INFORMATION FOR INTENDING APPLICANTS.
Introduction .
Tbe business in conuection with Workers' Dwellings under the
provisions or the State Advanees Aet is manui:ed by tho State Advances
Corporation ('orkers' Dwellings Brnneh) , and ia nnder the administra-
tion of the for Worka.
'fhe object of the legislation is to priivide for t he graDting of loans
to enablo of limited income to ereot, under the Corpo1ation's
3\litablc liomes for themselves, with a comparatively small
contribution by them towards the proposition, with easy terms 0
repayment, and with a low rate of interest.
For peroons who are less favourably circumstanced a.ad who cannot
contribute the required deposit for a Worker's Dwelling, the Workers'
Homes Scheme ( lll\dei "2'/re l Vorkers' II 0111u has been pro-
vided by the Government. This scheme is dcolt with in a separate
pamphlet, copies of which may be obtained from the 'Vorkers' Dwellings
Office.
Loo.us under tl1e State Ad,anees Act for Worketll' Dwellings cannot
be grnnted fo1 the purchase of houses already bnllt, the business being
confined to the erection, under the supervision 0 the Corporation, of
new dwellings, u11d to the 1mbscqmmt improvement of such dwellings.
'l'he following rcqniremeuts are neoeS$ary to qualify a person to
apply f<>r a loan ($eC page 5 for further detailR) :-
(a) Ire must own a pieee of suitable re11idential land.
(b) He must not already own a dwellio&.
(o) His total income must not exceed 416 per annum.
(d) Me must undertake that the proposed dwelling when erected
will be used as a home for hi01$el and his family, aod for no
other purpose.

WORKERS' DWELLINGS.
Lonll.8 may be granted up to 16s. in the of the fair estima.ted value
<if the security as explained on page 8 hereof.
The .Act provides that a loan for a Worker's Dwelling shall not i11
any case exceed 800. The actual n?asonable r'lquirements of ca.ch
applicant i.n respect of the number of his fa1Dily and dependants, finanei11l
circumstances, &c., are taken into account, nnd the amount of the loan
accordingly. Generally, a loan in of 600 will not
be approv_cd, unless under very. exceptional. clreumatllI!ecs and subject
to special conditions.
'!'he rate of on loa:ns 5 per cent. per annum.
Plans and specifications of dwellings are supplied in designs to suit
<ueh applicant's particular wishes (&ee page 7).
Tenders for the erootion of the proposed dwelling nre invited by
the Corporation after a loan has booo approved.
'fhe applicaDt is 1-equiTI!d to exeente, as security for the loan, a lir$t
mortgnge in favour of the CorporatioD over the laud on which the
dwelling is to be erected.
Loans are repayable in twenty years by monthly iwJtalments at tbe
rate of 1 as. 3d. for every 100 borrowed. 1'bl$ rate of instahne,nt cover$
interest ot 5 per cent. per annum on the maximum monthly balance
owing from time to time and redemption calculated to repay the loan in
full in the stated period (sot page 11).

The borrower mW1t also pay from his 01<'n resources 1tl! fire insurance
premiums, local authority rates and wateT rates, tu:ea, cost of repairs
and rcpablting, and other outgoings from time to time as Uiey become
payable.
The dwelling must be insured by the borrower agaiust fire for the
amount of the contract price, such insurance to be with the State
Insurance Office, lo$$, if any, payable to the Corporation as
mortgagee; the policy must be hande<l to the Corporation to be
until the Loan is repaid ..
When the loan has been repaid iu full, the mortgegc is discharged
and the released securities handed over to the borrower.
The aforegoing matters are referred to in greater detail in the
following pages.

DWELLINGS.
Eligible
_.\n applieMt for a loan for the erection of a Worker's Dwelling
must comply with the follov:iag requin,mrnts :-
(a,) He must be ir. possession of the unencumbered title in his.
own name of a suitable piece of laud in a residential locality
on which t ho proposed dwelling is lo be erected.
(b) :He must not be already the owner of a dwelling-ho03e.
( c) He must not at the t ime of making the application be ii>
receipt oI a total income in exceJIS of 416 per annUIJL
( d) lle most u.ndertake to use the dwellinl,l.bouse when erected
as a home for himself and his family, and for no other
purpose.
Where a person is tile registered owner of a reiidence and has sold
the same on terms, he is not eligible to apply for a Worker's Dwelling-
until the title to such property has been transferred to the purchaser.
Wbere an applicant has owned a Worker's Dwelling, the-
question o.f his eligibility t.o apply again for a loan may be considered
on its med ts; bnt, circumstances existed which made it
necessary for him to dispose of his previous ''lorkcr's Dwelling, a
further npplication will not be entertained.
The income of :416 per nnnu1n referred to above is the gross income
from all 800reeB and without deductions. In east>S where applieants ar<'

applicant from the business. 'file combined incomes of husband and
wife a.re taken into consideration when deciding the eligibility of an

The npplicaut mnst clearly undcl'$tand that the Worker's Dwelling
when erected must be used solely as a home for himself and his family,
and for 1w othtr purpose. I t tuust not bo used s, for e3ampte, a lodging-
ho11se, and no portion of the d,.elling mny be Jet. roust not be
earri<>d on upon tha preroisci;, e:tcept under special circum-
sta11ces, when tbc case will be considered on lts merits on the writteD-
reqnesi of the borrower.
From time to time, in accordance with particular circumstances as
to btrilding costs, number of applications on hand, &c., preferenee may
be given to applications in respect of less CMtly dwellings, or to-
applicants with lower incomes, &e.
Applications.
An application may be made for a loan to ennble the applicant to.

Applications for advanees must be made to Ute Go1poration on the
prescribed form, and be by Hn I nspection 1''oo of 3. The
inst rument of title to the land offel"OO as security must also be
forwaTded. A l'OUgh floor plan of the ))ropose<] dwelling, drawing
attention to any 6peciol features, should be submitted, and in the ease
of applications from country towns, a local builder'$ estimate of the
cost of the dwelling is desirable.
The application m.ust be made in the name of the person whose name
.ippenr$ 011 the title to the land on it Is proposed to erect the
-dwelling.
"\V11ero the application is made by a husband 01 a wife, sucl1 applica-
tioo must be accompanied by a declaration on the prc.5eribcd form by
the wifo or the husband, as the case may be.
An application may be accepted from a sinsle person who contem-
plates marriage, provide& the mal"riage is to take place by the time the
dwelling is completed, or within a reasonable time thereafter. Tbe
intended wife or husband mn&t sign the declaration on the preteribed
form .
.An may alSQ be aecepted from a single person who is
the main support of his or her parents nnd their family, provided the
olwelling is being erected as a home for those per!lons and for no other
purpose, and provided none of them already OWTIS n dwelling,
Loans may be grnnted on the joint application of eligible persons
(such as husband and wife) who are the j oint-ovmcre of the land on
which it is proposed to erect tho d1vclling .
from persons in country centres should be lodged with
the local Clerk of Petty Sessions, who will assist npplicauts to C()roplete
the oecCS$ary forms, &c.
Applications from persons in tile metropolitan arcn should be made
personnlly nt the \Yorkers' Dwellings Ilrancb of the State .Advances
Corporation, Trensury Buildings, Drisbonc.
Land Accepted as Security.
Lonn3 may bo granted to eligible persons to erect Workers' Dwellings

by indicating numbers, such as " 10651," or "W.If. 606, " or as the e;ise
may be, and the indicating nnmlier of a particular design being r eferred

Tenders.
Tenders fov the building and other specified improvements are-
invited by tlrn Corporation, and when received T>rticulai:s of $lime are
furnished to the appliellnt for his consideratiou nnd deeiaion. If a1>
applicant is himself an efficient builder, he may, if so desire, tcndm-
for the Preetfon of his own clwi>llinfl'.
Erection of Building.

Amount of Advance.

Boundary fences on I.he land olftred a.$ seeurity are considered for
security purposes at not more than the reasooable valuation of the
applicant's shore therein.
Provided the $CCUrity nd the proposition geue1ally a.re
deemed satisfactory, a loan rnay be granted towards the
c0$t of a dwelling; of such an amonnt, within the abovementioned limit
of 16s. in the , os in nil the circuin.qtances is couaidered to be consistent
with the nJJ.ture or the security and with U1e financial position and
reasonable requirements of the applicant. 'l'he flnal amount of the loan,
however, i$ determined on receipt of tenders.
Generally, a loan exceeding 600 will not be entertained, unless
under special circumstances and subject to special conditions. There is,
however, no rest1iction placed by the Corporation upon the
cost up to which a proposed Worker's Dwelling may be provided
that the i$ prepared to contribute ill ca9h SllY balance over
rho approved loan.
In an cases the amount of the 1011.n is based on the lowest tender.
If such tender be less tb.,n the previous estimate of the CorpoTation, the
loan provisionally grunted is correspondingly 1eduecd. For example:
(f a loan of 500 be provisionally apprpvcd for a dwelling estimated to
cost 1i00-thc applicant thus contributing .L.1.00-aud the lowest tender
be only :580, but the aeeeptP.d tender preferred by the applicant be
590, the final amount of the lon11 is redneed to 480. If the tender

obtaind. Such payment will subsequ ently be in the pas;-book

In$talmcnts may be paid at the \Vorke1-s' Dwellings Office, T.reasury
Buildings, or may be lodged iu any bral\ch of the Common-
Bank for to the Workers' Dwellings Office. In centres
there is no brnneh of the Commonwealth Bank, payments may
be ma<lo to Ute Jocnl Savings Bank Agency of tho Commonwealth Bank
(gcncrully sit1111ted at the Post Office) .

Payments in Excess of Required Monthly Instalment.
Every borrower is entitled to pay off tbe bale.nee of the Joan at any
time, or he may pay amounts either regulady in addition to his .
monthly iW>lalmcnt or in Jump sums, a ho tlijnks tlt. .As interest is
cl1nrgcablc on the mmmum m<>ntbly balnnce of his account, he thereby
obtains tb.e beuellt of a Nduood chargo for intcr<:St, in addition to securing
his property free of at an earlier date. Notwithstanding pay-
n1cnt of sums in excess of the required monthly instalment>!, the rate of
monthly instalment will not be revised as the borrower's account
incrtMes or decreases in credit from time to t imo. It may be argued by
boirowcrs tbat tbey would be unwise to make nny CXcCs:! payments :u;.
they would bavc to pay the same monthly iuatalment in the future.
This is not so; Ma matter of fact, while a borrower 's account is in eredit

Penalty for Late Payment or Instalment.
