Marlton Playgrounds makeover will
be complete by Memorial Day, according
to township manager Bill Cromie.
The township was approved for a
$250,000 grant through the Burlington
County Freeholders and the Municipal
Park Development Assistance Program
in August.
Since then, the township allocated an
additional $150,000 from the rec complex
through a recently passed ordinance.
The township spent $300,000 on equip-
ment and $93,000 on installation with
the remainder of the money to be spent
on fencing and additional amenities in
the area.
The playground is 10,000 square feet,
the same area as the wooden play-
ground, which was in the same location.
It will certainly accommodate a lot
of children, Cromie said.
The township will realize savings
from the new park.
Approximately $5,000 will be saved
per year as a result of the low-mainte-
nance playground.
The old wooden playground needed
constant repair, according to Cromie.
It was sanded and sealed annually, in
addition to raking and replacing the
mulch.

Playground meets American
with Disabilities Act standards
The new playground will have
a solid rubber ground with plas-
tic and metal structures, all of
which meet Americans with Dis-
abilities Act standards.
That, to me, was one of the
things I wanted to get accom-
plished, Mayor Randy Brown
said.
Brown said the playground is
much safer, and he is happy
with the project.
Its just an outstanding play-
ground, he said.
According to Cromie, the sur-
face of the playground is the most
important detail.
Wheelchairs or strollers can
easily access the rubber surface.
Additionally, some of the appara-
tuses on the playground will be
able to be used by wheelchair-
bound children.
Some of the things that were
designed are compliant to the
ADA, Cromie said. Its very wel-
coming for autistic children.
Some of the things at ground
level will be good for children in
wheelchairs as well.
The playgrounds design is
Treasure Island playground.
Children will be able to play on a
ship with sails, and the ground is
blue and made to look like water.
In addition, there will be multi-
ple sets of swings, and an en-
closed three-story tower for kids
to play on to get to the slide,
Cromie said.
A bench dedicated to Shawn
English, a Cherokee High School
graduate killed by a drunken driv-
er, will be placed in the complex,
according to Brown. Englishs
family has already purchased the
bench.

Budget being held
up by Senate bill

The township council once
again did not introduce the 2013
budget at its most recent meet-
ing.
Mayor Randy Brown is deter-
mined to help get state Senate bill
1896 passed before the budget is
due to the state, and he said it is
gaining traction.
Were getting more support
for the bill, Brown said. Eliza-
beth [City] mayor [J. Christian
Bollwage] demanded they look at
the legislation. Its good a mayor
of a city that size sees whats
going on.
The bill would allow schools
and other entities to create a re-
serve for tax appeals, removing
the financial burden from the
township, township manager Bill
Cromie said in March.
According to Brown, Teaneck
also put its support behind the
bill.
Our voices will finally be
heard, Brown said. Its continu-
ing to gain ground.
In other news:
The township council passed
a resolution authorizing a memo-
randum of cooperation between
the township and Friends of the
Black Run to preserve the area.
According to Brown, the coun-
cil hasnt made decisions on the
area in the past due to a lack of
direction.

Resident discusses first day
of school for upcoming year
I am writing this letter as a concerned
Evesham resident, as well as a teacher and
a parent.
My wife Lisa might be one of the few
parents in Evesham who knows the calen-
dar for the 2013-2014 school year has been
released.
She was looking it over, and to her sur-
prise ,she noticed the first day of school is
Friday, Sept. 6,. It also happens to fall on the
second day of the Jewish Holiday of Rosh
Hashannah.
We realize that Evesham Township
schools have always been open on the sec-
ond day of Rosh Hashannah, and consid-
ered an excused absence for missing the
day. This policy is more than appropriate
any other year than this coming year.
Our concern has little to do with a
missed day of school, knowing well that
the work will be made available.
The concern we have is 100 percent in re-
lation to missing the first day of a new
school year!
The first day sets the tone for the school
year to come.
Teachers set forth the plan for the year.
They build excitement for the coming year,
they bond together as a class, and partner-
ships are made that day.
You only have 13 first days of school!
A child missing the first day of school
starts the year off at a great disadvantage.
Again let us be clear, this is not about
missing a day of school, but missing the
first day of school!
There are quite a few families who are
affected by this.
We are put in a terrible position by ob-
serving our religious beliefs and setting
our child up to feel like an outcast and
falling behind for missing the first day.
We hope that the board of education can
take this matter under serious considera-
tion, as the school year is five months away.

ith each passing day, it
seems as though it gets
harder and harder for peo-
ple to smoke cigarettes in public.
Not that thats a bad thing, necessar-
ily. It has been medically proven, after-
all, that cigarettes are addictive and
harmful to the health of both the
smoker and the people who inhale sec-
ond-hand smoke.
But at what point are we taking the
regulation of smoking too far? Or,
rather, is there a too far when regu-
lating smoking?
Much like alcohol and gambling, cig-
arettes are a highly taxed and regulat-
ed, yet completely legal, vice.
Unlike alcohol and gambling,
though, the act of smoking itself is
harmful to others, whereas drinking
alcohol and placing a bet are not. So it
makes sense, then, that the govern-
ment is doing everything it can to pro-
tect non-smokers from being negative-
ly affected by smokers.
That deserves an obvious bravo.
The move toward healthier public
living began with the outlaw of smok-
ing inside bars and restaurants. No
longer were there smoking and
non-smoking sections; smokers had
to travel outside to enjoy a puff.
These restaurants and bars coun-
tered by building decks, porches and
other attached structures where smok-
ers could inhale, and non-smokers
could frequent at their own risk.
Next came the outlawing of smoking
in cities and publicly-owned property
such as parks and recreational areas.
Now, these health improvements
have begun to trickle down to the local
level.
Municipalities throughout New Jer-
sey are beginning to propose, and pass,
smoking bans on public property, at
parks and recreational facilities.
We applaud any move that improves
the health of the majority, but we cau-
tion municipalities to be careful not to
take it too far.
Cigarettes are not a controlled sub-
stance, so rules that govern how they
can be regulated are limited.
Earlier this year, Oregon tried to
make cigarettes a controlled substance
in their state, but that idea didnt pass
as of yet.
Were all for improved public health
and for not punishing non-smokers.
But we dont want to do it at the ex-
pense of the rights and freedoms of
smokers.
No smoking, no problem?
Is our government taking smoking bans too far?
Your thoughts
Do smokers have a right to puff outside
in public places? Are we taking smoking
bans too far, or are we not taking them
far enough? Let your voice be heard.

The Friends of the Black Run
was started in 2007, a year after
Brown was elected to office, ac-
cording to PinelandsAlliance.org.
According to the organiza-
tions site, it is a coalition of local
students, educators, environmen-
tal commission members, Eve-
sham Township, Pinelands
Preservation Alliance, REI and
others who are focused on pre-

school curriculums and promot-
ing passive recreation opportuni-
ties.
The area is located between
the Kings Grant neighborhood
and Marlton Lakes.
The organization is working in
conjunction with Clean Commu-
nities, in addition to receiving six
signs to be placed around the pre-
serve.
Furthermore, the organization
has obtained sponsorship from
major outdoor companies, ac-
cording to John Volpa, liaison be-
tween the township and Friends
of the Black Run.
According to Volpa, theyre
working on funding from
Burlington County to continue to
improve the area.
We want to enhance your ex-
perience at Black Run and then
get that funding to make it hap-
pen, Volpa said.
Eighteen students recently
lent a hand to do cleanup and
learn about the area.
On May 19, the morning of A
Taste of Evesham, there will be a
cleanup at Black Run from 9 a.m.
to noon with a staging area at
Marlton Middle School, Volpa
said.

According to Brown, the
areas for redevelopment, previ-
ously approved by the council,
have been sent back to the plan-
ning board, due to an appellate
court ruling.
The board will make a deter-
mination on further documenta-
tion or more testimony to keep it
on track, Brown said.
No further details on the mat-
ter were provided.
The next township council
meeting is scheduled for June 11,
due to Evesham Township School
Districts art show being held in
the municipal building located at
984 Tuckerton Road.

Sheriff seeks $321K in grants
for three safety programs
Burlington County Sheriff
Jean Stanfield is seeking $321,000
in grant funding to support three
county safety programs.
The funding, from the New Jer-
sey Division of Highway Traffic
Safety, will expand Stanfields
Child Passenger Safety Program,
Pedestrian Safety Program and
Comprehensive Traffic Safety
Program.
The safety of Burlington
County residents is our top prior-
ity, said Stanfield. These proj-
ects combine education with
tough multi-jurisdictional en-
forcement. We anticipate that
this will have a significant impact
on traffic safety in our county.
Stanfields Child Passenger
Safety Program is extremely pop-
ular with families who have small
children. Child Passenger Safety
technicians are fully trained and
must recertify every two years in
order to participate in this pro-
gram.
The sheriff requested an addi-
tional $7,000 for the 2012-13 Child
Passenger Safety Program which
ends on Sept. 30, to hold six addi-
tional safety events and to pur-
chase 40 child safety seats that the
department distributes to fami-
lies that are unable to provide
their own.
A total of $26,000 has been re-
quested for the next year that
runs from Oct. 1, through Sept. 30,
2014.
This will enable Stanfield to
provide 20 child safety seat
events, 30 education programs,
and purchase additional child
safety seats.
The Pedestrian Safety Pro-
gram is new this year.
Pedestrian fatalities in the
county rose significantly during
2012, and we have already experi-
enced several pedestrian fatali-
ties at the start of 2013.
This project will use a three-
prong approach of education, en-
forcement and engineering to ad-
dress the important issue of
pedestrian safety, said Stanfield.
The Sheriff s Department has
officers trained by the state to
conduct pedestrian decoy opera-
tions and will partner with local
municipal police departments
throughout the county. Both driv-
ers and pedestrians will be given
warnings along with information
about pedestrian traffic laws.
Traffic safety is also a priority
for Stanfield. She has requested
$258,000 for this program; $75,000
will be added to the existing Com-
prehensive Traffic Safety Grant,
which runs through Sept. 30.
These funds will be used for
proactive traffic enforcement
along the 23 miles of the Route
130 corridor that run through
Burlington County.
For the fifth year in a row, this
stretch of roadway has been de-
clared the most dangerous by the
Tri-State Transportation Cam-
paign.
Sheriff s officers and munici-
pal police officers will work to-
gether for traffic enforcement.
Traffic studies will also be con-
ducted to measure compliance
with speed and pedestrian laws
before and after the operations to
determine the success of the pro-
gram.
For the 2013-14 year, Stanfield
has asked for $150,000 for the
Route 130 corridor. The remain-
ing grant funds will allow the
sheriff to continue free defensive
driving classes, crossing guard
training, the Share the Keys Pro-
gram for teen drivers and their
parents, bike and pedestrian safe-
ty education programs and gener-
al public awareness initiatives
about driving safety.

The following report is on file
with the Evesham Township Po-
lice Department:
On May 2, following a joint in-
vestigation with the Cherry Hill
Police Department, the Evesham
Police Department issued an ar-
rest warrant for a 22-year-old
male from Inverness Circle in
Marlton.
The investigation found that
the suspect, an employee of the
Friendly Pet Care, a Marlton-
based dog-walking business, stole
jewelry from a clients home dur-
ing his rendering of services. The
stolen jewelry is valued at $600.
This investigation is ongoing
and the investigation has re-
vealed that other victims of the
suspect may have yet to be identi-
fied.
The department is asking the
public to assist in this investiga-
tion and contact the Evesham Po-
lice Department if you have any
information regarding other po-
tential victims.
Additionally, the department is
seeking the publics assistance in
locating and arresting the suspect
on the outstanding theft warrant.

Young artists are being sought
for the Medford Arts Centers an-
nual Youth & Teen Art Showcase.
The show is open to artists in
grades six through 12 who live in
the Lenape Regional High School
District area, although they may
attend any school.
All original art, whether paint-
ing, drawing, sculpture, photog-
raphy, computer-generated art,
mixed media, collage or fiber art,
will be accepted.
Each teen may submit one
work. Works may be dropped off
on Friday, May 24 between 1 p.m.
and 5 p.m. or Tuesday, May 28,
from 3 p.m. to 5 p.m.

County parks to go smoke-free beginning
May 31 for World No Tobacco Day
Burlington County freeholders
announced that all county parks
would go smoke- and tobacco-free
beginning on May 31 in honor of
World No Tobacco Day.
On May 31 every year, the
World Health Organization and
partners world-wide recognize
World No Tobacco Day to high-
light the health risks associated
with the use of tobacco and to
promote quitting smoking.
According to the WHO, tobacco
use is the single most preventable
cause of death globally and is cur-
rently responsible for killing one
in 10 adults worldwide.
We all know that smoking is a
serious health risk, but second-
hand smoke, even breathed out-
doors, can cause major health
problems as well, said Burling-
ton County Freeholder Joanne
Schwartz, liaison to the health de-
partment. Making our parks
smoke- and tobacco-free is just a
small step that the county can
take to help promote healthy liv-
ing.
Recently the Tobacco-Free for a
Healthy New Jersey group
reached out to the county to con-
sider making the county smoke-
free. This group has approached
several counties and municipali-
ties in the region to go smoke-free
as well. The county Health De-
partment partnered with Re-
source Conservation and the to-
bacco-free group to formulate a
plan to go smoke-free.
On behalf of the American
Cancer Society, Eastern Division,
I am particularly pleased to con-
gratulate the Burlington County
Board of Freeholders for their
commitment to improve the pub-
lic's health by making all of the
county parks smoke-free, said
Fred M. Jacobs, MD, JD, chief
medical officer, American Cancer
Society, Eastern Division. This
sends a strong message to the
youth of the region that the elect-
ed leaders of their community do
not endorse smoking in public
places under their jurisdiction.
Such actions by communities
across our state, supported by the
American Cancer Society, contin-
ue to increase awareness of the
dangers of cigarette use and has-
ten the day when this public
health menace is no longer a
threat to any of the citizens of
New Jersey.
Signs will be put in all of the
county parks announcing that the
county will be smoke- and tobac-
co-free.
County Park rangers will edu-
cate park guests about the county
parks going smoke and tobacco
free and will encourage visitors
to be respectful to the new policy.
