Charity Care: some of the hospitals cost of caring for the uninsured and
underinsured must be shifted to others in the form of higher charges. For example, in Maine, the health care providers charity care and bad-debt writeoffs amounted to approximately $163 million in 1999 ($41 million in charity care).
