to provide a a-symmetric narrow beam light distribution giving not less than I max = 1000 cd/1000 lm for 1 x 1000 W SON/T(Vert. 1 x 5/1 x 9, Hor. 2 x 38) with an aiming angle of 62.5 or as specified by the manufacturer.

6.15.4

Lighting Fixture The flood light fixtures shall consist of an aluminium or galvanized steel housing, reflector for accurate beam control, ozone resistant rubber gasket, front glass, lamp, lamp holder, terminal box, internal wiring, bracket, igniter and ballast. The optical system shall consist of a number of reflectors of designed contour and with an anodized surface finish. The light to be distributed will entirely be below the horizontal plan, in conformity with the principle of glare restriction. The unit must give a light distribution over a angle in azimuth and resulting in an illumination from below the floodlight position for a distance of up to four times the mounting height. Each fixture shall be supplied with 1 x 1000 W SON/T, 220 V(unless otherwise indicated on the drawings) as indicated, high pressure sodium lamps, with igniter and ballast.

Prior to any ordering of equipment the requirements by submitting illumination calculations to the Purchaser Calculations to be in accordance with chapter 13 of ICAO's Aerodrome Design Manual, Part 4 and with the following additional requirements, unless otherwise indicated on the drawings. average horizontal illuminance 40 lux. average illuminance in a vertical plane 70 m in front of the mast, up to a height of 20 m must be higher than 25 lux. Particularly at a height of 2 metres should not be less than 40 lux (in relation to min. average hor. illuminance).

6.15.5

Poles The poles shall consist of steel conical sections. After assembling the sections the poles shall reach the specified height above ground level. The poles are to be provided with a lowering system for the lighting fixtures including the obstruction lights. Sufficient cable slack for all cables shall be left in the poles to enable lowering. This cable slack is forming part of this construction item. At the base of the poles a feeder pillar box shall be installed, containing the in- and outgoing cable, switches, fuses, capacities, etc. All cabling to the lighting fixtures shall be inside the poles. Cable to be of flexible type and to be installed before erecting the poles. The poles shall be designed to withstand wind gusts up to 150 km/hour with all lighting equipment attached. Wind deflection will be limited in such way that it will not affect the life time of the lamps and maintenance (lowering of crown) will still be possible with a max. wind speed of the applicable average wind speed plus two beaufort (3.5 m/sec). The coating of the overall length of the chapter and all other components (anchor bolts excluded) is obtained by hot dip galvanizing (min. 500 g/m~ both outside and inside). As alternative, under particular conditions and subject to approval by the Purchaser. the pole chapters shall be internally coated with a heavy duty bituminous paint. Externally the poles shall be sand blasted and metal sprayed, followed by coating with a zincchromate primer and a coat of iron oxide paint. The final coating shall be decided by the Purchaser. Air holes and drain holes in each floodlight pole will ensure sufficient air circulation inside the pole and drain off possible condensation water. Each floodlight pole shall be grounded by means of a bare copper cable 25 mm, firmly attached to the pole and to the earth electrode by means of a clamp. The length of the earth electrode shall be at least 3 metre or so much longer as is required to achieve a resistance to ground not exceeding 10 Ohm. This earthing system can also act as lightning conductor. The earthing system is to be installed in accordance with and under Chapter 23 hereafter. The erection of the floodlight poles shall be carried out in such a way that the poles will be perfectly vertical after the concrete foundation is poured and the poles are secured.

Also where three or more light poles are on one line, they shall be installed perfectly in line. 6.15.6 Foundation The concrete footing is no part of this item. 6.15.7 Trenching and Ducting Trenching, ducting and the installation and supply of the cables in concerned trenches are no part of this construction item. 6.15.8 Power Supply The floodlights shall be connected to the distribution board. The feeder will be 231 Volt, 3 phase + neutral. Switching of the floodlights shall be by manual remote control from the AFL control desk in the Visual Control Room. The obstruction lights shall have their own power supply and control. Switching of the obstruction lights is through a photo-electric cell or timer. Enough slack shall be left in the floodlight poles to allow for lowering the lighting fixture and is part of this item. All cable for direct burial shall be armored and is to be provided and specified under a separate chapter. 6.15.9 Lightning Arrester Lightning protection installation consist of there essential components : 1. The Air Terminal The Air terminal mustbe capable of drawing the lightning discharged to it in preverence to vulnerable parts of the protected structure. More than one terminal is required where a wide area of protection is to be considered. 2. The Down Conductor The down conductor must convey the discharge to ground without danger of side flashing or building electricfication. Side flashing is the term used to discribe lightning leaving a down conductor and jumping to near by objects. The use of multiple parraled down conductor can partially reduce the risk at side flashing but cannot prevent building electrification, similary the use H.V, installed down conductors can be shown to have no significant advantage. 3. The Earth The earthing system meust be at low dynamic impedance to safety disperse the discharged current. Earthing grids are highly variable from site to site due to geographical considerations. In some areas it is possible to use deep driven Rod;s for an efficient earth. In rock areas, radial strip earthing is used to best advantage.

6.16. 6.16.1

CONSTANT CURRENT REGULATORS Scope This specification defines minimum requirements for design of constant current regulator for Airfield Lighting System of Babo Facilities project.

6.16.2

General The constant current regulators shall consist of the static type thyristor controlled and regulated by solid-state components, steeples or with preset steps of output current, (resonant bridge with shunt thyristor type). Fixed brightness, brightness steps or steeples system as indicated on the drawings. Brightness control to be accomplished by local and remote control. On the front of the regulator an ammeter and a multi position selector switch shall be mounted to select remote, off, and local brightness control. To protect lamp life CCRs to have adjustable secondary over current protection set at 6.75 A. All equipment shall be tropicalized, vermin and dust proof and be designed for indoor use and for continuous use in the climate conditions on site. The regulators shall comply with specification L-828 of FAA, described in AC 150/5345-10E and will be provided with a door locks.

6.16.3

Types and sizes The following specifications shall be indicated on the applicable drawings Number of constant current regulators. Size (kW rating). Output current 6.6 A. Main supply (input voltage). Frequency 50 Hz. Working Voltage 5000 V or 3000 V as applicable. With door profection for the power supply LED on if CCRs operational

Prior to any ordering of equipment the requirement has to be fulfilled by submitting load calculations of the CCR units, based on the light fixture ratings connected to the concerned CCR as submitted to and approved by the Purchaser (load factor min. 55% and max. 85%). 6.16.4 Cables The indoor cables for power and control and the installation wires shall be sized as per drawing and shall be in accordance with chapter 20 "Indoor Cables and Wires" hereof. 6.16.5 Power Supply The regulators shall be suitable for a nominal primary input voltage of 400/231 V. (or otherwise if indicated on the drawings) and shall be connected between two phase or between one phase and neutral of the two core supply. The regulator shall maintain its output current at an input power of 400 V within the limits of + 10% and 5%, at any load between no load and full load. One phase or two phase will be available for control

circuits of 231 V. The performance and testing requirements shall comply with the relevant FAA Specifications, FAA AC 150/5345-10E. 6.16.6 Remote, Local and Brightness Control The regulators shall be built for manual control and remote control operations for 48 V DC. The manual and control switches will be located on the front of the regulator and easily accessible to an operator. The remote control shall be by pilot relays for 48 V DC over a telephone cable. The remote control desk located in the Visual Control Room shall be supplied from a separate DC power source in the tower. 6.16.7 Lightning Arresters Suitably rated lightning arresters shall be installed across the output terminals of the regulator to prevent lightning damage to the regulator. The ground side of the lightning arresters shall be connected to the earthing lug of the regulator. The arrestors shall be mounted inside or outside the regulator housing. 6.16.8 Cable Entrance The regulators shall be provided with cable glands for entrance of the supply cable, the series circuit cables and the remote control cables and also with an earth screws earth conductor with separate earth screws for each series cable. The glands shall be situated on the under side of the regulator. To provide monitoring of the status of the CCR's Monitors shall be inter corporated in the supply of equipment, if indicated on the drawings. 6.16.9 Back-Indication & Monitoring Means for positive back-indication shall be provided for all outgoing circuits. 6.16.10 Testing All regulators shall be tested in the factory before shipment. Copies of the test reports, showing compliance with the FAA Specifications (as far as applicable), their own factory specification and this specification shall be handed to the Purchaser. After installation each regulator shall be tested in operation prior to acceptance. Tests shall include all measurements as required by the Purchaser, but in any case current readings shall be made to show compliance of the outgoing current value with the values mentioned in the Specifications concerned for the various load conditions. Testing equipment shall be furnished for the testing period by the Supplier as part of this item, if not specified under a separate chapter: Test Equipment and Spare Parts. Test shall be conducted as directed by the Purchaser and shall be to his satisfaction. The Supplier shall be responsible for all equipment and materials furnished, and any equipment or materials found to be defective or damaged shall be replaced by the Supplier at his own expense. 6.16.11 Specifications Referred to and Applicable A. 6.17. 6.17.1

SERIES CIRCUIT MONITOR Scope This specification defines minimum requirements for design of series circuit monitor for Airfield Lighting System of Babo Facilities project.

6.17.2

General The monitor shall detect the status if the regulator and the constant current circuit or simultaneous switched circuits that it powers and shall comply with specification L827 of FAA, described in AC 150/5345-10E. It will be matched with the regulator so that is will function when the regulator is powering a load whose nominal normal value is between 50 and 100 percent of the regulator's rated capacity. An equipment shall be tropicalized, vermin and dust proof and be designed for indoor use (wall mounted) and for continuous use in the climatic conditions on site. The monitor win be provided with a door lock.

6.17.3

Types and Sizes The monitor shall be matched with the regulator and the concerned series circuit.

6.17.4

Cables The indoor cables for power and control and the installation wires shall be sized as per drawing and shall be in accordance with chapter 20 "Indoor Cables and Wires" hereof.

6.17.5

Power Supply The monitors shall be suitable for a nominal primary input voltage of 231 V, (or otherwise if indicated on the drawings) and shall be connected between two phase or between one phase and neutral of the two core supply.

6.17.6

Cable Entrance The monitors shall be provided with cable glands for entrance of the supply cable, the series circuit cables and the remote control cables and also with an earth screw or earth conductor with separate earth screws for each series cable. The glands shall be situated on the under side of the monitor.

6.17.7

Testing An monitors shall be tested in the factory before shipment Copies of the test reports, showing compliance with the FAA Specifications (as far as applicable), their own factory specification and this specification shall be handed to the Purchaser. 6.18. 6.18.1

DISTRIBUTION BOARDS Scope This specification defines minimum requirements for design of distribution board for Airfield Lighting System of Babo Facilities project.

6.18.2

General The distribution boards shall be of the free standing sheet-steel type with signal lamps, meters and selector switches on the cover doors. An equipment to be used shall be of the fun waterproof type, unless the distribution boards are placed in a waterproof substation. The equipment will be vermin and dust proof. The power supply to these boards shall be as indicated on the drawings. The distribution boards shall basically be executed as indicated on the drawings, final form depends on manufacturer. Connections shall be made to the main power and the standby power source. The distribution boards are to be constructed as separate cubicles, in such a way that short circuit explosions may only damage the bus bars and breakers in the compartment concerned. The division in compartments has to be made in a sensible and logical way. Extensions in a later stage must be possible by just adding one or more cubicles. On the doors of the panel nameplates have to indicate the destination of the circuits. If the Supplier, during the execution of the works, is aware of the fact that more or other circuits are required, he shall notify the Purchaser. In any case the Supplier shall give the boards such dimensions that, apart from the circuits already mentioned in these Specifications, some reserve space win be allowed for. Before starting construction of the distribution boards, shop drawings are to be submitted to the Purchaser, for his approval.

6.18.3

Bus bars Bus bars shall be of insulated electrolytic copper of 98% conductivity and shall have cross sectional areas large enough to limit the temperature rise, when carrying fun load, to 35 centigrade above an ambient temperature inside the enclosure of 55C but with a current density not exceeding 1.6 A per square mm in any case. Main bus bar fun load capacity shall be based on the ampere rating of the main switch.

6.18.4

Connections Bus bars shall have pressure-type lug connection for attaching feeders, unless main circuit breakers are indicated. Circuit breaker current-carrying connections to bus bars shall be of the bolted type, factory assembled. Stab-in type shall not be used. Bus bars for three-phase panel boards shall be of the sequence phase type connection and arranged for three-phase, four-wire mains. In addition to the three-phase bus bars and the neutral bus bar a fifth bus bar is to be provided as bare earthing bar properly connected to the cabinet. Bus bars shall have a 15 kA/ls rating or better.

6.19. 6.19.1

SUPPORT EQUIPMENT FOR AFL Scope This specification defines minimum requirements for design of support equipment for Airfield Lighting System of Babo Facilities project as described below

6.19.2

Support Frames Constant current regulators distribution boards cabinets etc. are to be mounted on a metal frame as indicated on the drawings or as recommended by the supplier of the equipment. The frame shall be stable enough to support the equipment and be fixed in such a way that enough space is maintained to instant the necessary cables and conduits.

6.19.3

Cable Trays Cable trays are to be provided are to be provided and installed at the location as indicated on the drawings. Cable trays can be used horizontally along walls or under ceiling or floors or can be used vertically along walls. Material for cable tray shall be galvanized perforated steel or p.v.c. Cable tray system shall consist of straight chapters and curved chapters with radius not less than 12 times the outside diameter of the particular cables it has to serve. Sufficient hangers or supports shall be provided with the system in order to provide a securely fixed system.

6.19.4

Cover Plates Open cable channels in floors of buildings are to be covered with profiled steel cover plates over the entire length of the channel and in between CCR s distribution boards, generators etc. The mounting shall be such that the top of the cover plates are flush with the adjacent floor level. The plates are to be provided with holes for lifting hooks. Size of the plates shall be such that plates can easily be lifted by one person, when removing from the channel.

6.19.5

Transformer Pits The transformer pits win be supplied and installed by third party. These pits win be ready made concrete types in accordance with the DGAC - standard drawings. An earthing terminal shall be provided in the pits, an earthing leads from primary cabling, transformers, lighting fixtures, counter poise wire, etc. shall be connected to this terminal.

6.20. 6.20.1

INDOOR CABLES AND WIRES Scope This specification defines minimum requirements for design of cable and wire for Airfield Lighting System of BABO Facilities project.

6.20.2

General An cables and wires used indoor will be PVC sheathed, termite proof and with copper conductors. Unless specifically indicated on the drawings, an cables for indoor use may be without metal shield. Cable type, size, number of conductors, strand and service voltage is as specified on the drawings.

6.20.3

Control Cables These cables shall be of the telephone type indoor cable with a tinned copper wire of 0.9 mm diameter, a PVC insulation and a PVC over sheath.

6.20.4

Cable Marker. An cables in cable channels or on cable trays shall be identified by means of standard strips to be approved by the Purchaser and stamped according to circuit identification as indicated on the drawings with letters and numbers 6 mm high. Circuit markers shall be secured to the cable. Circuit markers for indoor cables shall be spaced at approximately 5 metres distance, with additional markers at each end.

6.20.5

Separation AFL cables, low voltage and control cables shall be placed on separate cable trays or in cable elements. Minimum distance shall be 15 cm between cables of different voltage rating.

6.21. 6.21.1

EARTHING SYSTEMS Scope This specification defines minimum requirements for design of earthing system for Airfield Lighting System of Babo Facilities project

6.21.2

General An equipment system is to be provided that shall properly safeguard personnel and equipment. The equipment earthing system shall be designed to protect an metallic structures, cable trays, cabinets, machine frames, portable equipment and other conductive items in close proximity with electrical circuits. and shall operate continuously at ground potential and shall provide a low impedance path for possible earth fault currents. The equipment to be protected is normally located in the AFL equipment building, control room or control tower, as applicable. The earthing system shall comply with the requirements throughout the year, despite seasonal variations (moisture and temperature).

6.21.3

Connections The equipment earthing system shall be connected to the ground. Secondary services shall be grounded at the supply side of each individual secondary disconnecting means.

6.21.4

Earth Conductors A separate green or green/yellow insulated equipment earthing conductor or bare copper wire shall be provided for each single phase or three phase branch circuit. The required earthing conductor shall be installed in the ground or cable channel or duct as indicated. Earthing conductors shall have the sizes as indicated on the drawings. Individual earth conductors may be connected to a main earthing wire or strip mounted on the wan or floor of the equipment room.

6.21.5

Distribution Boards The Supplier shall determine the number and size of pressure connectors to be provided on an equipment earthing bars required in distribution boards and other electrical equipment for the termination of equipment grounding conductors. In addition to the active circuits, provide pressure connectors for and three-phase spares and spaces.

6.21.6

Earth Electrodes ( Rods ) The earth bars in the distribution boards, generator panels and other equipment must be connected to earth electrodes via the grounding conductors and clamps. The resistance to earth of each grounding system must be max. 1 , unless otherwise indicated by the Purchaser.

Ground rods may be used either singly or in clusters. Ground rods in cluster win only be accepted by the engineer, if installation of deep driven rods is not possible due to rock just below the surface. Drive the ground rods to ground water level for an effective and permanent installation, if conditions allow. A deep driven rod should be provided whenever conditions allow. If applicable a rod shall reach frost free soil levels. The distance between rods in clusters should be greater than the rod length. Provide for corrosion prevention by a proper choice of metals or by cathodic protection. Where ground water cannot be reached, chemicals such as magnesium sulphate (MgSO4) or copper sulphate (CuSO4) may be used to improve soil conductivity where necessary. Manufacturers of ground rods can provide data on such treatment. Provide for easy maintenance and periodic testing. Although driving ground rods deeper (sectional type) may be more effective than multiple rods, in many cases, soil variations and possible bedrock may make provision of additional rods less expensive. Location of an earth electrodes shall be clearly and permanently marked. Each earth electrode shall consist of solid copper rod or copper clad steel rod, if approved by the engineer due to soil conditions not less than 16 mm diameter and minimal 3 m long. The top of the earth electrodes shall be at least 15 cm under the finished ground. Each earth electrode shall be protected by a concrete earthing pit, inside 30x30 cm to be installed after the installation of the rods. The wiring between the electrodes and the earth bars of the equipment shall consist of bare copper wire, minimal 50 mm. 6.21.7 Testing Electrodes shall be placed in the presence of the Purchaser. Tests shall be made every 1 metre depth of the electrode during placing. Results to be recorded in the test report. The complete equipment earthing system shall be subjected to a megger test at each earthing rod and for the whole system. Certified test reports of the ground resistance shall be submitted to the Employer for approval. Necessary modifications required for compliance with a required value of 5 maximum shall be provided by the Supplier by placing longer rods or more rods. In order to carry out this testing the Supplier has to provide the necessary instruments, for the lasting period, if not specified under a separate chapter: Test Equipment and Spare Parts.

6.22. 6.22.1

REMOTE CONTROL SYSTEM Scope This specification defines minimum requirements for design of remote control system for Airfield Lighting System of BABO Facilities project.

6.22.2

Desk The simplified remote control desk shall be installed as a sub unit in an ATC desk in the visual control room. The contractor shall satisfy himself that adequate space is made available for mounting of the AFL remote control panel. On the desk shall be mounted the inuminated control push buttons. A mimic diagram, giving a simplified visual presentation of the lighting status on the airfield shall also be mounted on the desk. In the desk shall be installed the remote control relays, a rectifier/transformer and the electronic circuits or micro processor system. The desk shall be in accordance with AC 150/5345-3C, FAA specification for L821. Panels for Remote Control of Airport Lighting, as far as applicable and comply with the applicable chapters of Annex 14 and the Aerodrome Design Manual part 5.

6.22.3

Mimic Diagram The mimic diagram shall show which airfield lighting circuits are energized or not. The diagram shall be engraved on mosaic tiles or be printed by a photographic process on an approx. 1:10.000 scale, showing the simplified airport lay-out including the latest developments. The back indications shall be made by luminous points.

6.22.4

Equipment The remote control relays be 48 V, direct current, 80% responsiveness, switch over time approx. 10 mini seconds and coil dissipation of maximum 5 VA. The control and signal lamps shall be LED type or micro type with an approx. consumption of 2 VA. The control desk shall be equipped with a terminal board with flat plug jacket connections. A transformer for 231 V/48 V AC. and a rectifier for 48 V, AC/48 V DC shall also be furnished. The control does shall also be connected to a standby- power supply. Before starting construction of the control desk and the mimic diagram, the following data shall be submitted to the Purchaser for approval: a. b. a schematic diagram of the control console and substations: a dimensional drawing and material specification of the desk:

Cabling Inside the control tower and inside the AFL, building, a rack with terminal blocks for telephone type cable is to be supplied and installed for the connection of the indoor and outdoor remote control and back indication cables. The indoor cable to the control desk is to be mounted on cable trays. The outdoor cable is installed in ducts or directly buried as indicated. Underground remote control cable and back indication telephone type cable shall be in accordance with Chapter 1 hereof. The indoor cable may be without metal shield or armoring, if not specifically indicated on the drawings. No separate payment is made for the furnishing and installation of the indoor cabling. This cable forms part of the remote control system.

6.23 6.23.1

FLIGHT TESTS Scope This specification defines minimum requirements for design of flight test for Airfield Lighting System of BABO Facilities project

6.23.2

General Within sixty (60) calendar days after Reliability Tests, the approach lights and PAPI shall be subject to Flight Tests by the Purchaser or his agent. These tests shall be confirm to those set out in FAA Handbook OA-P-82001 (FLIGHT INSPECTION MANUAL) and other documents concerned. Flight tests shall be conducted during ILS flights test of Radio Navigation Aids. Flight tests for each airport win be completed within a flight time of twenty (20) hours and within a period of six (6) consecutive days. The Purchaser shall make arrangement of an aeroplane and crew necessary for the flight tests, and shall notify the Supplier the dates of the commencement of each of the tests within thirty (30) days after the date of completion of Reliability Tests. During flight tests to be carried out by the Purchaser or his agent, the Supplier shall make available at the Site his personnel for the purpose of assisting the Purchaser to carry out the checks smoothly and satisfactorily. The Supplier at his own expense, shall be responsible for calibration and make good such defects as found by the flight tests. In the event of re-testing by flights to be conducted by the Purchaser or his agent as a result of any such defects, the Supplier shall make available at the Site his personnel who witnessed the initial flight tests. The costs of providing an aeroplane, crew, inspector and equipment for each of the flight test shall be borne by the Purchaser (taken from the provisional sum). However, should the said flight times and period of flight tests he exceeded for any reason by the Supplier, the additional cost of any further flight test shall be borne by the Supplier.

6.23.3

Testing PAPI Systems Before flight tests are carried out a ground check should be executed to ascertain that the units are set to the correct elevation. The overran appearance of the system shall then be checked by flight testing during the day and night and the following points shall be observed. 1. 2. That the appearance of the light units forming each pair is similar. That the light units of each pair or wing bars shall change colour simultaneously.

That the light units of each pair of wing bars shall appear to be substantially in horizontal line. That the elevation setting of the light units forming the down wind bars or the "flyup" light units are such as would ensure the clearance of obstructions in the approach by a safe margin and comply with the minimum threshold crossing height as specified by ICAO for the most critical aircraft using this approach. That the effective range and horizontal coverage of the system appears to be satisfactory by day and by night. That other lights do not interfere with the signals emitted by the system. That the approach slope indicated by the light units is operationally satisfactory and where a non-visual glide path is also provided, the visual and non-visual indications are compatible.

When the aircraft is taxiing on the ground an runway lights, an taxiway lights and an apron edge lights shall show the same brightness throughout their respective systems.

6.24. 6.24.1

INSTRUCTION AND TRAINING Instruction and Training The Supplier shall design, develop, test and revise as necessary a course of instruction on the equipment, sub-system or system. This instruction shall, as a minimum, ensure the graduates win be able to: 1. 2. perform an system, sub-system and equipment/element adjustment without error; properly respond to system, sub-system or equipment/element malfunctions by recognizing failures, access and localize faults to replaceable units (such as printed circuit boards), take appropriate corrective action and properly evaluate/certify the system, sub-system or equipment after repair; plan, schedule and conduct system, sub-system or equipment tests to determine operational status; effectively use an test and working equipment, instruction manuals, diagrams etc.

This instruction shall normally be for eight (8) hours per day, five (5) days per week and shall be provided for six (6) technicians for a period of time of ten (l0) weeks. A syllabus of the training to be given, a statement of the recommended entrance knowledge level and an examination designed to assess the students capability to satisfactory complete the training shall be furnished to Purchaser. This new generation system utilize concepts and technology not incorporated in presently installed systems; therefore, this information shall be furnished in sufficient time to permit evaluation and pre-training of students if necessary. The Supplier shall furnish an on-the-job training (OJT) five (5) copies document designed to provide a proficiency up-grade program for technicians not scheduled for factory training and to enable follow-on technician proficiency through-out the life of the system. Where significant changes or modifications in equipment are made under the terms of the guarantee, additional instruction shall provided to acquaint maintenance personnel with the changes of modifications. An instruction periods shall be at such times as scheduled by the Purchaser and the performed during the regular working week. 6.24.2 Training on the Site This second phase training, which shall not be the subject to a financial quote, shall be provided by the Supplier's personnel, either on the job-site, or in special premises, as and when the works relative to contract progress. The Purchaser's personnel to be trained on the site will comprise technicians, chief technicians, and partly air traffic controllers. The instruction shall be provided for at least six (6) personnels for the Airport for a minimum period of five (5) weeks time.

The Supplier shall furnish five (5) copies o~ the documents designed to provide a proficiency up-grade program for technicians not scheduled for factory training and to enable follow-up technical proficiency through-out the life of the system. 6.24.3 Report and Certificates In the course and upon completion of the training the Supplier shall reserve the right to give examinations to the trainees on the respective professional fields, and shall report these results to the Purchaser. Upon completion of training the Supplier shall issue the Certificate of Training to such trainees as qualified for the respective job assignments.

6.25. 6.25.1

TEST EQUIPMENT AND SPARE PART. Scope This specification defines minimum requirements for testing and inspection of equipment and spare part Airfield Lighting System of BABO Facilities project

6.25.2

Test Equipment The Supplier shall furnish the Purchaser with the following testing instruments before the AFL work starts. 1 AVO meter, suitable for 500V. 1 clip-on Volt-Ammeter 1 Earth resistance tester complete with earth spikes and leads. 1 500 - 10.000 V range operation of megger hand operated (insulation tester). 1 steel tape of 50 m length. 1 carpenter level. 1 toolkit, containing pliers, screwdrivers, hammer and special required tools. 1 insulating oil testing set (for CCR's). clino matter for PAPI

6.25.3

Spare Parts-General Any spare part to be furnished under this item shall be interchangeable and suitable for replacement of the corresponding parts supplied under this Contract. Spare parts shall comply with the relevant standards and specifications and shall be prepared for storage by greasing or painting to prevent deterioration. Spare parts shall be properly packed for storage and shall be suitably marked for identification and intended use. Spare parts are to be furnished and delivered to site and are to be stored in the stores of the AFL building or any other place on the airport as may be indicated by the Purchaser. The Supplier shall also deliver steel storage racks, for storing the spare parts and test equipment.

6.25.4

Spare Part - List of Different Items The Supplier shall furnish the following number of spare parts for an the types of light units as used in the Works as manufacturer recommendation

6.26. 6.26.1

ROUTE MARKERS AND IN-LINE CONNECTION MARKERS Scope This specification defines minimum requirements for design of markers for Airfield Lighting System of BABO Facilities project

6.26.2

Material The markers shall be pre-fabricated concrete slabs of 60 x 30 x l0 cm, with reinforcing steel diameter 8 mm at 75 mm spacing in both directions. The concrete shall be conform to the chapter for structural concrete of the General Specifications of the civil works, using 1 inch maximum aggregate. The Supplier shall impress the word "AFL" or "R.C." or "L.V." or "SPLICE" or "WATER" or "SEWER" or TEL, etc. as required plus directional arrows on the slabs. The Supplier shall also impress additional circuit identification symbols on each slab if so specified or directed by the Purchaser. The letters shall be approximately 10 cm high and 7.5 mm wide, with width of stroke 1 cm and 0.6 mm deep. The top surface shall be painted bright orange with paint suitable for uncured exterior concrete.

6.26.3

Placing Each cable run parallel to the line of AFL lights and from the line of lights to the equipment building shall be marked at approximately every 60 m along the cable run, with an additional marker at each change of direction of cable run. An other cable or pipe buried directly in the earth shall be marked in the same manner. Where two or more the same cables are running in the same trench one marker each 60 m may be allowed. Route markers shall be installed directly above the cable or pipe immediately after backfill and extending approximately 2 cm above the finished surface. The location of each underground cable splice except at lighting units or isolating transformers, shall also be marked by a concrete marker slab placed above the connection. The Supplier shall impress the word "SPLICE" on these slabs. After installation the disturbed area shall be leveled and compacted and surplus excavated material etc. shall be removed.

6.26.4

Measurement and Payment The number of route markers to be paid for shall be measured by the unit, completed, installed and accepted by the Purchaser. Payment will be made at the contract unit price per each for route makers.
