CITY OF PELICAN BAY
TEXAS COMMUNITY DEVELOPMENT PROGRAM

The City of Pelican Bay will hold a public hearingat 6:30 pm on September14,2004, at
Pelican Bay City Hall in regard to the submissionof an application to the Office of Rural
Community Affairs for a Texas Community Development Program (TCDP) gant. The
purpose of this meeting is to allow citizens an opportunity to discuss the citizen
participationplan, the developmentof local housing and developmentneeds,the amount
of TCDP funding available,all eligible TCDP activities,and the use of past TCDP funds.
The City encouragescitizens to participatein the developmentof this TCDP application
and to make their views known at this public hearing. Citizens unable to attend this
meeting may submit their views and proposalsto Ms. Nancy Nold, City Secretaryat the
City Hall. Personswith disabilities that wish to attendthis meeting should contactCity
Hall to affange for assistance. Individuals who require auxillary aids or services for this
meeting should contact City Hall at least two days before the meeting so that appropriate
arrangementscan be made.

SCHEDULE PUBLIC HEARING. A motion was madeby Alderman Keller and secondedby Alderman Sparksto
approvethe proposedtax rate and to schedulea Public Hearing on September4, at l0:00 a.m. The motion passedby a
vote of 4/FOR and 0/OPPOSED

4, DISCUSS AND APPROVE POLICE DEPARTMENT DRESS CODE. Alderman Sparksmoved to table this item
until Council can get more information. Alderman Keller secondedthe motion. The motion did not passby a vote of
2/FOR, 3/OPPOSEDas Mayor Hawkins broke the tie vote. After somediscussion,Alderman Hunter moved to allow
Police Officers a choice as to wearing an 8 point hat or a police ball cap that is black with white letters so that it stays
in uniform and to table the dresscode until the next council meetingwhen somethingon paper can be considered.
Alderman Sparkssecondedthe motion. The motion passedby a vote of 4/FOR and 0/OPPOSED.

DISCUSS AND APPROVE NO SMOKING POLICIES IN PUBLIC BUILDINGS AND CITY VEHICLES. A
motion was made by Alderrnan Hunter to get Mr. Staplesto draft an ordinance for this issue.Alderman Sparks
secondedthe motion that passedbv a vote of 4/FOR and 0/OPPOSED.

6. APPROVAL OF TERMINATION OF A POLICE OFFICER. After much discussion,Officer Parkergave


perrnissionfor the Council to discusshis personnelmattersin public ratherthan in Executive Session.A motion was
made by Alderman Sparks and secondedby Alderman Keller to not approve the termination. The motion passedby a
vote of 4/FOR and 0/OPPOSED.

7. CITIZEN PARTICIPATION.

Therebeing no Citizen ParticipationMayor Hawkins adjournedthe meetingat

s c h o o l c h i l d re n a n d i n d i g ent persons f::om communi cabl e di -seases;

(3 ) m e d i c a l treatment for i ndi gent persons w ho are not

en ti tl e d to tre a tm e n t u nder C hapter 51 (Indi gent H eal th C are and

(b ) This s e c ti o n is effecti ve for a county onl y if jt is
ap p ro v e d b y a m a j o ri ty o f the voters of the county at an el ecti on

called fo r th a t p u rp o s e by the commi ssi oners court on recei pt of a


pe ti ti o n s i g n e d b y a t l e a st fi ve percent of the property taxpayi ng
v o te rs i n th e c o u n ty .
(c ) T h e c o m m i s s i o ners court may pay not more than hal _f of
the c o s ts of medical tre atment and i mmuni zati on for an i nd_i gent
pe rs o n w h o i s n o t e n ti tl e d to treatment under C hapter 61 (Ind-i gent

( d) A c om m is s ioner s court that creates a county health unit

un der t his s ec t ion s ha11 create a county health unit fund- The
p roc eeds of t he t ax s ha11 b e d e p o s i t e d to the credit of that fund.

Am ount s in t he f und s ha11 be used for the purposes for which the
com m is s ioner s c our t m ay im p o s e a tax under Subsection (a).
