GreenTech Automotive still eyeing Tunica
Written by By Brooks Taylor Thursday, 24 March 201116:28
The selection of Tunica County as the site of a multi-million dollar automotive plant In 2009 was a coup for local
economic development officials. GreenTech Automotive unveiled prototypes of its hybrid and electric vehicles on
June 6, 2009, and announced plans for a manufacturing facility on the county's Metro Mega Site near Robinsonville
in North Tunica County.
Since then, little information has been forthcoming about the project, until Green Tech opened a local office on
Highway 61 here late last year. Now company officials are making a push to purchase land in the county and start
site preparations by the end of June, according to GreenTech's assistant plant manager Lindsey Garner.
Meanwhile, the company has leased the vacant Dover Elevator plant in Horn Lake and plans to have test models
coming off the assembly line in July.
"We'll have full production on one shift in December, at least/' Garner told Rotarians last week.

FAST FACTS:
Green Tech broke ground in Tunica earlier
Land not ready In Tunica
Company leases old Dover Elevator property
This could be doubly good news for North Mississippi since the company had already announced plans to build in
another nearby County.
GreenTech Automotive is said to still be on track to build it's electric cars and hybrids in Tunica, but competitive
pressure from Chevy, Nissan and others prompted the Chinese company to shift it's production into high gear and
find a start-off location in Horn Lake.
GreenTech unveiled it's new electric and hybrid models at a splashy press conference last year, and promised to
start building these models in Tunica within three years.
Now, as Chevy and Nissan prepare to sell their own electric models, the Chinese company decided it couldn't wait
any longer.
It signed a lease on old Dover Elevator property in Horn Lake with it's signature elevator tower to start building cars
within six months.
Mayor Nat Baker landed the carmaker through persistence and hard work. "A lot of work. A lot of work from the
neighborhood, Delta Tech College being one, Northwest Junior College, Mississippi State being here in the area and
a trained work force."
We're told GreenTech plans to have equipment on site for installation by December, and plans to begin production
of its' electric car model by March or April of next year.
Even though the lease here is said to be temporary, we've learned there's already talk of making this a permanent
part of Green Tech's operation, either as a replacement for, or as a tandem plant to operate alongside the one
planned for Tunica.
The cars here will be built with Chinese parts and shipped to waiting owners in China and Europe where they
company is said to have a long list of backorders for the vehicles.
The plant will start with one hundred employees and could have more than 5-hundred working here within 18
months.
And once Baker gets the automaker here working, he aims to keep them here. "We discussed maybe using their
option on the three years after that three years is up they've said maybe they will be interested In staying here."
We're told there's no plan to scale down the company's plans for it's Tunica site, though insiders there tell us the
excitement has cooled considerably there as construction seemed to get bogged down.
But we're told the company might well operate in both locations within the next couple of years.

Smart Auto I GreenTech Automotive to Build Affordable Green Hybrid and Electric Vehicles in the U.S.
By Shamila Janakiraman
TMCnet Contributor
Terence R. McAuliffe, Chairman of GreenTech Automotive, recently announced his company's commitment to build
and deploy affordable green hybrid and electric vehicles in the United States.
The announcement was made at the 2010 Annual Meeting of the Clinton Global Initiative. McAuliffe said that
GreenTech Automotive (GTA) was focused on providing green technology at affordable rates to consumers.
GTAproposes to manufacture MyCar, a Neighborhood Electric Vehicle {NEV) that is expected to start In the United
States in mid-2011. The first MyCars will be sold to consumers at a discounted rate, said GTAsources.
of affordability has been one of the primary barriers to mass market adoption of electric vehicles," McAuliffe
noted.
is committed to bringing this technology to wide audiences of Americans. We will make the first
100,000 U.S.-built MyCars available to consumers for $10,000 apiece. Green technology cannot be truly green
unless It Is affordable. We believe that our MyCar pricing will offer tremendous potential to introduce consumers to
electric vehicles," he added.
The company has assured that It will hire some 3,000 to 5,000 workers to manufacture the cars. Also the
production facilities will be located in economically depressed areas to drive economic recovery and also generate
more manufacturing jobs.
Considering full production capacity, GreenTech will be able to produce five vehicle models, all available at
affordable price points, Sales of MyCar have already begun in Europe, and the company plans to Introduce four
other models around 2013-2014.
GreenTech launched its "Green Vehicle Showcase," earlier allowing the public to see the MyCar and GTA's Hybrid
Sports vehicle. During the event, Former President Bill Clinton praised GreenTech for purchasing the China-based
MyCar manufacturer and moving its production to America.
GreenTech Automotive promotes the use of clean automobile technology. GTA strives to develop vehicles that are
energy-efficient, affordable, and built in the United States by American workers. The company is led by McAuliffe

in both), our project momentum will be damaged. Weve gone into silent mode: No one in Tunica has heard from
GreenTech since ground-breaking by Clay Chandler Mississippi Business Journal /Dolan Media Newswlres
11/16/2009 JACKSON, MS In early October, Chinese businessman Charles Wang held a ceremony In Tunica
announcing plans to build a $1-billion hybrid vehicle manufacturing facility. GreenTech, Wangs company, would
employ 1,500 people directly and produce as many hybrid vehicles annually as Toyota does, Wang said. The
projects size and ambition was upstaged only by the lack of attendance by government and economic development
officials, who had been front and center for Nissan and Toyotas coming-out party, two events whose finished
product matched GreenTechs employment estimates. Since that unveiling over a month ago, not much at all has
happened. Weve gone into silent mode, said Lyn Arnold, president and CEO of the Tunica County Chamber of
Commerce. She would not provide details of her offices interaction with Wang or other GreenTech officials. That
operating procedure would provide an appropriate description of Green Tech Itself. Calls to a number for the
company end in a voice mail. Messages left by the Mississippi Business Journal last week went unreturned. A
representative from the Memphis firm handling GreenTechs marketing said the best way to Interview Wang was via
e-mail. A written list of questions had not drawn a response by the time the Mississippi Business Journal went to
press Thursday afternoon. The company e-mail listed in GreenTechs incorporation filings with Secretary of State
Delbert Hosemanns office produces an invalid address response. Wang said last month at GreenTechs
announcement that at least a portion of the projects funding would come from EB-5 Visas, which grant residency
status to foreign investors who agree to finance economic development projects in the U.S. Wang offered no

specifics about how much of the project would be funded by the EB-5 program. Gulf Coast Automotive Funds, a New
Orleans company, is handling G-eenTechs EB-5 money. GCAF president Taylor Beery would not provide specific
numbers about the projects funding. Since the October unveiling, a representative for the Mississippi Development
Authority would only confirm that the agency is waiting for the company to raise capital. The lack of communication
from G-eenTech extends to Pepper Bradford, head of Tunica County Planning and Development, whose office would
have to Issue a building permit before the company could construct its facility. To do that, GfeenTech would have to
exercise an option it has t o purchase t he land the site sits on. 1111 be a while before my office hears from them,
Bradford said. GreenTechs 1,500 jobs could make a substantial impact in Tunica County. The countys
unemployment rate for September, the latest month statistics were available from the Mississippi Department of
Employment Security, was 13 percent. That was the highest of the Delta counties and higher than all but five
counties In the state. Janet Scott, office manager for the Tunica County WIN Job Center, said none of t he large
crowd of people looking for employment In her office had started to ask about G-eenTech because were not sure
Its going to come. Weve had project s announced (with great fanfare) before that never came to pass, she said,
refer r ing to the gambling and entertainment complex whose plans were announced In 2004. Myriad Entertainment
and Resorts, the company t hat wants to build the complex, has had difficulty finding financing for the project. If and

industry analysts have been skeptical from the jump about G-eenTechs f easibility. John ODell, senior editor f or

partner Is using the same funding method for a similar project In Alabama. The two split last summer, after suing
each other over the rights to build in Tunica. They eventually settled, with Wang earning the rights to build In Tunica
and Benjamin Yeung moving on to Alabama. Their announcement ceremonies were a week apart. Theyre going to

still do not see a unique value proposition that explains how Greentech will reach forecasted sales that equal
of planned capacity, both at start of production in after major expansion occurs through No
established OEM that we are aware of is able to sell every vehicle produced In a given year.ln addition, the sales
forecasts suggest a completely successful start-up, despite no brand recognition no demonstrated vehicle
performance no safety and fuel economy certification from the National Highway Traffic Safety Administration no
emissions approval from EPA no established distribution network no demonstrated automotive Industry experience
within the executive management team. Greentechs advantages of high performance, low price and green image

These hybrid vehicle prices are very comparable to Greentechs suggested price range for proposed Midsize and

differ from the cost competitive, shared global platform manufacturing strategy currently utilized by several

Sites Information & EBD Update I suspected it was a national multiplier, and t aking a look at the U.S. model for
IMPLAN, It probably Is. For the U.S., IMP LAN has cars at 7.57, light trucks & SUVs at 23.26, and heavy trucks at
11.65. The independent economic analysi s probably used REM I or RIMS multipliers, or perhaps was based on a
combined i ndustry of vehicle assembly and electronics. Much the way we use the statewide multiplier for projects,
It would be reasonable for a U.S. agency to use a national multiplier t o understand the Impact of an event or activity
on the country as a whole. But the same way we do not use the statewide multiplier for a region or locality, the U.S.

other s) will be able to download everything. Although Roy was able to connect with Davi d Lu before he left for China,
David was not in a position to provide him tho EB5 application Information we were promised during our meeting
last week. Roy and our attorney, Sandi McNinch, will continue due dil igence in his absence, which I believe will be
two weeks. Although we will not wail two weeks before proceeding, it is clear to us that we will not have a proper
assessment of the EB5 opportunity completed by the end of October. As for the size of a such a center, we do not
believe it Is practical to consider tho entire state as a center. In our opinion, any regional center should be based on
the actual region surrounding the mega site that your company ultimately selects as most suitable. In addition, we
have another . for you concerning the proposed funding of GCG from the EB5 method shown in the business
plan: How will ion be achieved over 5 years so that the project successfully qualifies Investors for
permanent vis n only - tal direct and indirect jobs will be created? Regards, Mike
