TAC L O BA N CITY- All incumbent congressmen from the region get fresh terms during last Mondays midterm elections with only Northern Samar Rep. Raul Dazas fate remains hanging.
And of the 11 reelected congressmen, only Samar Rep. Milagrosa Tan (second district) has yet to be proclaimed by the provincial board of canvassers though her winning margin appears to be comfortable against her rival. Also, all the winning congressmen belong to the ruling Liberal Party save for Leyte Rep. Ferdinand Martin Romualdez who is the president of the Lakas-Christian Muslim Democrats, Samar Rep. Tan (Nationalist Peoples Coalition), Southern Leyte

Tan (NPC), who was disqualified by the Commission on Elections on issue of residency, still managed to obtain 53,795 votes. Tans sister-in-law, Milagrosa, is on her way to poll victory again as Samars second congressional district for her second term. Dominic proclaim as new Leyte governor, looks for a better relationship with Tacloban govt
TACLOBAN CITY Leopoldo Dominico Dominic Petilla was proclaimed by the provincial board of canvassers as the new governor of Leyte. He ran unopposed. The 48-year old new governor was proclaimed at 10 p.m.Thursday by the board of canvassers, chaired by Leyte elections supervisor Richard Alvin Japzon, after the town of Calubian was able to transmit their result at 8:10 p.m. Petilla garnered 394,243 votes while his vice governor, outgoing board member Carlo Loreto, obtained 315,528 votes. The new governor of the province is the younger brother of former governor Carlos Jericho Petilla who is now the Secretary of the Department of Energy. I would like to focus on economy of the province to compliment the projects that my brother did during his term, Petilla said when asked what would be his priority programs. He added that if he focuses on development and improving more the economy of the province, this would mean better relationship with its neighboring local government units that include Tacloban City. The provincial government has a hostile relationship with the government of Tacloban, a highly urbanized city (HUC) which is administratively independent from the former. Even if you are now an HUC, you still need the help of other local government units to compliment your economy; the city needs people from the province and the province needs Tacloban to grow. In that sense we both need each other to grow and both of us needs to grow, Petilla said. Mayor Alfred Romualdez said that he is hoping that the city and the province under a new governor would enjoy a good relationship. Romualdez acted as wedding sponsor of the new governor.(ROEL AM-

Election of Sambo as vice mayor, good for Mayor Romualdez, aide said
TACLOBAN CITYAfter proclaiming outgoing Councilor Jerry Sambo Yaokasin as the new vice mayor of this city, the information officer of the city government declares that she expect a good flow of legislative action at the Sangguniang Panlungsod for the next three years. City information officer Bernardita Bering Valenzuela said that they are happy that Mayor Alfred Romualdez won in the mayoralty race over out-going An Waray Representative Florencio Bem Noel who was endorsed by President Benigno Noynoy Aquino thru an audio message in a rally. We are happy of the May 13 election. But it will be better if all of our lineup have been elected so that they can have the chance also to serve the Taclobanon, Valenzuela said in an interview with Leyte Samar Daily Express. Valenzuela also said that she have already talked with Councilor Niel Glova who retained his position to be more supportive with the plans of the city government under Mayor Romualdez. Yesterday, I congratulated Councilor Glova that he still retained his position in which I requested him to be more supportive to the plans of the city government in order to help the Taclobanon improved their lives, Valenzuela said. In the next three years, I hope Councilor Glova will never oppose any of the plans of the city government of Tacloban just like what he did in the previous years, Valenzuela added. Concerning the new vice mayor of this city, Valenzuela said that Yaokasin must have his own political adviser who can advise him with the right decisions and action as a vice mayor. Sambo is a very religious person the same as Mayor Alfred who is also very religious with regards to their respected religion. That is why, I trust both of them that they will help each other for a better Tacloban, Valenzuela said. I hope that outgoing

FC: For the first time in the diocese, a year after his arrival, a Diocesan Pastoral Assembly (DPA) took place to assess the Christian Life and how to renew and deepen it. It was followed by DPA I, II, III and on the 10th anniversary of his installation as the second Bishop of Maasin, the First Diocesan Synod of the Diocese was celebrated. Diocesan gatherings have been done to awaken the faith of the faithful. Because of such activities, I believe, the Catholic population rose from 88% in 1995 to 92% in 2010 (based on our studies). Religious priests, sisters and brothers start coming to the diocese. An orphanage was constructed in SJC extension. A hostel was also constructed for those youth displaced by the landslide. Restaurant Management (HRM) courses. All courses are now CHED recognized courses. There are 300 working studentsscholars in SJC. The bishop is the one responsible of making the SJC as an educative family. The parents and students recollections and retreats are institutionalized. There are many more things you can see if you visit SJC. And thanks to the visionary leader of the school and the diocese, Bishop Cantillas. ays after the 2013 midterm elections, Filipinos generally were surprised by the results that mostly brought back to power political families and incumbents. While some people were yearning for change and freshness in the political scene, somehow things have altered the voters minds before the actual moment. Majority did not want to gamble with their votes; they wanted to be sure that their votes will go to the right candidates who will continue to make a difference, leaders who are better choices. Even the Presidents endorsement was not an assurance of winning. The President from the start of his term has campaigned of ridding the government of corruption; his fight for matuwid na daan became a gauge in selecting candidates. The amount of money given did not mat-
ter to voters anymore. They accepted from all candidates regardless of their party affiliation or support. With allegations of massive and rampant vote -buying and selling, people were asked why they took the money given to them by both camps, most of those who were interviewed shared that it is only during election time that they are able to get back some of the taxes they paid to government. For those who are non-taxpayers, they claimed that election time is sharing time of wealth possessed by a few in society. With allegations of all sorts of election-related shenanigans before and even during Election Day, no amount of political tactics could change the reality that people have become

the First Letter of St. Paul to the Corinthians which says, There is diversity of gifts, but the Spirit is the same. There is the diversity of ministries, but the Lord is the same. There is diversity of works, but the same God works in all. Although in recent times, accounts about the physical presence of this so-called cloven tongues of fire actually pouring down upon the faithful are nil, there are parallel chronicles of the shrouding of the Holy Spirit upon the believers. These tongues of fire, believed to be imagery of the Holy Spirit, come upon the faithful and inspire them with various gifts. In the Catechism of the Catholic Church, it is told that the gifts of the Holy Spirit are permanent disposition which make us docile in following divine inspirations, which are wisdom, understanding, counsel, fortitude, knowledge, piety and fear of the Lord. The Holy Spirit is also said manifested by the fruits that faithful bear in himself, namely charity, joy, peace, patience, kindness, goodness, generosity,
When the time for Pentecost was fulfilled, they were all in one place together. And suddenly there came from the sky a noise like a strong driving wind, and it filled the entire house in which they were. Then there appeared to them tongues as of fire, which parted and came to rest on each one of them. And they were all filled with the Holy Spirit and began to speak in different tongues, as the Spirit enabled them to proclaim. (Acts 2: 1-4) Tonight clergy, religious sisters, lay faithful and members of faith communities including media practitioners in certain areas within the Archdiocese of Palo will gather in accord to commemorate the coming of the Advo-
cate (the Paraclete) whom Jesus said God the Father will send upon the apostles after He ascends to Heaven. They will be re-experiencing the same empowering that happened that Day of the Pentecost, by way of a Vigil slated this evening till the early morning of May 19 at the Tacloban Astrodome. Called in other Bible versions as Comforter, others Helper, others still Counselor, the Advocate which is the Holy Spirit, as the Bible spoke, indeed descended upon the apostles and the Blessed Mother who were then gathered in the upper room on the day of Pentecost. educated voters; they are now more empowered to sift or filter information. They also have learned from lessons of the past where they have been victims of false promises. Candidates who promised to give more after casting votes did not make it. People do not believe in promises anymore. Unless P-Noy and his successors will be able to weed out graft and corruption in the country, vote selling and buying will not be stopped. People will take advantage of candidates. gentleness, faithfulness, modesty, self-control, and chastity. Catholic catechism describes the fruits of the Holy Spirit as perfections formed in us as the first fruits of eternal glory. In one Bible Diary it is stated, (On Pentecost, which is tomorrow in this year) the Church sings out the ancient prayer, Come Holy Spirit! We pray that we might experience today the vitality, enthusiasm and courage of the early Church, and that our efforts to evangelize this troubled world of our will meet with the same success as those who felt the strong rushing wind of the Holy Spirit on the day of the Pentecost. It continued with the hope that the people open themselves to the gift of the Holy Spirit by praying with great fervor, Come, Holy Spirit. Rev. Fr. Amadeo Corpuz Alvero, chairman of the Archdiocese of Palo Commission on Social Communications, stressed, The Archbishop wants us to celebrate the Diamond Jubilee of our Archdiocese of Palo as Diocese through the Holy Spirit guiding us towards Holiness. He added, We allow the Holy Spirit to make us holy so that we can become true communicators of holiness to others. He said, this Pentecost Vigil is an occasion for all of us to experience the power of the Holy Spirit
than imposed loyalties. Thanks to the social media and the press who have helped changed the minds and perception of the public, real democracy worked. People are no longer influenced by mudslinging and other forms of dirty tactics. It can be seen in the race among councilors where the best in the opposition ticket made it to the line-up.

IT IS OUR TURN
Has any of us known a secret Christian? No. Because, if it had been a secret, how come you or me know it? There can be no Secret Christian. If you are a husband, you will never be content until you have told your wife and family about Jesus Christ. And if you are a parent, I am sure you will be eager to make the Gospel known to your children. It is a great and holy fire that will burn and not smoulder. The story about Jesus Christ will be told until the end of time by his witnesses. St. Paul, though a prisoner in Rome for two years before his execution, welcomed all who came to him, preaching the kingdom of God and teaching about the Lord Jesus Christ (Acts 28:30-31). John the Evangelist ends his Gospel saying that, This is the disciple who is bearing witness to these things, and who has written these things; and we know that his testimony is true (Jn 21:24). It is now our turn to witness to Christ in our own time. For we too live the same risen life as the first Christians did, and we live by the same Spirit of Jesus. We have kept the memoirs and letters of the Apostles as an eternal reminder of that early and fresh faith, which spread like wildfire throughout the known world. We too are carriers of that fire. It is a great privilege to bear witness to the living Christ, a privilege not given to angels in heaven because they cannot bear witness to Christs saving power. They have no experience of salvation because they were never sinners, but we who were once sinners, have been saved by Jesus, and therefore we have the exalted privilege of witnessing to Christ the Saviour, both in word and deed. heaven can he recover that money if he will only rely on the salary and rata of his position. Its not easy now a days to win for an elective position. A candidate for councilor in a small town has to spend nearly 1 million to win the elections. How much more for the position of Mayor, Congressman, or Governor. In Northern Samar, vote buying is so rampant that fake money were circulated to fool the people that a certain candidate is giving 5,000 per voter. Philippine elections is a sham, it does not reflect the true will and sentiment of the people but it is the value of money that makes the candidate win. To solve this problem, let us abolish the PDAF of Congressmen and Senators. Lets see if the candidates will still buy votes. Let us provide the funding to the proper government agency in charge of such projects. Our elective officials are only wasting the money of the government.
Vote- buying was so rampant in the last elections. There is vote buying from all over the country from Batanes to Jolo. The amount used in vote buying ranges from 500 to 5, 000 per voter. It has become part of the election strategy that without it no candidate can expect to win. It is sad to note that the Philippine elections is now for the rich and famous without any more consideration of the qualifications of the candidate as to competence, honesty and integrity. Philippine politics is getting worse. Gone are the days that winning an
elective position is based on intellectual competence and character. This writer is not surprised why we have so many elective officials who have no competence to hold high government positions and who are corrupt because they want to recover what they have spent in the last elections. The result is ghost projects, substandard roads and bridges, school buildings and ports. In Region 8, vote buying is so rampant in all parts of the region, especially in the 3 provinces of Samar. A candidate for Congressman or Governor has to spend, a minimum of 2, 000 per voter. How in

worst blow was using the Presidents personal endorsement, the worst tactic and move done by the opposition, where the President was given a prompter that belittled Tacloban. The people banded together, with a silent rage inside that was ready to erupt. Taclobanons are known for their pride. When pushed too much, they have a way of banding together even just in their thoughts; so that when their sensibilities were insulted by a brother from Manila, all hell broke loose. Getting the endorsement of the President did not sit well with
people who experienced negligence and disregard from him and his mother. Nevertheless, Taclobanons are peaceable and resilient people. Just let them be for a while. They can move on and forgive but cannot easily forget. After all that has been said and done, we must not forget Lao-Tzu, a Chinese philosopher who said that, The supreme excellence is not to win a hundred victories in a hundred battles. The supreme excellence is to subdue the armies of your enemies without even having to fight them.

Sisterhood ties forged between Makati City and several local government units also delivered many votes to Binay on Election Day. These deals were signed during the stint of Nancys dad, then mayor and now Vice President Jejomar Binay. Local officials in the region have debt of gratitude to Binay. They got free accommodations in Makati during Manila trip. Politicians also receive financial assistance from the (Makati) city government, Lim said. Makati City government website revealed that sisterhood agreement has been forged with 30 Eastern Visayas towns and cities. The first to establish agreement was the municipality of Can-avid, Eastern Samar in 1993. Sisterhood pacts were also signed with Zumarraga, Samar in 2002; Palompon, Leyte in 2003; and Palo, Leyte also in 2003. In 2008, agreements were signed with local government units (LGUs) of Calubian, Alangalang, Julita, San Miguel, Dulag, and Burauen in Leyte; Sta. Rita in Samar; Her-
nani in Eastern Samar; and Kawayan in Biliran. Linkages were established in 2009 with LGUs of Calbiga, Matuguinao, San Jose de Buan, Sta. Margarita, Calbayog City, Basey, Motiong, and San Jorge, all in Samar; Dagami, Mayorga, Bato, Hindang, and La Paz,all in Leyte; Biliran and Naval in Biliran; and Saint Bernard in Southern Leyte. In 2010, Borongan City sealed friendship ties with Makati, the political bailiwick of Binay. The debt of gratitude compelled local politicians in the region to campaign for Nancy Binay, dropping other candidates of the Liberal Party-led Team PNoy. In some areas in Leyte, sample ballots were distributed by mayors replacing the name of Risa Hontiveros, Ramon Magsaysay, Jr., or Jamby Madrigal with the name of Nancy Binay. Lim said its not surprising to know that even in areas ruled by Liberal Party candidates; Binay got high votes while other Team PNoy candidates are out of the so-called Magic 12. Local politicians have no more respects of party stands, they just support national candidates who have more resources during election period, regardless of their party affiliations, she added.
